Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

Slurry densities and holdup were measured for open circuit grinding tests in a laboratory overflow ball mill of 0.3 m diam by 0.6 m long, by emptying and drying after stoppage of the mill. Contrary to some other results in the literature, there was negligible variation of slurry level in the mill as a function of flow rate over a range of increase of flow rate of about 5 to I. However there was a gradual increase of solid holdup at higher flow rates because the slurry density in the mill increased. Equations are given for holdup and slurry density in the mill as a function of over flow diam, ball load, and feed slurry density. The average level of slurry necessary to give over flow was found to be much higher than that necessary to fill the mill to the overflow level at rest. The total level of balls and slurry was only increased slightly by ball loads higher than the overflow level. The overflow diam appeared to be the major controlling factor in determining the mill holdup.

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.

Unit Rig & Equipment Co., manufacturer of Lectra Haul Trucks, is continually studying methods of reducing the operating costs of large haulage trucks. Reduction of haulage system operating costs is an important goal that equipment operators and equipment manufacturers constantly try to improve on. One of the most variable and important factors affecting operating costs is actual truck operating practices. An examination was centered on methods to optimize truck utilizaion. It was found that a very effective method of accomplishing this goal would be an Automatic Truck Control (ATC) system to automatically control a fleet of haulage trucks in a predetermined pattern. Economic studies were conducted which showed a very favorable reduction in mine operating costs by use of an ATC system. In 1970, Unit Rig & Equipment Company, in conjunction with SAAB-SCANIA began preliminary development of adapting for truck use a proven automated control system previously used for train systems, small trucks, and military target vehicles.

"Climax Molybdenum Company’s Henderson Mine, owned by Freeport McMoRan Inc., is a panel caving molybdenum mine located 69 km west of Denver, Colorado. The mine utilizes long interconnected ore passes as part of the ore flow system. Knowing the approximate level of ore in these ore passes is beneficial for preventing increased dust concentrations in various production areas, as well as scheduling truck loading operations. Level monitoring has been achieved by using a strain gauge placed on the steel structure of the truck chute, an amplifier and a Programmable Logic Controller. This paper explains the concepts and limitations associated with using strain gauges for ore pass monitoring as well as applying proactive dust prevention and level monitoring interfaces. INTRODUCTION The Henderson Mine, located 69 km west of Denver, Colorado, is an underground molybdenum mine which uses a panel caving process to produce 18,000 tonnes per day currently. This process involves dumping ore down a series of interconnected ore passes leading to truck chutes. Trucks use these chutes to load ore and deliver this ore to an underground crusher. If ore is pulled below the lowest intercept of these ore passes, a ventilation pressure imbalance occurs which generates a large amount of dust on the levels where ore is being loaded into the tops of the ore pass. When a dust event occurs, work must be stopped until the dust settles. Once the dust settles the ore passes must be filled significantly before trucks can start pulling from the corresponding chute. This downtime and unplanned work due to dust can be avoided if the approximate ore pass levels are known. Strain gauges have been installed and tested on a truck chute at the Henderson Mine and the results of these tests have led to a series of concepts in using strain gauges to monitor ore pass levels. This paper explores these concepts and corresponding limitations and explains how the application of ore pass monitoring can be achieved with the use of strain gauges. Ore Pass and Ventilation Pressure Imbalance Overview At the Henderson Mine, there are typically two or four ore passes in different drifts that combine into one bin to create an ore pass complex as shown in Figure 1. When the level of ore is at or below the 7210 intercept (I82W), four drifts have a ventilation connection to each other and the 7655 exhaust level. A “piston effect” is created each time a bucket of muck is dumped down the ore pass. Figure 2 illustrates this phenomenon: as the loader in 621 dumps a bucket down the ore pass, the muck pushes the air in the ore pass down the 82A leg and back up the 82B leg which generates a large amount of dust. The bin regulators on 7655 cannot be opened enough to allow for this surge of air to be relieved onto the exhaust level and the dust ends up exhausting into the 625 and 627 drifts."

Dewatering of the fine clean coal fraction, - 28 mesh (595 microns) represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the Screen Bowl Centrifuge has offered an economical alternative to filtration/thermal dryer combinations. The performance of Screen Bowl Centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today's variety of ultrafine material. Actual test comparisons with alternative methods show the Screen Bowl Centrifuge to be most cost effective and efficient when all factors are considered.

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. The increased use of sensors to facilitate automation has led to an explosion of data. As data sets grow in size, their use becomes more complex. Therefore, there is an incentive for reducing the size of the datasets, as long as this does not compromise information gleaning. With this in mind, this project explored basic aggregation as a viable alternative to amassing large amounts of data. The goal of the project was to determine if one would arrive at different conclusions had they analyzed aggregated data instead of raw data. In a mine, operational data is typically used for tracking process statistics, correlation between factors, autocorrelation and multivariate models (for a factor of choice). Therefore, this project compared results from such analyses when it was conducted with aggregated data (AD) with the results of analyses conducted with raw data (RD). The data consisted of one-minute-apart readings from a semiautogenous grinding (SAG) mill on the horsepower, feed rate (tons per hour), rotations per minute (rpm), noise, recycle (tons per hour), density (% solids) and bearing pressure (psig). This data was aggregated by averaging five and 10 continuous (one-minute) observations. Changes in statistical measures between the two approaches were typically within 5% of each other. Differences in correlation coefficients between RD and AD(s) were also within this range. Autocorrelations present within RD were preserved in AD, as long as the time lags were scaled for the amount of aggregation. Regression and neural network models were also developed for power consumption. The prediction performance of developed models was similar whether one used raw data or aggregated data. Overall, it appeared that aggregating the data based on 5- or 10-minute time spans would not have resulted in conclusions (from simple or complex analyses) being different from using raw data. In other words, whether one had used raw data or aggregated data, the conclusions would have been the same, suggesting that time domain aggregation, a common industry practice, is a good alternative to storing high-density data in this case.

High-resolution ground-penetrating radar (GPR) was used to image the near-surface extent of two exposed Late Cretaceous kimberlites intruded into lower Permian limestone and dolomite host rocks in northeast Kansas. Six parallel GPR profiles identify the margin of the Randolph 1 kimberlite by the up-bending and termination of limestone reflectors. Five radially intersecting GPR profiles identify the elliptical margin of the Randolph 2 kimberlite by the termination of dolomite reflectors near or below the kimberlite's mushroom shaped cap. These results suggest GPR may augment magnetic methods for the delineation of kimberlites or other forceful intrusions in a layered host rock where thick, conductive soil or shale is not present at the surface.

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. Worldwide, promulgation and enforcement of health and safety laws and regulations have been the primary means of ensuring minimum and uniform standards of health and safety in the mining industry. In U.S. coal mines, a new era was ushered-in in 1969 for the control of health hazards from respirable coal mine dust. Since then significant progress has been made on all aspects of the respirable dust problem-its definition, monitoring, reduction, and control. In the intervening years, our ability to monitor, analyze, and characterize the mine atmospheric environment and the health of miners has increased many fold. Also, advancements in production technology have far outdistanced enhancements in environmental control technology. Therefore, questions are continuing to be raised on the adequacy of the characterization and control measures with regard to both the airborne respirable dust in mines and the health effects of respirable dust. Late in 1995, the Secretary of Labor appointed an Advisory Committee on the Elimination of Pneumoconiosis Amona Coal " Mine Workers (Dust Advisory Committee) to review the progress towards elimination of coal worker's pneumoconiosis (CWP) and silicosis, and in the program to control respirable coal mine dust in underground and surface mines, and make recommendations including improved standards and other appropriate measures for the control of exposure to airborne coal mine dust. The Committee's report was released in October, 1996. In this paper, a summary of the recommendations of the Committee is presented. A brief discussion of the background, and the issues and findings leading to the recommendations is also presented. The Committee concluded that the progress made towards making mines safer from the health hazards of respirable coal mine dust is substantial but that it is not sufficient to achieve the intent of the 1969 Coal Act. The Committee's recommendations encompass a wide range of issues addressing permissible exposure limits (PELS), sampling, dust control plans, hazard and medical surveillances, role of miners, training, and research and development.

The mineral estate of Arizona's State Trust lands, which are administered by the State Land Department for the benefit of the common schools and 14 other beneficiaries, totals more than 10.5 million acres, or almost 15 percent of the State's entire area. Trust lands exist in all 15 of the State's counties, with the most and least acreage found in Yavapai and Gila Counties, respectively. Revenues derived from the Trust mineral estate include royalties, rentals, and fees. In Fiscal Year 1983-84, these revenues amounted to $4.2 million, or 13.5 percent of all income received by the Trust during this period. Industrial minerals, led by sand and gravel, contributed $1.1 million from 82 active properties.

Batch leaching of Ohio #1, Ohio #4A and Ohio #5 coals was conducted with the thermophilic. sulfur, oxidizing microorganism: Sulfolobus acidocaldarius. Four different size fractions of each coal, with median sizes of 508, 200, 90, and 49 microns, were subjected for 10 days to leaching in a 5% coal-water slurry at 72°C and a pH of 2. Release rates and extent of sulfate and iron I1 and I11 ions from the coals during the leaching process and distribution of sulfur forms (sulfate, pyritic and organic) in the coal samples before and after treatment were determined. Data indicated that Ohio #1 coal, with an initial sulfur content of 0.6%, showed no significant changes with leaching in total sulfur content or forms of sulfur. The Ohio #4A coal, with initial total sulfur content near 5%, yielded product, for sizes below 200 microns with 90% reduction of pyritic sulfur while the extent of organic sulfur removal varied with coal particle size. Results similar to those for Ohio #4A were observed on the Ohio #5 coal, which had an initial total sulfur content of 3% and a final sulfur content near 1%. The findings were interpreted in terms of basic biological, chemical and physical mechanisms.
