An investigation has been completed of the technical and economic feasibility of construction of a processing facility for gold extraction from arsenical tailings, grading nearly 12 g/t, stockpiled near Snow Lake, Manitoba, Canada. The tailings dump is comprised of arsenopyrite (45%), pyrrhotite (12%), and gangue constituents. The majority of the gold occurs as fully encapsulated particles or as a solid solution in the arsenopyrite grains. The chemical composition of the Snow Lake tailings (referred to as "ore" throughout the remainder of the text) is shown in Table 1.

Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes thermal drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of commercial dewatering devices were developed for the Coal Cleaning Simulator running under Aspen Plus? during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for size degradation in the devices and fines loss to effluents, where appropriate, and a calculation for moisture content of the product based on particle size and specific gravity distribution. This paper discusses the algorithm for coarse and fine coal centrifuges and gives comparisons between predicted moisture and solids loss and published moisture and solids loss values for various particle size ranges.

In this paper several leaching tests were per-formed to optimize the leaching section of a hydrometallurgical process for the recycling of alkaline and zinc-carbon batteries. Zinc and manganese oxides were dissolved by an acidic-reductive leaching using sulphuric acid and oxalic acid as reductant. Leaching tests were developed according to a full factorial design. The operational variables were pulp percentage, sulphuric acid concentration, temperature and oxalic acid concentration. Additional tests were performed to evaluate the precipitation rate of Mn and Zn oxalates. Finally a hydrometallurgical process were proposed for the recycling of alkaline and zinc-carbon batteries, in which Zn and MnO2 are recovered from purified solution by electrowinning: Zn is recovered as metallic compound, while Mn can be recovered as electrolytic manganese dioxide (EMD), but recovery of further manganese compounds is possible with simple process changes.

This paper aims at the application of quantitative criteria for evaluating the mineral potential of square cells representing areas in terrains being explored at a reconnaissance level. The assumption is made here that the evaluation methods used by an expert economic geologist can be organized into geological models for establishing associations within imaged areas, that correspond to pixels with similar characteristics. UTM-registered multiple data sets have been constructed which include seasonal LANDSAT 2 and 4 images, SEASAT scenes, selected airborne radar images, digitized aeromagnetic, gravity, bedrock geology and topographic elevation maps. The area of interest is located in the Bathurst Inlet, District of MacKenzie, N.W.T., where a preliminary mineral potential evaluation was performed by the Geological Survey of Canada to assess its suitability for a national park. The multiple data sets described in this paper can be used for many studies at different resolutions, for comparing processing methods in remote sensing and, most importantly, for evaluating the physical and spatial relationships between the different images in registered data sets.

INTRODUCTION In most uranium mines the concentration of uranium in the ore is low enough that inhalation of dust does not present a radiological problem. Conversely in the mills there is a potential inhalation hazard from inhaled uranium in concentrated form, namely "yellowcake" and other compounds intermediate between the ore and the final product of the mill. It was generally assumed that the solubility of yellowcake placed it in the category of Class D materials. This plus the fact that the uranium is non-enriched led health physicists to assume that the potential health hazards were a result of the uranium's chemical properties rather than its radiological properties. Bioassay programs have thus been limited to routine urine sampling at a weekly or monthly frequency. In most cases when a high reading was obtained, subsequent sampling within one or two days showed a rapid return to low levels, therefore tending to confirm the class D nature of the material. Two developments over the last few years have however suggested that modifications to this simple bioassay program may be necessary and practical. Firstly, a number of studies on the solubility of uranium mill products, from ore to yellow cake, in simulated lung fluid (Eidson A.F., Mewhinney J.A., 1980) have shown that some of the material is not class D, but class W or even Y. This raised the possibility that, while the urine levels rapidly decreased, indicating rapid excretion of the class D component, the W and Y components remained in the lung. Thus an unsuspected lung burden could have been accumulated. The second development, the ready availability of [in vivo] counting facilities with which to make direct measurements of uranium lung burdens, offered a means of confirming the hypothesis of unsuspected lung burdens. A study was therefore initiated to correlate lung burdens with urinary excretion. METHOD A total of 79 subjects from 3 uranium mills participated in the study. They were brought to the Ottawa laboratories of the Radiation Protection Bureau in groups of 4 or 6, over a period of several months. In Ottawa, [in vivo] thorax measurements were performed, and a urine sample collected. Each subject also brought with him a urine sample that had been collected the previous day. All samples were split, for analysis by both R.P.B. and the mill laboratory. [Concentrations of Uranium Dust] Results obtained by mills A, B and C for concentrations of uranium in air at various locations are given in table 1. Samples taken at mill B were obtained using continuous sampling with a midget impinger over a six hour period. Samples taken at mills A and C were 5-minute gravimetric samples. [Subject Selection] The subjects were selected to represent a wide range of work history in terms of both length of employment and type and location of job, as shown in table 2.

5.1 INTRODUCTION Heap leach cyanidation techniques possess considerable potential for exploitation of low-grade ores, small ore bodies, mine strip waste and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successfu1, ore must exhibit certain characteristics, as previously discussed in Chapter 1. Primary among the necessary ore characteristics is that the ore must have good permeability after being crushed or treated and stacked into heaps if uniform distribution of the cyanide leach solution is to be achieved. Gold and silver ores containing excessive amounts of clays or fines generated by crushing are some of the most difficult to treat successfully by heap leaching. The presence of excessive amounts of slimes (generally classified as minus 50-micron or 270 Tyler mesh sieve size particles) in the heap leach feed will slow the percolation flow of the leach solution, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap, causing the leach solution to run off the sides of the heap rather than to penetrate the ore heap. The problem of heap leaching ores containing fines can be aggravated during stacking and preparation of the ore heaps, because natural sorting of coarse and fine material occurs during these steps (Johanson, 1978). This phenomenon results in a concentration of ore fines at the center of individual ore piles and a concomitant concentration of larger rock fragments on the lower slopes and base of the piles. When the individual piles within the heap are leveled off prior to installation of the sprinkling system which delivers the leach solution, additional segregation occurs as the fines sift through the coarser ore particles. The segregation results in localized areas or zones with marked differences in permeability. As a consequence, the leach solutions follow the path of least resistance, percolating downward through the coarse ore regions and bypassing or barely wetting areas that contain large amounts of fines or slimes. Effective utilization of marginal gold and silver resources through heap leach processing requires the development of new methods in order to achieve more uniform size distribution during ore heap preparation and better slime control during leaching.

Microbiological leaching has been used as an alternative approach to conventional hydrometallurgical methods of uranium extraction. In the microbiological leaching process, iron-oxidizing bacteria oxidize pyritic phases to ferric iron and sulfuric acid, and uranium is solubilized from the ore due to sulfuric acid attack. If uranium in the ore material is in the reduced, tetravalent form (UIV), a red ox reaction is involved whereby uranium is oxidized to the hexavalent form (UvI) upon dissolution. In acid-leaching systems, the primary oxidant is ferric iron, which is reduced to ferrous iron by its chemical reaction with UIV. The ferrous iron thus formed is reoxidized to ferric iron by iron-oxidizing bacteria such as Thiobacillus ferrooxidans and Leptospirillum ferrooxidans. Nutritional requirements and responses to environmental extremes of acidophilic iron-oxidizing bacteria are appraised. The S-entity in Fe-sulfides is oxidized to sulfate by bacteria similar to Thiobacillus ferrooxidans and Thiobacillus thiooxidans. Pyrite and marcasite oxidation is a sulfuric acid forming reaction. Heap, dump and in situ leach techniques are feasible as bacterial leaching systems.

Previously we reported crushing or grinding crystalline silica results in silica-based free radicals on the particulate surface which can generate hydroxyl radicals in aqueous solution (1). Now we find that freshly ground silica is more cytotoxic to and a more potent activator of alveolar macrophages than similarly sized aged silica. Since the United States Department of Labor estimates that over 1.25 million American workers may be exposed to freshly ground crystalline silica arid nearly 60,000 may be at risk of developing some degree of silica-based occupational lung disease, then this is hardly a trivial problem. Occupations of concern include workers who come in contact with silica including miners of soft and hard minerals, stone quarry workers, glass workers and even millers who stone grind flour. Acute silicosis is manifested by inflammation, alveolar lipo-proteinosis, and the rapid development of respiratory disability that depending on the dose of silica can produce chronic silicosis which takes 20 - 40 years to develop. It is demonstrated by the appearance of concentric hyalinized nodular lesions and progressive development of dyspnea(3). Certainly the free radicals produced on the surface of freshly ground crystalline silica play a most important role in producing the acute and chronic symptoms of silicosis. When respirable-size freshly- ground silica (0.1 -- 5 microns in diameter) enters the deep alveolar spaces in the lung and contacts an aqueous environment, hydroxyl radical are generated and cellular damage is bound to occur. We have found that freshly ground silica can cause lipid peroxidation and lysis of erythrocytes(1). The objective of this investigation was to further elucidate the enhanced toxicity of freshly ground versus aged silica. It can be deduced from the data that not only is freshly ground silica more cytotoxic to alveolar macrophages but it is a more potent stimulant of these phagocytes. However the mere characterization of toxicity is not entirely helpful if there is not a useful means to detoxify the cause of the damage. We have identified an aqueously soluble substance that can be used in high dilution to detoxify the SiO(•) and Si(•) type of free radicals. This is the organosilane known as Prosil 28 (R). We have found that coating of the freshly ground silica can effectively reduce its toxicity. The importance of this observation is that such a coating could be used with water cooled drills. This may partially detoxify silica at the point of generation of the free radical, i.e., the generation of the fresh silica dust itself. Such a coating could be used in great dilution 1:103 or 1:104. The coating would be long lasting, inexpensive and should be non-toxic because of the great dilution.

Coal is a major source of energy in the U.S. and more than 51% of the electricity used in the country is generated from coal. Coal cleaning prior to combustion is necessary and often accomplished using wet physical processes at coal preparation plants to remove impurities such as ash, sulfur, mercury. However, the resultant clean coal product still contains a significant amount of impurity due to the fact that impurities are not well liberated from coal particles ranging from several millimeters to inches in size at which wet cleaning processes take place. A cleaner coal product can be obtained if a cost-effective dry process is developed to further clean pulverized and thus better liberated fine coal at the power plants prior to its combustion. The benefit of such a process is a significant reduction in the cost of expensive post-combustion chemical cleaning processes such as flue gas scrubbing employed to meet the stringent environmental air quality regulations. In this study, a novel rotary triboelectrostatic separator (RTS) was investigated for its application to dry cleaning of fine coal samples acquired from the power plants in the state of Illinois. The pulverized fine coal contains well liberated ash and pyrite minerals and is an ideal feed to the triboelectrostatic separator for further cleaning without the use of water or any chemical reagents. The proprietary rotary triboelectrostatic separator (RTS) is characterized by an innovative high efficiency rotary charger, charger electrification, laminar air flow, and specially designed electrodes. Compared to existing triboelectrostatic separators, the rotary triboelectrostatic separator offers significant advantages in particle charging efficiency, solids throughput, separation efficiency, applicable particle size range, etc. Testing with several fine coal samples has demonstrated that this technology can significantly reduce ash content with a process efficiency similar to or better than froth flotation. Important process parameters such as charger rotation speed, injection and co-flow rate, feed rate were investigated for their effects on separation performance.

During the cyanide leaching of gold ores containing copper minerals, aurocyanide (Au(CN)f) is produced and typically recovered using activated carbon. However, free cyanide, as well as cyanide associated with cuprous cyanide complexes, are generally not recovered from the barren liquor. This results in a significant economic penalty in high cyanide consumption due to the dissolution of copper. 1\vo different configurations of a novel method for the treatment of barren liquor streams for cop­per recovery and cyanide recycle are described. Recovery of copper and cyanide is affected using solvent extraction (XI 7950). Loaded organic is stripped with a high copper, high caus­tic solution which is electrowon to produce copper metal. Depleted electrolyte is treated with sulfuric acid to recover cyanide which is returned to the leaching circuit. Results of benchscale and mini-pilot plant experiments are presented.

Knowing the location of voids/fractures in roof rock will be greatly helpful for roof support design. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way for determining void location in roof rock. In this research, feed pressure and rotation torque are found to be good indicators for identifying the voids, based on the results of a series of laboratory experiments. A set of computational rules has been developed to locate voids in mine roof using the measured roof drilling parameters and implemented in MRGIS, a software package developed to allow mine engineers to make use of the large amount of roof drilling parameters for predicting roof geology properties automatically. Anew feature, 2D map+3D figure display, is also added to MRGIS.

The bacterial oxidation of arsenopyrite has been shown to be an efficient, economic and environmentally acceptable method for the liberation of any gold content . The mechanism of the process is not certain but is usually considered to involve direct and indirect reactions with respect to bacterial involvement. The direct reactions are those in which the bacteria attached to the mineral surface cause its dissolution, with dioxygen being the oxidant. The iron(III) produced in solution is the chemical oxidant in the so-called indirect reactions. Barrett et al 2 showed that a synthetic bio-oxidation solution (with no cells present) could dissolve up to 15% of an arsenopyrite sample, the products of the chemical oxidation being iron(II) and arsenic(III). This paper describes an extension of the investigation of the chemical process and its imp! ication for the mechanism of the bio-oxidation of arsenopyrite.

In deposits with highly skewed grade distributions, such as precious metals deposits, proper handling of the outlier high grade data is very crucial to the ore reserve estimation. Although some recent geostatistical techniques are available to handle the estimation problems with these outlier data, ordinary kriging or conventional methods are still widely used to estimate the ore reserves for such deposits. One reason for this is the fact that the alternative methods offered are either too complex or too exhaustive for the mine engineers and geologist who often do not have the expertise or the time to apply these methods. This paper presents a new 2-step kriging algorithm "Outlier Restricted Kriging" (ORK) which can be a simple and a practical tool to use where the ordinary kriging will fail to handle the outlier high grade data properly in block grade estimation. The paper details the methodology and discusses the results of its application to a gold deposit.

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. The presence of finely divided carbonaceous matter, particularly graphite, in gold ores, adversely affects the adsorption - recovery of gold by activated carbon from cyanide solutions of such ores. Competitive adsorption of gold by graphite and other carbonaceous matter, is thought to be responsible for this deleterious effect In this study, adsorption of gold cyanide complex AU(CN)2- by the activated carbon used in carbon-in- pulp or carbon-in-leach processes, was compared with that by graphite which was chosen to represent the carbonaceous matter. Similar adsorption studies were made with gold chloride complex AuC14-. Correlation of adsorption with surface characteristics and thermodynamics were presented in detail, and a flowsheet for graphite-in-leach was proposed.

The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

During the last few years, the minerals industry has been confronted by increasingly stringent environmental regulations that are significantly altering the economics of the industry. Heightened media attention, threats of litigation and decreasing support by the general public have exacerbated the industry's difficulties. Regardless of their merit, environmental issues present a serious threat to the continued viability of mining companies. Firms have reacted to these regulations by escalating their environmental activities to meet the new requirements. They have simultaneously adjusted their corporate schedules to reflect the substantially longer time periods required to obtain construction and operating permits and ensure compliance with legal requirements before mine abandonment. Companies have also been forced to adapt to a considerably greater amount of uncertainty and expense associated with the development of mineral projects. This has resulted in a significant erosion of the profitability of some mining companies. Most of the changes in corporate environmental activities have been reactive. Pending regulations present formidable but uncertain technical requirements for compliance, and future regulatory developments are difficult to predict. This problem is aggravated by depressed market prices for many mineral commodities. Past expansions of environmental standards have led to the closure of mines and processing facilities due to economic hardship, as occurred in the smelting segment of the US copper industry in the 1980s (Cro¬zier, 1992).
