INTRODUCTION Construction of Phase I, Section A, of the Baltimore Region Rapid Transit System required that six underground stations be built using a cut and cover excavation technique. For five of these stations, soldier piles, used as support of excavation, were installed with tip elevations well below the bottom of the excavation. However, in the case of the sixth subway station, the Mondawmin Station, soldier piles were installed only through soil and decomposed rock, with the tips of the piles being stopped well above the bottom of the excavation in partially decomposed rock. Below the tips of the soldier piles, and below a cut slope where piles were not installed, the sides of the excavation consisted of partially weathered and fresh rock and were supported by a combination of rock bolts, wire mesh and shotcrete. An extensive installation of geotechnical instrumentation permitted detailed monitoring of horizontal and vertical movements of the soldier piles and the walls of the excavation. Preliminary studies indicated that the excavation support system selected for the Mondawmin Station would have several advantages over a conventional system consisting of soldier piles extending to the bottom of the excavation, braced with prestressed struts. These advantages included lower cost of installation, a decreased time required for installation, and a more open excavation for the contractor during construction of the station. The Mondawmin Station is situated in the northwestern quadrant of Baltimore City, approximately 6.4 km (4 miles) from the center of the City. This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

Equipment wear is one of the major concerns in screening of coal and minerals. Not only does it decrease the screen service life, it also results in inconsistent aperture sizes and deteriorates the efficiencies of downstream operations. In this research, a coating technique based on laser surface engineering (LSE) was successfully developed to increase the life span of raw coal screens. The microstructure and wear properties of the coating were investigated in this study. Enhanced wear resistance performance (up to 11-fold increase) of coated screens has been achieved in laboratory wear tests.

Computer control of the minerals beneficiation process is limited by a lack of adequate sensors to provide information on the current state of the process. Recent reduction in the cost of image acquisition and powerful inexpensive computers make use of computer vision as sensory input in process control a possibility. In the phosphate industry, the amount of apatite in phosphate tailings is estimated by inspection. For machine vision, a simple 256 x 512 color image of the tailings was captured via an inexpensive color video camera on an IBM PC. Initially, the image is converted to gray scale and displayed on an EGA color monitor. A program was written which identifies the different constituents of the sample by analyzing the gray scale levels for the digitized picture. In other instances the minerals are identified by their relative color intensities. The amount of each constituent is determined with good accuracy from the area it occupies on the image.

Bentonites and bentonite containing sealing materials are used since many years for sealing purposes in foundation, dike construction, hydraulic engineering and landfill construction, especially for encapsulation of old waste deposits In the near future compacted bentonites will be important components of multi-barrier systems for dry charge of old mines, for underground disposal of hazardous or radioactive wastes. Because of their exceptional physical, structural and chemical properties, bentonites are offering manifold possibilities to protect the environment against the negative effects of dumping grounds. Often the compliance with legal regulations for waste dumping or the isolation of contaminated areas is possible only by using bentonite containing sealing systems. The essential properties of bentonite, bentonite containing building materials and the different techniques of making horizontal technical base liners and vertical cut-off walls are explained. For horizontal technical base liners the adsorption ability, the ion exchange capacity and the swelling behavior of bentonites are important. For cut-off walls bentonite controls the rheological behavior of the slurry and is responsible for the low permeability of the hardened bentonite-cement-wall. In the multi-barrier systems of repositories for chemical or radioactive wastes compacted bentonites are considered to be favourable sealing and backfilling materials because of their high swelling capacity, their adsorption and ion-exchange ability and their plasticity in water saturated state.

Bacterial oxidation processes have often been repo1ted as releasing large amounts of energy so that a large scale operation would require cooling to maintain the required operating temperature for the bacterial culture. These reports are based on the chemical heat release which in some eases has been adjusted for the energy required to fonn the mass of bacterial cell matter per unit volume of solution. There are two flaws in this approach for calculating energy release in the fonn of heat. The first flaw is that it only considers the bacteria in solution. The second assumption is that the only bacterial reaction is the fonnation of cell material and others such as energy for respiration and locomotion are not considered.

The use of activated carbon as an alternative to Merrill Crowe precipitation to recover gold from pregnant leach solutions is recognized. Recovery using activated carbon, however, suffers from the interference, due to organic fouling, clay content and increasingly from the presence of elements such as copper. Ion exchange separation technology is familiar to the mining industry (uranium) and its potential application to the gold mining industry is evaluated with considerable efforts by research workers in South Africa, Australia, and North America. The present paper reviews in detail the status of the research work that identifies potential opportunities.

A slope stability study for the Annie Creek and Foley Ridge Mines was undertaken to provide Wharf Resources, Inc. with a technical assessment of the stability of the slope for an overall pit slope angle of 60°. A rock analysis of the most critical and persistent combination of discontinuities was carried out using probabilistic methods. A detailed discontinuity mapping and assessment of the rock mass provided the orientation data used in this study. The orientation data were reduced and analyzed to identify the discontinuity sets. A statistical analysis provided information about the distribution of the data. A deterministic wedge stability analysis identified the critical combination of discontinuities; those with a low factor of safety were further studied using probabilistic kinematic and kinetic stability analyses. The results from this approach were used to obtain the reliability or probability of failure of the slopes.

INTRODUCTION Uranium mine inspection in Canada forms one element of the enforcement of the Atomic Energy Control Act; it is under this Act that all Canadian uranium mines and mills are licensed to operate. Inspection duties are carried out by a small core staff of federal government inspectors (working for the Atomic Energy Control Board (AECB)) largely supplemented by provincial mine inspectors working on behalf of the AECB. Unlike most resource extraction in Canada, uranium mining is under federal jurisdiction and consequently it was the AECB who decided in 1975 that changes in the Canadian uranium mining industry, particularly its expansion and the expanding role of the mine inspector in the limiting of exposures, warranted the offering of a special radiation protection training course. The Uranium Mine Inspector Training Course (UMITC) was first conducted in 1976 at the Elliot Lake Centre in Elliot Lake, Ontario. Subscription for the course was not limited to mine inspectors to enable union stewards, management personnel and provincial/federal labour inspectors to attend. This paper will present an outline of the course content, the format of its presentation and non-curriculum aspects of running a course of this type in uranium-producing community. The core lecturers for UMITC are drawn from the Radiation Protection and Uranium Mine Divisions of the AECB. In addition, guest lecturers are invited from universities and medical research centres together with industry professionals and government researchers. In all some twenty-four plus presentations are made over the first five days of lectures. The program topic areas, hazards, controls, measurements, record-keeping and health effects are preceded by an intensive half-day session on radiation fundamentals. TOPICS Hazards [Dust] A review of the dynamics of airborne particles including the effects of particle size, gravity and wake-turbulence on the behaviour of dust clouds. Associated topics are migrational aspects of dust particles and specific dust-generating mine operations. [Radiation] Canadian uranium mines are increasingly diverse in nature ranging from large scale low-grade underground operations in Elliot Lake to smaller high-grade open pits in Saskatchewan. Papers are presented on assessments of internal and external exposure, the metabolic pathways of ingested or inhaled radiation and the specifics of mine and mill hazards. Radiation hazards are further broken down into gamma surveys of uranium mines, radon daughter concentrations and problem areas. Controls The relationship between mining methods and the operating environment is critically important to ensuring safe working conditions. This refers to both the selection of machinery/devices, etc., and to engineering controls which are instituted to remedy problems created by new technology. UMITC examines a number of possible mining techniques, their criteria for selection and impact on the working environment. Control measures, ventilation practices and design, the need for continuous water misting and special open-pit precautions are presented. These lectures frequently conclude with suggestions for better operating guidelines for mine ventilation systems and the need for greater co-operation between the ventilation department and the underground crews. Measurements Uranium mining regulations stress the need for a high standard of exposure monitoring, statistical planning and record-keeping. [Statistics] Although many course participants are well versed in statistics, certain fundamentals are repeated and include, the concepts of mean, variance, standard deviation and standard deviation of the mean. Confidence levels, decision-making based on sample statistics and statistical records are also discussed. [Dust Measurement] Dust measurement is particularly critical in the mines where the high silica content of the ore body, such as those at Elliot Lake, results in the continuous generation of dust. Sampling practices, filtration, impaction, thermal impaction and electrostatic precipitation are explained together with the methods of counting samples to determine free silica. Konimetric and gravimetric techniques for dust sampling are compared and contrasted. [Radiation Measurements] Both collective and personal dosimetry systems are used in the Canadian uranium mining industry and lectures are presented on each. Techniques and possible sources of error are discussed for a variety of radon and radon daughter measurement methods - Lucas method, Tsivoglou and modified Tsivoglou, Kusnetz, Rolle. Instant working level meters and personal alpha dosimeters are explained in terms of calibration, maintenance, readout and estimation of accuracy. Shale has long been recognized for its tendency to swell when exposed to the atmosphere. Interaction of moisture with exposed shale strata can cause serious ground stabi1ity problems, since the initial strength of a shale is reduced if the material is sensitive to moisture variations. In this paper, the authors present a classification system to estimate the response of swelling generated within shales. This characterization of the swelling potential is based upon plasticity, susceptibility to moisture, mineralogical constituents of clay size particles, and fabric. Use of this classification system in conjunction with other existing rock properties tests will provide data for more rational engineering design.

The author is the leader of the Extractive Industries Task Force of the International Valuation Standards Committee. The Task Force has developed an Extractive Industries section for inclusion in the International Valuation Standards (IVS). The Extractive Industries Guidance Note provides comprehensive standards for valuation of all minerals and petroleum industry property types for all valuation/appraisal purposes. The document is scheduled for release as an exposure draft for public comment by December 2003, then it will be finalized for publication in the IVS in mid-2004. This paper discusses the content and philosophy of the Extractive Industries Guidance Note within the context of the framework of the IVS. It also discusses the international implications and implementation of this IVS addition.

Rising costs have affected the cost of operating and install­ing crushing circuits, just as they have affected every other area and there is little possibility that the cost cycle is about to be reversed - power costs, wear materials costs and labour costs continue to increase but a basically stable gold price makes little allowance for these cost increases. Additionally, lower grades of ores being worked, and harder feed materials have a significant effect on the potential for higher processing costs. There are, of course, options for size reduction - some of them newer than others - some are suitable for certain types of ores and less suitable for others and it can sometimes be difficult to ascertain the accuracy of anticipated results before plant design and con­struction are completed - by which time the capital outlayed will preclude a change to another method ofreduction. In 1989 Newmont Gold company initiated a project to develop a treatment process for higher grade refractory gold ores to be mined from deposits along the Carlin Trend in Nevada. Extensive laboratory and pilot testing have identified a unique whole ore roasting process for oxidizing these ores prior to gold recovery by conventional cyanidation techniques. Subsequent detailed engineering studies by Fluor Daniel evaluated three different dry grinding flowsheets for feed preparation to this roasting circuit. The selected flowsheet will incorporate a two compartment ball mill with an attached drying chamber that is driven by a 11.2 MW (15,000 hp) wrap-around motor.

The economics of developing and operating small precious metal mines are unique and require much more scrutiny than larger mines since a limited tonnage must carry a heavy burden of capital investment as well as operating cost per unit ton to be mined and processed. Moreover, potential operators of small mines do not have the required expertise available to critically evaluate the technical and economic aspects of their projects. In this paper, the authors have attempted to provide technical and economic guidelines for developing and operating small precious metal mines. Capital and operating cost estimates as well as return on investment are provided for various scenarios utilizing different mining and processing techniques.

This work concentrates on investigating the development of a geotechnical classification method for the Greek soils, which can readily provide a rough but usable estimate of the main strength parameters of the soil. It is expected that such a system will be useful to the structural engineer for either checking the laboratory results or for providing a direct estimate in cases where no tests have been conducted. The method provides strength parameter values by relating classification or physical parameters of various types of soils and/or in situ observations of geological and physiographical nature to the strength parameters, such as, cohesion, angle of internal friction, compressibility, modulus of elasticity, etc, by means of a statistical approach and the extraction of empirical formulae.

This paper describes experiments conducted to evaluate the effectiveness of jet fans for ventilating blind headings in under- ground mines. A laboratory model of a mine heading was built by using dynamic similarity criteria, and water as the fluid medium. In order to verify laboratory test results, field experiments were designed and carried out in a full scale mine model and in a coal mine in West Virginia. Using CO, as the tracer gas and in combination with a computerized gas monitoring system, tests were conducted to evaluate jet fan performance. The results highlight the flexibility and versatility of jet fans for ventilating blind headings. Numerical modeling of a jet fan in a typical coal mine heading was carried out to evaluate the potential of computational fluid dynamics.

Our portion of this afternoon’s session is dedicated to the operation of automatic process control associated with small to medium size primary or SAG milling circuits. In recognition of the subject matter of this symposium, specifically precious metals, our historical reference is Rosario Dominicanna in the Dominican Republic, one of the largest gold producers in the Western Hemisphere. Plus a backward glance to review very briefly the initial performance of the big primary mills at Island Copper in British Columbia and Pima IV in Arizona. We will then get to the subject at hand with a discussion of a retrofit control logic recently installed on a 5000 hp primary mill. The focus of this review is the simple, inexpensive, and cost effective character of this retrofit installation.

A plant trial of a new on-line pressure vessel rheometer for slurries, developed at Michigan Technological University, was carried out at a nearby copper concentrator. The rheometer measured the flow curves (shear stress vs. shear rate) of chalcocite slurries. Viscosity of non-Newtonian slurries changes with shear rate and so, for such slurries viscosity measurement at a single shear rate (often seen in the literature for grinding and classification studies) cannot be correlated to process performance. For these slurries, viscosity at various shear rates can be measured from flow curves generated by the pressure vessel rheometer. Other rheological properties, such as flow type and yield stress can be determined by this rheometer to better characterize the slurries. The slurry at the copper concentrator consisted of ground chalcocite ore. The solids content in the slurry varied between 30-60 % by weight. Top size of the particles was 125 micron, and 80% passing size was 34 micron. Measurements by the pressure vessel rheometer showed that most of the slurries had pseudoplastic flow at shear rates below -3000 sec-l, where the viscosity of the slurry decreased with increase in shear rate. Above -3000 sec-l, like a Newtonian fluid, the viscosity of the slurry remained steady. Flow curves and viscosity from the pressure vessel rheometer were verified with a Brookfield viscometer and a vibrating sphere viscometer, and the results were found to be accurate.

When one considers the advancements made during the 25 years prior to the late fifties, and compares these advances with the progress made in the past decade, the comparison is indeed startling. It was not until 1935 that trucks began to replace rail as a major hauling facility, Initially, the haulage capacity of end dump trucks was limited to 18 or 20 tons. "Straight stick" transmissions were utilized and the available horsepower was minimal. In the early forties single planetary axle 25 ton trucks were introduced, and shortly thereafter those were followed by 35 ton tandem axle units.

Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said.
