Permissible exposure limits (PELs) have been established for gaseous pollutants, carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), nitrogen dioxide (NO2), and some gas-phase hydrocarbons emitted in diesel exhaust. There is, as yet, no PEL recommended for diesel exhaust aerosol (DEA), nor is there a standard method for sampling this aerosol. The University of Minnesota and the U.S. Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size-selective inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were made in underground coal mines that use diesel equipment. The mine mean DEA concentrations for the five mines surveyed, determined with the PDEAS in the haulageway, was 0.89 mg/m3 with a standard deviation of 0.44 mg/m3. DEA contributed 52 % of the respirable aerosol at this location. In three of the mines filter samples were collected for DEAassociated polynuclear aromatic hydrocarbons (PAHs) and biological activity determinations. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust. In general, the PAH and biological activity levels were similar for all three mines, and indicate that up to 25 % of the haulageway concentrations may be contributed by outby diesel vehicles. Measured concentrations of CO, C02, NO, NO2, and SO2, were well below regulated levels. INTRODUCTION Diesel exhaust contains pollutant gases, such as carbon monoxide, carbon dioxide, nitric oxide, nitrogen dioxide, and gas-phase hydrocarbons, as well as DEA. Much of the health-related concern focuses on DEA and associated organic compounds (Watts, 1992a). A wide variety of these PAHs have been identified and some are known carcinogens and/or mutagens. The U.S. Mine Safety and Health Administration (MSHA) has proposed new PELs for these and other contaminants (MSHA, 1989). MSHA has also published an advance notice of proposed rulemaking to establish a separate PEL for diesel particulate (MSHA, 1992). The U.S. Bureau of Mines has collaborated with the University of Minnesota to develop and field test a PDEAS. The PDEAS is a three stage sampler based on the MSA' personal respirable dust sampler. It utilizes a respirable cyclone preclassifier followed by a 0.8 µm cut point impactor and afterfilter operating at a flow rate of 2 L/min. Respirable aerosol greater than 0.8, µm in size is collected by the impactor while DEA, less than 0.8 µm in size, is collected by the afterfilter. Hence, gravimetric analysis of the afterfilter permits measurement of DEA concentrations. This development and laboratory evaluation of the PDEAS were described previously by Cantrell (1990) and Rubow (1990). During field tests of the sampler, numerous air quality measurements were made in continuous miner sections of five underground coal mines that use diesel haulage equipment. These air quality measurements included levels of selected PAH and biological activity associated with DEA collected in the intake and haulageway areas of three of the five underground mines, and CO, CO2, NO, and NO2 in two of the mines. The objectives of this paper are to present the DEA and associated pollutant concentrations measured in these mines and to assess the impact of diesel face-haulage equipment on underground mine air quality. MINE DESCRIPTIONS The mines used for the PDEAS evaluation were designated J, K, L, N, and 0. Mines K, N, and 0 are located in the Western United States, while mines J and L are located in the East. Each mine produces high volatile, bituminous coal with shift production levels varying from 500 to 2000 tons/section. Seam heights varied from 1.5 to 3.0 m. Mines K and N use continuous mining to develop longwall panels. The others are strictly room-and-pillar operations using continuous miners. The number and types of diesel-powered vehicles used at these mines were described by Watts (1992b). Mines J, K, N, and 0 use diesel power to assist in a wide range of activities in addition to coal haulage. These included road maintenance, personnel and materials transport, lubrication, and welding. Mine L used only three diesel-powered shuttle cars to haul coal. SAMPLING AND ANALYSIS METHODS Aerosol Measurements Aerosol samples were collected in the mine portal area, the clean air intake to the continuous miner section, the haulageway one crosscut inby from the feeder breaker and belt, in the return airway, and on selected personnel. The haulageway sampling site was located near the point where the diesel-powered shuttle cars turn around to dump their loads. Additional respirable and DEA samples were collected and have been reported by Haney (1990).

"A 2nd generation roof bolter canopy air curtain (CAC) design was tested by National Institute for Occupational Safety and Health (NIOSH) at a Midwestern underground coal mine. During the study, the roof bolter never operated downwind of the continuous miner. Using a combination of personal Data Rams (pDR) and gravimetric samplers, the dust control efficiency of the roof bolter CAC was ascertained. Performance evaluation was determined using three methods: (1) comparing roof bolter operator concentrations underneath the CAC to roof bolter concentrations outside the CAC, (2) comparing roof bolter operator concentrations underneath the CAC to the concentrations at the rear of the bolter, and finally, (3) using the gravimetric data directly underneath the CAC to correct roof bolter operator concentrations underneath the CAC and comparing them to the concentrations at the rear of the bolter. Method 1 dust control efficiencies ranged from -53.9% to 60.4%. Method 2 efficiencies ranged from -150.5% to 52.2%, and Method 3 efficiencies ranged from 40.7% to 91%. Reasons for negative and low dust control efficiencies are provided in this paper and include: incorrect sampling locations, large distance between CAC and operator, and contamination of intake air from line curtain. Low dust concentrations encountered during the testing made it difficult to discern whether differences in concentrations were due to the CAC or due to variances inherent in experimental dust measurement. However, the analyses, especially the Method 3 analysis, show that the CAC can be an effective dust control device. INTRODUCTION Canopy air curtains (CAC) have been shown to be an effective respirable coal mine dust control for roof bolters in a laboratory setting with dust control efficiencies ranging from 14% up to 75% [Goodman and Organiscak 2001, Listak and Beck 2012, Reed et al. 2017]. Unfortunately, there is limited information on their effectiveness for controlling respirable coal mine dust in the field. On continuous miners, CAC dust control efficiencies ranged from 23% to 69% [Krisko 1975]. Two underground tests of the CAC on roof bolters demonstrated dust control efficiencies of 35% and 53% [Listak and Beck 2012] before problems occurred with operation of the CAC. Since the implementation of the new respirable coal mine dust limit from 2.0 mg/m3 to 1.5 mg/m3 (Code of Federal Regulations, 30 CFR 70.100, 2015), roof bolter CACs are becoming more commonplace in underground coal mines as a dust control tool to prevent roof bolter operator overexposure to respirable coal mine dust. J.H. Fletcher & Co. has been instrumental in delivering an effective design which incorporates the filter, blower, and canopy plenum seamlessly into the design of the roof bolter, resulting in a successful operational roof bolter CAC."

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

5.1 TECHNOLOGY FOR INJECTING GROUT INTO BOREHOLES The grouting of fractured rock aquifers is carried out in separate stopes' whose size is determined by the hydro¬stratigraphy and the hydrogeologic properties of the rocks. The number of grouting stopes required depends on the number of intervals in the hydrogeological section. Each grouting stope can include one or several aquifers. Com¬bining several water-producing strata into one stope is pos¬sible only when the values of their permeability coefficients are very similar. In order to achieve efficiency, as many aquifers as possible are included in each stope. In practice, the length of a grouting stope in a borehole usually ranges within 10 to 40 m, but occasionally up to 100 m or more. When conducting grouting operations through boreholes drilled from the face of underground workings, the stope's size can be determined by the thick¬ness of each fractured zone (fault) or by the length of the hole if the entire rock is fractured. Injecting grout into separate intervals of fractured rock can be done from the bottom to the top with ascending stopes or from the top to the bottom with descending stopes. Injection from bottom to top is always preferred. Injection also can be accomplished in separate fractured permeable horizons in the section. The STG integrated grouting method is based on the use of packer and injection equipment and technological schemes that facilitate injection in highly isolated fractured aquifers. For this purpose STG has developed a standard series of packers. 5.1.1 INJECTING GROUT THROUGH BOREHOLES DRILLED FROM THE SURFACE Grout can be injected according to one of four techno¬logical schemes depending on the depth of the fractured aquifers, their hydrogeologic properties and the availability of grout injection equipment if the area is remote (Fig. 43). In the first and most preferred technological scheme (1), the grout is injected from the bottom up with ascending stopes. When this scheme is employed, grouting holes are drilled to the entire projected depth based on the field investigations injection tubes is installed above the top of the first hydrostratigraphic unit to be grouted. This scheme al¬lows the grout to be injected only into the permeable stra¬tum or strata isolated by the packer near the bottom of the hole; it precludes the need to clean or redrill the hole before injecting grout into the next overlying stope. This ascending stope scheme is preferred because of its simplicity and ef¬ficiency. It is used in most of the grouting of saturated fractured rock for the purpose of isolating aquifers while excavating deep mine shafts in the USSR. The second technological scheme (II in Fig. 43) injects the grout in sequence from top to bottom with descending stopes. Injection under this scheme is accomplished through the hermetically-sealed mouth of the hole. It is most advis¬able to grout with descending stopes in saturated fractured rock wherein the aquifers constitute thick networks of frac¬tures. Under these conditions it is practically impossible to drill a grout hole to the entire depth of the underground workings due to the large production rate of ground water. In conducting isolation operations with descending stopes, additional work (relative to ascending stopes) is necessary to drill out the grout in order to create and inject the next stope. As a result, the total amount of drilling required to drill out grout can even exceed the volume of drilling of original rock. Consequently it is advisable to use this inefficient scheme only for injecting grout into holes that contain prolific frac¬tured aquifers at depths less than 150 to 200 m. The third and fourth technological schemes (III and IV in Fig. 43) are used in the selective grouting of separate aquifers. For example, these methods would be applied when a grout hole is drilled to its entire depth, wherein grouting of the upper aquifers must be done first so that the sinking of the first shaft can begin prior to deeper grouting. The third technological scheme is used for the selective injection of grout into an aquifer with a thickness of up to 5 m. For this work the DAU-1-2 removable dual packer is installed. It is lowered into the borehole on an injection pipeline. For aquifers with thicknesses of more then 5 m, the selective injection of the grout is carried out according to the fourth technological scheme; a combination of the DAU-2 hydrodynamic plug and the DAU-1 packing device is used. In order to implement this injection scheme, the DAU-2 hydro-dynamic plug is installed at the bottom of the fractured aquifer and the DAU-1 packer is installed at the top of the aquifer.

The design, operation, and performance of an integrated pilot plant for recovering zinc and copper from a complex sulfide ore are described. Metallurgical processing comprised selective sulfate roasting in a fluid bed, leaching in a weak sulfuring acid solution, recovering copper by cementation with scrap iron, air oxidation to remove soluble iron, more-or-less conventional purification for removal of impurities deleterious to zinc electrolysis, recovering zinc by electrolyzing solutions, and recycling spent electrolyte to the sulfating roaster. The effects of several feed preparation and roasting variables on the sulfation response of zinc, copper, and iron are set forth, together with the electrolyzing characteristics of the zinc solutions.

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Utilizing mass to measure these types of exposure will be very difficult to accurately characterize the quantity of

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

The Emerald Mine No. 1, located in southwestern Pennsylvania is presently owned and operated by Cyprus Minerals of Englewood, Colorado. High volatile bituminous coal is produced from the Pittsburgh No. 8 seam by both longwall and continuous mining methods. The coal is then mechanically cleaned on site utilizing a combination of heavy media separation and froth flotation methods prior to shipment to both the metallurgical and steam coal markets. The Emerald Mine is presently producing 2.8 million raw tons per year, while liberating approximately 6.5 million ft per day of methane. In light of the methane liberation rate, ventilation requirements have been significant and have always received utmost priority and consideration. Figure 1 shows the locations of the current and proposed shafts. Emerald utilizes two Joy (Model M120-58-880) axial vane fans on shafts No. 1, No. 2R, No. 3R. (one operational, one stand-by) The use of computer simulation of various ventilation networks was initially employed during the design stages (1975-1977) and has been utilized through the present. Obviously, the initial planning, under the ownership of Lykes Resources, was strictly theoretical. All the quantities were proposed and the resistances were based on prior simulations of other mines and mathematical formulas. However, once the mine was moderately developed, actual values were recorded and utilized. One of the serious environmental problems related with the extraction of coal for carbon and energy resources is that upon preparation of coal a large quantity of fine coal has been discarded and/or lost to tailing impoundments. These problems present hazardous conditions to the local community. Also, the precious heating value of energy resources has been wasted and Left unrecovered in the tailing impoundments. Both RCR and SMRC ACTs recognize and mandate an investigation into slurry impoundment problems, including consideration of potential use of those coal fines in the tailing ponds. Bituminous coal producing district 46 encompasses the northern panhandle of West Virginia. The major producing seam in this district is the Pittsburgh coal, 1-7 meters thick. 75 percent of the coal producted in this district is deep mine. This district produces approximately 3 million tons of coal waste materials annually. One of the coal preparation plants in the district which we have visited has been processing Pittsburgh too. 8 seam coal for the past ten years. The characteristic data of the Pittsburgh raw coal is shown in Table 1. The raw coal produced in this district is characterized by its high heating value, high ash and high sulfur contents. The coal preparation plant flowsheet designed and used to process this Pittsburgh raw coal prior to 1979 is shown in Figure 1. It was a partial coal cleaning plant' with 1 092 mt/hr designed capacity, which consisted mainly of a coarse coal cleaning circuit. The rejected fine particles in the size range of -600µm which consisted of vorsiv underflow and cyclone underflow from clean coal streams and spiral classifier overflow from refuse stream were settled down in a thickener with the aid of anionic flocculant prior to being pumped to the tailing ponds for disposal. Figure 2 shows that the same coal preparation plant in Figure 1 was modified to a semi-complete coal cleaning plant and expanded its designed capacity to 1 820 mt/hr, when market of coal fines becomes feasible in 1979. Tabling in the clean coal circuit and thermal dryer in the dewatering circuit were added to the flow sheet. The purpose is to recover more coal fines, reduce more pyritic sulfur and ash contents in coal and also to reduce solid waste material to be stored into the slurry impoundment, giving them a Longer Life. The rejected fine particles fed to the thickener are clean coal fines from two cyclone overflows and the fine refuse from the rufuse cyclone overflow. The clean coal fines presently lost to the tailing impoundments are in the size range of -150 µm and constitute about 5 percent of the overall plant feed. Total amount of tailing waste material accumulated in a tailing impoundment is estimated at 1.3 million metricton for the past ten years.

Updating the openpit vehicle transportation network has the problem of being time consuming and low precision. To address this problem, a high-precision road network model construction method for unmanned vehicles in openpit mines is proposed. This method can be divided into two steps. In the first step, an improved deep learning image processing model named DeepLabv3+C (DeepLabv3+Concat) is presented, and the road information extracted by the DeepLabv3+C network is used to construct a three-dimensional model of the openpit mine road network. In the second step, aiming at the time-consuming problem of unmanned vehicles meeting in openpit mines, a vehicle meeting strategy is proposed. This strategy is used to guide the navigation of unmanned vehicles in openpit mines. At the end of the study, vehicle running simulation was carried out on the road network model using Unity, a 3D visualization simulation software. The high-precision unmanned road network model of openpit mines studied in this work can further promote the construction and development of smart mines by acting as a high-precision map for unmanned vehicles.

With increasing land development, the potential of fatalities from abandoned mine shafts increases. To minimize potential liability, shaft closure should be a critical part of mined land reclamation. The Bureau of Mines is conducting research into using lightweight foam concrete in sealing abandoned coal mine shafts. A demonstration seal consisted of a 3m thick foam concrete plug to provide lateral stability inside the shaft. A high density concrete cap provided load-bearing capacity for a 100-year service life. The USBM has also completed research into changes in foam concrete when it is pumped or dropped from different heights. It is concluded from the research that foam concrete can undergo significant air loss with pumping or dropping. This foretells significant changes in the characteristics of the concrete as well as an increase in the weight and cost of the in-place concrete seal. When using foam concrete to seal abandoned mine shafts, care must be taken to minimize air loss during placement.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. The coal mining industry is being called upon to vastly increase production in the coming years. Many mining operations will have to prepare an environmental impact report of some kind and all will have to comply with various types of environ- mental regulations. Therefore there is a great need within the industry for access to environmental data, information, and literature. This paper discusses the informational resources available, the current lack of access to these resources, and the Environmental Data, Information and Literature (EDIL) Bank of the Kentucky Institute for Mining and Minerals Research. The bank's major emphasis concerns the environmental, social and economic aspects of producing clean solid, liquid, and gaseous fuels from coal. The data bank promotes information interchange between other related governmental and private projects and the energy development community.

The Iron Ore Company of Canada mines, processes and ships crude iron ore, concentrate and pellets from the rich ore bodies of the Labrador Trough area in the extreme north-eastern part of Canada, some five hundred miles from Montreal (see figure 1). There are three main sites of activity. At Schefferville, approximately 12 million tons a year of crude ore (chiefly limonite) are mined, crushed, screened and shipped to Sept-Iles. At Labrador City, 40 million tons of specular hematite are mined annually for processing into 17 million tons of concentrate. Of this, 9 million tons are converted into pellets. All product 1s shipped to Sept-Iles. At Sept-Iles, on the north coast of the St. Lawrence, a six million ton per year concentrator and pellet plant process much of the Scheffervllle ore into high-grade pellets. Also at Sept-Iles are the company's administration offices stockpiles and shipping facilities. The Terminal facilities can berth and load a 250,000 ton bulk carrier at 19,000 tons per hour.

Three major suites of igneous rocks were erupted in the Great Basin in middle and late Cenozoic time. The first, most likely, resulted from sub- duction of a Pacific plate (Farallon plate) beneath the North American plate, resulting in eruption of andesitic rocks in the northern Great Basin between 42 and 43 m.y. ago. Between 34 and 17 m.y. ago, igneous activity migrated to the southwest, largely as eruption of volumincus rhyolite-quartz latite ash-flow sheets, ending about 17 a.y. ago with the onset of crustal extension and north-south-trending Basin and Range (rift) faulting. The second volcanic suite erupted between 17 and 8 m.y. ago in the northern Great Basin; is mostly basaltic or bimodal basalt-rhyolite. The third volcanic suite consists of andesitic and rhyolitic lavas and some basalt erupted between about 22 to 6 m.y. ago in the western Great Basin along the northwest-trending Walker Lane fault zone. Hydrothermal ore deposits are associated with all suites of igneous rocks, but the largest production has come from mines associated with andesitic rocks of the third (western Great Basin) suite. The oldest (34 to 42 m.y.) andesitic rocks (first suite) of the northern Great Basin have produced some large deposits; slightly younger silicic rocks of this suite are mostly barren. Many small ore deposits are associated with the 17- to 8-m.y.-old basalts (second suite) of northern Nevada.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

"Recent requirements to reduce thermal coal plant emissions, and ultrafine coal's tendency to produce these emissions due to its typically high ash and moisture contents have limited the use of ultrafine coal. Ultrafine coal in beneficiation plants are usually either disposed of in tailing ponds at a loss in combustible material or disposed of by blending with coarser higher-grade products, resulting in a reduction in marketed product quality. A study of the options for processing ultrafine coal, consisting of < 200 µm hydrocyclone overflow, with 38.8 percent ash content is presented here. Ultrafine coal was processed based on 200-µm sieve bend and 10-µm hydrocyclone classifications, enhanced gravity separation (EGS) and froth flotation concentration as well as combinations of these. Yield, combustible material recovery (CMR) and product humidity were evaluated as test results.Depending on the processing applied, product ash content could be reduced up to 49.7 percent, and up to 95.8 percent CMR of the actual run of mill feed could be attained. All of the processing options analyzed could reduce produced thermal electric plant emissions due to ash and moisture from 22 to 38 percent of the actual unprocessed ultrafine coal product.Froth flotation was found to be the optimal process, yielding a product with the lowest ash content attained of 19.5 percent and CMR of 92.3 percent. Being the most versatile of the processes evaluated, it is capable of producing coal with varied ash contents but is subject to potential variations in coal flotability. The most complicated of the processing options, a combined sieve bend recovery of the > 200 µm fraction and EGS processing of the 10 to 200 µm fraction was found to be the next best option, attaining a combined 90.1 percent CMR and 25.0 percent ash content. IntroductionMunicipal, regional and national objectives to reduce fossil fuel combustion emissions and their effects on air quality and global weather changes are affecting thermal electric plant operations. Plans and regulations such as President Obama's Clean Power Plan (U.S. Environmental Protection Agency, 2015), the European Directive 2010/75/EU (European Commission, 2010) and China’s proposed Enhanced Actions on Climate Change (Wei, 2015) are of major significance to thermal electric plant operations. Although thermal plant efficiencies depend in large part on the losses of heat by plant components, the ash and humidity contents of thermal coal invariably reduce plant efficiencies and increase emissions of carbon dioxide (CO2), nitrogen oxides (NOx) and dust.Any noncombustible material present in thermal coal will result in higher CO2 emissions per unit of energy produced. Since no particle emission control can be totally effective, it is to be anticipated that any reduction in coal ash content will also result in reduced particle emissions. Kurose, Ikeda and Makino (2001) reported that NOx emissions also increase with coal ash content. The effect of coal moisture content during combustion is complex. Kurose, Ikeda and Makino (2001) showed that an increase in coal moisture content significantly reduces thermal NOx to total NOx production, and Bosoaga et al. (2006) showed that it tends to reduce NOx emissions. Since the humidity, pyrite and ash content of thermal coals directly affect thermal electric plant efficiencies and emissions, minimizing these factors should facilitate, at least in part, compliance with thermal electric plant emission limits. This, in turn, would affect the specifications and prices of the coal preparation plant products."
