The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

In the capitalistic system the success of a mining enterprise is measured by the rate of return on the investment and the speed by which its redemption is achieved. Exploration in search of ore deposits often results in the emergence of the lean orebody which does not meet basic company requisites. At this point a decision must be made whether to place the orebody into production or postpone production pending more favourable market conditions. The wisdom of this decision, borne out by future results, demonstrates the quality of a company's management and is instrumental in the degree of financial success it achieves. The project feasibility report must show a rate of return on the capital invested that is attractive to the company, plus its full redemption in the desired period of time, in order to bring the property into production on a sound economic basis. Mining companies have demonstrated their ability to bring the profitability of a marginal property from a point that says "no go" to a point of "go" by substantial reduction of expenditure without adversely affecting production rate or cost. Here is where the real challenge exists for today's mining engineers and plant designers; they will have to develop better ideas and concepts: ideas that will still allow maximum production at reduced capital expenditure, This is the sound way marginal orebodies can be brought into production without inflationary increases in the price of their product.

Radian Corporation (Radian) has developed a process for treating Cr(V1)-contaminated soils that involves: 1) soil washing using an alkaline extractant, 2) biological reduction of Cr(V1) to Cr(II1) in the soil wash effluent, and 3) separation of Cr(II1) from the biologically treated effluent. Biological treatment has been demonstrated for immobilized cells in fluidized bed bioreactors and suspended cells in slurry bioreactors for Cr(V1) levels ranging from 30 to 600 mg/L which have been reduced to non-detectable levels (< 0.05 mg/L; method detection limit [MDL]) during hydraulic residence times as short as 12 hours. The resulting Cr(II1)-containing effluent stream was chemically treated to precipitate chromium hydroxide for removal by physical separation.

This paper describes a method to improve coal mine entry intersection design. The method considers the effect of in situ stresses, local geologic conditions, rock physical properties, and mining sequence. Development of the method is discussed, including the results of field instrumentation studies and numerical modeling investigations. Data required to evaluate the effects of roof span, mining sequence, entry orientation, and bolting patterns on intersection stability are also presented. Ground control studies conducted by the U.S. Bureau of Mines in two underground mines in the Illinois Coal Basin have shown that in situ horizontal stresses and roof geology have a critical effect on intersection stability. Methods to reduce the adverse effects of these parameters are emphasized. Typical failure behavior associated with specific geologic and horizontal stress conditions is&apos; presented to illustrate proposed control methods to alleviate adverse ground conditions.

Many papers &apos;have been publihed on the role of the bacterium.Thiobacillus ferrooxidans in the oxidation of reduced sulfur compounds, and years of research have established the following environmental factors, which influence biological oxidation. 1. Oxygen is required for the oxidation of reduced sulfur compounds to the sulfate form. Sufficient oxygen. is available from the air, consequently, it is of importance to get the air to the bacteria. 2. The bacteria are active in the pH range 1.4 3.5. Maximum activity occurs at pH 2..0 - 2.8. 3. -In order to allow the bacterial populations to expand, certain essential nutrients must be available. Nitrogen has to be supplied for the production of body protein, and ammonia is the source most readily accepted by the bacteria. Carbon dioxide is the only utilizable source of carbon and the small amounts available in air are the primary source of this element. Small amounts of phosphate, manganese,, potassium,. calcium. and magnesium are also required. These trace minerals are available from the water and host rock in sufficient quantities. 4. Water is required as a carrier for the oxygen carbon dioxide and other nutrients, as-well as a solvent for the metallic sulfates produced. The bacteria are motile and the water allows the bacterial populations to spread:: bacterial activity ceases if the equilibrium relative humidity drops below 100%. 5.-optimum bacterial activity occurs at temperatures of 34 - 35°.C (93 -.95° F). All activity ceases above 45° C. At lower temperatures, activity its dramatically decreased, but there is still a significant amount at 10 - 11° C.- Thiobacillus ferruoxidans has been isolated from a mine with a year round temperature of 3° C. 6. Unpublished results from our laboratory show that biological leach ore oxidation takes place during the rest periods at the same rate as during the wet leaching periods providing there is a film of moisture remaining around the particles. Optimum conditions can be readily achieved in the laboratory, but application of our laboratory knowledge to commercial leaching dumps is riot as simple. Attempts to achieve improved environmental conditions for the bacteria in leaching dumps would require substantial capital investment and careful planning of leaching operations. This paper

Volcanic activity occurred during six periods of Arizona&apos;s geologic history. Precambrian volcanism occurred in two pulses at 1.8-1.6 billion years (b.y.) ago and at 1.2-1.1 b.y. ago. Volcanism occurred again in mid-Jurassic and Laramide (Late Cretaceousearly Tertiary) time. Volcanic rocks from these times are not used commercially in any significant quantity. Middle and late Cenozoic magmatic activity covered large areas of Arizona with voluminous volcanic rocks. During the mid-Tertiary magmatic pulse, explosive silicic magmatism, with eruption of areally extensive ash-flow tufts, covered large areas in the Basin and Range Province, while the Colorado Plateau remained largely unaffected. Basalt eruption also occurred during and immediately after silicic volcanism, leading to compositionally diverse suites of volcanic rocks. Late Cenozoic volcanism occurred throughout Arizona and was dominated by wide-spread eruption of basalt flows with local cinder-cone clusters and siliceous volcanic deposits. Perlite deposits near Picketpost Mountain in northeastern Pinal County account for the bulk of the industrial uses of mid-Cenozoic volcanic rocks. Other perlites of presumed middle Tertiary age are present in central, southeastern, and western Arizona, but to date remain unexploited. Arizona Fire Agate is a valuable gem material and is associated with volcanic rocks of middle Tertiary age. Basaltic rock of this age also is utilized in the manufacture of rock wool for insulation. Late Cenozoic volcanism produced most of the industrial-quality volcanic rocks. Basalt, cinder cones, and materials of rhyolitic composition are commercially exploited by municipal and Federal agencies and private industry for aggregates, road conditioners and maintenance materials, asphaltic concretes, cinder block construction, pozzolans, and landscaping. These deposits are generally confined to the Flagstaff and Springerville areas. A famous peridot gem locality is associated with late Tertiary basalts at Peridot Mesa on the San Carlos Indian Reservation. Important products derived from altered volcanic materials of late Cenozoic age include clay and zeolite. Arizona&apos;s volcanic-rock sequences are still incompletely known, particularly in central and western Arizona. The potential for recognition and exploitation of important new deposits of useful volcanic materials is high.

The risk of TBM jamming because of squeezing rock mass or excessive caving (instability of the cavity) conditions is always a focal point while boring long and deep tunnels with shielded TBMs. Mechanized excavation provides a large amount of real-time data, for each machine’s parameters. Several analyses have been executed to assess the correlations between different sets of TBM parameters for the exploratory tunnel. Instead of analyzing the full dataset, a different approach is proposed, with data processed sequentially to simulate the real excavation situation. The probability distributions are recalculated together with their statistical parameters while advancing. This approach is extended also to the training of a Machine Learning model able to foresee the behavior at future rings based on past rings (using a Recurrent Neural Network). The predictions show a promising first step toward creating practical tools that can assist contractors and designers to correlate and predict TBM excavation data. These tools will assist to predict and quantify high risk situations that could arise during excavation.

The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

Iron ore concentrates pellets are currently in duration heat hardened (sintered) under oxidizing conditions. Pellets produced from magnetite ore concentrate are completely oxidized during induration and finish as hematite pellets. These pellets then require a blast furnace to reduce the hematite to metallic pig iron. Partially reduced pellets would save energy and fuel during transportation and further reduction. It has been stated in the literature “the most important single factor responsible for the development of strength in fired magnetite pellets containing no additive is the oxidation of the magnetite to hematite and the subsequent recrystallization and grain growth of this constituent.” However experiments shown in this paper reveal that oxidation is not necessary to produce high-strength pellets. Magnetite concentrate pellets developed similar strength when indurated at 1350°C under either oxidizing (air) or inert (argon) atmosphere; the pellets sintered under argon remained magnetite. In addition, magnetite concentrate pellets indurated under reducing (CO) atmosphere also remained as magnetite, but required induration temperature of approximately 150°C less than the other pellets.

Success of The Carter Mining Company&apos;s safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the&apos; coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.&apos;s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. The Los Bronces porphyry copper deposit is located in the high Andes of Central Chile. Ore is mined from several tourmaline breccias and from an earlier porphyry. After years of experience in the geostatistical estimation of reserves in different zones of the ore body, we believe that success lies in considering the evaluation as an integrated process beginning with the analyses of the drilling density and sampling methodology, ending with the critically important reconciliation between the estimated and the actually extracted ore, in general, when errors or differences occur, focus is centered in the calculation stages of geostatistics. However, this paper demonstrates that all the evaluation stages are equally important and require the direct and continuous geologic input to ensure the best possible estimate within the frame of the geologic constraints.

CARBINDER Polymer 498 is a liquid organic taconite binder which significantly improves fired compression in both fluxed and acid pellets. It has been used commercially in both shaft and straight grate furnaces. This new binder produces an unusual wicking phenomenon during balling wherein the rate of movement of interstitial water is accelerated to the surface of the balls. The phenomenon is proposed to be responsible for the significant improvement seen in fired compression. This paper presents information as to the effect of CARBINDER Polymer 498 on green ball and fired pellet properties. It also describes the wicking phenomenon and discusses a reversal in the normal balling operation procedures required for successful agglomeration.

THE UNIT process of adsorption involves two steps: 1) Loading of the adsorbent. 2) Recovery of metal values from the adsorbent. Charcoal is the adsorbent commonly used in extractive metallurgy. The discovery of the adsorptive power of charcoal from solutions is generally accredited to Lowitz (1785), who observed that several dissolved organic substances were precipitated on charcoal. Graham was the first to demonstrate that inorganic substances were also adsorbed on charcoal. In 1830, he reported that iodine dissolved in KI solution was adsorbed on charcoal. Planning a mining operation in Alaska will involve the investigation of many parameters common to mine planning anywhere. However, there are some unique circumstances that must be recognized when one considers development of mining operations in Alaska. This paper will not attempt to provide a blueprint for mine planning in Alaska, but hopefully will provide a better understanding of the truly unique nature of the northern latitudes. Given this understanding, the mine planner can better assess the potential hurdles along the road to a successful mining operation. The regulatory trend towards uniform standards for mining throughout the United States exemplifies the necessity for Alaska to prove its unique position in the natural resources picture. The factors which make Alaska truly different from the "Lower 48" can be summarized by four points 1) Remoteness and Size 2) Seasonable Extremes 3) Geologic Immaturity 4) Vegetation and Wildlife

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

In the USA many highway tunnels were built during the 1930s through 1960s. This indicates that these tunnels have exceeded their intended design service life. Based on the initial tunnel inventory conducted jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 526 highway tunnels have been identified in the USA. For understanding the condition of the tunnels and risks associated with deteriorating conditions, comprehensive condition assessments are necessary to mitigate risk and remediate works as required. Monitoring the condition and rate of deterioration of tunnels is vital for timely tunnel maintenance and rehabilitation to avoid sudden tunnel collapse. This session will explain the necessary steps for tunnel inspection and review some of the state of the practice information on tunnel inspection techniques.
