Risk can generally be defined as the possibility or chance of a loss corresponding to uncertainty. Analysis is the process for examining the components and relationships of a complex system in order to determine the impacts of its variables. Risk analysis is therefore a course of action taken to analyze multiple variables of a system that is subject to speculative outcome. When risk analysis is applied to mine development, it becomes the means for assessing and measuring those parameters that contribute to economic viability. Mining can be a risky business. It is composed of an assortment of factors that contribute to its financial outcome. Of these factors, the most consequential output is the net present value (NPV). Applying risk analysis in mine development can identify those factors having the most significant impacts and applying limits to those impacts. Mathematical computer modeling using Monte Carlo techniques is available and can be customized to suit specific mine development ventures. Essentially, those parameters that are not fixed values can have input variability. Rationally deduced engineering estimates should be the basis for determining the initial values applied as inputs in the models. Risk analysis therefore provides the user a means to identify, rationalize and assess the risks in mine development in an informed, calculated, and unbiased format for making economic decisions.

American Aggregates Corporation is one of the leading producers of mineral aggregates in the nation. Production is from deposits of glacial sand and gravel and limestone and dolomite bedrock. Annual production from 33 plants is 25,000,000 tons. Land consumption is at the rate of 300 to 400 acres annually. This annual rate of consumption presents a continuing challenge to the exploration and mining personnel to meet the requirements of reserve replacement, mining and land rehabilitation.

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.

Basic process control is an integral part of most mineral processing plants. It is widely acknowledged to have helped many operations reduce costs and increase productivity and performance. The research community is very active in the development and evaluation of both model based and Al techniques for advanced control applications. Vendors and specialist consulting or engineering firms are in business to help deliver these solutions to the plant floor. It would seem that there is a good balance between business needs and technology, and that the industry should be moving steadily forward in an aggressive pursuit of plant-wide automation. However on closer examination one sees some systemic problems which are sewing to inhibit progress. The lignites of Arkansas, Louisiana and Texas are typically described as muitiseam deposits which contain quantities of day and sand in thin lenses or in admixture with the fuel itself. These materials are often included in the run-of-mine fuel and can have very adverse effects in the end use. Since May of 1982 the Dow Chemical Co. has operated a pilot plant for the beneficiation of lignites. This facility has successfully removed sand, clays and petrified wood from the lignite producing a fuel comparable to or better than the selectively harvested run-of-mine materials. The design, operation and results from this plant were presented by J. H. Everitt at the 1984 Coal Technology Conference.

Mathematical models of mineral processing unit operations have been developed and used for a variety of purposes. Models, defined as equations which mathematically approximate the behavior of process units, are being employed in simulators to evaluate proposed flowsheets, to investigate flowsheet modifications, to study the effect of variables on circuit behavior, to optimize the performance of circuits off-line, and to compare alternate control strategies (Mular and Herbst, 1978). Models developed for mineral processing operations may be placed in one of two general categories: phenomenological (based on mechanism) and. empirical (based on experimental data only). Dynamic models (including time as a variable) .are useful for control studies, while steady-state models (independent of time) are employed in flowsheet evaluations. Phenomenological models are potentially more flexible and accurate than empirical models. However, models constructed from theoretical knowledge are less easily developed compared to empirical expressions fitted statistically to experimental data. The latter apply only over the range of data acquired. Most often, models used in practice are the result of a combination of theoretical and empirical approaches.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. About 45% to 50% of the coal mined in the United States passes through coal preparation plants. East of the Mississippi River, this number increases to about 75% to 80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation is an effective process that achieves 75% to 80% ash reduction, 15% to 80% trace element reduction and 85% to 90% Btu recovery. It is less effective for pyrite reduction (35% to 70%) and on-line operating time (40% to 60%). It also suffers from obsolete control systems. In coal preparation, raw coal is modified to a more preferred form to enable its use. The methods used to achieve this modification must be cost-effective and appropriate to the raw coal, the scale of production and the end-user requirements.

Polaris Mine, a Cominco Ltd. property located on Little Cornwallis Island, Northwest Territories, Canada, (Lat. 75°30'), is the world's most northerly base metal mine. Polaris Mine, which commenced operations in late 1981, is characterized by its unique process barge. The lead/zinc concentrator, powerhouse, shops, offices, dry and warehouse have all been incorporated on a 400 ft. long by 100 ft wide by 65 ft high barge. This process barge was constructed in Southern Canada, at Trois Rivieres, Quebec, then towed 3500 miles into its final resting place on the high arctic. This paper describes the unique design of the barge concentrator and deals with the start-up and continuing operation of the Polaris Concentrator.

The lysimeter is a useful tool for evaluating the performance of mine waste covers or liners. A major problem with its application is the possibility for preferential flow into or away from the lysimeter, if the lysimeter soil is finer or coarser than the barrier soil or sub-base soil. Analysis of a field lysimeter using a two-dimensional unsaturated-saturated liquid flow model suggested that preferential flow would occur and little or no water would be collected; however, in the field, the lysimeters collected significant amounts of water. A similar discrepancy was found between the observed and predicted water balance of a simple laboratory test simulating the lysimeter design. Vapour flow and partial flow, two phenomena not generally simulated in conventional flow models, are possible explanations for the difference between field and laboratory observations.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Asbestos is a generic term for industrially useful fibers recovered from exploitable deposits of the asbestiform varieties of five silicate minerals: chrysotile, anthophyl-lite, actinolite-tremolite, cummingtorute-grunerite, and rie-beekite. Asbestos and asbestiform fibers of some other minerals are known to be carcinogenic. Minerals crystallized in the asbestiform habit-are characterized by unique properties (morphology, strength and flexibility, physical and chemical durability, and defect-free surface structures). The key to the unusual properties, and health effects, of asbestiform fibers appears to be in their unusual surface structure. In contrast, non-asbestiform crystals of the same minerals, including the five so called asbestos minerals, do not have these properties and are not carcinogenic.

The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck. It is deduced that the increment of the air deck volume has an effect on the attenuation of the steady-state VOD.

This paper reviews the fundamental concepts involved in the development, application and validation of ground movement predic¬tion methods developed by Virginia Polytechnic Institute and State University (VPI&SU) over the past 12 years. Prediction techniques have included empirical or semi-empirical methods, such as the profile function, influence function and zone area methods, as well as numerical methods, based on a finite element formulation which utilizes field subsidence data. The former techniques have been integrated in the Surface Deformation Prediction System (SDPS) software package for personal computers, which allows for the calculation of any component of ground movement in any direction. Comparisons between measured and predicted subsidence and strain values are presented for a selection of case studies, which demonstrate the applicability, accuracy and regional validity of these methods for predicting surface deformations due to underground mining.

INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained.

In the southern part ?f the Occidental Carpathians an iron ore body embedded in crystalline schist was exploited. The presence of minerals such as magnetite, pyrite, pyro-chorine, allanite, monazite and xenotime, which also include within their structure substituted thorium isomorphic, was pointed out. The iron ore was processed by crushing, grinding and magnetic separation in order to obtain magnetite concentrates. The environment was affected by pollution generated by the mining activities. In 1995 due to the economic reasons, it was decided to cease mining exploitation and remediate the area. The paper presents the ecological impact caused by mining activities on a number of environmental targets and the population. The pollution sources, namely sterile dumps and mine waters are characterized (from the physical, chemical and radiometric point of view); the pollution pathways and theirs effects on potential targets, namely soil, vegetation, hydrographic network and population are identified as well. The degree of pollution due to all sources was assessed and maps of pollution sources distribution were generated. The supplementary effective doses for the population were assessed using rigorous scenarios and considering all exposure pathways. The rehabilitation plan includes solutions for dumps geometrization, covering and revegetation as well as mine waters management.

Under its program of advancing minerals technology, the Federal Bureau of Mines has developed a laboratory apparatus for continuous separation of minerals according to their dielectric properties. The unit consists of a rotating wire grid drum electrode and a fixed curved wire screen electrode positioned 3 mm apart. By applying high voltage across the electrodes, which are immersed in a dielectric fluid medium, a high-gradient electric field is produced. The high-dielectric-constant minerals are attracted and conveyed through the separator by the rotating drum electrode, whereas the low-dielectric-constant minerals settle through the fixed electrode. In typical tests, a sample of Montana chromite ore containing 43 percent chromite was concentrated to 72 percent chromite with 90 percent recovery.
