Among the wide variety of modern surface chemistry analytical techniques, contact angle measurements still remain attractive for wetting characterization of solid surfaces. The captive-bubble and sessile-drop techniques are the most popular methods for the examination of flotation systems. Systematic measurements of advancing and receding contact angles for several three-phase systems using the captive-bubble and sessile-drop techniques show that the contact angle measurements depend on the technique used and may differ significantly for some heterogeneous and rough solid surfaces. Importantly, it was found that these discrepancies in contact angle measurements depend on the bubble (drop) size. Contact angles as measured with the static captive-bubble technique are compared with those measured with the dynamic captive-bubble technique, in which the capture of a bubble at the solid surface results after buoyant transport and attachment The dynamic captive-bubble technique allows for the formation of much smaller bubbles than is possible with the static placement technique in which a bubble is placed at the solid surface with a microsyringe. Although this dynamic technique cannot be recommended for the systematic wetting characterization of solid surfaces, its significant advantage is the ability to examine the contact angle/bubble size relationship over a wide range of bubble sizes, from several micrometers to several millimeters in diameter.

Whilst coalmining in the United Kingdom has been synonymous with longwall mining practice there have been changes in recent times which have enabled not only an extension in the length of the face to be worked but also in the ability to extract both thick and thinner seams. Additionally the industry has taken a positive view in the extension of retreat methods of extraction applied for different reasons both to particularly thick and specially thin seams. To permit development of a flexible programme to meet these diverse needs, it has been necessary to design machinery along with mining systems specially suited to these requirements. In reviewing current UK thinking special emphasis is made on the extraction of thinner seams generally of higher quality coal at moderate depths with a commentary on some recent results.

Martin County Coal Corp. is located in Martin County, KY, in the Appalachian coal fields, near the West Virginia border. The company's total leasehold covers more then 133.5 km' (33,000 acres). Total annual production at Martin County Coal Corp. is currently 2.2 Mt (2.5 million st). In certain years, though, it exceeded 2.7 Mt (3 million st). About 45% of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal's work schedule consists of two nine-hour shifts a day, 240 days a year. Topography The topography of the area is characterized by rugged hills and ridges and sharp V-shaped valleys demonstrating a cliff and slope topography. This topography consists of alternating benches of outcrop sandstone and slopes. The deep valleys have been carved out by many small streams in the area. These streams are contained within the steep slopes of narrow, twisted mountain ridges. The ridges are underlain by massive sandstones that, being resistant to erosion, create sharp, rocky morphology. The height of the hills above the valley floors ranges from 122 to 244 m (400 to 800 ft).

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

A reaction is evaluated by which heated and pressurized water is used to precipitate metal oxides from loaded Kelex 100 complexes. Pure copper oxide (CuO) and pure nickel (Nio) in powder form, and ranging in average size from 12 to 25 micrometers, were found to precipitate from copper and nickel loaded Kelex 100/kerosene complexes, by water heated and pressurized to between 374 and 400 °c and 2170 psig (148 atm) and 3500 psig (238 atm). The precipitation is suggested to result from hydrolysis of the metal, following exchange for the hydrogen in the phenolic hydroxyl of the Kelex 100 structure, enhanced by the conditions provided by heated and pressurized water. The reaction is believed to have the characteristics of homogeneous nucleation and heterogeneous growth. The effects of temperature, pressure, initial metal concentration and seed addition on the kinetics of the process were studied. In addition, characterization studies were performed on the reaction products. A detailed discussion of the experimental results is presented.

Chemical metathesis and electrochemical reductive conversion of chalcopyrite in the presence of cupric ions were studied in sulfuric acid solutions for temperatures up to 90°C. The process results in the displacement of iron in the chalcopyrite lattice by copper ions with rejection of ferrous ions to the aqueous phase. The rate of reaction was found to be very slow, requiring subsieve-sized particles for extensive reaction to occur. The reaction was insensitive to copper ion concentration. Stirred ball milling of chalcopyrite introduces lattice strain. The reaction rate with strained particles was markedly higher than with annealed chalcopyrite. The reaction rate was found to be diffusion-limited, showing two distinct reaction stages corresponding to the formation of CuS (covellite) followed by Cu1.8S (digenite). The experimental activation energy for the first stage was 102 J (24.4 kcal) and the second stage 123 3 (29.4 -kcal) per mole. The rate-controlling process is diffusion of lattice ions, probably iron. The enhanced rate after milling is attributed to a recrystallization process which provides new paths for diffusion along dislocations and grain boundaries.

Froth flotation has been used industrially for many years to separate valuable minerals from their associated gangue constituents. Notwithstanding the significance of this process to the mineral industry, many of the engineering tools needed for the evaluation of the flotation process are still in a developmental stage. Traditionally, the evaluation of a flotation test on both the laboratory and industrial scale has been based largely on a rougher recovery value achieved at a sufficiently long time to give a "final" or "equilibrium" recovery value. The assumption of a time equivalency for a given recovery value between various flotation tests or between laboratory tests and industrial operation underlies this method of evaluation. Such an assumption implies that flotation is an "equilibrium engineering process" and that the time-rate recovery of material from the flotation cell is not affected by changes in the flotation system. It has been shown by Bushell (1) and by Klimpel (2) that the assumption of time equivalency between various flotation tests is unjustified. Consequently, better tools are needed for evaluating flotation test results, Because mathematical flotation models which incorporate both a recovery and a rate function can completely describe flotation time-recovery profiles, they can provide an excellent tool to evaluate flotation tests.

Mineralization features at the Bajo La Alumbrera porphyry copper-gold deposit are discussed as they affect gold leaching and copper flotation behavior. Alteration-mineralization geological blocks are assigned in the zoned body, and each required its own geostatistical model. They extend horizontally outward from potassic to the phyllic-propylitic boundary, vertically from surface down to 300 meters, and include oxide, secondary enriched, and hypogene mineralization. Copper and gold values are calculated geostatistically from assays and all available geologic-mineralogic information. Reserves are classified for each geologic block and for each open-pit bench into leach or float ore according to metal grades, geologic characteristics, and supergene-hypogene relations. Finally ore extraction behaviour is briefly described, grouping gold and copper reserves into metallurgical families.

In approaching a discussion of production of cement, I hope I won't be like the porter in the bank who was asked if he could give some details on the rediscount rate. He replied, "Boss, when I said hello, I told you all I know." Need for change every so often is illustrated by the story of the little boy four years old who had not spoken a word in those four years. One morning he said, "This damned oat meal is burned'." His Dad was amazed and said, "Son, how come you haven't said a word for four years and now out of a clear, blue sky you say, "The oat meal is burned." Johnny said, "Well, up to now everything has been all right." Not being a mining engineer myself, and my subject not dealing with mining engineering directly, I can only hope that you will agree that the subject has current relevancy by the feet that it can materially improve our environment by putting to good use a potential environmental polluter; namely, fly ash. The profitable utilization of fly ash can reduce cost of use of coal as an energy source. Therefore, it behooves us all to explore to the greatest depth, the pluses and minuses occasioned by its use wherever possible. My particular subject and my particular interest lie in its utilization as a blend in the production of Type IP Portland-Pozzolan Cement meeting requirements of ASTM C-595, Type IP.

The main topics to be covered will be: 1. - General description 2. - Concentrate receiving facilities 3. - Conveying circuits 4. - Stockpiling 5. - Vessel loading GENERAL DESCRIPTION The map of the eastern Quebec - western Labrador area as shown in Appendix #1 shows the location of Wabush Mines properties. You will note the Scully Mine located at Wabush Lake, Labrador, 235 miles north of the town of Sept-Iles, Quebec. Our neighbors, the Iron Ore Company of Canada have their properties further north at Shefferville, near by at Carol Lake and at Sept-Iles. To the Southwest, our other neighbors, Quebec Cartier Mining, have their iron ore processing facilities and their terminus on the St-Lawrence at Port Cartier. Concentrates are prepared at the scully Mine by mining, crushing, grinding, concentrating, drying and high tension separation for shipment by rail to Pointe Noire, Quebec. Pointe Noire is situated across the bay from the town of Sept-Iles, Quebec on the North Shore of the St-Lawrence River. The concentrate consists of 66% iron, 2 ¼ percent silica and practically no moisture, permitting the use of specially constructed railroad cars and handling facilities to convert the concentrate into pellets, the final product.

On December 2, 1942, a scientific team lead by Nobel Prize winner Enrico Fermi first initiated and controlled a self-sustaining nuclear chain reaction. This historic event occurring beneath the stands of the University of Chicago football stadium instantly created an entirely new and tremendously broad area of technology. Indeed, the event probably changed the course of world history and considering the curret energy shortage, it probably came none too soon. Following many technological breakthroughs in the ensuing years, this event led to the first full scale nuclear fueled electric generating plant. In December, 1957, the Shippingport Nuclear Power Plant became operational and the United States had entered the era of the nuclear fueled electric generating station. Today, only fifteen years later, there are some thirty-five operating nuclear power plants in the United States with another 56 under construction and 116 on order. Still, we are only scratching the surface of this tremendous energy source. In 1970, less than one-percent of the total electric generating capacity in the United States was nuclear fueled. By 1985, it is projected that 45% of our generating capacity will result from nuclear power plants. These projections are based upoa statistics of six months to a year ago and considering the current energy shortage and recent attempts by the United States Atomic Energy Commission (USAEC) to speed the licensing process and encourage standardized plants, the contribution of nuclear power to our total generating capacity may be even greater. In summary, it is obvious that nuclear power is now, and will continue, playing an important role in our future. Those factions of government, industry and the professional community charged with fully developing this tremendous energy source must deal with it rationally, logically and expediently. The various environmental considerations in nuclear plant siting play an important role in the overall plan.

The need for a separate ventilation department within the management team was recognized by the management of U. S. Pipe and Foundry before the company was purchased by Jim Walter Corporation in January, 1970. Because the coal beds of the deep underground coal properties owned by Jim Walter Resources lay 1300 to 2200 feet below the surface, efficient mine ventilation practices are essential through shaft openings varying from 16 to 22 feet in diameter. The extremely high methane gas quantity indicated to be in the coal bed because of the depth of cover and documented by various U. S. Bureau of Mines tests and demonstrated by early mining proved the need to implement this early management decision. At U. S. Pipe and Foundry mine ventilation was a function of the Mining Engineering Department with ventilation personnel assigned to the mine receiving their day to day work assignments from the mine manager or mine foreman. At Jim Walter Resources, the General Manager - Ventilation reports to the Senior Vice President, Mining Engineering, who reports directly to the President, Mining Division, Figure 1 (Company Organization Chart). Position descriptions are static; however positions are dynamic and consequently the degree of emphasis of specific duties and responsibilities change depending not only upon the aptitude of the individual performing the job but also upon his ability to meet the needs of his supervisors; and ultimately upon his ability to react to the economic forces directing our society. The following describes the duties and responsibilities of the General Manager - Ventilation, Figure 2.

Electronic detonator systems are an advance in technology beyond conventional electric detonators for initiating explosives and blasting agents. Their use is widening into the mining operations of the U.S.A. Each electronic detonator system differs in design, construction, operation, and testing features and each system is different than “conventional” electric detonators. There are benefits of electronic detonator systems which serve to improve blasting safety. With the introduction of electronic detonator systems for mine blasting, issues were raised about the application of MSHA regulations for shunting and circuit testing. The MSHA regulations for surface and underground mine blasting operations address the use of “electric” detonators. Although electronic detonators are initiated by an electric pulse or current, their design is unlike “electric” detonators. To resolve the issues of shunting and circuit testing with respect to MSHA regulations, a technical and field evaluation of electronic detonators was made and the results are presented.

The Channel Tunnel Rail Link (CTRL) will be Britain’s first major new railway for over a century—a high-speed line running for 109km (68 miles) between St. Pancras station in London and the Channel Tunnel. The new line has been under construction since October 1998 and the first phase will open in October 2003. The project includes22km of twin 7.15m ID TBM bored tunnels under London and the River Thames, and the 3km North Downs Tunnel, the first major NATM tunnel to be constructed in the United Kingdom since the collapse of the Heathrow Express Tunnels in 1994. This paper will discuss the design of these tunnels and describe the construction progress to date. The discussion will include details of segmental lining design, TBM specification, and sprayed concrete lining design.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy's Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI's Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

Employee involvement does not directly correlate to performance improvement. A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

In any treatment process that requires a coarse feed material to be reduced to a fine size by crushing and/or grinding it must be determined whether a wet or dry comminution system should be utilized. All factors must be evaluated in reaching the decision. Among these factors are: 1) Ecology and Plant Environment: Unfortunately in many instances the decision on wet or dry is based on prejudice resulting from an unnecessary fear of dust. The writers submit that this fear, although once justified, is no longer valid because technology and equipment is now available to collect dust to meet any standard. When dry grinding is used it is very often possible to discard a portion of the waste product in a dry state. This will decrease the size of the tailing pond required. As pollution control standards increase it becomes increasingly difficult to clean up water from tailing ponds. 2) Operating Costs: Steel wear is often five or more times greater in wet grinding than in dry grinding. This is mainly due to corrosion. The evaluation of the economics of dry grinding must of course include the air system and dust collection; similarly in a wet grinding plant related pumping and material handling costs should be included. Pumping costs are often overlooked. This assumes water is made to flow for nothing. Pumping can account for 20 percent of the power consumption in the grinding plant. Large scale comparative tests were conducted in a wet and dry commercial plant in 1970. The same ore was used for both tests. With all factors included in both plants the dry system showed lower horsepower per ton.

Stability of fine quartz suspensions in process water is of concern in several mineral processing applications. In alkaline solutions, the presence of magnesium ions, arising from such sources as water hardness and magnesium-bearing minerals, leads to the precipitation of Mg(OH)2 which coats the surfaces of quartz. The conditions under which heterocoagulation or surface precipitation of Mg(OH)2 on quartz occur and the manner in which they influence the settling behavior of ground quartz was studied by means of settling tests, coating density determinations, zeta potential measurements and electron microscope observations. Coating density was greater when Mg(OH)2 nucleated on the surface of quartz than when the precipitates heterocoagulated on the quartz surface. The settling curves of quartz suspensions in the presence of different concentrations of MgCl2 exhibited a maximum of maxima which occurred at 10-3M MgC12 and pH 11. Interactions between quartz and Mg(OH)2, and flocculation-dispersion characteristics of quartz suspensions in this system are discussed.
