It is becoming increasingly difficult to secure local aggregate resources that meet quality standards and local restrictions without conflicts with other land uses and environmental regulations. The successful integration of natural-resource information into land-use decisions is becoming increasingly important as the needs for both land and resources become more numerous, complex and urgent. Well-reasoned decisions about land-use are crucial to the Nation if infrastructure resources are to remain economically available. Provisions for uninterrupted future supplies of aggregate should be made using proper long-range planning that incorporate a multiple land-use program. That program would include identification and protection of natural resources, strategies that will permit development of resources according to future market needs and environmental considerations, and the beneficial reclamation of mined-out areas.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. There were two principal programs: information and analysis, and research.

This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

Thousands of years ago, Chinese water well drillers developed a technique for punching holes in the ground by lifting massive metal bits and letting them fall against the rock. With diligence, they could pound away about 2 feet a day. The Chinese drillers pounded holes in the ground this way for almost 2000 years. In the 1860's, French water well drillers developed a perforated bit moistened by fluids pumped into the hole through a hollow rod. The fluids carried the cuttings from the hole and spared the Frenchmen the task of bailing them out by hand.

Trona, Na3(CO3)(HCO3) ? 2H20, is mined in quantity from saline facies of the Eocene Green River Formation of southwestern Wyoming. The Green River deposits are the world's largest known resource of natural sodium carbonates. An estimated 127 billion tons of trona ore are known to occur in beds exceeding 4 ft in thickness (Wiig and others, 1995). Twenty-five trona beds, exceeding 3 ft in thickness, and covering at least 100 mil have been identified. The beds are numbered sequentially in ascending stratigraphic order. Trona beds underlie more than 850 mil (bed 17) and are up to 37 ft thick (bed 1) (Culbertson, 1966). Five underground mines, operating in beds 17, 19, 20, 24, and 25, process trona to produce soda ash (sodium carbonate). A total of 11,837,703 short tons of soda ash were produced from 17.1 million tons of trona ore in 1997 (Kostick and Clark, 1998). A detailed study of trona bed 17, using techniques of petrography and X-ray diffraction, has been undertaken in the Solvay trona mine, near Green River, Wyoming. A continuous, vertical-channel sample was taken from near the production shaft for this study. At this location, bed 17 is 12.6 ft thick and includes several stratigraphic markers that are easily correlated throughout the mine and in surrounding drill cores. Bed 17 in this area averages 90% trona through its entire thickness (Wiig and others, 1995) and 95-100% trona in the lower two-thirds of the bed. Mineral impurities include water-insoluble dolomite, quartz, pyrite, clays, and other minerals and partially water-soluble northupite and shortite. Northupite, Na3Mg(CO3)2C1, contributes to chloride contamination in the soda-ash product and is concentrated in the upper one-third of bed 17, which is left behind as roof rock. Northupite has two modes of occurrence: (1) as bedded strata with dolomite, chert, clay, and shortite and (2) between primary trona crystals in trona spar. Petrographic and mineralogic data indicate that this section of bed 17 was deposited subaqueously during its early and late history and may have undergone periods of deposition in a subaerial or marshy environment. Stratigraphic data indicate that trona accumulated at an annual rate of 2-4 in. per year. During trona deposition, dolomite, CaMg(C03)2, precipitated in parting layers when new water entered the lake, freshening supplies of calcium and magnesium. The lack of clay minerals in the trona facies suggests water input may be by means of springs, as opposed to overland flow. Clay occurrences in thicker dolomitic partings within the trona facies indicate periods of episodic overland flow, possibly resulting from storms in the surrounding basin.

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. This results in significant deterioration in the ability to maintain a "smart" operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. This paper describes the use of Internet technologies with plant data. Examples are drawn from existing industrial sites. Users must project where this technology will lead - standing still is the most dangerous philosophy and the only one guaranteed to be obsolete. These examples show the way to leverage existing workers with information technology.

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

CRYSTALLIZATION from aqueous solution is a simple and old method for the recovery of metal values from leach solution. Practically all the methods for the recovery of aluminum from clay are based on the crystallization of an aluminum salt from the leach solution. Differences in solubilities may be used to advantage for separating two metals from the same leach solution. The classical method of Marignac (1866), which makes use of the difference in solubilities of K2TaF7 and K2NbOF5 to separate niobium from tantalum, has been used successfully in the manufacture of these metals (Fig. 10-1). The slurry containing the metal oxides is dissolved in 70 % hydrofluoric acid, diluted, and heated near boiling. A potassium salt is added in sufficient quantity to form the complex fluorides of the niobium and tantalum present. The solution is filtered and allowed to cool. At room temperature most of the tantalum salt crystallizes out while the niobium remains in solution.

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

9.1 INTRODUCTION Precious metals in a leach solution are extracted, concentrated, and purified to complete the process begun in the heap and to produce an end product which will provide an economic payback to the mine developer/operator. Several different processes are required to convert the dissolved precious metals into pure metal bars. This chapter discusses the actual production of metal once it has been recovered from the pregnant leach solutions by the zinc cementation (Merrill -Crowe) or carbon adsorption processes. Metal production is generally taken to mean the production of a fairly pure "dore" bar. This chapter also reiterates some information from Chapter 8 in a slightly different context, since the focus of Chapter 8 was a fairly detailed description of the two actual recovery processes, whereas the focus of this chapter is metal production. The sale of an intermediate precious metal product is possible (as opposed to the production of dore bars at the mine site); however, the value of the precious metals is reduced by the various charges and risks associated with precious metal processing. For this reason, most operators choose to produce the most refined metal possible in order to maximize project economics. Precious metals may be extracted from the leach solution by both conventional and unconventional processes. The conventional processes are activated carbon/electrowinning (ACE) and zinc precipitation (ZIP). The unconventional processes are resin ion exchange, solvent extraction, and direct electrowinning. A typical ACE process has two circulating loops. The first loop adsorbs the cyanide-metal complexes from the dilute leach solution onto the activated carbon. A second, separate solution loop removes the cyanide-metal complexes from the activated carbon into a strong solution, the electrowinning electrolyte. Activated carbon is transferred from one fluid loop to the other. The operating cost of the ACE process is directly proportional to the quantity of carbon stripped and thus to the quantity of precious metal produced. A typical ZIP process contains a single circulating loop. The solution is filtered, deaerated, contacted with zinc, and filtered again. The barren leach solution is then returned to the heap. The setting of tasks for the process control of coal cleaning, and in this connection the requirements for instrumentation can be classified into the following three fields: - Monitoring the operation of individual units, or process steps, - Control of units or process steps, - Control of the entire coal cleaning process with the intention of optimizing the operation and the profitability of the process. Instrumentation is affected by the type of cleaning processes. For introduction Figure 1 shows the simplified flow sheet of coal preparation which is usual in the German Ruhr District and in which desirable places for the measurement of ash, moisture and sulfur content are marked. The preparation plant is supplied with run-of-mine coal from the shaft via a homogenization facility. In a first step of primary classifying the raw feed coal is screened at about 10 mm. The raw coarse coal ( = 10 mm) is sorted by jig washers or heavy-medium separators. the raw fine coal (< 10 mm) at first is pneumatically sized at about 0.5 to 0.75 mm. The fines, the aspirated dust, are a finished partial product which will be added to the final metallurgical or steam coal. The material 10 to 0.75 mm subsequently is sorted in fine coal jigs and dewatered in centrifuges. The sludge obtained with the wet cleaning processes is dewatered in thickeners and fed to the flotation. Concentrate and tailings are dewatered by filters or bowl centrifuges and by chamber filter presses or belt filter presses, respectively. The partial products coarse coal, fine coal, flotation concentrate, aspirated dust, and middlings are blended to result in the sellable products metallurgical and steam coal.

The Kettle River Joint Venture is 70 percent owned by Echo Bay Minerals Company, a wholly-owned subsidiary of Echo Bay Mines Limited, and 30 percent owned by Crown Resources. Initial announced ore reserves were 700,000 troy ounces of gold contained in three deposits located east and north of Republic, WA., U.S.A. Additional reserves are being proven. Processing of finely ground ore by preaeration-carbon in leach (CIL) circuit was selected followed by cyanide destruction by the INCO Air/SO2 process.

Australia has led the world in bauxite production since 1976, and only the Republic of Guinea has larger bauxite resources. India has a small integrated aluminum industry, and deposits containing more than 1 Gt (billion metric tons) of bauxite were discovered in the 1970&apos;s. The Peoples Republic of China has large bauxite resources scattered in several regions, but it is a monohydrate type that is difficult to process for aluminum. Indonesia and Malaysia both have long histories of bauxite mining, and both have limited resources of high-grade bauxite. Districts containing bauxite resources in the 10 Mt to 150 Mt (million metric tons) range are scattered in countries along the eastern rim of the Pacific Ocean, on islands in this ocean, and on the western and northern rims of the Indian Ocean.

Industries dependent on pyrometallurgical processing generally find themselves facing a common set of problems, namely, serious environmental restrictions, heavy capital requirements for new facilities and for plant modernization, the certainty of rapidly escalating fuel costs, and the uncertainty of fuel availability. To remain competitive, it has become clear to industry that a new dimension of attention must be given to assuring the maximum performance from plant facilities already in place and from those that are built in the future. In the last decade or so, in response to these needs, there has been an acceleration in the development of new pyrometallurgical process concepts. Their application, though spotty, is increasing. A common factor in this developing base of technology is the need for effective process control. Digital control is an indispensable element of meeting the challenge. We cannot make the point, however, by looking to a general survey of instrumental control of pyrometallurgical processes. Computer control is in its awkward adolescence. Its application is so new that only isolated applications can highlight the trends. For this reason, the authors have chosen to focus on the nonferrous smelting industry to illustrate the status of pyrometallurgical processing and control. We believe this approach will best meet the interests of most readers of this edition and the background of the authors.

Since the start of mining operations at White Pine in 1953, over 22 miles of drifts have been driven for the purpose of developing the ore body. The drifts, normally driven in multiples of three or five headings, serve as conveyor belt routes, ventilation ducts, equipment and haulage roads, and initial access to mining blocks. Development openings in the flat-lying, bedded ore body are driven in rectangular section from 16 to 32 feet wide and from 8. 5 to 16 feet high. The floor level normally coincides with the bottom limit of the chalcocite values and the roof or back is carried at the most competent stratum adjacent to the top of the ore. A development front consisting of five headings and associated crosscuts is advanced at an average rate of about 100 feet per month using conventional drill and blast techniques and equipment. The cyclic nature of the functions involved in driving the openings and the need to include them in production schedules preclude significant improvements in advance rates using current drill, blast, muck, and haul sequencing.

Case histories are reported for several soft ground shafts ranging from 6&apos; to 40&apos; in diameter and 50&apos; to 230&apos; in overburden depth for which ground freezing was employed to provide temporary ground support and groundwater control during shaft sinking through the overburden. Cases reported emphasize dealing with difficult site and ground conditions such as working within existing buildings, through very soft, running and bouldery soils, in the presence of substantial lateral groundwater flows, and into salt dome deposits requiring special considerations. Construction procedures, schedule, and relative costs are discussed for each case.

In 1989 natural industrial diamonds counted for 55% of the world&apos;s natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric&apos;s Compaxa and Stratapax", and Megadiamond&apos;s Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world&apos;s total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond&apos;s position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. In situ experiments at the Department of Energy&apos;s Nevada Test Site (NTS) have extended the technology of propellant-based fracturing to include liquid- filled, uncased boreholes. Previous work had developed the technology for liquid-free, uncased wellbores. Test results show that fracturing behavior is considerably more complex in liquid- filled boreholes than in the liquid-free case. Compared to liquid-free boreholes, liquid-filled boreholes have faster pressure risetimes and lower peak pressures, large hydraulic-type fractures propagating several meters beyond the end of the test zone, numerous oscillations in the pressure history, and variable types of fracturing within a single test region. Multiple fracturing is initiated in the wellbore of a fluid-filled borehole when the proper propellant mixture is used but, unlike fluid-free wellbores where up to eight fractures propagate, only one to three hydraulic- and/or shear-type fractures propagate. Hydrodynamic effects involving liquid compression during borehole pressurization appear to be responsible for the differing phenomena observed in fluid- filled boreholes.

"Recycling valuable metals from waste streams has become increasingly important to the mining and smelting industry in China due to resource depletion and environmental concerns. Predicated on multiple large scale metal recovery operations designed by BQE Water at active mines in the Jiangxi Province of China, this paper presents a case study demonstrating recovery of zinc and copper from the waste stream at a major gold smelter in the Shandong Province of China. One of the issues facing the smelter is the lack of a cost-effective and robust process to recover zinc from the acidic process waste stream. As such, significant amounts of zinc-containing wastewater are neutralized with lime, resulting in not only the loss of zinc metal but also the generation of large volumes of sludge. In the case study, a sulphide precipitation process is chosen to selectively recover zinc and copper from the wastewater, in the form of commercial grade metal concentrates that can be sold as regular concentrates at the going market price. In the current project phase, over 2,500 tonnes of zinc metal and 40 tonnes of copper metal can be recovered on an annual basis. This not only generates revenue to offset waste treatment costs, but also eliminates significant amounts of sludge that would otherwise require storing and further disposal if the metals are not recovered.Introduction / Background With resource depletion becoming a global concern and environmental regulations becoming increasingly strict, companies in the mining and smelting industry are actively seeking technologies to maximize resource recovery and provide concurrent minimization of waste residue production from operational activities. Mining and smelting companies have typically used lime neutralization as the primary method to reduce metal concentrations from mine waters prior to reuse or discharge to the environment. However, this process creates large volumes of metal laden sludge with long-term liabilities in the form of ongoing storage and management (Zinck et al 1997). Recovering metals of value from mine water not only reduces sludge volumes and the costs of associated liabilities, it produces a commercial grade metal concentrate that can be sold to generate revenues to offset treatment costs. ChemSulphide® is a sulphide precipitation process developed by BQE Water that has been successfully applied at mine sites in the Jiangxi Province of China to remove and recover copper from acid mine drainage. The success of these copper recovery water treatment plants demonstrates both the economic and environmental benefits of recovering residual metals from mine water and provides reference for the copper and zinc recovery project at a gold smelter in the Shandong Province that is the subject of this case study."
