Modern tunnel boring machines are subject to excessive cutter wear and bearing failures when used in hard and abrasive rock. In very hard rock, the high cost of cutter and bearing replacement, combined with slower excavation progress, make it more economical to drive tunnels by conventional drill and blast methods. The use of high pressure water jets to break rock provides a promising alternative. Experimental data indicate that the specific energy (the energy expended per unit volume of rock broken) decreases as the water jet pressure increases. Continuous jets are generally limited to pressures below 100,000 psi, whereas pulsed jets from a water cannon can attain much higher pressures. Therefore, the Federal Railroad Administration of the U. S. Department of Transportation has sponsored the design (Ref. 1 & 2) and the fabrication and testing (Ref. 3 & 4) of a water cannon to determine its effectiveness in rock disintegration at very high pressures. This paper reports the results of laboratory tests with pulsed jets against large rock samples at pressures of 125,000 to 650,000 psi and field tests against dolomitic limestone and granitic gneiss at pressures near 450,000 psi. Although initial tests were made with a small nozzle, operating at off-design conditions (Ref. 4), this paper only covers results with the full-size nozzle, including 55 laboratory test shots and 67 field test shots.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Acid rock drainage (ARD) resulting from the natural oxidation of sulfide mineral wastes has become a major concern to the mining industry, both during the operational period and after mine closure. ARD is generally characterized by high acidity and high concentrations of dissolved metals and sulfates. If the generation of acid cannot be prevented or controlled, it must be treated to eliminate acidity and to reduce the concentration of heavy metals and suspended solids before release to the environment. Microorganisms play an important catalytic role in the generation of ARD. Several prevention, control and treatment technologies that are based on microbiological activities have been developed. The role of microorganisms and biotechnology in the generation of ARD and their role in the methods used for prevention, control and treatment are discussed in this paper. Recently developed passive and biological treatment processes that have been implemented at mine sites are emphasized in this paper. Benefits, limitations and design criteria for passive biological processes are also presented.

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

Increasing exploration costs and the need to reduce the time-frame from exploration to production presently demand formalized procedures to assist exploration planning and reserve analysis. Exploration planning is basically required to select the most cost-effective drilling/sampling program, and to flag the needs for data of greater relevance and reliability. Reserve analysis is necessary to determine the sensitivity of grade-tonnage relations, and to clarify the economic implications of mining when alternative technical choices are to be considered.

Extensive undersea coal reserves, identified in the offshore portion of the Sydney coalfield, Nova Scotia, have resulted in the implementation of a multi-year research program to develop site specific guidelines for the undersea longwall mining operations. At present, uncertainty exists regarding the applicability of the current undersea mining guidelines. Preliminary studies have revealed four potential schemes for monitoring seafloor longwall subsidence profiles: seasurface, subsea, geophysics, and direct monitoring. However, further work has indicated that the use of marine geophysical techniques may be the most effective method of identifying and evaluating seafloor subsidence profiles by comparing pre- and post-mining seafloor topographies.

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Subsurface density changes can be detected by very precise surface gravity measurements. A feasibility study, combined with field experience using modern instruments, will indicate the probability of success. In addition to projected anomaly parameters, surface conditions that effect the survey precision must be evaluated. Examples with excavated zones at 9 m (30 ft) of depth and [+] 22 microgal error are compared to the same model at 30 m (98 ft) of depth. The figures illustrate anomaly detectability. The survey error is a function of surface topography and lateral density variation in the very near surface.

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. "The proliferation of unconventional gas well development in the Northern Appalachian coalfields has raised a number of mine safety concerns. Unconventional wells, which extract gas from deep shale formations, are characterized by gas volumes and pressures that are significantly higher than those observed at many conventional wells. The gas is composed largely of methane as well as other hydrocarbons. Hundreds of planned and actively producing wells penetrate protective coal pillars or barriers within active mine boundaries, including chain pillars located between longwall panels. Gas released from a well damaged by mining-induced ground movements could pose a risk to miners by flowing into the mine atmosphere. The mining-induced ground movements that may cause well damage include conventional subsidence, non-conventional subsidence (e.g., bedding plane slip), pillar failure, and floor instability. This paper describes the known risk factors for each of the four failure mechanisms. It includes a framework that can guide the risk assessment process when mining takes place near gas or oil wells.INTRODUCTIONSouthwestern Pennsylvania has served for centuries as a producer of coal, oil, and natural gas. Coal mines were first developed in the Pittsburgh Coal Seam in the 1760s, with the first recorded mine in 1761 being the Fort Pitt Mine (Edmunds, 2002). Natural gas was introduced to the region when the Haymaker Well in Murrysville, Pennsylvania experienced a blowout on November 3, 1878. Although it was originally drilled prospecting for oil, it produced an estimated 30 million cubic feet per day of natural gas. Without well controls or pipeline infrastructure in place, it burst into flames and lit the night sky for over a year. Soon after, the Penn Fuel Company continued development of the Murrysville gas field and is credited with making Pittsburgh, Pennsylvania the first major city in the U.S. to have natural gas supplied for home and industrial uses. “Natural gas is king in Pittsburgh,” proclaimed an October 18, 1885, article in the New York Times headlined “Value of Natural Gas, Its Use Clarifies the Atmosphere at Pittsburgh” (AOGHS, 2018). By the early 1900s, coal, oil, and natural gas production had reached the southern extents of Pennsylvania in Greene County. The county had first produced oil in 1886, and shortly after began producing natural gas in 1890. By 1906, over 1,300 wells had been drilled (Stone and Clapp, 1906)."

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. Several industry trends are putting new demands on surface mining equipment. This is true both on the “hard” side of the equipment business - the research and product development programs, and on the “soft” side - the business processes, human resources and competitive strategies. This article describes seven key industry trends and the impact each is having on surface mining equipment suppliers. 1. Globalization Earth-spanning technologies are shrinking the world into an economic village, causing corporations to think and plan on a global scale. This “globalization” is one of the great buzzwords of the 1990s, meaning precisely whatever the user says it means. In this case, let us take it to mean that political boundaries arc less restrictive than in the past, permitting mining companies new freedom to roam the globe for ore bodies. Evolving out of this are global mining houses that have ownership and management interests in labyrinthian webs of mines spanning the world. There are several impacts on surface mining equipment suppliers.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. A 2.5 meter diameter column has been successfully used in a 100 tph flotation plant at the Harbour Lights Mine in Leonora, Western Australia, to produce a final gold bearing sulfide concentrate from the ore in a single stage. This pioneering application of column flotation cells to rougher stage was pilot tested using a 11 cm column, which demonstrated column's capability in rougher, scavenger and cleaner flotation stages. A hybrid circuit involving columns and mechanically agitated flotation cell s was adopted for the commercial installation. This paper describes pilot plant results, design of the plant flotation circuit, and early results of commercial operation.
