The Cross Harbor Freight Movement Project is currently in the Environmental Impact Statement phase. The scheme is addressing alternative solutions to transport freight across the Upper Bay of New York Harbor, from New Jersey through to Brooklyn, Queens and Long Island. Amongst the alternatives being assessed are two tunnel options; from the north shore of Staten Island through to Brooklyn, and from Jersey City to Brooklyn. These tunnels are approximately 30,000 feet in length, and with up to17,000 feet under the Harbor, would make it one of the longest undersea crossings in the world.. The paper addresses the development of the project, from the Major Investment Study through to the current EIS, and describes the tunnel schemes that are being taken forward. The geological conditions that will be encountered, proposed construction methods, and the ventilation issues associated with such major undersea tunnels will all be described.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

Flotation columns and their variations are increasingly replacing conventional cells in mineral-processing circuits. While the operational characteristics of columns differ from those of conventional cells, the same scale-up methodologies are being employed. This practice may be attributed to a poor understanding of the factors that control throughput. The use of tall flotation columns is frequently justified because of the need for an increased particle residence time. However, it is shown that longer particle residence times alone do not translate into increased recoveries. In this paper, throughput data from several industrial flotation-column installations is presented. Also, an attempt is made at using dimensional analysis to provide a scale-up methodology for the factors controlling column throughput.

A new electrotelluric prospecting technique allows the mapping of ore body distribution, lithologic contacts, and voids with accurracy comparable to core drilling. Data is available almost immediately and presented in a format similar to a downhole log. This is done with a passive surface receiver that transduces electrotelluric radiation into an audible signal. Changes in the character of the audible signal lends insight into lithology, porosity, fluid type and medium. Three case histories are presented. The first delineated a paleochannel within a coal seam. The second traced old mine workings and backfill areas. The third identified a high-pressure karst void.

The longtime rule-of-thumb for conveyors was that only one cleaner was needed to solve carryback problems and help keep belt replacement costs under control. That is now being rethought. Belt-cleaning systems manufacturers, designers, and users are shifting to the view that multiple cleaners, placed at key locations on the conveyor and properly maintained, are necessary to solve today's material build-up (carryback) problems. There are still not many statistics on conveyor belt cleaning. But some recent studies support this belief. One study contends that the plant maintenance engineer's biggest problem is keeping the conveyor system running efficiently. The study also said the conveyor itself is responsible for most plant shutdowns. An unscheduled conveyor shutdown can cost more than $100,000/hr and run into millions in lost production in a given year. Other studies pointed out that belt replacement is the greatest single cost of the conveyor system. These studies allude to an important fact: cleaner belts lead to reliability and longer belt life. They showed that a critical relationship exists between characteristics of material being moved and the design of all major conveyor components. In practically all situations this relationship is keyed to belt cleaners, which have long been considered "add-ons" or "accessories." At the Fifth International Coal Utilization Exhibition and Conference, the Sammis Station-Ohio Edison Co. said it installed four belt cleaners on each problem belt. The company found that under certain conditions, when the coal is wet and sticky, carryback can be so heavy that it will flow over two cleaners. Before installing the cleaners, it was necessary to schedule a cleanup crew of four men each day and rent a large vacuum truck for an eight-hour shift. In addition, the company dredged the harbor three times a year, to remove coal spillage. Once the cleaners became operational, however, cleanup costs were reduced to a few days labor every third month. Renting the vacuum truck crew was also eliminated, and harbor dredging became necessary only once each year. In addition, the Mechanical Handling Engineers' Association (MHEA) in London pointed out that standards for cleaners are sorely lacking in the industry. MHEA called for instituting such standards in the future. They also reaffirm using multiple belt cleaners for increased efficiency. MHEA pointed out that some conveyor belts can be cleaned by one device, provided that it is correctly installed and adequately maintained. But MHEA recommended that a system approach be adopted, since this has proved more effective in practice. There are two main reasons why one belt cleaner fails to solve most carryback problems. First, management often reasons that the design of the current cleaner has probably been around for years, so it "must be good." This logic leads to a continued investment in keeping the current model operating, which includes pouring substantial sums of money in "housekeeping" manpower hours because the cleaner does not clean. Second, most single-belt cleaners are specified too late in the design process (indeed, some after the system is operational). This complicates matters since cleaning efficiency is directly proportional to when they are specified: the later the specification, the less efficiency. Cleaning equipment should be taken into consideration before the conveyor's structure is designed and fabricated. Otherwise the space available to install adequate cleaning equipment at the head pulley may be inadequate. Instead of matching conveyor with proper cleaner (as would occur during the design of the conveyor itself), designing a cleaning system "after-the-fact" becomes a matter of matching cleaner to conveyor. This limits choices in cleaners and, therefore, overall cleaning effectiveness. This is why after-the-fact designs of single belt cleaners are costly and rarely successful. While it is always best to specify belt cleaners during early design stages, the multiple-cleaner systems approach makes the timing of cleaner installation less critical. Because of flexible mounting hardware, a well-designed system can lead to 99% efficiency in cleaning and put an end to carryback even after a system is operational. This section includes examples of discoveries of Kuroko- and Anyoz-type massive sulfides, and shale-hosted, zinc-lead deposits, and describes exploration models for each group of case histories. Exploration or empirical models can differ from genetic models, because ore guides and controls are emphasized in exploration models. Genetic models may form the scientific basis for exploration or prospecting models, although factors that are important to the localization of ore are stressed in exploration models. The paper by Sato (abstracted herein) on Kuroko deposits can be used as a general exploration guide for that type of deposit. It is clear, however, that no unambiguous stratigraphic control for Kuroko-type ore is given in the Sato paper. The paper by MacIntyre (an excerpt herein) describing Gataga, Midway, and Windy Craggy includes most of the elements of the shale-hosted and Anyox models. Although more recent work by the Geological Survey of Canada has modified the Windy Craggy stratigraphy, the Anyox model as applied to Windy Craggy is well described in the MacIntyre (1983) paper. Discoveries of ophiolite-, Ducktown-, volcanic-associated Ni- Cu-, and Besshi-type deposits are not included in this section. Conformable massive sulfide deposits are generally assumed to be syngenetic. Sulfides in the crosscutting feeder zones, however, are classed as epigenetic. Therefore, volcanogenic massive sulfides can contain both a syngenetic and an epigenetic component. Vital to the development of the epigenetic component is a heat source that propels the convection cycle that forms both components. In all massive sulfide discoveries described in this section, it is assumed that a volcanic magma fueled the hydrothermal fluids.

The design of mine fire emergency plans requires that the contamination of mines by fumes, and the mutual interaction of fires and ventilation systems be pre-calculated. Several computer models were developed by the Bureau of Mines for this purpose during the last decade. The models advanced in sophistication from the transient-state simulation of fume concentrations for the early stages of a fire to the steady-state simulation of airflow rates, concentrations, and temperatures for fully developed fires, and finally to the complete transient-state simulation of fires and ventilation systems. The principal features of these models are described.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. Consolidation Coal Company's Loveridge Mine operates the only coarse coal hoisting and overland slurry transport system in North America. The system has been in operation since April 1980 and according to current haulage levels will have handled over two million tons by this conference date. Original performance goals have been exceeded. The systems will be described and their application to rapid excavation and tunneling haulage needs will be discussed. Arizona leads all other states in the value of gemstones produced with an annual production which exceeds $3,000,000. Gemstones are an important component of the mineral wealth of the State. Turquoise, peridot, chrysocoll a, petrified wood, fire agate and crystallized mineral specimens are among the gemstones commercially mined. Numerous additional deposits are operated by hobbyists. The State's reputation as a source of gemstones and specimens for the collector and lapidary adds to the economy of the State by attracting tourists. Production of gemstones further adds to the State's economy through employment in the value added gemstone processing industries and by employment of Native American craftsmen.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

The petrographic composition of sized coal produced through the progressive grinding of a Central Appalachian high-volatile bituminous coal blend was analyzed for multiple sets either by removing fine, -200-mesh, coal after each test iteration or by retaining the fine coal in progressive test fractions. With prolonged grinding, coarser fractions tend to become depleted in vitrinite and vitrinite-rich microl ithotypes, leading to progressively harder-to-grind coal remaining in the oversize, +200-mesh, fractions. The latter trend is shown both by the maceral and microlithotype composition of the coal and by the increased slope and fractal dimension of size frequency distribution, implying an increase in hardness and resistance to grinding of the oversize coal.

CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.
