Drainage of tailings impoundments is a key issue for impoundment stability, water control, seepage control, and reclamation. Drainage control is an established operating practice where climate and site conditions permit, such as in South Africa and various mines in North America. In these areas, drainage control is primarily used to maximize tailings densities and to provide adequate impoundment stability. Drainage practices during operation also become an important issue when tailings impoundments are reclaimed. Time required for cover placement and post- reclamation seepage control depends greatly on the ability for tailings to drain and consolidate. This paper discusses drainage issues associated with gold tailings impoundments in terms of mechanics of saturated and unsaturated flow and experience with design and reclamation of tailings impoundments.

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. Sustainable development is defined as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs.’1 There has been considerable debate of late between environmentalists and mining operators concerning the current regulation and operation of mountaintop mining. To those not familiar with the practice, it essentially applies an area mining method to a mountaintop, removing all overburden above coal seams, resulting in full recovery of the resource with the excess or swell spoil material - (rock and dirt) being deposited in engineered fills in hollows to the side (known as hollow fills or valley fills - very similar to highway fills). Because most of the dialogue has been adversarial and mining’s response is perceived to be primarily reactive instead of proactive, a rift in communication and value systems between the two sides has widened. Since 1999, the global mining community has been concerned that there is a disconnect between mining practices and the values of today’s society.3 Working through the World Business Council for Sustainable Development (WBCSD), the International Institute for Environment and Development (IIED) was created to review mining practices in a project entitled Mining, Minerals and Sustainable Development (MMSD) driven by the following four goals:

The magnetite orebody at Pea Ridge strikes NE-SH and dips at about 800 to the SE. The ore is high grade magnetite with a strike length of over 600-m and a maximum width of over 180-m on some of the levels. The shape and the mineral content of the iron orebody have been fairly consistent so far. The iron ore and surrounding basement rocks are Precambrian in age. These rocks are usually very competent, about 400-m of sediments lie over the ore.

In just over a generation, the United States bentonite industry has grown from almost a rake and shovel operation into one with a multimillion ton annual production rate and exports to all corners of the globe. Bentonite production, pressed to keep pace with the soaring demand, has increased more than 10 fold in the last 30 years. The worldwide demand for bentonite is expected to double during the next eight to ten years. It remains to be seen whether U.S. producers will be able to maintain the dominant position in the world market. It should be noted that accurate statistical information regarding production or market information is difficult or impossible to obtain abroad and also within the United States. Published information obtained in response to questionnaires of the Bureau of Mines tends to be on the conservative side. FOUNDRY It has only been in the last thirty or forty years that bentonite has become an indispensible part of the age old metal casting industry. The relationship has proven most beneficial to both industries and promises to be long lasting. A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

This paper presents a validation of C02 as a single surrogate measurement for other diesel-emitted pollutants in multi-diesel-machine operations typical of small underground mines. This means that the simple measurement of C02 alone can be used to estimate the concentrations of other components of diesel exhaust in the mine environment. The linear relationship of C02 concentration with other diesel-emitted pollutants was indicated by the results of simultaneous real-time monitoring of C02 with CO, NO, NO2, SO2, Respirable Combustible Dust (RCD), and Air Quality Index (AQI) in several small underground mines. The SO2 was not directly measured but calculated from the measured C02 concentration and diesel fuel analysis for carbon, hydrogen and sulphur. The measurements were made in the return air drift under various mining conditions involving a number of diesel LHDs and haulage trucks. The statistical analysis and mathematical representation of the several components of diesel pollutants with C02 are presented. Regression analysis shows that at the 1 percent level of significance there is a strong linear relationship of these diesel pollutants with C02. This relationship is discussed in detail, concluding that C02 measurement alone is a good indicator of overall mine air quality and can be used as a control parameter.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state, and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Capital cost, operating cost, and present and future regulatory requirements will be primary factors to be considered by engineers. This paper outlines procedures and gives examples of advanced engineering practices that have achieved efficient pollution control systems in the steel and nonferrous industries.

In order to develop the pulsating high gradient magnetic separation technology, a type of laboratory pulsating high gradient magnetic separator (PHGMS) has been manufactured. Experiments of its separating performance were carried out. They show that PHGMS can significantly increase the grade of the magnetic product and avoid the matrix to be blocked. The characteristic curve of the pulsating fluid was measured and a formula for estimating the grade of the magnetic product was established in PHGMS.

Extraction of coal at Harworth Colliery is undertaken in the Deep Soft seam at roughly 1000m depth where the strata temperature is 42 "C. Production employs the longwall retreating method using high powered mechanised methods to extract coal at a rate of approximately 40,000 tonnes per week from a single face. This paper describes the climatic conditions encountered on a typical district , 6's district, where the initial ventilation set-up was as a typical U-type district which was antitropally ventilated. Under this initial set-up climatic conditions in the intake typically exceeded 30 "C effective whilst in the face area and in the return airway effective temperatures in excess of 32 "C and 33 "C were common . The paper then proceeds to describe the methods employed to attempt to improve the climatic conditions on the district, especially with regard to the coal face and return airways and describes in detail the effects of reversing the district airflow direction, employing homotropal ventilation, on the climatic conditions. The results of this reversal have been dramatic and have resulted in a substantial improvement in the climatic conditions experienced , however problems have been encountered with the control of methane gas since the changeover. The final part of the paper describes the results of computer simulations to analyse the effect of various ventilation designs on the predicted climate for future production districts in order to de- fine a district layout which will produce acceptable climatic conditions in the working zone without the need to use refrigeration techniques and which will improve methane gas control .

Ground water, one of Florida's most valuable resources, is also one of its most abundant. The State is fortunate to have several prolific ground- water reservoirs that yield tremendous quantities of water to wells and to some of the world's largest springs. These ground-water reservoirs, or aquifers are of two types artesian and nonarteaian. Ad artesian aquifer is one that contains water under sufficient pressure to rise above the top of the oontaining formation. A nonartesian aquifer is one that contains water which is not confined, and the upper water surface (water table) is free to rise and fall. The principal source of ground water in Florida is the artesian Floridan aquifer which supplies most of the water users in the State. Nonartesian sources include the Biscayne aquifer of southeastern Florida, the sand-and-gravel aquifer of extreme western Florida, and a shallow aquifer which lies at depths of less than 100 feet over much of the State. The accompanying map shows the approximate areas where these aquifers are the main source of supply; however, the boundaries do not represent the areal extents of the aquifers. For example, the Floridan aquifer extends beyond the southern boundary shown on the map, but it is not of great economic significance there because the water is highly mineralized. Aquifers other than the four described occur in the State, but they are, for the most part, of minor significance. One of these is an artesian aquifer which is formed by permeable zones that occur locally within the confining beds above the Floridan aquifer.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

"INTRODUCTIONThe idea of building a summit tunnel under the Brenner occurred to the Italian engineer Giovanni Qualizza as far back as 1847. But it was to be another 160 years to pass before a base tunnel was to be built.In 1971 the idea of a tunnel at the Brenner was dusted off again. The UIC, the International Union of Railways, commissioned a study for a new Brenner railway with a base tunnel. By 1989 three feasibility studies had been drawn up which formed the basis for further planning of the Brenner Base Tunnel.This was the start of the planning activities. In 1994, the European Union included the Berlin-Naples corridor in the list of priority projects. Ten years later, Austria and Italy signed a State Treaty to build the Brenner Base Tunnel. In that same year, what is today the BBT SE was established.PROJECT DESCRIPTIONThe Brenner Base Tunnel (BBT) with a length of 55 km is the centrepiece of the Helsinki-Valletta Transeuropean Traffic Corridor from Finland to Southern Italy. The BBT tunnel system connects in the north with the Innsbruck station (Austria) as well as to the feeder routes in the Lower Inn Valley, and opens to the south with the projected new line in the direction of Verona (Italy). The tangible design efforts have been underway since 1999; the start of construction of the first section was in the year 2007. The project is financed by the Italian and Austrian governments (each 30 %), as well as by the European Union (40 %).From 2027 onwards the Brenner base tunnel, including the existing lines connected with it, will carry a daily average of 330 trains (approx. 80% cargo trains and 20% passenger trains)."

Gold Fields Mining Corporation is presently evaluating gold mineralization beneath thick, wet alluvium at the Chimney Creek Project, Nevada. Contamination of reverse circulation samples has been visually apparent since drilling began in the area. Tests have shown that, while contamination can affect assays, reverse circulation holes appear to define mineralized zones almost as well as the diamond drill holes. To improve reverse circulation sample integrity several techniques were tried including a stiff-mud injection system but with limited success. Diamond core drilling continues to be used in conjunction with reverse circulation drilling to further delineate the mineralization.

Anenopyrite, both pure and in some cases associated with pyrite, was laboratory roasted either isothermally or at a constant heating rate, at temperatures mainly between 723 and 923 K and under environments of air, sulfur dioxide, oxygen and argon, as well as S02/02/H20/N2 mixtures. The mineralogy, arsenic contents and in some cases surface areas of the calcines were evaluated so as to provide an enhanced understanding particularly of the conditions under which the important transformations to pyrrhotite and magnetite occur. A thermodynamic analysis is also undertaken to rationalize the observations and provide some guidance for the operation of commercial roasters.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

We define a specialized mineral market as follows: Specialized Markets are markets where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach compared to bulk or commodity markets for traditional minerals. Specialized and commodity markets are differentiated by several characteristics as listed in Table 1.
