Diesel-powered equipment is widely used in the underground mining industry and their popularity results from properties including efficiency, versatility, reliability, and durability. In the U.S. approximately 7,700 diesel engines were used in 177 underground metal and nonmetal mines as of 2005 [MSHA 2005], and these numbers have likely increased since that time. Diesel engines have been shown to be a major contributor to submicron carbonaceous, respirable, and total particulate mass in the air of underground metal mines [Zielinska et al. 2002, McDonald et al. 2003], and their extensive use results in approximately 13,000 underground metal/nonmetal (M/NM) miners (MSHA 2005) in the U.S. being potentially exposed to aerosols and gases emitted by diesel engines (MSHA 2001, MSHA 2006). Exposure to diesel exhaust has been linked to adverse health outcomes including cancer, cardiovascular, and respiratory diseases (Attfield et al. 2012, Silverman et al. 2012), and in 2012 diesel exhaust was categorized by the International Agency for Research on Cancer (IARC) as a Group 1 human carcinogen (IARC 2012). Exposure to diesel particulate matter (DPM) is especially concerning for underground miners since underground mine environments have been shown to have some of the highest levels of diesel exhaust in the U.S. (EPA 2002, MSHA 2001, MSHA 2006, Pronk et al. 2009). Due to the potential for elevated DPM concentrations in mines, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/ nonmetal underground miners to DPM to an eight-hour time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, MSHA 2006, MSHA 2008). Since this rule went into effect, DPM exposures have been reduced, but are still elevated when compared to other occupations (Pronk et al. 2009, Noll et al. 2015). MSHA compliance data between 2005 to the present show that underground blasters represent 21% of all DPM overexposures in M/NM mines and are one of the highest exposed professions in mining often resulting from low ventilation in the area where blasters are working. Because mines have difficulty controlling DPM in these low ventilation areas, additional control technologies may be needed to reduce exposures. Administrative controls, where miners work on off schedules or upstream of diesel vehicles to avoid the exposures to DPM (Noll et al. 2015) is one possibility, but these types of solutions are not always feasible or practical. A canopy air curtain is another potential control technology to help reduce exposures of blasters to DPM. Listak and Beck (2012) showed that this control technology reduced respirable dust concentration under a roof bolter’s canopy by 67%–75% and recommended air velocities greater than 0.5 m/s for dust reductions of greater than 50%. Additional work showed that a canopy air curtain could be designed for a shuttle car, and some initial testing by the National Institute for Occupational Safety and Health (NIOSH) showed reductions of respirable mine dust between 66% to 70%. As seen in Figure 1, the canopy air curtain delivers clean air over the operator’s breathing zone. A fan draws in air through a filter to capture the dust and then supplies clean air beneath the canopy where a miner is working. The use of the canopy air curtain to reduce exposures to diesel particulate matter was first discussed by Noll et al. (2020). In this study the diesel canopy air curtain (DCAC) reduced the DPM concentrations under the canopy by up to 90%. For this research the DCAC was designed to attach to the basket cover of an ammonium nitrate fuel oil ( ANFO) loader (Figure 2) and provide clean air blowing over the miners as they work in the basket. The initial tests used clean air drawn from the mine’s intake and did not try to filter the DPM from the air. Filtering DPM has extra challenges when compared to filtering mine dust particles. The particles of DPM are smaller (submicron and nanometer) than dust particles (greater than 1 micron); therefore, the filtration system must be adjusted to capture submicron particles. A MERV 13 filter was used in previous canopy air curtain research on mine dust control, but this filter is only designed to capture 50%–75% of submicron particles, and this capture efficiency is too low for removing DPM, so a higher efficiency filter is needed. Higher efficiency filters increase the pressure across the filter media which results in decreased airflow or leaks around the filter and reduces the effectiveness of the control for protecting miners from DPM. The optimal filter needs to capture DPM particles at a high efficiency while still allowing the needed airflows to prevent contaminated air from entering the miner’s breathing zone. Listak and Beck (2012) recommended velocities greater than 0.5 m/s for dust reductions of greater than 50%. However, airflows too high have been shown to reduce miners’ thermal comfort; Roghanchi et al. (2016) suggest the optimal velocity for thermal comfort is between 1–2 m/s. Thus, airflow over the miner should be limited to the range of 0.5 to 2.0 m/s. This current study presents the results from research evaluating the reduction of DPM concentrations, under the DCAC, when using a higher efficiency filter (MERV 16) to remove DPM from the DCAC airstream.

The hydrothermal agglomerating process described (U.S. Pat. 3,235,371, (1966)) is different from the conventional high temperature processes. Green pellets or briquettes made with mixtures of moist iron ore concentrates and burned or hydrated lime fines are hardened in an autoclave at 198°C and under steam pressure for 1/2 to 5 hours, with or without previous drying. Under the neutral conditions, oxidation of magnetite does not occur as in the conventional processes. The resulting agglomerates are hard and resistant to abrasion and weathering, and they do not disintegrate in the Linder test. The equipment required for the process is not complicated, and favorable operating costs are projected because of the low temperature and efficient heat recuperation. A low capital investment makes the process attractive even when the annual pellet production is below a million tons.

Earlier we described the uranium mineralogy of an areally broad sampling of Crownpoint ore, including the characterization of organic carbonaceous material associated with the uranium mineral. (1) We also reported on the leaching behavior of Crownpoint ores with a mild alkaline leaching system, oxygen (02)-sodium bicarbonate (NaHC03). (2) There was a wide range of leaching responses, with samples from some areas leaching at a slow rate with low uranium recovery. Evidence indicates that in these samples the organic material is intimately associated with the uranium mineral and shields it to some extent from contact by the leachate. (1,2) One method to obtain faster leach rates and higher recoveries is to use a chemically severe leaching system such as sodium hypochlorite (NaOCI) as an oxidant. (3) The use of sulfuric acid (H2SO4) and an oxidant for leaching ore in surface milling operations is widely practiced to effect high recovery of uranium (U308) from the ore. (4,5,6) The U308 is mobilized as the disulfate complex, U02(S04)224-, or possibly, the trisulfate complex, U02(S04)34-, is the soluble species. (7) Sulfuric acid leachate formulations were used in the first in-situ leaching operation in the Shirley Basin in Wyoming. (8) More recently H2S04 formulations have been used in the Rocky Mountain Energy field tests in the Powder River Basin (Bear Creek) and in the Teapot forma¬tion at Nine Mile Lake site near Casper. (9,10) Laboratory studies related to the use of H2SO4 for in-situ leaching have been reported (11-17) and Yan has .reported packed column leach studies on Crownpoint ore using H2504 and oxidant. "In the present study, the effect of organic/inorganic (hybrid) polyacrylamide polymer on fine coal flotation was investigated. Raw coal samples contain about 37% of ash-forming mineral at a feed size of -75 + 38 um were subjected to flotation tests in the presence of in-house synthesized hybrid Al(OH)3-PAM at different polymer dosages and pH values. Results show a significant improvement in both combustible recovery and ash rejection at 1 ppm polymer dosage. Further improvement of combustible recovery was obtained when flotation was performed at pH 5. Interfacial properties of coal particles before and after flotation were examined through electrokinetic (zeta potential) measurements of coal/water slurries. Zeta potential vs. pH curve were established and compared. In the case of raw coal/water slurry, zeta potential-pH curve resembles the ash-forming minerals (silica and clays) more than coal. After Al(OH)3-PAM-assisted flotation, the zeta potential of froth/water slurry shifted to more positive values point which strongly indicates significant removal of ash-forming minerals from coal by Al(OH)3-PAM. INTRODUCTION Coal has been a major commodity in meeting the world energy demand during the past several decades (Milici et al., 2013). According to the international energy agency, global coal demand will continue to increase for the coming decades. With increasing world population, the global electricity demand would also increase as more people would get access to basic electricity especially in developing countries (Maggio & Cacciola, 2012). Due to this increase in energy consumption, operations in coal mining and beneficiation processes have been highly mechanized to meet the demands. This mechanization has increased the quantity of raw fine coal particles produced which contain high amount of ash-forming mineral matter (slimes). Aplan et al., have reported that the major constituents of ash-forming minerals in U.S.A coal are clay minerals such as kaolinite, montmorillonite and illite (Aplan, 1997). Conventional froth flotation for fine coal cleaning suffers mainly from two major problems: 1) Low recovery of ultrafine coal particles due to slime coating by ash-forming minerals, and 2) The lack of selectivity, which results in the flotation of middlings and entrainment of mineral fines in the froth (Polat et al., 2003). Slime coating on both valuable and air bubbles have been proposed to explain the observed reduction in flotation recovery especially when fine grinding is required. In this case mineral matter may be degraded to extremely fine or colloidal sizes thereby creating difficulty in the water clarification process such as flotation. Slimes inhibit bubble-particle attachment, and increases reagent consumption due to the increase in solid/liquid interfacial area, resulting in low coal recovery."

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. Mississippi Valley Type Pb-Zn deposits are widespread in the midcontinent U.S. and have been mined from the 1800's to present. Some tens of thousands of acres of mined land in the Tri-State District have been designated as Superfund sites as a result of surficial mine wastes and ground waters with elevated levels of metals. EPA considers the surficial mine wastes to be hazardous and a major source of acid mine drainage fAMD) that degrades water resources and threatens human health and the environment. To mitigate potential risks at one site near Galena, Kansas, a group of mining companies who had been identified by EPA as Potentially Responsible Parties IPRPs) proposed subgrade disposal of the mining wastes in shafts and subsidence features. However, this proposal was challenged by the Agency on grounds related to AMD and the potential for degradation of ground water quality. The PRP team developed a program of materials characterization, laboratory-scale leaching, and finally large-scale, pilot testing in the field. Static and dynamic leaching tests at both laboratory scale fusing artificial rainwater under both variably and fully saturated conditions) and field scale (using pH 4.5 ground water) showed that the surficial wastes do not produce acidic leachate and are not a long-term source of metals. Laboratory chemical and mineralogical tests show that the mine wastes contain substantial carbonate, but very limited iron sulfides, consistent with the leach test results. EPA "characterization" tests fEP Toxicity and TCLP) compare very poorly with tests simulating the expected leaching conditions. While these tests would classify the surficia1 wastes as "hazardous, they do not characterize the behavior of the high-volume, low-concentration, coarse-grained materials with respect to environments and disposal options of interest. To be meaningful, characterization of mining wastes must be performed in a manner that simulates the environmental conditions that are actually of interest with respect to a specific decision, such as subgrade disposal in the saturated zone.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).

Throughout the mining industry, pneumoconiosis is one of the most severe occupational health problems being faced. The goal of completely eliminating pneumoconiosis as an occupational health hazard was underscored by the Federal Government with its enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969). Under this law, permissible dust level standards will be placed at 2 mg/m3 in mine atmospheres by December 30, 1972. The mining industry is thus faced with the tremendous technical challenge of achieving this level. Two basic questions can be raised with regard to this legislation. First, does a maximum dust concentration of 2 mg/m3 prevent the occurrence of pneumoconiosis? Secondly, can this dust standard be achieved using presently available methods and equipment? A precise answer to the first question has not yet been developed by the medical profession. Studies are continuing on the origin, prevention, and therapy of pneumoconiosis, and permissible dust levels could become even lower as medical evidence accumulates. As national and international health and safety management system (HSMS) standards are voluntarily accepted or regulated into practice, organizations are making an effort to modify and integrate strategic elements of a connected management system into their daily risk management practices. In high-risk industries such as mining, that effort takes on added importance. The mining industry has long recognized the importance of a more integrated approach to recognizing and responding to sitespecific risks, encouraging the adoption of a risk-based management framework. Recently, the U.S. National Mining Association led the development of an industry-specific HSMS built on the strategic frameworks of ANSI: Z10, OHSAS 18001, The American Chemistry Council’s Responsible Care, and ILO-OSH 2001. All of these standards provide strategic guidance and focus on how to incorporate a plan-do-check-act cycle into the identification, management and evaluation of worksite risks. This paper details an exploratory study into whether practices associated with executing a risk-based management framework are visible through the actions of an organization’s site-level management of health and safety risks. The results of this study show ways that site-level leaders manage day-to-day risk at their operations that can be characterized according to practices associated with a risk-based management framework. Having tangible operational examples of day-to-day risk management can serve as a starting point for evaluating field-level risk assessment efforts and their alignment to overall company efforts at effective risk mitigation through a HSMS or other processes.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Located approximately 50 miles northeast of Knoxville, Tennessee, Short Mountain Silica mines the Clinch Formation, an orthoquarzite, for silica sand. In 1980, a Knoxville resident and area contractor visualized mining Short Mountain for silica sand. Because APG Industries, the main market for the glass sand product, was only 48 kilometers from the site, many silica sand companies became interested in the property. In 1986, J.D. Nicewonder began to develop the site, and in May of 1988, APG Industries received the first sand shipment.

INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

Research in the eastern U.S. has shown that productive mine soils and forests can be restored using the following guidelines: (1) cooperation among the mine operator, landowner, and regulatory authority in developing the mining permit; (2) replacing topsoil or creating a desirable medium in which trees are planted; (3) loosely grading non-compacted topsoil; (4) using native and non-competitive domestic ground covers that quickly protect the site; and (5) planting a proper silvicultural mix of crop trees for their commercial value along with nurse trees for wildlife and soil improvement.

Rock strata, natural and mining-induced stresses, and structural features can combine to create dangerous instabilities in or around longwall panels. Rock noises and properties variations associated with local stress systems can be used to characterize developing instabilities. Through a learning process at a particular mine, guidelines can be developed to allow the determination of relative risk and timing of a potentially disastrous instability. Once a dangerous instability has been identified, operational modifications can be employed to get through the instability, or active measures such as destressing can be used to mitigate the instability. This paper will discuss how an integrated monitoring system and associated data processing can be used to develop a hazard prediction capability for a longwall mine.

The flocculation and dispersion behaviors of microsize wolframite and quartz are systematically studied in this paper. For synthetic mixtures, the floc separatory method on gravity units--electromagnetic vibration table (EVT) and lifting column (LC), have been approached. Satisfactory results can be obtained with a weak shearing. A better metallurgical performance can also be achieved for natural ore slimes through the combined technique. The efficiency is better than that of single gravity separation. Finally, the mechanism has been investigated.

"Analysis of Longwall Pillar Stability (ALPS) and Analysis of Retreat Mine Pillar Stability (ARMPS) treat the pillar as a passive structure that is designed to carry overburden dead-weight. This dead-weight is calculated by simple rules based on the geometry of the mining, such as “tributary area theory,” “pressure arch theory,” and “abutment angle theory.” Although the pressure arch loading approach indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology of the overburden in load calculations. The relationship between successful pillar layouts and overburden geology can be incorporated into the load calculation by using the Ground Response Curve (GRC) approach.This paper introduces the GRC modeling methodology to investigate the effect of overburden geology and excavation geometry on load transfer mechanisms using seven field measurement case studies from four U.S. mines. It was also shown that the modeling methodology used to derive GRC in this study approximates mining-induced stresses and deformations within 5% of the values measured in the field.INTRODUCTIONFrith and Reed (2017) stated that current state-of-the-art pillar design methods ignore the overburden mechanics and use estimated dead-weight of overburden to compute pillar sizes. In the United States and around the world, overburden loading is typically estimated by simple geometric rules, generally with the tributary area theory (TAT). The specific overburden mechanics, structural competence of the overburden strata, geology, in situ stresses, and overburden/pillar interactions are typically ignored. However, these important mechanical responses affect the stability of the mine pillars and openings; therefore, they also affect the safety of the mine workers.Research conducted by the National Institute for Occupational Safety and Health (NIOSH) after the Crandall Canyon mine disaster (Esterhuizen, Mark, and Murphy, 2010) showed that small panel width-to-depth ratios and stiff-strong overburden result in a reduction of the observed pillar loads, much smaller than the TAT estimate. In fact, as a response to the Crandall Canyon disaster, Mark (2010) implemented a pressure arch loading approach into the latest ARMPS program to recognize the inherently greater stability of narrow panels at depth. The pressure arch approach is a first logical step to introducing non-tributary area loading into the practical ARMPS program. Although the pressure arch loading indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology and mechanical response of overburden in the load calculations."

The cost of remediation often drives the selection of the preferred remedial alternative at hazardous waste sites. The use of probabilistic cost/risk analyses can aid in predicting costs of remedial alternatives. Three types of information are discussed in performing cost/risk analyses: (1) data on the quantity of contamination versus the contaminant concentration; (2) unit costs of remediation for the remedial alternatives; and (3) risk to contaminant concentration relationships. Cost/risk evaluations are performed on a site-by-site basis, to account for combined risks of different contaminants and differences in quantity to be remediated versus contaminant concentration. The cost/risk analysis produces a graph of risk versus cost for each of the remedial alternatives. These costs are then compared to facilitate selection of a preferred alternative. An example of comparison of alternatives is illustrated for a historic coal gasification site.

Japan's coal reserves are estimated at 8,583 million tons (according to the materials on X World Energy Conference,. 1976). Japan is a long island country in the shape of an elongated cashew nut whose top is pointing to the north and its lower tip is pointing to the west. And her major coal fields are located in the two extreme far parts of Hokkaido in the north and Kyushu in the south. On the other hand, Japan's major industrial center are located in the central part of the country far from either coal-producing areas. This fact places coal a great geographical disadvantage in comparison with petroleum whose refining bases are concentrated on the coastal regions virtually next to major industrial centers.

Tailings transport system design is generally based on identifying the minimum and maximum process boundary conditions for pump selection and pipeline sizing. The approach is robust and well-proven. However, the approach has the potential to skew selections to operating scenarios that have a very low likelihood of occurring, such as the combination of high solids throughput and low tailings solids concentration. The approach can result in a tailings transport system design that is overly conservative. A probabilistic method-based approach captures the independent variability of design inputs and the combined likelihood of outcomes. This approach identifies the process conditions that have the highest likelihood of occurrence and are most applicable to equipment and pipeline selections. An outline of a probabilistic-based approach to tailings transport system design and the resulting selections is provided in this article. The probabilistic-based system design is compared to the outcomes from the traditional approach. The benefits and challenges to this approach are discussed and recommendations for utilizing this approach for tailings transport system design are provided.
