Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960's without being reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county road and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

"The National Institute for Occupational Safety and Health (NIOSH) has previously established pillar design guidelines for the underground stone mining industry. These guidelines were created from an empirical database of pillar observations and were largely drawn from shallow, flat-lying mining operations. Current trends forecast a great amount of underground stone mines developing under deeper cover, higher seam dips, and more frequent multiple-seam mining configurations than in the past. The complex loading conditions and limited experience in these environments presents a substantial increased risk of ground failure. To investigate these loading conditions, NIOSH has installed a pillar and roof monitoring system at an underground limestone mine in central Pennsylvania. The mine is operating in a seam with dips ranging from 13 to 18 degrees and overburdens ranging from 275 m (900 ft) to 425 m (1,400 ft). Instrumentation installed in an undeveloped pillar and in surrounding strata is currently measuring pillar and roof behavior in response to stress redistribution during excavation. Laser scans are being used to measure ground displacement and changes in conditions associated with local mining conditions and significant geological features. Initial stress measurements show a gradual increase in stress in response to mining, and stress changes that correspond with blasts. The seismic system is operational, with calibration events signaling on each of the 18 sensors. INTRODUCTION Improving mine-wide ground control stability can help reduce the potential for catastrophic failure of underground structures. The National Institute for Occupational Safety and Health (NIOSH) has conducted prior research in stone pillar design and has established fundamental pillar design guidelines for the underground stone mining industry, which resulted in the development of the S-Pillar program (Esterhuizen et al., 2011; Esterhuizen and Murphy, 2015). The data that constitute the S-Pillar program were derived from past mining experience that was almost exclusively drawn from shallow, flat-lying, single-level mining operations1. Stakeholder interactions with NIOSH researchers have indicated that increased numbers of underground stone operations are expected to mine under significantly deeper cover, with greater seam dips, and under multi-level operating conditions (Slaker and Murphy, 2016). The complex loading conditions and limited experience in these challenging environments present a substantial increased risk of ground failure. Inadequate pillar design in these new and challenging environments could result in catastrophic wide-area pillar collapses and an increased safety burden to miners working in the U.S. limestone mining industry. To develop design guidelines and prevent inadequate pillar designs for these challenging environments, NIOSH is currently conducting detailed pillar response investigations at case-study mine sites operating in challenging environments."

"Tests were conducted to determine properties of 4 foam agents for their potential use in longwall mining dust control. Foam has been tried in underground mining in the past for dust control and is currently being reconsidered for use in underground coal longwall operations in order to help those operations comply with MSHA’s lower coal mine respirable dust standard (1.5 mg/m3). Foams were generated using two different methods. One method used compressed air and water pressure to generate foam, while the other method used a low pressure air generated by a blower and water pressure using a NIOSH developed foam generator. Foam property tests comprising of a bottle shake test, foam expansion ratio, and water drainage were used to classify foams. The bottle shake tests determined that the lowest concentration of foam agent to be used was approximately 1.5%. Compressed air generated foams tended to have low expansion ratios (10-19) with high water drainage. Blower air generated foams had higher foam expansion ratios (30-60) with lower water drainage. Foams produced within these ranges of expansion ratios are stable and potentially suitable for dust control. The different foam agents produce foams with different material properties. Results of testing eliminated two foam agents for future testing because they had poor expansion ratios. The remaining two foam agents, while having different foam properties, seem to have properties adequate for dust control. These material property tests can be used to classify foams for their potential use in longwall mining dust control. INTRODUCTION About one-half of U.S. underground coal is produced by longwall mining. This technique allows for mining high volumes of coal, producing significant amounts of coal mine dust. This can lead to the overexposures to longwall miners and possibly occupational respiratory diseases black lung and silicosis, which have no cure and can be disabling or fatal. The only method to avoid these occupational illnesses is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit for respirable coal mine dust is 1.5 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities [1]. When respirable quartz is present, the mine must maintain an average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percent quartz present [2]. Respirable dust samples collected by U.S. Mine Safety and Health Administration inspectors for the five-year period from 2010 to 2014 found that 5.6% (53 of 943 respirable coal mine dust samples) of the longwall operators on the tailgate side exceeded the coal mine dust standard, and 4.3% (76 of 1768 samples) of the jacksetters exceeded the standard. If silica is present, the reduced standard is implemented, meaning that 11.4% (36 of 316 respirable coal mine samples analyzed for dust) of the jacksetters exceeded the reduced standard. Only 3.8% (18 of 478 samples) of the longwall operators on the tailgate side exceeded the reduced standard [3]. Had the 1.5 mg/m3 standard been in effect during this period, non-compliant samples would have been much higher. For example, over 15% of the samples collected at the tailgate shearer operator occupation exceeded the lower standard."

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

Two small diameter sewer tunnel projects being hand dug under major highways in the Greater Kansas City area encountered problems which were unforeseen from the geotechnical engineering information supplied with the contract documents. Both tunnels were being excavated by experienced crews using steel liner plates. One required the use of compressed air for completion, while the other required poling boards. Both contractors overran their budgets and filed changed condition claims, and this promoted further geotechnical engineering investigations. Fissured clays beneath a water table were encountered at both sites, but the character of these clays differed; however, both were inadequately described in the original geotechnical engineering reports.

Hydrodynamic investigations in exploratory boreholes and grouting holes are conducted for the purpose of obtain¬ing information about the hydraulic properties of the hydrostratigraphic section to be intersected by the proposed underground workings. The information obtained from the investigations provides the basis for calculating the hydrau¬lic coefficients of fractured permeable rock, the dimensions of the anticipated grout isolation curtain(s) around the un¬derground workings, the number and location of grouting holes, the injection pressure modes, and also the volume(s) of grout that will be required (Anon., 1976, 1978). The following data on each aquifer are obtained from the investigations conducted in monitoring and grouting bore¬holes and the analysis of the results: 1) the top of each hydrostratigraphic unit, 2) the thickness of each unit, 3) the ground water fluid potential distribution in each unit, 4) the coefficient of permeability, 5) the piezoconductivity, 6) the fracture porosity, 7) the geometry of the fractures in the rock, 8) the elasticity-compressibility coefficient of the fractured rock, 9) the chemical composition of the ground water, 10) the direction of flow of the ground water, and 11) the expected inflow rate of water into the shaft, drift or tunnel. STG uses its DAU-3M type flowmeter to conduct in¬vestigations of directions of flow in vertical, inclined and horizontal drillholes. The DAU-6 instrument is used to de¬termine the direction of flow of ground water in each frac¬ture or fractured aquifer. Various singular and double DAU type packers are used for pumping and for injection studies (tests) and for flowmeter investigations. Normally the instruments enumerated above permit in¬vestigations to be conducted in each separate aquifer with¬out reinforcing the holes with casings. On the basis of these investigative data, both the hydraulic properties of unfractured rock and the hydraulic properties of the fractured rock are estimated. Dual porosity rocks require special attention because they tend to segregate the grout. 3.1 FLOWMETER INVESTIGATIONS IN BOREHOLES The STG flowmetric methodology is based on the mea¬surement of the ground water flow rate through the borehole by hydrostratigraphic interval after the disturbance of the hydrostatic equilibrium in the "hole-aquifer system" (after pumping or injecting). The relationship of the head changes to the discharge into or from a particular hydrostratigraphic unit obtained during the tests serve as the basis for calcu¬lating the hydraulic properties. Flowmetric investigations facilitate the determination of the number of aquifers, their depths, their thickness, the hydraulic properties of the fractured rock and the magnitude and direction of the flow of ground water. 3.1.1 FLOWMETER HARDWARE STG conducts flowmetric investigations in boreholes using its DAU-3M-108, DAU-3M-73, DAU-3M-57 and DAU-3M-44 instruments.' They have respective external diameters of 108, 73, 57 and 44 mm. The type of flowmeter selected for use depends on the borehole geometry and the technological scheme for carrying out the investigations. Boreholes with a drilling diameter of 76-93 mm are inves¬tigated with the DAU-3M-73 flowmeter; boreholes drilled by bits with a diameter of 112 mm and more are investi¬gated using the DAU-3M-108 flowmeter. The DAU-3M¬108 and DAU-3M-57 instruments are used for flowmetric investigations with a packer. 3.1.1.1 The Downhole Sensor The sensor design of the DAU-3M-73 hole flowmeter is shown in Fig. 2. The design of the DAU-3M-108 instru¬ment is similar to the design of the DAU-3M-73 instrument. The frame of the flowmeter sensor shown in Fig. 2 consists of a casing, an upper and lower centering mount and two rings to which the guiding rods are attached. The upper rods are built into the connector bushing; the lower rods are built into the coupling sleeve. The borehole cable is attached using a half-coupling, a packing ring and a constriction nut. Thus, the frame of the flowmeter sensor is made so that the free passage of water to the impeller is facilitated along with the necessary rigidity. The primary moving component of the flowmeter is the double-bladed impeller, which rotates on cobalt-tungsten pivots and agate thrust bearings. Special extended air cham¬bers protect the supports of the impeller from the action of the borehole fluid which may contain fibrous and abrasive particles. The air located in the chambers shields the sup¬ports from direct contact with the borehole fluid when the sensor operates in a borehole. Routine core drilling at the Cove deposit failed to confirm gold-silver grades and length of intercepts observed in reverse circulation drilling. A drilling program was designed to ascertain whether the disparity was due to problems with reverse circulation drilling techniques, core drilling techniques, or the erratic nature of the gold-silver mineralization. Special sampling devices and core drilling methods were employed. Data obtained from core-reverse circulation twins showed that down-hole contamination during reverse circulation drilling accounted for much of the variation between reverse circulation and core drill results. Down-hole contamination occurred as a result of high ground-water inflows eroding friable vein material from hole walls.

Flooded-bed scrubbers on continuous miners have been shown to be an effective respirable dust control technology, traditionally used during the extraction of extended cuts of up to 12.2 m (40 ft). To effectively use scrubbers in faces that employ exhaust ventilation, the return ventilation curtain or tubing should be located outby the scrubber discharge on the continuous miner, which results in a setback distance from the face of approximately 12.2 m (40 ft). The goal of this research was to compare respirable dust levels generated in 6.1 m (20 ft) cuts when using extended curtain setbacks with a scrubber operating to dust levels in 6.1 m (20 ft) cuts when using traditional exhaust face ventilation without a scrubber operating. Dust surveys were completed at three mines with area and personal sampling conducted to quantify respirable dust concentrations on a cut-by-cut basis. Sampling results did not show a statistically significant difference in respirable dust at the continuous miner or shuttle car locations with and without the scrubber operating. However, with the scrubber operating, respirable dust concentrations in the return airstream downwind of the miner showed reductions of 91%, 86%, and 40% at Mines A, B, and C, respectively. The reductions at Mines A and B were statistically significant. Likewise, reductions in respirable quartz dust levels in the miner return were observed at all three mines, with statistically significant reductions of over 80% observed at Mines A and B. Consequently, operation of the flooded-bed scrubber did not impact respirable dust levels in the face area but did significantly reduce respirable and quartz dust levels downwind of the continuous miner. These results were obtained with the mines operating at or above the minimum operating levels specified in their ventilation plans.

"In his 1989 book, The New Realities, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, Claremont, CA, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized” (p. 209).The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze and interpret data that are material to a mineral-valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral-valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality and transparency, the three pillars of mineral valuation (minerals valuation, mineral-property valuation).The International Mineral Valuation Standards Template (IMVAL Template), third edition dated May 2018, defines mineral valuation as: “The estimation of the value of a mineral property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the valuation conclusion) or to refer to the preparation of the estimated value (the act of valuing)” (p. 14).Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The template deals with valuation, which is distinct from evaluation. The distinction inherent in these defined terms is that valuation addresses the estimation of value of a mineral property, whereas evaluation addresses the broader assessment of a mineral property for an investment decision (p. 2).”This is an important difference because the minerals industry commonly makes investment decisions using feasibility studies to evaluate a proposed mineral development and production project. The purpose of such investment-decision analysis is distinctly different from valuation of a mineral property, no matter where that property lies upon the mineral explorationdevelopment- production-reclamation timeline (Fig. 1). Valuation involves terms such as market value, just compensation, fair value, etc., whereas investment-decision analysis is concerned with the economic viability of a given proposed project. Although feasibility analysis and market valuation can both use discounted cash flow (DCF) analysis as a tool, the formulation of the DCFs and their interpretation are different."

While the COVID-19 pandemic has dominated the headlines, another epidemic in the United States has continued apace — the opioid epidemic. Half a million opioid overdose deaths have occurred in the United States since 1999, when the opioid epidemic began. The causes of the epidemic include the rise in prescriptions for opioid pain medications, including for work-related pain. Miners and other occupations identified as physically demanding and at higher injury risk have been found to be at increased risk for opioid overdose [1]. However, awareness of the risk factors that might lead to opioid use, the potential hazards associated with their use, and resources to prevent addiction and death can allow miners to make choices that can reduce these risks.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

Many states are considering the need to establish or modify policy relating to the disposal of coal ash. One of the primary concerns is the impact of leachate from the ash disposal sites upon groundwater and nearby bodies of surface water. A detailed site investigation was conducted at a coal ash disposal facility associated with a power generation station. The disposal site is situated alongside a major river. Monitoring wells were installed and soil samples were taken for characterization. Groundwater models were used to simulate migration of leachate from the disposal site toward the river. Such models could be used potentially to verify regulatory compliance. This paper addresses the validation and adaptability of these models to this case and their usefulness as possible tools to be used in future environmental audits.

U.S. National Institute for Occupational Safety and Health (NIOSH) reports state that about 100 million rock anchors are installed annually in U.S. coal mines (Tadolini et al., 2006), and rock-related safety remains an issue. The majority of these coal mines have conditions that make corrosion probable in the longer term. Despite this, very little research has been performed to analyze corrosion and its effects on rock anchors in coal mines. To further evaluate the effects of corrosive conditions in coal mines on rock anchors, three different experiments were conducted during an initial Illinois Clean Coal Institute (ICCI)-funded project from 2008-2009. The results of these experiments were further studied, with additional tests, in the extended ICCI-funded project during 2011-2012. The experiments were destructive testing, electrochemical testing (potentiodynamic polarization tests) and open circuit potential (OCP) testing, conducted in order to study corrosion in environments similar to those found in Illinois coal mines with a focus on major rock anchor types typically installed underground. Destructive test results showed highest reduction in peak strength at higher pH and temperature. From the destructive test results, epoxy-coated and galvanized anchors were observed to be better when compared to uncoated. Electrochemical testing was performed to find the corrosion potential and corrosion rates of ASTM A615 steel grades 40, 60 and 75 in four different solutions of varying sulfur content at ambient temperature. The effect of temperature and pH levels on corrosion potential and corrosion rates of steel grades were also evaluated with additional electrochemical testing, where an increase in temperature with all other constant conditions caused a significant increase in the corrosion penetration rate. OCP data indicated higher corrosion potential values (-mV) for rock anchors in wet areas, when compared to those from the dry areas. OCP test results of the rock anchors from the laboratory corrosion chambers were similar to those measured in the sampled coal mines.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. Acrylic polymers have been found to be effective dispersants and stabilizers in a wide variety of mineral processing applications including rheology control in concentrated slurries. This paper will describe these low molecular weight, water-soluble polymeric dispersants and provide a basis for how they function in concentrated slurries based on computer molecular modeling and applications results. Data on homopolymers as well as copolymers of acrylic acid will be presented to demonstrate the optimization of a polymeric dispersant in preparing high solids slurries of inorganic materials such as kaolin, calcium carbonate, lime, and magnesium hydroxide.

This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.

The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.

Marketing is the linchpin of the industrial-mineral (IM) industry. Without markets and consumers for IM products, all other associated IM activities are superfluous. The simple existence of an IM deposit does not mean that it can be exploited. A dynamic interaction between exploration (geology), mining, processing, transport, marketing, sales, and consumers is required for profits. Geology dictates the existence of a deposit, but markets dictate its development, and transportation provides the connection. This is true to such an extent that marketing commonly is called the exploration phase of IMs. Marketing is strategic and includes long-range market-development and planning activities, whereas selling is tactical and more focused on day-to-day consumer interactions. Each will help the other when properly done. Many producers of IMs have failed because of inadequate marketing skill, information, and practice. Over many years at the Montana Bureau of Mines, the many developers seeking technical assistance to find an IM deposit, but who had no marketing plan, always failed. In contrast, the few who sought assistance first on marketing, with the IM deposit to be found later, always succeeded (Richard Berg, personal communication, 1998). Marketing has many facets helped by geologists who must be aware of what marketing is attempting to do. A geologist needs to understand many aspects of IMs: location (deposits, plants, consumers), processing (specifications), transportation (truck, rail, barge, ship), competition (local, regional, national, international), substitutes, pricing, and new developments and market forces of all kinds. Some needed skills are not taught formally to geologists, so well-rounded self-education and on-the-job training are the way a geologist normally enters into IM marketing. The IM geologist generally is associated with marketing either by helping to prepare a market study or by acting on the results of one. Preparing a market study is a two-part process. The first part is relatively simple but requires a time-consuming collation of data into an IM survey (mostly past-and present-oriented). The more difficult and much more important second part entails expanding the IM survey into a market evaluation (mainly future-oriented) that emphasizes forecasting, timing, location, and specific products. A market evaluation generally boils down to formulating the right questions to ask of the right persons. One very good question to ask is, "What could be the market for this specific IM?" while thinking for yourself without excessive recourse to gossip, rumors, promoters, developers, or (at times) IM experts. The evaluation must prove that market potential exists and suggests a marketing plan. Effective marketing is an ongoing process, with the initial marketing plan modified over time, using wide and continuous input to avoid tunnel vision. Industrial-mineral markets are based either on commodity (lower-priced, basic-processing) minerals or specialty (higher-priced, value-added) minerals. IM marketing methods are either product-driven (commodity minerals), a more traditional approach, or market-driven (specialty minerals), but these are neither mutually exclusive nor is one always better than the other. Focusing too much on specialty minerals can lead to problems. A blend of commodity products with specialty products commonly lowers risk and enhances long-term profits. The highest profits occur in specialty minerals at the cost of higher risk and complexity and require intelligent marketing, versatile technical services, and creative research and development. Industrial minerals are best served by an industrial-marketing approach rather than a consumer approach. Modern industrial marketing emphasizes the consumer using the "marketing concept." The marketing concept focuses all management and operational activities on total consumer management and satisfaction similar to the total quality management approaches to excellence.

Disruption in critical minerals supply chains has resulted in the evaluation of various types of mineral deposits for critical minerals potential. Much of the study on critical minerals focuses on occurrence and characterization, but little research has addressed what concentrations of critical minerals in a mineral deposit are required to make an exploration target into an operating mine. Understanding the cut-off grades of ore deposits being actively mined is one criterion to determine if concentrations in an exploration target are high enough. Cut-off grade is defined as the minimum amount of mineral contained in a ton of ore that is sent to the processing plant. Among many factors, cut-off grade depends upon the size and type of the deposit and mining operation, the processing technique, and market prices. This research does not aim to define cut-offs for determining if a mineral deposit is economic. Rather, it defines estimates of concentrations of critical minerals that could be considered good enough for further exploration. For example, ~2% total rare earth oxide (TREO) is the cut-off grade for Mt. Pass carbonatite, but 500 ppm TREO could be an exploration target for coals.
