The challenge of mining coal seams having a pitch of 30 degrees is one not frequently found in the United States, due primarily to the scarcity of such deposits. However, in the Thompson Creek District in Pitkin, Colorado, such a challenge exists to produce high quality medium volatile coking coal, and development of a longwall system is underway. The deposits under consideration are those of the Anschutz Corporation Inc. of Denver, Colorado, which are not in a virgin state. The properties were originally mined by the Colorado Fuel and Iron Corporation from 1894-1907, and by the Thompson Creek Coal and Coke Corp. from 1953-1966. Approximately five and one half million tons of coal have been mined by the above companies, attesting to its quality. The cessation of operations in both instances was occasioned by economics. Both companies employed a room and pillar system of mining, but being denied the use of high capacity mining and loading machinery because of the excessive pitch of the coal seam. This resulted in an unfavorable productivity expressed as output per man-shift, and thus the high cost of production occasioned by hand loading and semi-mechanization dictated cessation of operations. As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. The problem of assessing uncertainty in grade estimates has been a topic of research and debate since kriging was first introduced. Use of the kriging variance was originally touted as all that was necessary in order to produce confidence limits for grade estimates. Since then the prudence of using the kriging variance for confidence interval estimation has been questioned, and techniques such as the jackknife and conditional simulation have been proposed to develop "true" interval estimates. This paper compares the differences between interval estimates produced by the three methods and makes conclusions about the performance of confidence intervals produced by the different methods.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality over time. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

[On Pier D in the Port of Long Beach, California, the Port of Long Beach has built a new bulk cement distribution terminal. The facility is operated by Pacific Coast Cement Corporation, who designed the complex and leased it from the Port of Long Beach on a 40-year lease. At one bulk cement is unloaded from vessels carrying from 12,000 to 30,000 t. The unloading is performed with pig speed mechanical unloading equipment and delivered into a concrete silo complex with, a capacity of 50,000 t. From the silos, bulls cement is loaded into trucks for delivery. The facility was completed in September 1981.]

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

Mining activities usually affect the soil, subsurface layers, water resources, the atmosphere and in general the lives of the people. The effects can be mechanical, biological, ecological and economical in nature and these effects can be characterized by their intensity, frequency, duration and scale. In Oyo State, Southwestern Nigeria efforts are being made to employ a sustainable method in the exploration and exploitation of abundant industrial minerals present in the state. The minerals exploited include talc, clay, marble, sillimanite, tantalite, niobium, beryl, tourmaline aquamarine, rock aggregates, etc. Results of this sustainable approach show that the environmental impacts of surface and underground mining of industrial minerals are not spread far beyond the mines site acreage. More lands are being reclaimed, the amount of dust released into the air has been minimized, the quality of sewage waters produced during operations are minimized, top soils removed during subsurface mining are preserved, the tonnages of minerals exploited are being monitored and controlled. All these point to a positive development in practicing sustainable methods in mineral exploitation to meet the developmental needs of the Oyo State at present and to conserve for the future.

The planning of an underground coal mine requires a complex blend of technical expertise, experience and subjective design criteria implemented by the mining engineer. Currently the procedure is largely manual and requires considerable resources to generate a single mine plan. Often three or four people are assigned to work in the development of a single draft layout. Evaluation of the layouts is also tedious as it requires many repetitive calculations. The evaluation of layouts developed manually generally attempts to derive a single economically feasible solution. Operational constraints in underground coal mining such as manpower, time, equipment, etc, do not allow the generations of more than one alternative layout. As a result, the first plan is generally the only one considered. Computer-aided mine planning can automate many of the manual procedures and calculations involved in mine planning thus allowing to evaluate many layouts and mining strategies and to select the optimum plan with confidence. An optimized planning procedure will also provide the capability to evaluate mine performance continuously and critically, thereby helping to maximize return on investment.

Canada encompasses an area of approximately 9,976,000 kilometres. It is comparable in size to the United States, but because of climatic conditions and limited transportation facilities, much of the area is unsuitable for agricultural or industrial development. We have a population of 22,000,000 - most of whom reside within a hundred mile belt paralleling the Canadian-U.S. border. Our principal cities in order of size are Montreal, Toronto, Vancouver, and Winnipeg. We have a total of 10 provinces, each of which elects its own - government. The Yukon Territory and Northwest Territories covering the northern half of the country, are administered by federal government agencies. The mining industry employs approximately 9% of the labour force and accounts for more than 40% of all tonnage shipped on Canadian railroads and inland waterways. In 1974 it produced $4,800 million in mineral wealth. Canada ranks first in world production of asbestos, nickel, zinc, and silver and has significant production of copper, iron, molybdenum, lead and other mineral commodities. During the past decade Canada, like many other western countries, has undergone dramatic economic and social change. This trend is continuing, and its effect on the Canadian mining industry has produced conflicting results. From the industry's point of view, some of the more negative aspects include a steadily increasing involvement by government at municipal, provincial and federal levels through the imposition of Stricter controls, regulations and taxation policies, a rising tide of nationalism, which advocates public ownership of all natural resources, the spectre of inflation (currently increasing at the rate of 8% per year) and unsettled labour conditions.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).

The phosphate mining industry is a highly competitive one, one in which survival depends on the plant's ability to produce at costs equal to, or below, the competition. The solution toward getting costs down is usually one of scaling up the plants to get the most tons through at the lowest possible cost. Control of these plants has been an art. Few of them are well instrumented because until a few years ago reliable instrumentation was non-existent. International Minerals and Chemical Corporation was a pioneer in applying computer techniques to ore reserves analysis and mine planning and the success in these areas led to the question of whether we could not extend the advantages of computer processing into the plant itself. There was a great deal of doubt on the operator's end that this could be done successfully because of the lack of instrumentation and the fact that plant control was largely an art that was learned only after many years of experience. However, in 1965 the instrumentation picture began to look up and the new generation of process computers just coming on the market were considerably lower in cost than the previous ones. A preliminary study of the installation costs and the probable benefits that could be realized from computer control convinced us that a process control computer should be seriously considered for a new phosphate mining plant which was being designed.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). During the past several years, more frequent reference to Wollastonite has appeared in print, both in this country and abroad. The reason for this is the apparent growing interest in this mineral as it approaches commercial maturity. Twelve years ago, wollastonite was available in only limited commercial quantity. In 1933, a deposit in California was worked for a short time to provide a calcium silicate raw .material for the manufacture of mineral wool* It was not until the spring of 1953 that Cabot Corporation put into operation a modem commercial plant to produce this material in a variety of grades. These grades covered both a range of particle size and of particle shape. At that time, applications for wollastonite were largely speculative, although a few commercial applications in glass frits and welding fluxes did exist, For all practical purposes, it was a new material for which few commercial uses had been fully proven.

Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

Indonesia is the world’s largest supplier of nickel ore, with its nickel laterite resources mainly distributed in the Moluccas and Sulawesi regions. However, there is scant research on the mineralogical characteristics of nickel laterite deposited in southeast Sulawesi, Indonesia. This study aims to investigate the mineral phase structure, chemical analysis, thermal properties and element distribution characteristics of the middle and lower part of the rotten rock zone located in the southeast Sulawesi ophiolite belt.

The material balance computer program (MAT-BAL) developed at the Minerals Resource Research Center of the University of Minnesota, has been used in conjunction with routine process profile samples taken in the potash compaction plant at Great Salt Lake Minerals and Chemicals Corporation, Ogden, Utah. In this manner, a uniform data base is being established for the process, and selected key indicators are used for decisions in plant operation and maintenance. With present emphasis on improving product quality and increasing production rates, the standard data base system provides a means of measuring results from test programs to optimize the circuit. The development and application of this process control method is discussed. The compaction plant computer-assisted data base has been in existence for only two years, but it has made significant contributions to the knowledge of the process and continues to assist in monitoring the plant performance. It is anticipated that the material balance program will be adapted to the GSL flotation plant in 1979, and to other circuits in the potassium sulfate chemical plant.

CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

The Kivcet process is technologically the most advanced of the new lead smelting processes which have been developed over the past decade construction of the first commercial scale Kivcet lead smelter which has been designed by KHD Humboldt Wedag for Sociedad Complejo Metalurgico de Karachipampa is at present nearing completion in Bolivia. Some of the measures taken to minimise emission of harmful elements as well as methods employed to minimise energy consumption in the design of the smelter, are presented. Results of recent testwork which have added to the flexibility of the process are summarised.
