The Metropolitan Washington Airports Authority (Authority) has undertaken a tremendous expansion of Washington Dulles International Airport in Fairfax, Virginia, including upgrading passenger transportation between concourses. The first stage of this expansion envisioned a shallow cut-and-cover pedestrian tunnel between the Main Terminal and Concourse B with associated vertical circulation structures. At the beginning of the design contract, the Authority’s consulting team of Earth Tech, formerly Kaiser Engineers, and the Dr. G. Sauer Corporation compared the cost and disruption of constructing the tunnel as a cut-and-cover structure to mining the tunnel using the New Austrian Tunneling Method (NATM). Upon review, the Authority endorsed the latter method.

1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

Between 1974 and 1977, a detailed study of coal pillar strength was conducted by the University of Utah at the Beehive mine in southeastern Utah. This study was funded by the U.S. Bureau of Mines, and included laboratory testing of coal samples, extensive field instrumentation and measurements, and finite element analyses based on the laboratory results. Recently, a similar analysis of the laboratory results and mine design geometry was completed using the LAMODEL program developed by NIOSH. The results of this analysis were close to the data collected in the field. This study allows comparison with the earlier finite-element analysis, and illustrates the utility of the LAMODEL software suite.

"In the mining industry, high-level commitments to adopt sustainability have been made at the corporate levels of mining companies, but there continue to be problems when attempts are made to adopt these high-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into day-to-day minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies. A proposed methodology to achieve integration of sustainability at the operational level will direct the systematic and rigorous identification and characterisation of sustainability issues in an operation. The methodology allows different approach strategies for assessment, comprehensive accounting of sustainability indicators and has the ability to identify sustainability issues which may have significant business implications that cannot be identified using traditional analysis processes."

Introduction Comminution efficiency, as measured by relating circuit performance to the consumption of energy and the time and money required, can be determined by the following comparisons: Theoretical efficiency: The theoretical efficiency is the actual energy consumed in a comminution machine compared to the theoretical energy required to perform the size reduction. Operating efficiency: The operating efficiency compares the operating work index of a comminution machine to the Bond work index of the ore, as determined from bench-scale crushing and grindability tests or pilot-plant tests. Economic efficiency: The economic efficiency is comparing income from production to predicted income. Key words: Comminution, Bond work index, Grinding, Crushing, Ball mills, Rod Mills. Theoretical efficiency In their book Process Engineering of Size Reduction - Ball Milling, Austin, Klimpel and Luckie (1984) stated that, "We have tried throughout this book to avoid the use of the term grinding efficiency because the degree of conversion of energy to useful size reduction is an ill-defined concept. In addition, the only efficiency, which is of real interest, is the meeting of product specifications at the minimum cost." The National Materials Advisory Board, National Re¬search Council (1981), in the abstract of a report titled "Comminution and Energy Consumption" stated that, "Up to 99% of the energy consumed in grinding these ores may be expended in the movement of machinery, with noise and heat the undesirable byproducts, thus leaving only 1% of the energy available for size reduction. Coupled with this is evidence that many of today's crushing and grinding techniques not only are antiquated but have little or no scientific base of understanding." Throughout the past 50-plus years, grinding efficiency has been referred to as being from 1 % to 10%. The measurable basis for these observations is difficult to establish, but they appear to be based on production performance compared to theoretical energy requirements for the work done. The theoretical energy requirements were determined from the energy required to break a single particle or a thin layer of monosized particles by compression or by a single impact from an impact-testing device. King, Tavaras and Middlemiss (1997), in a paper titled "Establishing the energy efficiency of a ball mill" described such a test. These batch single-breakage tests generally do not duplicate the continuous-breakage process in the comminution machinery used in ore concentrators. Operating efficiency The currently available crushers and grinding mills are fed at a controlled continuous flow rate, and they impart the breakage pattern needed to produce the desired size reduc¬tion. While theoretically inefficient, they are the most practical comminution machines available. The operation of this machinery is relatively simple and can be controlled with available control systems. The essential factors in determining the operating efficiency of comminution machines are energy, as consumed in the machinery, and the required energy, as determined from test work. Bond work indices, obtained from bench-scale or pilot-plant crushability and grindability tests are used in the following Bond equation (Bond, 1960) to determine the energy required to produce the required size reduction

Introduction Groundwater resource evaluation has historically required extensive field investigative work, usually at great cost. More recently, the advent of the microcomputer has made difficult aquifer and groundwater evaluations comparatively simple and less expensive. A groundwater model is a numeric solution to a set of equations that calculates the water level in an aquifer or other types of water bearing strata. A computer will execute the solution of the set of equations rapidly and thereby permit evaluation of large amounts of hydrogeologic data rapidly. Computer modeling of groundwater resources is very often used to forecast the effects of multiple uses of a single groundwater resource. Modeling of heavily used aquifers has proven to be beneficial for averting problems arising from competitive use of a groundwater resource. This paper describes the work tasks performed in order to evaluate a large alluvial aquifer and thereby predict the hydrologic impact of additional groundwater withdrawal. Purpose and Scope Neyer, Tiseo & Hindo, Ltd. (NTH) was retained to evaluate the groundwater supply potential of the Missouri River alluvium underlying the Fairfax District in Kansas City, Kansas (Figure 1). The proposed groundwater supply is being considered for industrial use as non-contact process water and a heat exchange medium for plant climate control. The anticipated peak groundwater demand is estimated to exceed 30 million gallons per day (MGD) during the summer months, with an average daily demand of nearly 25 MGD. The proposed groundwater supply was to be developed from 15 large-diameter production wells located at positions that would minimize potential interference.

Process development for Eskay Creek began in early 1990 at Lakefield Research, and was initially focused on producing a high-grade/high-recovery concentrate for sale. Owing to the significant base metal sulphide (Cu, Zn, Pb) content of the ore, such a product would have made an attractive feed to a copper smelter, while a gravity and/or flotation flowsheet would have circumvented many of the environmental permitting problems that were anticipated. In the event, it was found that neither gravity nor flotation (nor even a combination of the two) was able to produce a discardable tailing and, in late 1990, attention shifted to the development of a hydrometallurgical flowsheet.

A demonstration scale, subsurface flow anaerobic wetland was built to treat zinc and other metals in surface drainage near the historic mining center of Butte, MT. Based on three years of continuous monitoring (1996-1998), copper and cadmium were effectively removed year-round, but attenuation of dissolved zinc was dependent on hydraulic residence time (HRT) and bacterial sulfate reduction (BSR) rates. BSR rates decreased in winter months, as did HRT due to the development of thick frost zones in the substrates. An additional problem was the inability of the wetland substrate to completely filter out fine-grained particles of ZnS forming in the anaerobic cells.

The Arrowhead Tunnels in southern California are being completed by MWD under stringent groundwater in?ow limits established by the U.S. Forest Service. Pre-excavation grouting, new TBMs and a bolted, gasketed, pre-cast concrete segment initial lining are employed to control water in?ows. The effectiveness of prescribed water control measures was analyzed using conservative assumptions with the analytical techniques described by Goodman (1964), Heuer (1995), and numerical modeling. Analyses results suggest groundwater in?ows to the tunnels can be maintained well below the limits with aggressive pre-excavation grouting balanced against a reasonable rate of advance and quality erection of the initial lining system.

Although vein-, syenite-, and pegmatite-type deposits are known in Saskatchewan, recent intense exploration stems from discovery of several exceptionally high grade uranium and uranium-nickel deposits locallized near the basal unconformity of the 1.3-1.4 b.y. Athabasca Sandstone Formation. Graphitic basement rocks and post-Athabasca faulting or brecciation coincident with the unconformity are important in locallizing uranium deposits which form as tabular, shoe lace-like bodies with grades averaging over two percent and containing up to 50,000 tonnes U308. Some deposits have similar nickel contents. A few published sandstone analyses average 0.8 ppm uranium while basement granitoid and meta-sedimentary rocks vary from 0.5 to 20 ppm. In the proposed genetic model, traces of uranium are leached from these rocks by oxidized formation waters sweeping through the sandstone and along faults. Solutions are reduced and uranium is precipitated as basement graphitic meta-pelites are encountered along brecciated fault zones.

The paper describes the use of portable aerosol monitors in determining real-time concentrations of diesel soot and respirable total dust in dieselized mines. The field studies were conducted in a simulated diesel environment in the laboratory where no other type of dust was present, and in four underground mines with multi-diesel machine operations. Two packages for the real-time monitoring of diesel soot were prepared which included two types of aerosol monitors: a Miniram, model PDM-3, and a Sibata, model PDS-1. These monitors utilize the principle of light-scattering to measure the airborne mass concentration in the environment. The monitoring device results were compared against the Time-Weighted-Average (TWA) values produced by the gravimetric filter sampling method, permitting calibration factors to be determined for each field test. Both instrument packages provided comparable results. The instrument calibration factors varied for different tests, which may be due to different material composition, particle size distribution, density and shape of the aerosols. This approach for real-time determination of diesel soot is found to be simple, inexpensive and easy to use. More field tests for diesel soot determination and further research on size distribution of particulates in dieselized mines are required.

Geologic mapping techniques at the Bingham Mine have evolved as rapidly expanding applications of geological data have caused new methods to be utilized. The most significant changes in method have been in the preparation of the base map and in computer application of collected data. Formerly maps were prepared by surveying with transit or plane table. Currently a photogrammetric map, on the scale of 1-inch equals 200-feet, is prepared semi-annually and continuously updated to keep pace with the removal of more than 350,000 tons of material daily. Larger scale bases for specific problems, such as areas having unstable slopes, are prepared by use of aerial and terrestial photography and photo mosaics. Note sheets designed for computer application enable fast processing of the data. Application of geology at the Bingham Mine has been increasing rapidly in recent years. The effect of structure, rock type, and alteration on slope stability, the relationship of sulfide mineral distribution to concentrating results, the effect of rock and mineral types on waste dump leaching, and requirements of a reliable internal source of silica flux for smelting are a few of the problems which require the collection and application of geologic data.

Discussion by R.W. Hutchinson Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin's margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository's margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.

The objective of this investigation was to verify the effectiveness of commercial and synthetic depressing agents in a complex oxidized zinc mineral flotation flowsheet using sodium sulfides and amine. The flotation tests were run on a finely-disseminated calamine ore grading 16.96% Zn and containing smithsonite, hemimorphite, cerussite, calcite, quartz and iron oxide, present essentially in colloidal form. The reagents used in the testing can be grouped into four classes: guar, starch, celluloses and acrylic polymers having various degrees of substitution and molecular weights. The depressants exhibiting the greatest selectivity towards the gangue (considered as a whole) are tripolyphosphate, polycarboxylic acids, methylcarboxylate guars and ethyl hydroxylic starch. In the rougher stage, the Zn recovery ranged from 70% to 80%, and the Zn grade ranged from 27% to 29%. In the Zn-Fe2O3 separation, the compounds ensuring the most efficient separation are the tripolyphosphate and the polycarboxylic acids. In the Zn-SiO2 separation, the compounds that exhibit the best separation efficiency are tripolyphosphate and guar of methylcarboxylic sodium salt. In the case of the Zn-Ca separation, methyl-carboxylic guar exerts the best depressing effect and does not adversely affect the Zn recovery. The separation provided by ethyl hydroxylic guar is also good, although not as good as the preceding reagent. Regarding the Zn-Al separation, the tripolyphosphate, the celluloses and the carboxylate guars are the best depressants. A hypothesis is advanced to interpret the depressing action of the most effective reagents.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

"Rock tunnels suffered severe damage from recent large earthquakes in Japan, despite the empirical knowledge that tunnels tolerate earthquakes better than surface structures. Seismic design for rock tunnels have therefore become a fascinating subject for many tunnel engineers. However, even basic behavior, including deformation mode and loading magnitude for hard-rock TBM tunnels and conventional ones during earthquake, has not been fully understood due to lack of actual seismic data; while EPB and slurry TBM tunnels take account of seismic design in Japan if needed. This study conducted a dynamic measurement in an actual road tunnel constructed in rock. The strongest aftershock of “the 2011 off the Pacific coast of Tohoku Earthquake” (Mw = 7.1) occurred during the measurement, providing precious data to examine deformation mode of the tunnel. Considering the acquired data, numerical analysis was also performed to calculate loading magnitude to cause fatal fracture of tunnel lining during earthquake.INTRODUCTIONLarge earthquakes can pose serious risks even for rock tunnels, as evidenced by large earthquakes in the past. In the large earthquake in Japan in 2004 (Mw = 6.6), some tunnels suffered severe damage including collapse of their permanent lining (Mashimo 2005), even though the tunnels were constructed in ordinary ground conditions except for fault, fracture zone, portal area, etc. To mitigate such risks, mechanical behavior of tunnel lining during earthquake should be clarified; however, even basic mechanical behavior including load-bearing capacity of the tunnel lining against earthquake is not fully understood.Numerous damage modes were actually observed due to various ground conditions (eg. Wang et al. 2001; Mashimo 2005). Among them, major tunnel damage caused by earthquakes can be grouped into three main modes as shown in Figure 1, excluding extremely unusual conditions such as a tunnel located on a stratum boundary where the stratum stiffness varies significantly. TYPE-I shows flexural failure or crack by bending moment at shoulders; TYPE-II indicates compression failure or flexural compression failure at crown; and TYPE-III illustrates compression failure at sidewall, mainly observed on tunnel that was constructed using steel ribs and lagging method. The Butte quartz monzonite is the host rock for early porphyry copper style mineralization and subsequent mesothermal-epithermal, enargite-gold style veining that transects the district. The east-west Anaconda system veins: including the Emma, Anaconda-Original, Syndicate, Badger-State, and Alice-Rainbow veins, each with strike lengths of over 12,000 feet and vertical continuity in excess of 4,500 feet, along with mining widths from 5 to 50 feet, are unique to Butte. The incredible dimensions and tenor of these veins have yet to be surpassed and Butte is still touted as being the “Richest Hill on Earth.” The Anaconda Company was formed in 1895 to develop underground copper reserves in the district and eventually consolidated all operations under one company. Production from underground mining continued through the mid-1970’s. Open pit mining in the Berkeley pit began in 1955 with the extraction of supergene ores, along with the remnants of deeper horsetail zones inaccessible to the underground mines. Operations in the Berkeley pit were suspended in mid-1982 because of the rejection of high arsenic, copper concentrates at major smelting facilities throughout the world. Bulk mining of porphyry style mineralization in the Continental pit began in January 1980 to supplement copper production while stripping “C” pushback in the Berkeley pit. The Anaconda Smelter closed in September 1980. A molybdenum circuit was added to the Butte Concentrator in 1981 and mining continued in the Continental pit to produce copper and molybdenum concentrates. A blend of Berkeley and Continental ores were processed to dilute penalty metals in the final concentrates marketed to toll smelters. All mining operations ceased mid-1983 when Anaconda closed the Continental pit and offered the property for sale. Montana Resources reopened the Continental pit in June 1986 to produce copper and molybdenum concentrates. Operations were suspended mid-2000, because of exorbitantly high power prices, but resumed in November 2003 with rising metal prices. Bulk open pit mining of the early porphyry style mineralization has sustained production over the past twenty years and mining is expected to continue in the Continental pit with favorable prices. Future mining will eventually develop a 500 million-ton geologic resource incorporated in a supergene enrichment blanket situated between the Berkeley pit and the Continental pit. Grades in this enrichment blanket range in the neighborhood of 0.5% copper.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached.
