Political risk is an integral part of the mining business in Northern Andean countries. Peru, Ecuador, Colombia, and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations in such contexts require: 1. Good political risk information; 2. A thoroughgoing political risk management plan; and 3. A strategy to deal with political risk perception on the part of the investing public. Obtaining quality political risk information, developing a political risk management plan, and addressing political risk perception are the foci of this work.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

High-calcium limestone has been intermittently produced from the Monarch quarry since the late 1800s. Initial production was used in sugar processing and for a smelter located near Salida, Colorado. During the 1920s, Colorado Fuel and Iron Company (CF&I) began to exploit the deposit as a source of flux stone for its blast furnace steel operations at Pueblo. The deposit was operated for many years as a captive quarry by CF&I. In 1984, CF&I closed the quarrying operations at Monarch; flux stone was no longer required since the blast furnaces were taken off line in 198 1. In 1994, Colorado Lime Company, a subsidiary of United States Lime and Minerals, Inc. acquired the property. Limestone was mined from the Castle Butte Member of the Leadville Limestone (Lower Missippian). Some high- magnesium dolomite was also mined during WWII from the Redcliff Dolomite Member which directly underlies the Castle Butte. Past production was from both an upper and lower quarry at elevations ranging from 10,000 to 11,000 feet (3,048 m-3,353 m) mean sea level (m.s.1.). The reserves at Monarch quarry are in a dip slope deposit, occupying the northwest slope of Monarch Hill. The structural geology of the deposit is complex on both a region- al and mine scale. The reserves are located on the eastern limb of the Syncline Hill syncline. The beds on this limb of the structure strike to the northeast and dip to the northwest from 30 to 45 degrees. A major reverse fault separates the reserves into an upper and lower deposit. Numerous smaller normal and reverse faults cut the deposit, requiring a flexible mine plan. At the Monarch quarry, the Castle Butte Member con- sists of two stratigraphic units. The Upper unit (Mlu) is a thick-bedded, fine-grained crystalline dolomitic limestone from 0 to 300 feet (0-90 m) thick. The unit generally has an Si02 content of less than 4 percent. A bedded chert horizon and a karst horizon at the base of the unit locally raise the Si02 content as high as 20 percent. The underlying Quarry Stone unit (Mlq) is a light-gray, massive, bedded, calcilutite/micrite limestone from 90 to 130 feet (27-40 m) thick. The Quarry Stone unit is remarkably uniform chemically throughout it's entire thickness. Average analysis is CaC03 - 95 percent, MgC03 - 3.5 percent, and Si02 - 0.5 percent. The Footwall dolomite unit (Mld) of the Redcliff Member of the Leadville Limestone is a dark gray to black, blocky, medium-to-thick-bedded, calcilutite/micrite dolomite from 150 to 180 feet thick (46-55 m). The upper 100 feet (30 m) of the unit is a low-silica facies with an average Si02 content of less than 0.5 percent. MgC03 content is con- sistent at 39.8 percent throughout the upper 50 feet (15 m) of the unit but varies from 15 percent to 39.8 percent in the lower portion (50 to 100 feet [15-30 m]) of the low-silica facies. The lowest portion of the unit, 100 feet (30 m) to base of unit is high in silica and is not considered chemical grade. Current in-place, surface-minable reserves at the quarry are estimated to be 14 million short tons (st) (13 million metric tons [mt]) of limestone and 50 million st (45 million mt) of dolomite. A 1.4 million st (1.3 million mt) stockpile of finely crushed limestone is also present on the property. Colorado Lime is presently processing approximately 2,000 st (1,800 mt) per month from the crushed limestone stockpile. This material is pulverized and sold to underground coal mines for use as rock dust, some of this product is also used for environmental purposes. Limestone mining is scheduled to resume in spring of 2000.

Shallow water covers for preventing acid production in tailings are based on the principle of minimizing oxygen availability. Resuspension of material from the tailings bed may result in increased oxidation and metal releases since dissolved oxygen is at near saturation levels in the water cover. Resuspension can be caused by waves and currents strong enough to mobilize the surface of the tailings bed. Tailings resuspension was measured with sediment traps in the Upper Cell of the Heath Steele site near Mirarnichi, New Brunswick Canada. Although significant amounts of resuspended tailings were collected in all traps, analysis of resuspended solids and bed tailings suggests that for the observed wind conditions resuspension did not occur at locations where the water cover depth was greater or equal to 1.0 m. Currents were likely responsible for the transport of resuspended tailings from shallower areas to locations where the water cover was deeper than 1.0 m.

Mr. C. A. Hollingsworth introduced commercial column flotation to the Florida Phosphate Industry in 1976, with a six feet diameter prototype cell at the Tenoroc Mine. More than two-dozen column cells have been installed in phosphate beneficiation plants since then. The increased interest in column cells for phosphate flotation, and their potential use in new plant construction, prompted the Florida Institute of Phosphate Research to fund programs to investigate various aspects of column flotation. This report describes a test program, conducted by JACOBS at CF Industries Hardee Complex II, as part of a comprehensive research program awarded to the University of Florida by the Florida Institute of Phosphate Research. The 1.5 feet diameter test column was operated with plant process water and plant reagentized flotation feed. Several variables considered for column cells design and operation were tested. Feed specific capacity, air superficial velocity, and the length to diameter ratio of the column were the variables that influenced phosphate recovery. Concentrate phosphate grade was influenced by concentrate superficial velocity and feed specific capacity.

In collaboration with Kennametal Inc. and corry rubber corporation, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a drill bit isolator to address noise overexposures associated with roof bolting machines in underground coal mines. NIOSH laboratory studies confirmed that the drill bit isolator reduces noise during drilling. Field studies were needed to confirm that a noise reduction could be obtained under working conditions and that the device was sufficiently durable. This paper reports results of field tests of the device conducted at five underground coal mines. Noise reduction was assessed by comparing the operator?s noise exposure during drilling with and without the drill bit isolator. Durability was assessed by recording the number of holes and total feet drilled with each bit isolator until either the test period ended or the device failed. The results from these tests showed that the device is an effective noise control in a mine environment. The field-tested drill bit isolators provided a noise reduction of 3-5 db(A). Of nine devices tested for durability, five exceeded 610 m (2,000 ft) drilled and two exceeded 762 m (2,500 ft) drilled before failure. Durability issues found in the field tests led to final production optimizations that have resulted in a commercially available product for drilling with 35-mm- (1.3-in.-) diameter roof bits and hexagonal drill steels.

Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

The sand and gravel industry in Southern California has made a sizeable contribution to the construction development of the 15 County area in this part of the State. Facing this mineral extraction industry, in the next decade, is a problem of meeting the market demand. The question is, "how can sand, gravel and rock operations be made compatible with goals for sound and attractive community development?" Three basic principal characteristics of the land needed for this-mining industry are: 1. The land must have workable sand, gravel or stone deposits. 2. The land must be properly located for transportation purposes close to the market in order to sell the aggregate at a minimum cost. 3. The land must be zoned so that it will be permissible to mine.

Several factors need to come together in creating an integrate mining equipment dispatching system. At the hub of these factors ace the central dispatching formulas. This paper details the development of these central dispatching formulas and explores the combining of these formulas with other elements to create an integrated dispatching decision. WHY DISPATCHING? Truck dispatching implies and in reality should equate to mine equipment efficiency. Good truck dispatching will yield good mine equipment efficiency while poor truck dispatching will yield the alternative. Truck dispatching can either be automated through a computerized, process or it can be manual. Every mine with haul trucks has a truck dispatching system whether it is recognized or not. Even a system wherein the hauler operators determine where they are going for their next load is a truck dispatching system.

The unique application of a large walking dragline in the mountains of southern West Virginia was developed and implemented by Hobet Mining, Inc. Hobet is an independent operating subsidiary of Ashland Coal and is headquartered at the No. 21 Mine in Boone County, West Virginia, near Danville. Hobet also operates the 07 Mine located in Logan County, West Virginia, near Holden. Both mines are similar in equipment and manpower used; both produce over 2,000,000 tons of clean coal annually. Each site encompasses large, contiguous properties with access to rail service. The larger of the two is the Boone County property; it totals nearly 40,000 acres and has ample reserves. In 1977, Hobet was in the process of constructing a preparation plant (Beth Station) at its 21 Mine site with a capacity for two million tons. One of the first orders of business was to design a mine plan that would provide production for the capacity of the plant. Coal production would come from a more than adequate reserve base using the most economical mining methods available. Hobet looked at different deep and surface mining methods to use in order to develop the property; ultimately, it was determined that the mountaintop removal method with the use of a large dragline was the most economical way to develop reserve. Prior to this time surface mining in mountainous Southern West Virginia was generally done by contour mining and/or augering techniques.

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. This paper presents the results of a recent study on the development of an in-situ testing method for determining the coal strength in mine pillars. The strength testing is performed in the horizontal holes drilled into the coal rib using the penetrometer. It is a hydraulically powered device that uses an indenter to press the surface of the borehole until the load reaches the failure point of coal. The pressure and the penetration of the loading pin are recorded by the data acquisition unit. The results collected from several coal mines indicate that this testing method is ideally suited for the realistic coal strength measurements. The new testing system not only improves the accuracy of pillar strength determination, but it is more cost efficient than the conventional method.

The International Network for Acid Prevention (INAP) was formed in 1998 by 17 international mining companies to promote significant improvements in the management of sulphidic mine materials and the reduction of liability associated with acid drainage through knowledge sharing and research and development of technology. Since its inception two panels have been formed to identify and move forward with research projects and eight networks have been constituted to initiate interaction and knowledge sharing within the membership in specific areas of technical interest. An INAP web site has been developed to facilitate the sharing of information and to encourage the exchange and development of new ideas.

The Mount Isa Rocky Paste Fill (RPF) was one of the five fill options investigated for the Enterprise Mine filling between June 1996 and September 1996. Co-disposal of deslimed cemented tailings (CHF) and suitably graded rockfill (RF) in certain ratios produced the rocky paste fill. The RPF behaved like a cohesive paste with very high proportion of rockfill in the mix. Several large-scale mixing trials and drop tests proved that the rocky pastefill results in a homogeneous fill mass after placement. Segregation of RF was a common problem with MIM's traditional cemented rock fill (CRF), which is a combination of CHF and RF. The segregation was eliminated and a non-segregating paste like fill was created by optimising the particle size distribution of RF, and combining the RF and the CHF in optimum ratios. In rocky pastefill, the excess water in the cemented deslimed tailings slurry is taken up by the rockfill as the surface moisture on the rockfill particles and also as pore water between the particles. This results in thickening of the CHF, and the resultant mix is a non-segregating cohesive paste, which can easily spread to any horizontal distance inside a stope at a very low surface angle. The rocky pastefill releases no free water and relatively more pervious than the standard CHF due to rockfill component. With an average cement addition of 1.5 to 2% the rocky pastefill can develop higher strengths over 1Mpa. The rocky paste fill is applicable in many situations and can accommodate a variety of coarser materials that would be available in different mine sites. This paper present the research work and the experience associated with the rocky paste fill, and gives clear design principles for any potential users.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of cm size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of mm size. Based on Micro-XCT, it was expected that 85% of the copper for sample A could be recovered at 65% of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual energy (DE) X-ray radiography was used as a basis for sorting. Previous DE X-ray radiography of a drill core sample demonstrated that this rapid detection method can be used to identify rich or poor Cu-bearing coarse particles. Pilot scale X-ray sorting of sample A (10 × 1 cm) showed 31% rejection of a 0.08% Cu gangue product with a corresponding recovery of 90% copper.

The purpose of this paper is to explore the various designs and design alternates available for large fine crushing plants, and to discuss objectives and criteria upon which these designs are founded. Common practice for size reduction of run-of-mine or run-of-pit ore in preparation for subsequent treatment utilizes a three-stage system. First stage, or primary breaking is generally carried out with jaw or gyratory crushers. The usual output from this stage provides a feed for fine crushing in the size range of 6 to 10 inches. This discussion is limited to the process of fine crushing, and we will further limit it to what is commonly called secondary and tertiary crushing. We define a large crushing plant as one with a minimum capacity of 2,000 tons per hour. Generally, these plants utilize cone type crushers to reduce ore for rod, ball, or pebble mill feed.

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

In alkaline pulp, galena is depressed by sodium carboxymethyl cellulose (NaCMC), while Cu(II)-activated sphalerite exhibits a high flotability so that satisfied separation can be achieved. In addition to hydrogen bonding, chemical bonding of NaCMC with galena is confirmed by IR; only hydrogen bonding is involved between NaCMC and Cu(II)-activated sphalerite. It is also found that the greater the degree of substitute and polymerization of NaCMC, the stronger the depressive effect of NaCMC and that lower stirring speed favors the depression.
