Zirconium and hafnium are the twin elements of the periodic table because they are always found together. They resemble each other so closely that hafnium was not discovered until 135 years after the discovery of zirconium. Zirconium was discovered by Klaproth in 1789 and isolated 35 years later by Berzelius. Because hafnium's chemical properties are so close to those of zirconium, it was not discovered until 1923 when Coster and von Hevesy detected it using X-ray spectrographic analysis. These elements occur most commonly in nature as the mineral zircon (ZrSiO,) and less commonly as baddeleyite (ZrO,). They also are found as a variety of other silicates. Zircon was identified as a component in alluvial and beach sands in 1895, but it was not produced in any quantity until 20 years later. During World War I, it was produced as a coproduct of beach sand mining for titanium minerals just south of Jacksonville Beach, FL, and was patented as a refractory. It was not until the 1930s, when Zircon Rutile, Ltd., began mining at Byron Bay on the east coast of Australia, that zircon was first used as foundry sand. Later in the 1940s, NL Industries and Humphreys Gold Corp. began production of zircon sands from fossil beaches in northeast Florida. Baddeleyite first became available as a commercial product in 1916, but never in the quantity of zircon. Zircon holds a unique position as an industrial mineral because it is used for both its physical and chemical properties and as an ore of zirconium and hafnium metals. Australia is the major zircon producer followed by the Republic of South Africa and the United States. Zircon is also produced in India, Sierra Leone, Sri Lanka, Malaysia, the former USSR, China, Thailand, and Brazil. The location of world zircon mines, baddeleyite mines, and undeveloped zircon ores are shown in [Fig. 1]. World production of zirconium mineral concentrates is shown in [Table 1].

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The earliest recorded history in the use of belt conveyors in the United States is in O. Evans' "Miller's Guide" published in Philadelphia in 1795. Evans defines a conveyor as a "broad endless strap of thin pliant leather or canvas revolving over two pulleys in a case or trough." (Ref. 1) In this definition, pulleys are being used in a bulk material belt conveyor application. Pulleys used in belt drives can trace their origin back to 1200 A.D. In fact, Engineers had considerable experience designing them into drives transmitting greater horsepower than those used in the early belt conveyors. In belt conveyor application, a pulley's purpose is primarily three-fold, 1) support the belt in directional changes, as designed in the conveyor, 2) transmit driving power to the belt, and 3) guide or train the belt. There are various types of pulleys used in belt conveyor systems and these are thoroughly covered in "Belt Conveyors For Bulk Materials" prepared by CEMA, 1966. For our discussion, however, the most common used in belt conveyors are drive pulleys, snub pulleys, head pulleys, tail pulleys, takeup pulleys and bend pulleys. The drive pulley imparts the driving force to the belt and may be located at the head or discharge end of the conveyor, in return strand, or at the tailor loading end of the conveyor. Rapid coal extraction techniques in gassy mines may strain a ventilation system if a degasification approach is not utilized. Design of mine ventilation systems requires estimates of gas emission rates from unmined coal into the existing mine workings. A degasification system for a specific property can be properly engineered to improve mining economics if the proper geologic and reservoir information is collected. This paper describes methods to determine the degasification rates for horizontal boreholes and vertical (stimulated and unstimulated) wells and the rate of gas emissions into the mine workings. The methodology is demonstrated by a specific example. Horizontal boreholes drilled in advance of mining are demonstrated to be the most effective means of coal seam degasification and reduction of gas emissions into mine workings. The significance of the paper is that few published methods for these estimates are available

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

INTRODUCTION Hydraulic concentrators utilize the physical characteristics-size, shape, and specific gravity-of particles suspended in a fluid medium to effect a concentration of desired quality. Fine-coal concentrators include generally those devices which are used to clean roughly 3/4, in. (9.5 mm) top-size coals. While this size designation is somewhat arbitrary, it is consistent with current practice although some fine- coal concentrators can treat coarser coals effectively. A variety of devices have been and are currently being used to wash fine coals and include: dense media cyclones, wet concentrating tables, hydrocyclones, jigs, spirals, launders, and upward-current classifiers. As launders and upward-current classifiers have been replaced by more efficient devices, they no longer warrant consideration as fine-coal washers. And as fine-coal jigs were addressed with the Baum jig under Part 1, Section 2, and heavy media cyclones and hydrocyclones were addressed under Part 2, Section 1, of this Chapter, only the wet concentrating table and the spiral concentrator will be discussed here. WET CONCENTRATING TABLES History The current wet concentrating table evolved from continuous belt concentrators which utilized a flowing film of water to recover heavy metals. In these devices the heavier concentrate moved up the inclined plane of the belt while the lighter impurities were washed away by water flowing down the belt. The natural outgrowth of the continuous belt concentrator was the vanner, a vibrating endless belt which was first developed about 1860 by Hartwig. Later models of the vanner, such as the Frue, incorporated oscillation in a plane transverse to the direction of the water current. Excellent descriptions of these washers are found in The Cleaning of Coal, by Chapman and Mott.80 Further development of tables included the circular stationary table (Linkenbach), the multiple round table (Anaconda-Evans), the bumping table (Campbell), and finally the differential-motion table which is now used extensively for cleaning fine coals.

There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

Precious metals are commonly believed to be recovered along with sulfide minerals in flotation, but a few neutron activation analyses showed that the recoveries of gold and silver were unexpectedly low. Recoveries of platinum group metals remained unresolved due to interferences in the analyses. Electron micro-probe, scanning electron microscope and scanning auger microprobe analyses have identified nickel arsenide minerals in the ore and confirmed a close association of platinum group metals with the arsenide minerals as minute inclusions. These results indicated a need for re-evaluation of flotation procedures which have so far ignored special problems related to arsenide minerals. The electrochemical and flotation behaviors of nickel arsenide and their implications to the flotation recovery of arsenide minerals from copper-nickel bearing Duluth gabbro are presented.

Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.

"Diesel particulate matter (DPM) has been regulated by the U.S. Mine Safety and Health Administration since 2002 in underground metal and nonmetal mines. To demonstrate regulatory compliance, DPM samples must be collected and later analyzed by the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method, but the FLIR Airtec DPM monitor can serve as a complementary engineering tool. The monitor is a handheld instrument that offers near-real-time measurements of elemental carbon (EC), which is a primary constituent of DPM. As part of an ongoing field study, the monitor was used to survey EC in an underground stone mine. This effort was aimed at determining spatial and temporal DPM variations in several key locations. The results of prolonged area monitoring—that is, lasting several hours — revealed that DPM concentrations were diluted substantially as air moved away from the primary production zone, but that concentrations could vary quite a bit in a single location from day to day and between seasons. DPM concentrations were generally lower in winter than in summer, which is consistent with increased natural ventilation airflows during winter. Using a modified sampling cassette, an attempt was also made to sensitize the Airtec monitor to allow for “spot-checking” of EC concentrations — that is, measurements made in several minutes. Preliminary field data showed that the sensitive cassette performed well in terms of providing accurate data that could be useful for rapid assessment of DPM. IntroductionDiesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It largely consists of elemental carbon (EC) and organic carbon (OC) (Birch, 2003). The World Health Organization International Agency for Research on Cancer classified diesel exhaust, including DPM, as a carcinogen (World Health Organization, 2012). It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition and retention in lung tissue. Because DPM exists in both the micro- and nanoparticulate ranges, it can bypass typical autoimmune defense mechanisms that keep larger particles out of the respiratory system (Ristovski et al., 2012)."

Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

"Construction activities account for a large share of the global Greenhouse Gas emission. In the past 10 years, project decision-makers and researchers have been paying more attention to the carbon emission of tunnel projects. In this paper we study the carbon emission calculation in shield tunneling. The objective of this paper is to: (1) analyze the complex variables which affect the total emission of shield tunneling; (2) develop and illustrate a new data-mining-based method to estimate the carbon emission in the construction phase; (3) assess the emission prediction reliability of a data-mining-based method—the Randomforst model, with R programming language. This study is based on a large-diameter shield tunnel built in Shanghai, China, and shows that a reliable predictive performance can be achieved with this new data-mining-based method. INTRODUCTION Climate change caused by the Greenhouse Gas (GHG) emission has been a hot topic in recent 20 years. Both governments and non-government-organizations are trying its best to control the climate change. Since the 1990s, the general consensus is that carbon emission reduction and carbon sinking (the work of capturing the emitted carbon) are two ways of mitigating the global warming effect, with the former being more exercisable. The challenge posed by global warming also motivates the project decision-makers to take measures to reduce the GHG emission. The 5th Assessment & Report on Climate Change (published by IPCC, the Intergovernmental Panel on Climate Change) suggests that building industry contributes to 5% of the total direct emission. The building industry has shown more awareness of the impact of GHG emissions with construction activities. Shield tunnels act as an important component of the infrastructure system, and have been the dominant way of utilizing the underground space, as well as a competitive alternative to passageway underneath rivers. To study the environmental effects of shield tunneling, there is a need to quantify the carbon emission of shield tunnel construction."

The Tertiary carbonate aquifer of central Florida is composed of about 2/3 calcite and 1/3 dolomite with minor amounts of quartz and apatite. The Mg content of the calcite is lower in the recharge areas than in the deeper confined parts of the aquifer system. Various geochemical lines of evidence indicate that much of the dolomite is of penecontemporaneous origin but that some may have been formed much later, possibly by ground water. Theoretical studies indicate that the Mg/Ca ratio in solutions is about unity for the three-phase equilibrium, calcite-dolomite-water. Solutions, such as ocean water and some subsurface brines, have Mg/Ca ratios higher than one and should represent dolomitizing solutions. In the areas of principal recharge to the Floridan aquifer, ground water is undersaturated with respect to both calcite and dolomite, and the Mg/Ca ratiois as low as 0.05. As the water moves downgradient, the Mg/Ca ratio systematically increases and approaches unity; saturation of the solution with respect to both calcite and dolomite also increases with length of travel in the system. Thus, in the zone of active potable-water circulation, the chemical process is one of dissolution of minerals until saturation is reached or exceeded. However, in the deeper brackish-water zones that underlie peninsular Florida, dolomite may be forming where the Mg/Ca ratio is greater than one. The necessary Mg may be derived from ocean water or brines recycled through the system as the hydrologic regimen is changed. The driving force may be simple mixing, relative fluctuations of sea level, or a combination of mechanisms.

In this research, the aim is to realistically simulate the rock material and the cutting process by controlling the grain interlocking of the numerical assembly and streamlining the calibration process while focusing on the cutting force and the failure mechanism.

The Longwall Strata Control and Maintenance System (LoSCoMS) is designed to monitor shield pressures in real-time from longwall faces and to provide on-line information related to underground strata behavior and longwall mining operation. The information includes shield pressure data with statistical analysis of setting, developing and final pressures, prediction of shield pressures for the following shift or day, etc. and maintenance data on the shields. The LoSCoMS has been installed and tested at Shoal Creek Mine operated by Drummond Company, Inc. The system is providing valuable information to mine operators for better understanding of underground behaviors. As a result, it has become an effective tool for minimizing ground control hazards and reducing out of seam material.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. Some 146 kt (4.69 billion oz) of gold have been mined throughout history. Of this, 70% has been mined in this century alone, with 17% produced from 1985 through 1996 (Fig. 1 and Table 1). Until the mid-19th century, placers were the chief source of gold. Advancements in mining, metallurgy and geological thinking have resulted in underground mining (first of veins plus stockworks and later of Rand-type deposits) becoming the principal source of gold. With the demise of the South African deposits and the move towards lower grade ores, the primary source of gold will be from disseminated deposits exploited through large, open-pit mines. For the past 200 years, there has been a fairly constant ratio of about 31 g (1 oz) of gold to each person alive. If this ratio is to be maintained, annual gold production will have to rise from about 2.3 kt/a (73.9 million oz/year) to more than 3.1 kt/a (99.7 million oz/year) by the year 2000. To effect this increase, an unforeseen breakthrough in exploration or metallurgy is needed. Barring this, there will be pressure for an increase in the price of gold. This article traces the historical production of gold from 4000 B.C. - the earliest record of gold mining - to today and relates this 6,000-year record to advances in geological thinking, mining engineering and extractive metallurgy. It also proposes that man's thirst for gold, reflected in the price he will pay for gold, and his ability to find, mine and refine gold have combined to effect an equilibrium based loosely on the historical ratio of 31 g (1 oz) of cumulative gold production per each man or woman alive.

Heavy mineral mining has been a relatively small but important Florida industry for over sixty years. Geology of the Florida heavy mineral deposits is similar. Each formed along active coastlines after which the titanium minerals were upgraded in TiO2 by post depositional oxidation and leaching of the iron. There are four heavy mineral plants currently Operating in Florida. Ore is mined by dredges and the heavy minerals concentrated by gravity separation. The heavy mineral concentrates are further processed with high tension and electromagnetic separators to Produce titanium mineral concentrates for TiO2 pigment manufacturing plants. Zircon sand is produced as a co-product at all of the Florida plants. Staurolite is produced by Du Pont and Titanium Enterprises. Du Pont also markets a kyanite-sillimanite product. (Monazite is produced by Humphreys and Titanium Enterprises). Reclamation of mined-out land is an important part of heavy mineral mining. At the Du Pont plants soil is removed ahead of the dredge and placed over the quartz sand tailings. Grass is planted after fertilizing. A year later the land is fertilized again and pine trees planted. Most of the heavy mineral deposits now being mined will be nearly exhausted by the end of the century. New deposits to be mined in the 21st century will probably be smaller and lower grade than those now being mined. Advances in mineral processing technology will have to be made to allow these lower grade deposits to be mined economically.

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.
