"INTRODUCTION Istanbul is a unique megalopolis connecting two continents. Population growth and economic development require permanent solutions and continuous investments on the transportation infrastructure. While the average population growth rate in Turkey is around 1.3% per annum, Istanbul is growing at an even faster rate of more than 1.5%. Even more striking is the fact that car ownership in Istanbul is increasing 5% a year, which is four times faster than the population growth. Although Istanbul Metropolitan Municipality (IMM) has worked persistently to improve the quantity and quality of the public transportation system in the city through, in particular, extending the available rail system network, the need for extra roads has always fallen behind demand. To make things worse, Istanbul is divided by the Bosphorus Strait, the large waterway connecting the Black Sea to the north and Marmara Sea to the south, which leads to the Mediterranean. This waterway is crossed via two suspension bridges, the Bosphorus Bridge built in 1973 and the Fatih Sultan Mehmet Bridge built in 1988. Current daily traffic across the bridges is around 450,000 vehicles per day. Ever increasing cross-Bosphorus traffic demands require other routes to be in place a soon as possible. While a third bridge farther north is currently under construction, yet another tunnel crossing is coming to the end of construction and is planned to be in service by December 2016. Being implemented under a Build-Operate-Transfer (BOT) model, Istanbul Strait Road Tunnel Project (ISRTP, the Project) has been under the spotlight not only because of its distinctive technical characteristics but also because of its robust business model, exacting financial and legal arrangements, diverse stakeholders and challenging organizational management structure. The following paragraphs offer an overall view of the Project from inception to where it stands now and extend to the imminent operational phase, touching lightly on all major aspects of this challenging journey."

The purpose of my presentation is threefold: a) to make you aware of what is available in Canada in terms of refractory minerals. b) indicate the mineral deposits that have potential for development. c) show the advantages of Canada as a supplier of electrical energy necessary for the production of electrofused minerals. Canada is a producer of natural refractory minerals, electrofused minerals, and synthetic refractory minerals. Several deposits also have good potential for development. The natural refractory minerals produced in Canada are shown in Table 1. The major minerals by decreasing order of importance in terms of tonnage and values are: dolomite, graphite and magnesite.

Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. A new, large mine is about to be born. Many years and millions of dollars have been invested in exploration. An orebody has been found and proven. All necessary political and legal work to establish rights and conditions for development are complete. The feasibility studies are favorable. Financing has been arranged. Board approval has been given to proceed. The time has come to engage a contractor to design and build the new facilities in a location, as is the common case today, far re¬moved from the centers of advanced technologic development where the minerals will ultimately be used. A select list of Engineering and Construction (E&C) companies is asked to prepare proposals. At this point the common viewpoint among mining companies is that the company's sole remaining problem, a major one to be sure, is to select qualified contractors to design and build the project at the lowest cost and shortest time possible so that production can start generating a return on investment. The purpose of this discussion is to explore the viewpoint of the large E&C contractor toward such projects. It differs in important ways from that of the client mining company and it is these differences and the reasons for them that must be understood by the client if severe difficulties and misunderstandings with the contractor, starting at the beginning of contract negotiation and continuing through design and construction to final startup are to be avoided or minimized. Often enough, the difference is in degree, not kind, which only serves to obscure the fact that a difference exists.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

I?ll have the pleasure to explain to you how the Lafarge group works on its quarry rehabilitation. I will deal with the way quarry rehabilitation has affected all branches of the group trough a global approach. 2 Quarries often are a subject of controversy dividing those are for and those who are against. My purpose is rather to examine where factors of progress lay and how in a quarry such as Lafarge we can include quarry rehabilitation, which is so fundamental dimension of our process. 3 - 4 As these two photos of French quarry show taking into account the environment in the quarry industry has been a recent preoccupation. In less than a century rehabilitation has a dramatically evolved in a positive way. Consequently our group integrate an ecological dimension in its activity. It?s an ethical question as well as a personal view of our role as a responsible industrial group. 5 My presentation is built around 4 points: I?ll begin by explaining why it?s our responsibility to rehabilitate quarries. I?ll go on to fill you in on the method of the project. After that I?ll outline the expected results. Finally I?ll talk about the rest of the project and the way we can ensure this know how.

Dwindling economic deposits of rutile (TiO2) prompted research on recovering it from secondary sources. One such resource is in Southwestern Turkey feldspar mining rejects that contain 5%-6% TiO2 mostly rutile. Previous studies could only upgrade the TiO2 to 36% TiO2 grade, claiming that the leftover flotation reagents on the surfaces of rutile and host minerals detrimentally affected upgrading of the rutile. As a potential remedy to this concern, a laboratory sample (from an operating feldspar mine in Milas, Turkey) was first caustic scrubbed, then air calcined at 400°C to evaporate the oily reagents. Subsequent physical separation of rutile included wet screening, gravity, magnetic, and electrostatic separation technologies. Such processes indeed improved the grade of the rutile concentrate up to 83 % TiO2 Low recovery of the TiO2 (<20%), was attributed to lack of full liberation of rutile, even at 125x44 micron range; interference with impurity minerals such as sphene and zircon; and simply the process inefficiency in upgrading the fine grains through conventional separation technologies for heavy minerals.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

Tests were conducted to investigate the effects of cyclone geometry, operating conditions, and particle size on magnetite classification. The effects of these parameters on the partition curve for narrow size fractions were studied using a 25mm diameter cyclone cleaning -150 µ m coal. Additional tests were run to investigate the effects of geometry and operating conditions on the slurry, solid, and water splits. The relationship between the relative density of the underflow stream and the relative density of separation was also investigated. This paper presents the results from this study.

A standard procedure for determining size-specific gravity distributions of fine coal (including the -400 mesh fractions) by sieving and centrifugal sink-float separation is described. The significance of using a centrifugal sink-float technique and the effect of the magnitude of the centrifugal force on the separation of fine coal are confirmed in the present study. The relative merits of cumulative versus incremental sink-float are discussed. The procedure is evaluated quantitatively using data obtained for the products of froth flotation of -100 mesh coal.

INTRODUCTION Construction of a major intercepting sewer in Brooklyn, New York involved tunneling in soil over several subway lines. In two instances the clearance between the subway and sewer was sufficiently close that concern was raised about the influence of the new construction. Prior to each critical crossing, analytical studies were performed which characterized the tunneling influence. It was demonstrated that with adjustments in construction procedures the crossings could be made without affecting the integrity of the subway linings. A comprehensive program of instrumentation and full-time monitoring was undertaken to ensure that any unforeseen adverse developments during crossing would be recognized. The successful crossings were subsequently made with minimal influence. Reported herein are the special construction conditions for the two crossings, the analytical simulation of behavior, and the results of monitoring on the subway linings. SEWER TUNNEL CONSTRUCTION AND EXISTING SUBWAYS The Red Hook Intercepting Sewer is a 2600 m (8600 ft) long tunnel which is part of a major water pollution control project in New York City. For clarity of nomenclature, the sewer is termed a &apos;tunnel&apos; while the rapid transit structures are termed &apos;subways&apos;. For routine construction, the tunnel was mined by hand with a 3.2 m (10 ft-5 in.)

Gravity sedimentation is one of the most widely used processes for separating solids from liquids whether it be for ore and mineral processing or for treating municipal sewage or industrial wastes. Investment in sedimentation equipment can represent a significant portion of the total capital costs associated with a processing or treatment facility. In spite of the importance of sedimentation, little attention has been devoted in recent years to improving this equipment by applying the basic principles involved in sedimentation. In the water and waste treatment field, design criteria established one half-century ago is still the accepted standard and in reflection of this lack of progress, sedimentation and thickening equipment has remained virtually unchanged. The primary purpose of this paper is to present and describe a new innovation in gravity sedimentation which has been applied to water and wastewater treatment and could definitely have application in the field of ore and mineral classification. A secondary object is to introduce the mixed media filter which has been widely used to treat municipal drinking supplies, industrial process water and to provide tertiary treatment of sewage and industrial wastes. The tube-type clarifier was developed primarily to be applied in the field of water and waste treatment where it was found that it could be used to considerably reduce the size and cost of clarification facilities. A logical extension of the tube clarifier would be to the area of minerals classification, ore separation, and for treating waste water associated with these activities. In water treatment practice, most clarification processes are followed by a filtration step to provide further polishing of the water prior to use. This paper will also discuss the mixed media filter which is graded from coarse to fine in the direction of filtration and is capable of operating at high filtration rates and with greater applied suspended solids loading than other filter designs while providing a high qualify filtrate.

Introduction Pegasus Gold&apos;s Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine&apos;s de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

The property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3,600 mm of annual rainfall and a temperate climate with temperatures ranging from 10" C to 22° C throughout the year. Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960&apos;s when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group.

An acid mine drainage sludge sample containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn was obtained from the central part of West Virginia and leached with sulfuric acid at pH 3 and at room temperature. Air was bubbled through the leach solution to precipitate the iron content from the solution at pH 4.5. The leach solution contained 258ppm Zn, 105ppm Ni, 90ppm Co and 2050ppm Mn. Three distinctive solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA, Cyanex 272, and then Lix 84. The AIO ratio was 1 and the extractants were diluted 10 times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to pH 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

The Andritz Ruthner Inc. hyperbaric filter was evaluated at a pilot scale for dewatering fine coal cleaned by froth flotation. The pilot scale dewatering testing was conducted at a solid feed rate ranging from 100 lbs to 200 lbs/hr-ft2. Effect of hyperbaric operating parameters and addition of various surfactants and flocculants were evaluated on dewatering of fine coal. The tests data indicated that for the minus 100 mesh and minus 28 mesh clean coal product, the Andritz hyperbaric unit provided filter cake containing 23 percent and 14 percent moisture, respectively.

C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. Miller After reading Ms. Hertzler&apos;s comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body&apos;s actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore&apos;s geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.

In a cooperative agreement between the U.S. Bureau of Mines and the U.S. Department of Energy, laboratory column-flotation tests were conducted to evaluate fluorosurfactants as selective fine coal flotation collectors. A Middle Kittaning seam coal responded to flotation with both anionic and nonionic fluorosurfactants. These fluorosurfactants were no more selective than MIBC alone. However, for increasing coal yields, nonionic fluorosurfactant systems did not increase total sulfur and ash contents as sharply as MIBC systems. Flotation selectivity also improved slightly when a combined anionic fluorosurfactant-MIBC system was used in acidic pulps (pH < 3.6). While the fluorosurfactants examined will not likely have direct application in current coal flotation practice, other fluorosurfactant systems could eventually prove beneficial for floating fine coals.
