Tantalum (Ta) and niobium (Nb) are extracted from many different ore types. The major economic orebody mined for tantalum and niobium consists of tantalite ((FeMn)Ta2O5) and columbite ((FeMnNb2O5)) in a solid-solution mineral commonly referred to as “coltan.” The largest supplying region, The Democratic Republic of the Congo (DRC), is unfortunately also the most ethically compromised source for this critical mineral. Officially, the U.S. government has deemed coltan ore from the DRC a “conflict mineral” [1]. The lack of pragmatic and effective local mining regulation in Central Africa, when coupled with high levels of violence and corruption, has spawned a widespread, illegal, unethical and, most importantly, unsafe economy. This illicit economy is centered around first, illegally mining these valuable conflict minerals and second, smuggling these minerals into the global supply chain. Handheld spectroscopy devices could provide further transparency to these opaque supply chains, giving miners, traders and refiners the ability to authenticate the provenance of the minerals they encounter, and allowing companies to prove compliance with the regulatory agencies attempting to curtail illicit mining.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Hoisting coal using water and air is a technology which has potential to improve the economics and safety of transporting coal. The Coal Air-Lift Hydrohoist is a prototype coal hoisting system developed by the U.S. Bureau of Mines (USBM). This paper discusses the method used to regulate the supply of water to the 50-m-high hydrohoist U-tube such that the pressure difference at the bottom of the U-tube is held constant. Maintaining a constant pressure difference results in a steady flow of slurry out of the hydrohoist.

Some of the practices of the mining industry that may place an undesirable stress on the groundwater environment are coming under increasing scrutiny from legislators and regulatory agencies. Among these practices are mine dewatering, the use of tailings ponds, land rehabilitation, and technological innovations such as in situ leaching of waste clumps and ore deposits. Pernichele, noting that 24 states have enacted legislation controlling to varying degrees the environmental effects of mining, has emphasized the importance of assessing the potential for damage to groundwater when evaluating, planning, and designing mining projects. 1 Illinois has enacted legislation requiring anyone opening, operating or abandoning a mine site to obtain a permit from the Illinois EPA. The law is one of the first to require regular monitoring and reporting to a control agency. Legislation has also been recently enacted at the national level that will have a significant impact on the mining industry; e. g., the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). The stated objective of this Act is to restore and maintain the chemical, physical and biological integrity of the nation's waters. Specifically, according to Sec. 102(a), the Administrator of the U.S. Environmental Protection Agency (EPA) is required to prepare or develop comprehensive programs for preventing, reducing or eliminating the pollution of the navigable waters and groundwaters and improving the sanitary condition of surface and underground waters. The definition of the terms "pollution" and "pollutant" is of particular significance to those who must comply with PL 92-500. The definitions are quite broad and include most of the adverse water quality effects of man's activities. As defined in Sec. 502(19), "pollution means the man-made or man-induced alteration of the chemical, physical, biological and radiological integrity of water." Within the Act, the list of pollutants includes dredged spoil, solid waste, incineration residue, chemical wastes, radioaetive materials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial waste discharged into water.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. Lignite is a kind of easy-to-slime and low rank coal. It is hard to be separated by the conventional wet coal beneficiation technologies. Meanwhile, in recent decades, a large amount of fine coal (-6 mm) is generated as the mechanized mining technology has been progressively deployed in coal sector, which causes a great difficult for lignite beneficiation and upgrading due to lack of efficient technology available. In this paper, a vibrated gas-fluidized bed was used to separate the -6 mm fine lignite particles. Separation experiments of -6+3 mm and -3+1 mm lignite were carried out in a laboratory-scale vibrated gas-fluidized bed. The effects of several parameters including the superficial air velocity, vibration intensity, bed height and exterior moisture content on the separation performance were experimentally studied. The results show that the optimal separation performance was achieved when the superficial air velocity is 0.3, the vibration intensity is 1.4, the bed height is 50 mm, the exterior moisture content is below 4% (-6+3 mm) and 2% (-3+1 mm). And the probably error E values of -6+3 mm and -3+1 mm size fraction of lignite are 0.202 and 0.225 respectively. The results indicate that a vibrated gas-fluidized bed can provide an effective solution for -6 mm lignite separation.

A United Nations (UN) administered degasification technology transfer project, funded by the Global Environmental Fund (GEF) is underway at the Shihao Mine of the Songzao Coal Mining Ad- ministration in the province of Sichuan, Peoples Republic of China. This mine exploits multiple seams at depths ranging from 300 to 600 m below surface. In-seam boreholes and frequently spaced in-mine vertical boreholes, developed from underlying galleries constructed specifically for this purpose, currently degasify the seams in advance of mining at the Shihao Mine. Because of ventilation system constraints and the in-situ gas con- tent, longwall mining of the coals at this mine could not proceed without some form of pre-mining degasification. This paper presents a simulation based degasification plan of long, in-seam horizontal boreholes for the Shihao Mine. Simulations with a coalbed reservoir program assessed time dependent degasification characteristics of both vertical and in-seam horizontal boreholes. The simulations used input data from reservoir and desorption tests conducted at the mine site. The results produced system design nomograms to assist mine engineers in defining the appropriate borehole spacing necessary to degasify the seam in the time available for pre-mining drainage. The predicted effectiveness of the current vertical degasification scheme was compared with that for a horizontal borehole program and served as the basis for the recommended in-seam borehole configuration for the project at the Shihao Mine. The horizontal borehole degasification program requires substantially less gallery and borehole development than the present vertical degasification scheme.

The Deserado Mine of Western Fuels- Utah Inc. installed a micro-computer based mine wide monitoring and control system for mine environment, beltway fire protection, belt operating parameters, and equipment power utilization. The Colorado School of Mines was funded by the U.S. Bureau of Mines to document, evaluate, and report on the system design, procurement, installation, tests, and operation. This paper results from that project. The paper compares planned activities such as installation and start up, procurement contract specifications and system layout with actual performance to develop recommendations for future installations by mine operators.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. The present work emphasizes the selection in the separation of the apatite/calcite by the direct anionic flotation versus the double flotation, with a reverse second stage of the Jacupiranga phosphate ore. The double flotation would allow the obtaining of two concentrated solutions: one of them mainly constituted by a calcium carbonate material (CaCO3) and the other one, phosphatic (apatite). The calcium carbonate concentrated solution is used for the production of cement. The presence of phosphatic material in the calcium solution is not desirable, phosphor being a harmful element to cement. On the other hand, smaller quantities of calcite in the phosphate concentrate would represent a substantial economy in the processes of production of phosphated fertilizers. These processes make use of sulfuric acid to the solubilization of the apatite and the presence of calcium material consumes acid. Also that, when carbonates are solubilized, unwanted products are formed resulting in losses in the process and diminishing the quality of the fertilizer produced. These characteristics are discussed in the paper and are compared to another Brazilian phosphate ore, the reverse route of which can be considered more adequate. The results are discussed according to recent discoveries, and special emphasis is given to the use of corn starch and its crucial role in promoting the selection in the direct flotation process.

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

A froth flotation plant to recover by-product molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning by-product molybdenite plant design can be suggested that would be valid for most processes. The term by-product molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

Subsidence of the land surface in some parts of Illinois is caused by underground coal mining. The U.S. Bureau of Mines is backfilling abandoned mines at selected sites in southwestern Illinois in an attempt to support failing mine openings. The Illinois State Geological Survey assists the Bureau by developing geologic and engineering information. As part of this investigation, television probes of fifteen injection borings in Belleville augmented conventional methods of study. The television probes of uncased sections of borings revealed several phenomena. Water erosion caused shale beds to slough, which partially filled some borings. Fractures caused by subsidence were identified, and excellent views of underground mine workings provided documentation of the mining method. The condition of mine timber was evaluated. Pack walls supported some openings. Both floor heave and roof fall were observed to be causes of failure in the mines.

A modeling scheme is developed to simulate the hydrogeologic effects of mine design and development in unsaturated rock. Simulations are conducted using the UNSAT2 finite element computer program and hydrogeologic data from the site of a proposed mined-out waste repository at Yucca Mountain, NV. Results of the simulations are analyzed for: •variations in the direction of ground water flow and in the distribution of pressure head caused by the design of the mined out openings; and •mine design variables that affect the predicted rates of mine water inflow. Evaluating the hydrogeologic impacts of mine design and mine development in unsaturated rock is significant in several respects. Characterization of the preemplacement of wastes along the fastest path ground water flow system at the Yucca Mountain site has been a primary research effort. Ultimately, however, the degree to which waste isolation is achieved will depend largely on the post-mining hydrogeologic environment as altered by the mine design and on the radionuclide inventory and resulting heat effects of the repository. Therefore, an ongoing characterization of the proposed mined-out nuclear waste repository at Yucca Mountain, NV, is recommended. Modeling results indicate that: •mined out openings will affect the movement of ground water, both in rate and direction; •hydraulic effects of mine development depend on the hydrogeologic environment and on mine design geometry; •mine water inflow is possible in the unsaturated zone, even for mines developed in hydrogeologically homogeneous rocks; and •mine water inflow can occur at values of down ward flux that are appreciably less than the saturated hydraulic conductivity of the overlying rocks.

The high costs and environmental problems associated with making iron and steel in the United states is driving the development of new technologies to replace the blast furnace. A prototype reactor incorporating rocket technology was designed and built. This rapid rate reactor was operated successfully and consistently made iron metal. Minus 32s-mesh magnetite particles could be reduced to iron metal in less than 50 ms in a high temperature flow through reactor. Iron product was recovered inside the reactor and in a downstream cyclonic separator. The results of typical operation and how parametric changes affected the reduction of iron ore concentrates are discussed.

The fundamental error associated to the sampling of heterogeneous ore particles is unavoidable and can only be minimized by an adequate selection of the sample mass and/or size reduction of the sample before division into sub samples for testing or assaying. The preparation of ore batches to carry out the mineral processing evaluation of an ore is a sampling process. The fundamental error associated with the division of the ore into batches is responsible for the differences in the composition of the batches. This paper attempts by various means to assess the reproducibility of the gold content of test batches prepared from a gold ore sample. The results of the investigation shows that for fine gold grain sizes the variability in the composition of the batches is less than that predicted by Gy?s formula and that the gold grain size is a strategic information in the assessment of the gold content variability of test batches.

The use of chemical reagents in flotation has been studied in great detail, e.g. (1, 2, 3, 4). Important progress has been made on the understanding of surface chemistry concepts involved in flotation. However, such scientific studies are often very complex even for rather simple idealized systems. Therefore, the deve- lopment of predictive or quantitative tools for plant engineering evaluation is still in the evolutionary stages. Until further progress in fundamental work is achieved, the operating engineer is faced with semi-empirical physical testing of reagent changes on several sizes of the actual equipment under study to be confident of the economic viability of any change.
