Extensive research on the beneficiation of Florida dolomitic phosphate pebble has been carried out by Lianyungang Design and Research Institute of China (CLDRI) in recent years. Test results indicate that the fine-particle flotation process could be used to effectively recover the phosphate values from Florida high-dolomite phosphate resources. With the CLDRI fine-particle flotation technology, a phosphate concentrate with 31% P2O5 and less than 1% MgO could be obtained from a flotation feed containing 25.8% P2O2 and 2.2% MgO at an overall P2O5 recovery of up to 85%.

The Henderson mine has more than 20 years experience and has placed a combined total of more than 400,000 m3 (520,000 cy) of shotcrete and concrete. Over the last 20 years the mine has used a variety of equipment for placing concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Henderson has recently received a state of the art wet shotcrete placer, automated its batch plant, fabricated a mobile concrete form jumbo and is soon to receive a new concrete transport truck.

Bulk sampling is define' as the ?process of extracting a small fraction of material from a large bulk ...sufficiently representative ...for the intended purpose.? (ref. 1). Today's pressing need for simple, effective and reliable sampling systems is intensified by the growing demand for quality control as a means to cope with inflation, competition and rapidly increasing consumption of raw materials. Much has been written on bulk sampling (ref. 2 thru 9). It involves a wide range of subjects cutting across the domains of physics, chemistry, geology, mining, materials handling and processing, as well as probability and statistics. Since the problem itself is complex, any in-depth treatment cannot avoid a somewhat lengthy coverage. Of all of the related topics. Arbitrary, haphazard studies, on the other hand, can leave out important details and obscure or confuse the issue.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."

The Buick Mine is a joint venture of American Metals Climax, Inc., and Homestake Mining Company located 120 miles by road southwest of St. Louis, near the village of Boss, in the 'New Missouri Lead Belt' (See Figure 1). Since start-up in 1969, over four million tons of lead-zinc ore have been mined and milled at Buick. Situated about 1,100 feet below the surface at an elevation 270 feet above sea level, the flat lying sinuous ore bodies are up to 250 feet wide, 85 feet high and several thousand feet long. Mineralization is galena, sphalerite and chalcopyrite in dolomite, Access to the mine is through two 18'Ø concrete lined vertical shafts - one for servicing and the other for hoisting ore (See Figure 2). The mine is being worked by a modified room and pillar method using both rubber tired equipment and a sub-level rail haulage. Ore is broken from first pass headings, back and bench faces and transported by load-haul-dump units to ore passes located on 900 foot centers. The ore is pulled from chutes on the sublevel 90 feet below into 15 ton bottom dump cars and delivered in 10 car lots by a 15 ton diesel locomotive to a 42" gyratory crusher (See Figure 3). A recent innovation has been the introduction of two 50 ton trucks with plans to haul up to 60% of the ore on the mining level to an ore pass feeding directly to the primary crusher (See Figure 4). Ventilation raises up to 16'Ø, which were originally planned for 900 foot centers, are now driven on 450 foot centers.

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

Red Dome Gold Mine classifies ore types within the pit by gold and copper grades. Copper grades are further distinguished by total copper and cyanide soluble copper levels. At present, Cyanide Soluble Copper samples take six hours of agitating before they can be assayed. This agitation time produces results which are a proportion of the total cyanide amenable copper. This relates to our plant's performance. Frequently the total copper result is needed before we can begin the cyanide soluble copper analysis. This caused a protracted tum around time. Mennetech Pty. Ltd has produced a catalyst proven by David Martin Menne to accelerate the cyanidation of gold. David said that the information at hand indicated that Leach WELL TM also accelerates the leaching of cyanidable copper substantially. Test work was undertaken on-site at Red Dome Gold Mine to investigate the potential of Leach WELL TM to reduce the leaching period and therefore, the overall tum around time required for cyanide soluble copper determinations.

The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

During last years many different types of X-ray fluorescence analysers have appeared in the market most of these instruments being designed for laboratory use. The instruments applied ins continuous processes are usually modifications of these laboratory types. The application of these instruments to the analysis of heavier elements seems to be quite satisfactory. By lighter elements difficulties are caused by the strong absorption of the characteristic fluorescence radiation, which sometimes makes the use of vacuum or helium chambers necessary. In the following an instrument of another type will be described. It has been developed exclusively for the analysis of titanium in ilmenite concentrate, where the content of Ti02 varies between 43 - 46%. Preliminary measurements have shown that in this interval absolute change of 1% in the Ti02 concentration causes a relative change of about 2% in the intensity. Because: the accuracy of 0.5 % Ti02 is sufficient, 1% relative accuracy should be, attained in intensity measurement. The problem is not very easy to solve due to the fact that Ti K radiation is rather soft and the requirement's for accuracy are rather high. Being applied to the analysis during a continuous process may statistically fluctuating variables in connection of sampling and disturbances of many kind set special requirements for the instrument design.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

There are two places in the world where potash, trade name for potassium chloride, is economically recovered from naturally occuring brines by solar evaporation. One is at the Dead Sea and the other at Wendover, Utah. American Potash and Chemical at Trona, California recovers potash from natural brines, but uses fuel to accomplish evaporation. Under proper meteorological conditions the use of solar evaporation might be desirable from the economical standpoint. Of course, this may not be true when, if by artificial evaporation, a group of very valuable salts are recovered. This is the case of the American Potash operation at Trona. Solar evaporation has its limits. The working temperature is low. We may say, just to cover most areas of the world where solar evaporation may be practical, that it will take place between 18°C and perhaps around 45°C. In most cases the average working temperature expected will be around 25°C.

Introduction Charles III, Holy Roman Emperor and King of the Austro-Hungarian Monarchy, established one of the first mining schools in Europe on June 22, 1735, in Selmecbanya (Schemnitz in German and Banska Stiavmica in Slovakian). The old city, built around the ancient gold mines, is shown in a contemporary engraving in Fig. 1. Charles' historical decree consisted of 13 chapters and included: the deed of foundation, the definition of grants, instruction for educational policy and curriculum, disciplinary rules, and the appointment of personnel. The first professor of the school, Samuel Mikoviny, gave his first lecture the same year, in December 1735. The 250th anniversary of the establishment of the School of Mines was celebrated Sept. 2-4, 1985, in Miskolc. It was attended by representatives of other Hungarian and of several foreign technical universities. A silver medallion (Fig. 2) was issued to commemorate the occasion and a series of lectures

Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

Magnesium is the eighth most abundant element in the earth's crust and the third most plentiful element in seawater. It is found in more than sixty minerals and in brines and seawater as a magnesium salt. One of the more important magnesium minerals is magnesium carbonate, MgCO3, with a theoretical maximum magnesia, MgO, content of 47.6%; this carbonate form represents the world's largest source of magnesia. The next most used sources for magnesia are magnesia-rich brines and seawater, where it occurs as magnesium sulfate and magnesium chloride. Other commercially important magnesium-bearing minerals are dolomite, CaMg(CO3)2, which serves the aggregate industry as well as the chemical industry; brucite, Mg(OH)2, which is used in the production of both caustic and sintered magnesia; olivine, ([MgFe]2-SiO2), which serves the refractory and heat storage industries; talc, (H2Mg3(SiO3)4), which serves several industries as a filler and as an ingredient in cosmetics; and serpentine, (H4Mg3SiO9). All these minerals are of commercial value because of the desirable characteristics given to them by magnesia and by its placement in the crystal structure. These minerals are the starting raw materials for a wide range of products. These include the production of magnesium metal, and several grades of magnesia used for the production of both sintered magnesia for refractory manufacture and lighter fired caustic magnesia, the latter is used in fluxes, fillers, insulation, cements, decolorants, fertilizers, chemicals, in the treatment of waste water including pH control, and in the removal of sulfur compounds from exhaust stacks. Magnesite is one of several major minerals possessing a dual character, i.e., non-metallic industrial mineral because of its principal end use as a calcined/dead burned raw material in non-metallic end products and magnesium metal. A large percentage of the magnesia used to produce magnesium metal comes from seawater1 brines. The total primary metal production worldwide is about 350 ktpy. This report reviews magnesite solely as an industrial non- metallic raw material. Magnesite for most refractory purposes must have a content of sintered magnesia above 85%, with a preference for those sources that have the potential for 90 to 98% magnesia values. Dolomite, used in large tonnages because of its physical properties in the construction industry, also has a use in the chemical and the refractory industry. In its calcined form, dolomite is used as a slag addition in the making of steel, and it is used in a high-purity calcine to precipitate magnesium hydroxide from brines or seawater. The precipitated magnesium hydroxide is intermediate for the production of deadburned clinker for refractories and the production of magnesium metal. In many cases the high-purity magnesium hydroxide obtained by precipitation with calcined dolomite, or in some cases limestone, has supplanted much of the world's production of magnesia from the natural mineral magnesite. This is especially true of the United States and in major industrialized areas of Europe and Japan. The best known of the minerals directly and widely exploited for its magnesia content is magnesite (MgCO3), one of the calcite group of rhombohedra1 carbonates, which includes calcite (CaCO3), siderite (Fe2CO3), and rhodocrosite (MnCO3), among others. The members of this group enter into a wide range of substitutional solid solutions when the positive ions have similar radii. The radii of magnesium and iron ions are within 6% of each other; hence magnesite and siderite form a complete series, of which the mineral breunnerite (ferroan magnesite) is a well known end member. The radii of calcium ion is 36% larger than that of magnesium ion and only limited substitution exists at each end of the MgC03-CaCO3 series. Dolomite is not a member of the calcite group, but it occurs when calcium and magnesium ions alternate in equal number in an ordered structure among carbonate ions. The result of this relationship is that calcite and dolomite are commonly found intermixed with magnesite. They occur, commonly, as identifiable crystal entities, which can be separated to a varying degree from the magnesite by benefication techniques. Magnesite, when pure, contains 47.8% MgO and 52.2% CO,. The pure mineral is found occasionally as transparent crystals resembling calcite. Magnesite principally contains variable amounts of the carbonates, oxides, and the silicates of iron, calcium, manganese, and aluminum. Although the genesis of natural magnesite deposits can be complex, it is distinguished in nature in two distinct physical forms, namely crystalline, (with a wide range of visible crystal sizes) and cryptocrystalline, sometimes referred to as amorphous, where the crystal size is not detectable to the eye and will range from 1 to 10 pm. The two types not only differ in crystal structure but in the sizes of the deposits and in modes of formations. The crystalline form has a Mohs hardness of 3.5 to 4.0. The color range is from white to black with shades of yellow, blue, red, or gray. The color is not a significant indicator of purity but in a given deposit an experienced person can often roughly grade the magnesite by observing color and crystallinity. Macrocrystalline deposits occur in relatively few, but generally large, deposits on the order of several million tons. The ore shows a marble-like crystal structure and belongs to the sedimentary or metasomatic groups of origin. The cryptocrystalline variety of magnesite frequently occurs in many small deposits, although there are exceptions. Cryptocrystalline magnesite is typically massive with no cleavage and is sometimes descriptively called bone magnesite. The fracture is usually conchoidal, with a hardness of 3.5 to 5.0. The color is mainly white, but it can have tints of yellow, orange, or buff. Accessory silaceous minerals such as serpentine, quartz, or chalcedony are usually present. Calcium minerals are normally absent or in low concentration, this contrasting with the macrocrystalline form where calcium minerals are almost invariably present and some- times in high concentration. It explores the effects of airflow velocity, tribocharge material, and particle moving distance on the charge-to-mass ratio of CaCO3 particles. Biohydrometallurgy originated, some forty years ago, from an environmental problem, namely the serious pollution of the Ohio river by acid drainage water coming from neighboring subbituminous coal mines. Studies aimed at elucidating the cause of the intensive oxidation of the iron sulfide (pyrite) inclusions of those coals, led to the discovery of a bacterium, Thiobacillus ferrooxidans (Temple and Colmer, 1951), capable of acting as a catalyzer, accelerating the otherwise very slow chemical oxidation of iron sulfide to rates many orders of magnitude higher. However, it is now recognized that the biotechnology of microbial mining dates back to 1963, when the ability of this bacterium to solubilize copper from sulfide ores was ascertained (Razzell and Trussell, 1963). Much research has been carried out on biohydrometallurgy over these last 25 years and is still being actively conducted all over the world. The interdisciplinary nature of this young branch of science and technology is reflected by the variety of experts involved: microbiologists, mining engineers, hydrometallurgists, physico-chemists, mineralogists, solid-state physicists and biochemists. This intensive research effort has provided a solid background on the fundamentals of this technology, although many important issues have still to be solved, amongst which the enzymatic mechanisms controlling biocatalysis of mineral sulfides dissolution, the influence of bulk- and surface solid-state physics of metal sulfides on dissolution mechanisms, the interaction of the various strains composing natural microbial floras. Their elucidation should permit the rationalization of biohydrometallurgical techniques and the optimization of commercial processes. Biohydrometallurgy has already achieved satisfactory results: copper recovery from submarginal copper sulfide run-of-mine ores (i.e. assaying less than 0.3% Cu) by in-situ, dump and/or heap leaching is successfully practised in many countries and uranium recovery through bioleaching is competitive with other leaching processes.

Extraction of crude ores and minerals inevitably produces various by-products either as a result of nonusable residues or as waste by-products from process operations. Thus for each 100 tons of coal extracted in a strip mine operation, one can expect to produce 25 tons, or more, of mine refuse. In addition, the amount of ash produced from the burning of coal will represent 10 to 20 percent of the weight of coal burned. With the advent of lime/limestone scrubbers now being installed on many power plants, an additional by-product is produced that in most instances is equal in volume to the sluiced fly ash. Statistics developed by the National Ash Association have indicated that sluiced waste from power plants in the United States currently exceeds 25 million tons per year (dry basis). Overall mineral industry statistics (copper mines, etc.) indicate better than 200 million tons per year. In the past it was general practice to send most of these waste materials to holding ponds or lagoons simply as a means of disposal or "throwaway" of unwanted by-products. Unfortunately modern society has reached a stage where these large quantities of waste materials are creating monumental environmental and economic problems that need urgent attention. Among these problems are concern for loss of future usable land, pollution of ground water, loss of potential mineral reserves, and loss of opportunities to recycle or use these by-products for the benefit of future generations. An example of the latter is the serious shortages of construction quality aggregates that can be replaced with some of the by-products produced from waste materials from the extractive and chemical industries.

Installation of equipment and structures at mines often requires mine planners to evaluate unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. Most planners understand the necessity of employing sound civil, structural and mechanical engineering techniques to design these structures and equipment. However, the influence of geotechnical factors on the overall progress of construction and operation is less appreciated. Mine operators routinely perform exploratory drilling to define ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation - requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine, and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above-surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. However, near surface exploration for the purposes of assessing soil and rock conditions for foundations is often given a reduced priority and less consideration. This article provides an outline of the benefits and importance of performing such exploration. References here relate particularly to shaft headframes, hoists and shaft collars. But the issues raised apply equally to other installations of a similar nature, including milling equipment.

Large-scale groundwater withdrawals are necessary to depressurize a confined aquifer system allowing the dry open-pit mining of the overlying phosphate ore. The extent of the existing and planned groundwater development led to the establishment by the State of North Carolina of Capacity Use Area No. l. Groundwater use in the Capacity Use Area is regulated by a permitting system. A two-dimensional finite-difference ground- water flow model was developed for North Carolina Phosphate Corporation. The aim of the model is to aid the Corporation in matters relating to permitting by serving as a predictive tool. The model can be used to project regional water level impacts resulting from various scenarios of depressurization pumping.
