Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

Iron Mountain Mine Rehabilitation Project Brief History The Iron Mountain Mine is located in Northern California approximately 12 miles northwest of Redding. The ore body is a large, very dense pyritic intrusion, discovered in 1860, and initially minded for silver. The silver played out quickly and 34 years later the ore body was mined for copper. Copper mining was scheduled to cease in 1939, but WWII prolonged the closure. After WWII, the pyrite ore was mined to produce sulfuric acid. In 1949 when large amounts of cheaper sulfuric acid were being generated by the oil industry the underground mine shut down. Little was done with the site conditions until 1970 when the U.S. Bureau of Mines began monitoring the pH of the effluent. The initial pH readings were around 2.0. This was lower than anyone expected. Laboratory tests showed that when the ore from the mine was submerged in water, the pH of the water would stabilize above 4.0. However, the pH got steadily lower. In 1989 with the ph around 0.7, the U.S. Environmental Protection Agency (EPA) required the owner to build a capture and treatment facility. During this initial period, the majority of the effort was spent on the treatment plant. The relationship between the mine owner and the EPA was basically an adversarial relationship from the very beginning. In 2001, North Pacific Research was hired to upgrade the capture and control facility. The general layout of the Iron Mountain Mine is shown in Figure 1.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due both to nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustion. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines. Subsequent to these laboratory experiments, six smoke detectors were installed in an underground limestone mine for further testing and evaluation. North of Antwerp central train station, two single-track tunnels for the high-speed train line between Brussels and Amsterdam were constructed. At the same time, the central train station was modified to a through station. Both 1.23 km tunnels are situated in the Antwerp sands and were constructed using a slurry shield machine. Due to the inner city location, the tunnels run over their entire length underneath structures, in some cases with only minimal clearance. The paper deals with these challenging situations. In addition, the tunnel boring machine, the tunnel lining and measures to limit settlements will be introduced.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. The wetting characteristics and water film stability at the talc surface have been studied, particularly the effect of polysaccharides such as guar gum, starch, and dextrin. Talc is a gangue mineral in the flotation of base metal sulfide ores, precious metal sulfide ores, and platinum group metal (PGM) sulfide ores. Talc surfaces were investigated using surface analysis techniques including atomic force microscopy, high-speed video bubble attachment measurements, and wetting film stability measurements using a synchronized tri-wavelength reflection interferometry microscope (STRIM). In the presence of polysaccharides, there is a significant increase in bubble attachment time at the talc surface, but only a slight change in contact angle, which suggests that polysaccharide depression of talc is due primarily to the slow rate of bubble attachment and not due to a change in contact angle. The critical rupture thickness (hc) for a hydrophobic talc surface was found to be 56 nm, while the hydrophilic phlogopite surface of similar structure has an equilibrium film thickness (he) of 25 nm. At low polysaccharide concentrations, the wetting films formed on the talc surfaces were unstable, but at high concentrations the wetting films became stable with similar thickness values as the critical rupture thickness, and bubble attachment did not occur. However, it was found that the critical and equilibrium film thickness values do not change significantly with the polysaccharide type or concentration. The results from this research help us understand further details of film rupture and displacement during bubble attachment.

The Thor lake deposit is a world class resource of rare earth (REE) metals and minerals in Canada. Development work to optimize a REE mineral recovery process flow sheet is underway, however, given the ore mineralogy; the developed reagent scheme is relatively complex. As part of a research project, micro flotation tests were conducted on a feed sample in order to examine factors affecting stream partitioning. SEM-EDX was performed to evaluate variability in grain composition between streams (concentrate and tails) and TOF-SIMS surface analysis was used to determine statistically significant differences in surface species particularly related to potential activation (or depression) of the examined mineral phases. SEM-EDX analysis reveal that the concentrate has a significantly higher proportion of REE bearing grains (carbonates and phosphates) relative to the tail (almost none were identified). Spectral fingerprinting by TOF-SIMS has allowed for the identification of all reagent species investigated. Reagent signal intensity discrimination on test stream mineral surfaces was observed by the TOF-SIMS analysis using reagents at plant concentration levels. TOF-SIMS analysis confirmed that REE bearing grains reporting to the concentrate are doing so in response to collector attachment whereas grains reporting to the tail are doing so in response to a lack of collector and/or in combination with the presence of the depressant. The surface analysis of gangue phases reveal a similar reagent discrimination; the signal intensity of collector species was significantly higher on the concentrate samples relative to the tails while depressant species were significantly enriched on the surface of the gangue phases in the tail samples. A detailed evaluation of the surface species representing the various reagents used in flotation scheme revealed a distinct competitive relationship between two of the reagents. The surface analysis identified that when used in concurrently, there appears to be a negative feedback resulting in a significant reduction in loading for several of the collectors on grains reporting to the concentrate. Bacterial populations play an active role in mineral weathering in subsurface and near-surface environments e.g., supergene enrichment of Cu at Morenci, AZ. An invitro bacterial biofilm model was used to examine the interaction between Sporosarcina ureae and ionic gold(which is toxic) or amino acid-gold complexes in gold mobility. The immobilization of ionic gold was between80-90% for 1 week but as the available, cellular reactive sites became saturated immobilization decreased to 14%within 2 weeks. In the asparagine-gold system, gold immobilization occurred at a high rate (80-90%)throughout the experiment with limited toxicity towards Sporosarcina ureae.

The quality of water in mine pit lakes depends in part on the physical limnology (Le. stratification, turnover, and development of anoxic conditions with depth) of the lake. Limnologic data collected from four existing pit lakes indicate that pit lakes develop a thermocline, or temperature stratification, in the upper 10m to 30 m of the water column. Two of the pit lakes (26 m and 55 m deep) undergo seasonal turnover of the entire water column, whereas two deeper pit lakes (110 m and 240 m) undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column and a distinct chemocline develops with depth.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

Longwall management, regular shield maintenance, and evaluation of ground control problems can be performed using real-time shield monitoring program. Based on real-time shield pressure data, evaluation of intensity and interval of periodic weighting, estimation of time-dependent pressure increase and the effects of geologic anomalies can be obtained. In this study, full-face shield pressure data of over 457 m (1,500 feet) of face advancement is analyzed to evaluate shield response in the presence of surface lineaments, floor undulations, and multiple main roofs. Shield pressure increase due to web cutting is also correlated with setting pressure during periodic weighting and normal time. In addition, time-dependent pressure increase rate on Sundays and holidays is also correlated with time average pressure and the location of previous periodic weighting.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved.
