The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

The Buick Concentrator represents state-of- the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries, lead concentrate grade and reductions realized in reagent consumptions, operating costs and personnel. The productivity improvement discussion is preceded by a concentrator description and a brief history of the process control development at Buick. Current control strategies and future applications are presented afterward.

INTRODUCTION The determination and use of mechanical properties of rock in engineering and rock mechanics are rapidly developing. Many of these properties are determined on intact rock specimens; thus, their application and repre¬sentation of rock mass properties may be limited. How¬ever, relative information often provides useful guidance in the solution to mine design and stability problems. Summarized in this chapter are some of the stan¬dardized techniques and procedures currently used to obtain these mechanical properties. Typical applications of the use of these properties are also presented. Stan¬dardized techniques include those advanced by the American Society of Testing and Materials (ASTM), International Society of Rock Mechanics (ISRM), US Bureau of Mines (USBM), Canadian Dept. of Mines and Technical Surveys, South African Institute of Min¬ing and Metallurgy, and other individual investigators. Information on the mechanical properties of rock and the behavior of the rock under a given system of stresses represents a necessary part of the information for rational engineering design for any given mining op¬eration. The mining method, the type and extent of sup¬port, the extraction ratio, the overall dimensions of the mine, and the orientation of the rooms and pillars are all decisions that are influenced by the mechanical prop¬erties of the ore, roof, and floor material under various stress systems and the magnitude and direction of the in situ stresses (Hooker, Bickel, and Aggson, 1972). Initial mechanical property information regarding a structure or mine property is generally obtained by two basic techniques: (1) static and dynamic property tests are conducted on intact and fractured rock specimens of exploratory drill core, and (2) dynamic properties are obtained by borehole logging techniques. When mining access becomes available, and as the mining horizon is expanded, additional information can be ob¬tained to verify preliminary mine design values. This chapter presents some of the standardized tech¬niques and equipment currently used in obtaining me¬chanical property data in the laboratory. The properties considered are: (1) uniaxial compressive strength of intact rock core specimens, (2) uniaxial compressive strength of rock cores containing planes of weakness, (3) triaxial compressive strength of intact rock core specimens, (4) triaxial compressive strength of cores with a plane of weakness, (5) Young's modulus, (6) Poisson's ratio, (7) density or apparent specific gravity, (8) modulus of rupture, (9) indirect tensile strength, and (10) creep characteristics. Where possible, an at¬tempt will be made to evaluate each property measure¬ment in relation to the problems of rock mechanics and application of results. TEST SPECIMENS The selection and care of drill core for laboratory testing require some consideration. It is recognized that laboratory-determined properties are not necessarily rep¬resentative of an in situ rock mass property. However, relative information between beds or zones of interest is still valuable information in selecting mining horizons and preliminary design criteria. To provide statistical data the number of drill core samples selected to repre¬sent each of the areas of interest should be from a mini¬mum of three to a maximum of ten test specimens. A judgment must also be made on site as to whether the recovered drill core should be wrapped and sealed in plastic to preserve moisture. On the one hand investiga¬tions of air-dried and saturated specimens have shown that moisture significantly affects the elastic properties and strengths of many rock materials (Obert, Windes, and Duvall, 1946; Colback and Wiid, 1965); on the other hand it is apparent that most core drilling is done with water which may saturate the specimen to a greater extent than in the in-situ condition. Whether or not the decision is made to retain the moisture, the core should be delivered to the laboratory as soon as possible after recovery for subsequent specimen preparation and testing. Specifications Shape: The shape of the specimens influences lab¬oratory testing in two ways: (1) time and cost of sam¬ple preparation and (2) strength of the material. Cy¬lindrical specimens of drill core are by far the least time-consuming to prepare for static or dynamic labora¬tory testing. In addition, the cylindrical shape lends it¬self to a more uniform stress distribution throughout the sample than other shapes, such as rectangles and hexa¬gons. The compressive strengths of various shapes have been studied (Grosvenor, 1963, and Price, 1960), and results indicate that the cylindrical specimens usually provide the highest strength for a given height-diameter ratio. However, reduction in strength from a cylindrical shape to a rectangular in situ pillar is not regarded as significant in relation to other considerations such as planes of weakness in a pillar or safety factors in the design process. Length-Diameter Ratio: The length-to-diameter ra¬tio, LID, has a significant effect on the compressive strength. Various recommendations have been made to use standard LID ratios ranging from 2 to 2.5 to 3 (ASTM, 1975c; ISRM, 1972). However, past work by others such as Obert, Windes, and Duvall (1946) has shown that excellent results can be obtained using LID ratios from 2 > (LID) > >/s. In selecting an LID ratio for testing, one should keep in mind the amount of material available for testing. In many instances, this may be limited. Thus, a shorter specimen such as 1: 1 LID may be necessary to provide enough test data for statistical analysis of results. Sec¬ond, it may be desirable to obtain elastic constants dur¬ing the test. This generally requires instrumentation such as linear variable differential transformers (LVDTs) or strain gages near the center of the specimen. A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

REAM is a unique and promising method of rock breaking using high energy, inert projectiles to impart mechanical energy to the rock. This paper describes a demonstration of the application of this new technology to two specific problems in open pit mining: secondary breakage and the scaling of loose material from pit walls. Under previous government contracts, Physics International Company developed the projectile impact method for a large variety of commercial and military rock excavation tasks. A 4 meter (13 foot) diameter by 16.8 meters (55 foot) long tunnel was driven at the Hope Valley Mine in the Sierra Nevada mountains of California in 1972 and 1973. An average of 1100 kg (1 ¼ tons) of a 172 MN/m2 (25,000-psi) granodiorite formation was broken by each of 590 shots used to drive the tunnel.l Based on these results it is estimated that REAM can drive over 60 meters (200 feet) of tunnel per day at about 88 percent of the cost of drilling and blasting. In addition, repeated axial impact by high energy projectiles was used to drill a 0.4 meter (16 inch) diameter horizontal hole in the same granodiorite formation. Each shot advanced the hole an average of 0.2 meter (8 inches).

Over 80% of Australia's population lives within 200 km of the coast, 70% in 10 major coastal cities. Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

Namibia is one of Africa's newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia's industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia's population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia's largest industry. In 1991, it accounted for 22% of the country's GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.

In this study, with the primary goal of capturing ongoing digital transformation and automation impacts on the mining industry and its workforce, we conduct several interviews with mining industry experts in the United States and analyze our survey reports qualitatively and quantitatively through exploratory analysis. After the interpretation of the insights of industry experts, we proceed to generate a personalized and customized data analysis through a novel metric based on skills, knowledge, competencies and occupational requirements, which quantifies the job similarities for occupations in the mining industry based on the publicly available database of the U.S. Department of Labor. We use text analytics to tokenize and classify the interviews to capture a better understanding of major response categories. The temporal analysis shows that the critical competency needs in the data science and autonomy category increases from 28 percent in current demands to 43 percent. In defining our metric, we also calculate Kullback–Leibler (KL) divergence for each job profile that enables determining whether and to what extent that job is transitionary in our test set based on the mean, standard deviation and kurtosis of each job of interest. Our analysis reveals that the in-group job transitions are significantly easier than the between-group transitions, proving our initial assumptions and common sense. The generated heat maps provide the opportunity to present the gap between the current job and desired job profiles that provide feasible career change options, among others, offering individualized career paths for job seekers and promoting potential job transitions. Through the collection of industry-specific individual employee data, the AI system is envisaged to continue to learn as end users engage with the system, thus creating a central data hub specifically for the future workforce in the mining industry. Although the study has limitations on generalizability for qualitative assessments, it presents itself as a valuable application of how qualitative and quantitative approaches could be of value for future worker training in the mining sector.

The Golden Bear refractory gold ore roasting operation is located at Huddy Lake, in northwestern British Columbia, about BO km northwest of Telegraph Creek (see Figure 1). The mine access road, used for supplies delivery, was developed by Golden Bear and consists of a radio controlled 155 km gravel road originating at Highway 114. Hine operations are based on a two week in, two week out rotating shift schedule with personnel transport by chartered aircraft from Vancouver, Whitehorse or the 3 Talthan conmunities. The site runway Is located adjacent to the tailings impoundment.

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." The U.S. Bureau of Mines utilized a central composite experimental design to investigate leaching kinetics of pure chalcopyrite in the sulfuric acid-oxygen system. The six factors studied were oxygen pressures of 150, 300 and 450 PSI, leach temperatures of 35O, 65O, and 95O C, oxygen-to-chalcopyrite mass ratios of 0.5, 1.0 and 1.5, leach times of 8, 16 and 24 hours, initial acid strengths of 0.6, 1.2 and 1.8 g H,SO,/g chalcopyrite and pyrite to chalcopyrite mass ratios of 0, 1, and 2. Chemical analysis and oxygen consumption measurements indicatedthat leaching occurs through three consecutive reactions. Temperature was the primary determinant of leach rate and solution acidity was the primary determinant of oxygen consumption, sulfur oxidation, and activation energy.

SL-type continuous centrifugal separator with injection flow (Injection Flowing Film Centrifugation, IFFC) for separating fine and ultra-fine minerals has been developed recently in China and it is capable of recovering particles down to one micron in size. In this paper, the principle of its separation is discussed. IFFC is a special transient pulsating film which combines both thin film jigging and thin film concentration functions. It not only can intensify the looseness and stratification of the settled particles, but also create a hydraulic weir effect to improve recovery of fines and ultra- fines and significantly improve the performance of thin film separation. In a Chinese tin gravity concentrator, SL devices, SL-1200s (capacity 1.5-2.0 ton/hr) and SL-600s (capacity 0.5 ton/hr) were applied to treat -1 0 micron cassiterite slime(removed as tailings at the past) and to replace the old tin flotation system(-74+10 micron slime). The plant results show that 50-60% of the cassiterite can be recovered from -10 micron slime with an enrichment ratio of 10-12. Particle down to one micron were recovered. Under optimal conditions, the recovery from -74+10 micron slime can reach more than 85%. The recoverable size range can be determined by calculation.

According to the "Survey of Energy Resources 1980" (1)*, which was prepared by the Federal Institute for Geosciences and Raw Materials in Hannover (FRG)for the World Energy Conference 1980 in Munich, the world coal deposits are assessed at 775 billion tce proven reserves 448 billion tce of them recoverable and 6 161 billion tce additional resources. If one ignores growth rates, the current world coal output of 2,8 billion tpy gives our recoverable reserves a static life expectancy of 175 years. With an average increase in world output of 3,2 % like between 1973 and 1980 this range would be further shortened to an alarming degree. Furthermore, the criteria used to distinguish between workable and unworkable resources give rise to the suspicion that deposit characteristics are not always taken into account to a sufficient degree. For example, little attention is paid to major ?Bonitaet" - factors such as dip and seam thickness. There have been wide-ranging scientific discussions on the lower limit for workable coal resources, but no such limits have been set at the other end of the scale. Otherwise it is well known that performance and costs are badly affected den in level and moderately inclined seams the seam thickness is more than 4 to 5 m, because special mining methods have to be used beyond this limit. These are associated with significantly higher costs than with the winning of seams of ?normal? thickness.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. Much research effort has been spent in attempting to reduce the high energy costs in grinding, but relatively little in developing methods to enhance the liberation of the minerals from each other. This paper presents some ideas on the nature and role of grain boundaries in mineral assemblies, and their influence on the propagation of cracks through the rock. It is argued that if the mechanisms of fracture are more clearly understood, crack propagation may be controlled in such a way that intergranular fracture dominates breakage, producing less fines and a higher degree of liberation.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

Los Pelambres, 200 km north of Santiago, Chile, is the latest in a series of mega-projects developed in this part of the world. While most of its predecessors are spread over open desert, the Los Pelambres mine is nestled inside a narrow alpine valley high in the Andean Mountains. To handle the daunting task of transporting the mined copper ore more than 12 km and 1,400 vertical meters downhill to the concentrator plant, a gigantic belt conveyor system (capacity of 8700 mtph, 1800 mm wide ST 7800 steel cord belt, 2.5m diameter pulleys, an elaborate braking system including a mechanical failsafe and large reducers with a total installed drive power of 25,000 kW) has been employed. Many of these components have pushed the limits of conventional belt conveyor design.

A field project to develop and demonstrate a method for alleviating problems of highly-mineralized ground water where they occur as isolated zones or pockets in fresh-water aquifers is being conducted in the Ogallala Aquifer of eastern New Mexico by the Robert S. Kerr Water Research Center. Removal of contaminated water is by a large-capacity well and the pumped poor-quality water is used locally for secondary recovery of oil, Benefits of the operation are threefold in that the aquifer is being reclaimed for future fresh water production, contaminated water is being used beneficially, and fresh water which otherwise would have been used for waterflooding is available for other purposes. Ground-water quality in the site has improved markedly after 21 months of operation. Water quality in 15 specially-drilled monitoring wells has returned to the original quality level of the aquifer, and chloride concen¬trations in the pumping well have dropped to half the maximum level recorded thus far. Project results are very favorable and provide guidelines for initiation of similar undertakings in localities where needed.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community.
