The Study concerns the estimation of fair market value (FMV) of non-producing mineral rights. Two approaches to value are used and the values determined by each are compared. The Study area environment is unusual. The tectonics is visible on surface rocks throughout much of the study area. The effect on mineral values in the exposed areas has been compared to areas where the tectonics is not visible.

This paper discusses the challenges associated with the design and construction of a dual-cell, “figure eight” shaped shaft in saturated, soft ground for the Northeast Interceptor Sewer project in Los Angeles. The shaft will be excavated to a depth of41 m and used to launch two EPB TBMs. The specifications required concrete diaphragm walls, embedded below the shaft invert, and a grout curtain beneath the wall. To control water pressure and basal stability without a grout curtain, wall panels were embedded deeper than required into a stiff, cohesive deposit. Details of wall panel excavation using a Hydrofraise are presented.

Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. INTRODUCTION At some point in the design and development stage of a mineral venture, the assay laboratory building, its interior layout, and major pieces of analytical equipment must be specified for construction or purchase. Even the most experienced chemist would have difficulty in proposing useful specifications without a good deal of investigation into the kinds of analytical tasks that the laboratory will be expected to address, the probable workload, and the operating time constraints. This chapter will provide a logical approach to laboratory design that starts with such an investigation. Specific examples throughout the chapter are drawn from the author's tenure as Chief Chemist at Barrick Mercur Gold Mines, Mercur, Utah, from 1982 to 1985. It is necessary to understand the nature of a modern production laboratory, and to recognize that its operations bear more resemblance to its parent processing plant than to a research, teaching, or custom analytical laboratory. The assay lab is a processing facility unto itself, where samples and reagents are the raw materials, and assay results are the final product. Its most efficient operating mode is as an assembly line, treating samples in a nearly continuous flow. Nevertheless , there are important differences between the lab and the process plant. The products - assays - are individually unknown quantities until they are "produced.' This can vastly complicate quality control compared to the process plant. Capital costs are general 1 y small compared to the plant, but the ratio of operating costs to capital costs for a laboratory is often very much higher than for the plant. This is due to the labor intensive nature of analytical work. For instance, during Fiscal Year 1984 at Barrick Mercur Gold Mines, labor costs for the laboratory staff represented about five percent of the total labor budget, while the laboratory building and equipment represented only about six-tenths of one percent of the original start-up capital. In April 1982, the contracting Companies, ABV of Sweden and Hoyer-Ellefsen of Norway forming the Consorcio Escandinavo Agoyan, signed the contract for the construction of the civil works of the Agoyan Hydroelectric Project, located in Ecuador, South America. The project is located in the Andes mountain region of Ecuador - one of the smaller countries in this part of the world, located on the Pacific Coast. The contract was signed with the Instituto Ecuatoriano de Electrificación (INECEL), a public institution in charge of the development of all major energy producing projects in Ecuador, for a value of approximately US$ 120,000,000. The contract's main elements are - Concrete gravity dam with a total volume of approximately 210,000 cu m. The use of small quantities of polyacrylic acid (PAA) was found to significantly improve the flotation of fine-sized hematite particles at pH 4.1 and 0.001 M NaCl with sodium dodecykulfonate (SDS). Low polymer dosages before collector addition aid flotation by forming flocs of primary particles, but excess polymer results in low flotation yields due to surface saturation by the hydrophilic polymer. Contact angles, measured on a hematite disk, substantiate the hydrophilic nature of an adsorbed polymer film. Pre-adsorbed PAA reduces the amount of SDS adsorbed on the hematite particles, but the flotation of hematite flocs occurs, even at reduced amounts of adsorbed SDS, and is not depressed until PAA dosages in excess of the saturation value are used. Separation of a hematite-quartz mixture can be achieved by SDS flotation of PAA,-flocculated hematite. Maximum selectivity results with the addition of small quantities of PAA, while excess polymer is detrimental to the recovery of hematite. Consecutive flotation states on a single feed yield a higher grade hematite product at some expense to the overall recovery.

The anomaly ratio is obtained by dividing the analyzed value of an element by the anomaly threshold value of the element. The sum of anomaly ratios for all anomalous elements in a sample may be compared with similar sums for other samples, so that the samples having the greatest anomaly-ratio totals can be recognized easily. In partial or full-suites-of-ore-elements the use of anomaly ratios is more meaningful than analyzed values because the ratios quickly indicate anomalous elements and call attention to samples and localities that should be investigated.

Spontaneous combustion presents a very serious hazard to both safety and economics of mining operations. Notwithstanding considerable research that has been done over the years to present and control spontaneous combustion the risk still exists. Consequently, this problem poses a major challenge to mine safety researchers; new and improved techniques are constantly being developed to deal with this major hazard. This paper reviews the current practices to prevent and control spontaneous combustion in coal mine operations highlighting new developments in this area. Research and development work presently being carried out in Canada to' deal with this problem is also discussed which includes monitoring, inertization and application of biotechnology.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. Methane drainage on a mine-wide scale is a relatively new technology to South African coal mines. Shallow seams and apparently low methane contents have been assumed to result in less methane problems than experienced in other countries. The introduction of deeper mines however, has now resulted in methane drainage taking on a higher priority. Methane contents in the region of 12 m3\t have resulted in one colliery introducing drainage as a ventilation support. Although a low seam permeability initially indicated reduced potential for drainage, early borehole flows of 90 m3\m\year have since increased to 450 m3\m\year. Rapid inflow of methane into goafs and sealed areas from seams surrounding the main production seam at another colliery have warranted extensive evaluation of the methane properties of these seams with the projected introduction of predrainage from surface. Methane pressures in excess of 1000 kPa and contents in the region of 10 m3\t again give methane volumes suitable for drainage. Coal seam drainage ahead of mining is becoming more significant and is likely to see an increase in the near future. INTRODUCTION Methane gas is an everpresent hazard associated with underground coal mining. Safe working levels of methane in the mine atmosphere are normally maintained by ventilation practises, ensuring sufficient dilution of the gas. However in some cases the ventilation must be assisted by methane drainage, either from the mined seam, or from adjacent seams and strata, or from goafed areas. South African collieries have practised only limited methane drainage until now. Relatively shallow mining depths, and apparently low in-seam methane contents have been assumed to result in fewer problems with methane than are the normal for other countries. This is now being shown to not necessarily be the situation. Work carried out by the Coal Mining division of COMRO (Cook and Erwee, 1991) indicates South African production coal seams have very similar methane retention properties to those of coals in other countries, with seam gas contents of up to 12 m3/t. This awareness, as well as greater mining depths, and higher degrees of mechanisation, has resulted in higher priority being given to methane emission problems throughout the industry. Increased levels of safety, as well as possible commercial applications, are the main reasons for the interest now being shown in methane drainage. Not only is there possible applications in the present production coalfields, but South Africa has vast areas of coal reserves which are presently non-mineable, now being seen as possible alternative energy sources. Limited methane drainage is practised within the industry, but only on collieries that have identified specific methane problems that can be alleviated by drainage. Historically this has been restricted to surface drainage of longwall goafs, reducing emissions onto the faces. More recently, horizontal in-seam holes have been drilled, until now for bord and pillar sections, but the results are being evaluated for later application to shortwall faces. Adjacent seams pose problems at some sites and vertical and cross measure boreholes are now being considered.

The mining industry faces increasing geopolitical risk in the coming decades. Constraints such as resource nationalism, corruption and social license could grow to outweigh fundamental limitations like geology or supply and demand (Ernst & Young, 2013; Verrastro et al. 2010). Lurking beneath these more immediate and palpable concerns, however, may be more significant risks entrenched in geography and history. Deep-rooted cultural and strategic forces that emerge slowly ? or erupt suddenly and unexpectedly ? can generate momentous and far-reaching political, social and economic changes. While multinational enterprises routinely assess for political risk, the nature of minerals extraction means long-term and systemic geopolitical conditions are especially important for mining companies to identify and understand. Mine development is a decades-long process that binds companies to the land and makes changing course to avert emerging threats a difficult and costly option. Consequently, geopolitical assessment is a pertinent and valuable tool that mining companies can use to more comprehensively evaluate strategic threats and opportunities. Geopolitics is the study of society, politics and strategy through the lens of geography (Gray, 1996). Its emphasis on relatively permanent physical features of the earth makes geopolitics a uniquely valuable tool for assessing political risk. Topography, climate and natural resources have shaped, constrained and motivated peoples and governments throughout history. These influences transcend regimes, policies and borders ? and even states themselves ? which, by contrast, change often and dramatically. Framing politics against mountains, deserts and rivers supports identification of historical patterns and forecasts of emerging trends. In other words, the physical map provides an objective and consistent model for studying a subjective and dynamic subject such as politics (Sloan and Gray, 1999). Consequently, geopolitical assessment can highlight threats and opportunities that go unaddressed by other risk methodologies that emphasize current conditions (Glancy, 2012). Taken together, the permanence of geography, hindsight afforded by centuries of political history, and interconnectedness of world events makes geopolitical assessment a valuable approach for conceptualizing strategic risk.

The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Long-Term Open Pit Scheduler or L-TOPS is a new software package for evaluating, planning, and design of open pit mines. L-TOPS transforms geological, economic, and technical information about a mineral deposit into a detailed mining schedule that maximizes economic efficiency without neglecting the practical requirements of mining operations. L-TOPS has been customized for integration with Placer Dome Inc.'s existing in-house resource/reserve optimization software to function as a primary tool for property acquisition studies and for the designing of mines for feasibility studies. This pa-per presents an overview of L-TOPS and reports on its application to Placer Pacific's (Placer Dome's Australian affiliate) Mt. Rawdon project.

The Singapore Land Transport Authority (LTA) is currently expanding capacity by extending their Metro system from South of the city to the North East end of the island. The scope of Contract 704 involved excavating a long reach of tunnel which had a complex rock/soil interface comprised of fresh granite overlaid by clayey sand. Two 6.5 m diameter Earth Pressure Balance (EPB) TBM’s were used to bore the tunnels. These machines were designed so that both hard and soft rock could be excavated. The cutter head was equipped with a combination of both rippers and disk cutters. Soil conditioning was achieved by delivering foam through a multiple port injection system. This very irregular profile of the interfaces posed many challenges to the equipment and the people.

Nonfatal injuries from slips, trips, and falls (STF) that occur at surface mines can result from inadequate lighting. Mobile equipment operators are among the occupations associated with the nonfatal incidents reported to the U.S. Mine Safety and Health Administration (MSHA). In addition, getting on/off the equipment (ingress/egress) frequently adds to the highest proportion of nonfatal incidents. Accordingly, researchers at the Pittsburgh Mining Research Division (PMRD), National Institute for Occupational Safety and Health (NIOSH) conducted a field study to investigate lighting on haul trucks and wheel loaderswith regard to glare and illuminance levels recommended by the Illuminating Engineering Society (IES). The objective was to determine whether two light-emitting diode (LED) area luminaires—a Mr. Beams® (model MB390 Ultrabright) (area luminaire-1) and a NIOSH-developed Saturn (custom-designed for a mine roof bolter study) (area luminaire-2)—could complement a headlamp luminaire. Measured levels of visual tasks, with the headlamp alone and the area luminaires plus the headlamp, demonstrated that illuminance met or exceeded IES-recommended levels. Nevertheless, the area luminaires illuminated a much broader area, which is key to increasing hazard awareness. Discomfort and disability glare were lower with area luminaire-1 than with area luminaire-2. Differences in glare were more noticeable for newer models of haul trucks and loaders featuring updated ingress/egress system designs. This study demonstrates that commercially available luminaires, such as area luminaire-1, are capable of complementing headlamp lighting, and can thus improve a miner’s ability to detect and avoid STF hazards.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

Freeport-McMoRan Copper & Gold, Inc. (FMI) will soon begin copper production from the Dos Pobres and San Juan deposits near Safford, Arizona. Ore reserves total 615 M tons grading 0.36% copper, predominantly as chrysocolla. Copper extraction will be by leaching with sulfuric acid. Fluor Canada Ltd. provided EPCM services to design an ore handling and conventional SWEW facility capable of producing a nominal 240 million pounds per year of cathode copper. The ore handling facility will process 114,000 tons per day of ore through three-stage, open-circuit crushing followed by agglomeration and product placement on the permanent leach pad. Stacking of ore on the leach pad will utilize Terra Nova Technologies' "Super Portable" mobile stacking system. The stacking system fleet consists of 13 self- propelled, crawler-mounted mobile conveyor units, each with 72-inch-wide belting and a capacity of 6,800 tons per hour, including ten 250-foot-long portable conveyors, a horizontal feed conveyor, a 285-foot-long horizontal conveyor and a 220-foot-long radial stacker. PROJECT BACKGROUND Project History The Safford Leach Project is located in the Safford mining district in Graham County, Arizona, approximately eight miles northeast of the town of Safford and 170 miles east of Phoenix. The 3,360-acre property is located in the Gila River Valley, immediately south of the Gila Mountains, at elevations between approximately 3,000 and 5,400 feet above sea level. The Safford Leach Project is comprised of the Dos Pobres and San Juan deposits, two of five known copper ore deposits in the Safford mining district.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

Historical methods of designing steel cord belt splices are compared with modern finite element modeling (FEM) methods. Dependence of the belt strength rating on the splice dynamic fatigue strengths is reviewed. A number of splice schematics are examined, using simple spring theory and FEM methods. Steel cord wire rope design is discussed. The importance of the insulation gum rubber properties and their splice dimensional factors and tolerances are analyzed. Splice fatigue lie analysis procedure is reviewed. This may be used to predict splice life or time of failure, depending on how the conveyor belt is operated.

Interactive Dynamic Optimization Method (IDOM) will be presented in this paper. IDOM combines inventory theory, dynamic programming, computer simulation and interactive technique to formulate a production schedule for open-pit mines. This new method has been successfully used in metal mines of China for years.
