A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

The General Purpose Simulation System (GPSS) is a computer simulation language that has been used for simulations of open pit haulage operations since the 60's. It is easy to learn, simple to use, and has a block-diagram structure that is amenable to load-haul systems. However, due to its lack of flexibility, there are situations where another language should be chosen. This paper reviews the characteristics and capabilities of both GPSS and FORTFAN with regard to open pit shovel and truck simulation. The relative advantages and disadvantages are highlighted and a case study presented along with comparative results from two computer models (one written in GPSS and the other written in FORTRAN).

Turquoise Ridge is an underground gold mine located in the Potosi Mining District, approximately 64 km northeast of Winnemucca, Nevada. Turquoise Ridge Underground is accessed via two shafts and a system of internal ramps and utilizes underhand drift and fill mining methods with cemented rockfill. The mine also employs mechanical mining as well as sill benching as mining methods. Ground conditions at Turquoise Ridge Underground are poor, and the Rock Mass Rating (RMR) may be less than 20, or very poor, in ore headings. Current production rate is 2,700 tonnes of ore per day. Key challenges in increasing production levels and reducing costs are the development of sufficient stoping areas and the transition from top-cut development to undercut stoping. Completion of the infrastructure development in the North Zone is necessary to achieve and optimize higher production levels. The #3 Shaft project is well underway and is expected to be commissioned in mid. 2022. The shaft will drastically decrease the haulage requirements in the North Zone

Beneficiation of boron minerals by flotation with well defined systems has been very little investigated in the literature. The difficulty arises from the fact that boron minerals cover a spectrum of solubilities. Colemanite, a calcium containing relatively insoluble boron mineral, and borax, a highly soluble boron mineral have been used to exemplify the flotation of boron minerals. The floatability of both minerals using sodium dodecylsulfonate and dodecylamine hydrochloride exhibits considerable differences in their response to flotation. This has been ascribed to variations in the solubilities 0f boron minerals and the presence of the cations in the lattice structure. Flotation tests along with zeta potential measurements are used to elucidate the mechanisms involved in the flotation of boron minerals.

Four native copper ores, two conglomerate and two amygdaloidal, were tested to determine their amenability to sorting. One of them, a conglomerate ore from the Kingston mine, showed a high sortability as evidenced by an 80 pct recovery of copper in the minus 6-, plus 1/2-inch size range. Using the Kingston as a case example, the cost of mining and concentrating was estimated for a standard case and five optional cases involving varying degrees of sorting. This analysis indi¬cates that the production cost per pound of copper can be reduced on the order of 1 to 1-1/2 cents per pound along with a significant decrease in capital investment.

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. Copper deposits in sandstones are excellent targets for open pit mines using SX-EW extraction and processing methods. The mineralogy consists of chalcocite as the primary sulfide and copper carbonates and sulfates in the zone of oxidation. Two general deposit types are recognized: early diagenetic copper deposits that are associated with the reddening of the surrounding sediments, and epigenetic deposits that are associated with the migration of copper-rich basinal fluids along faults into permeable reservoir beds with a source of reductant. Epigenetic copper deposits are more likely to contain enough tonnage to be economic.

This paper is written to convey the latest developments in compact bucket wheel excavators (BWE's) operating in medium-hard rock and will serve to indicate that BWE and compact machines in particular do in fact have application in materials other than loose sandy soils and soft rock. A recently run extensive three month field test in hard marl, which was previously considered too hard and difficult to be handled by a BWE, is used as an example to explain some of the design requirements and problems associated with digging harder materials.

By using physical and chemical method to increase the bulk density of newly mined coal, the productivity of a mine can be significantly increased. Greater amounts of coal can be placed in fixed volume shuttle car by increasing bulk density. This can increase mine productivity by about 15%. Small, easy to achieve changes in mining operations are required to obtain the increased productivity. This article deals with chemical methods used to increase coal bulk density, the results and discussion are based on experiments performed in the laboratory.

The authors investigate the influence of the basicity index CaO / Si02 on the sintering properties of hematite ore mixtures. The experimentation was performed with three different mixtures of ores from Tazadit, Nimba, Mano-River, Itabira, Marcona, Goa, Mapawa and Cassinga. Increasing the basicity index CaO / Si02 between 0.1 and 3, chiefly through limestone admixture makes possible to reduce the thermal consumption of sintering and to improve the physical and chemical properties of the sinter. In the case of a plant using hematite ores, it seems interesting to produce an hyperbasic sinter and to complete the blast furnace burden with calibrated ore or acid pellets.

Giant gold deposits are considered products of crustal-scale systems. Reduced fluids stored in mid to lower crustal reservoirs were discharged into mid to upper crustal sites of deposition. Elements of the architecture include crustal-scale structures, reduced packages of rock and regional seals. Gas-rich aqueous fluids were common but non-aqueous fluids may have been significant in the deeper parts of the systems. Fluid fluxes in over pressured domains were maintained by porosity waves. Abnormal heat input from the mantle may not be required once the systems were perturbed. Fluid-mixing and hypogene enrichment were probably the most significant precipitation processes.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m (36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM -800 Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than two feet thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disc filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disc filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some difficulty by the equipment. However, the problem has frequently been compouned after rains.

The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

A novel liquid-liquid separation for the recovery of free or liberated gold from mixtures of fine particles was evaluated. The separation, conducted at ambient temperature and a pressure of about 1000 psi a, was based on the difference in wettability of precious metals and minerals. Contact angle results indicated that in the presence of water and liquid CO2, gold, platinum and silver had intermediate wettability. Minerals such as quartz and magnetite, however, were hydrophilic. Therefore fine gold particles. -325 mesh, that were mixed with water and liquid CO2 dispersed in the CO2 or agglomerated at the H2O-CO2 interface while the minerals tended to remain in the aqueous phase. Best results were obtained when these fine gold particles were liberated, were not agglomerated in slimes, were not adhering to minerals, and were not coated with minerals.

Over the past five years, the two-fold growth in Canada's coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro's Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro's coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

Heap leach operations provide a low-cost method for recovering gold, silver, and copper metals from low grade ore materials. The processed ore materials are stacked in controlled lifts on a lined pad facility for heap leaching. A controlled barren solution is applied to the heap ore surface by sprinkler or drip emitter irrigation, and ore metals are leached into the solution for collection and extraction in plant process facilities. The leach pad and solution collection facilities are lined with impervious materials for containment of all process solutions. The liner system typically includes a composite geomembrane and clayey soil liner with a protective drain cover fill to maximize solution recovery and protect the underlying groundwater conditions. This paper discusses the types of pad liner systems currently used by the mining industry and the "good, bad, and ugly" lessons learned in engineering practice over the last 10 years in the design and construction of heap leach pads.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Technology Surface mining is the safest and most economical way to produce raw materials from the earth's crust. It also affords a more healthier working environment for the individual miner. In a recent paper by Smith and Wen(1) the adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite was studied. As would be expected considering the general negative character of kaolinite, except perhaps at quite' acid pH values (2,3,4), it was found that trimethyldodecylammonium chloride adsorbed strongly on kaolinite at basic pH values. Furthermore, it was found that sodium dodecylsulfate adsorbed strongly on kaolinite at acid pH values, particularly at initial 1H values below pH 3 (final pH values near pH 4). It is interesting to note that adsorption of the anionic surfactant was strong under conditions where the kaolinite was apparently slightly negatively charged (2). The present paper reports on an extension of the work by Smith and Wen. In this paper the effects of the presence of dodecyl alcohol and sodium hexametaphosphate on adsorption of sodium dodecylsulfate and trimethyldodecylammonium chloride on kaolinite are considered.
