In the establishment of a useful failure criteria for complicated, fabricated structures, two basic areas of knowledge must be evaluated: 1. The accuracy of the applied stress analysis must be known in comparison with actual stresses encountered during mill operation. 2. The metallurgical fracture properties of the basic materials must be established with reference to non-destructive examination (NDE) methods to be used during fabrication. Both of the above can only be evaluated by use of full scale tests on the structures, and/or components, of interest. This paper describes such tests and comparisons as applied to several large mill installations. In addition, weldment component fatigue tests arid flawed casting strain gauge tests are also discussed. The combination of such test results allows for the formulation of failure criteria directly applicable to the fabrication and examination procedures followed in grinding mill structure manufacture.

Surface and underground mining operations are often hindered by unknown tunnels and slopes and the precise locations of adjacent workings. Mine safety and planning are adversely affected especially in previously undermined areas where historical records are incomplete or nonexistent. The results of several ground penetrating radar (GPR) studies for the detection of known mine tunnels in underground coal, salt and gold mines are presented. A case study to locate unknown, abandoned mine workings at a surface gold mine successfully located all workings to a depth of 11 m (36 ft).

The purpose of this paper is to outline the design, specification, and operation of the 8.5-m- diam (28-ft-diam) SAG mill commissioned at Kidston Gold Mines during January 1985. Amenability of Kidston ore to SAG milling, coupled with substantial cost advantages, led to the specification of this mill, equipped with variable speed drive to overcome the large variation in ore hardness. Operation of the mill is effected via a number of automatic control loops. Problems experienced with automatic control plus other electrical and mechanical failures have led to design changes and the formulation of future operating strategies.

The determination of the proper cutoff grade for an open pit metal mine is based on economic criteria and the operating philosophy of the mining company. Previous papers have dealt with the balance of a fixed mine production capacity versus economic return. Mine production capacity is often controlled by the amount of mining equipment and the working area in the pit. A complete cutoff grade strategy is a balance of economic return of mining higher grade material versus the capital costs of additional production capacity and the operating cost of moving the waste and low grade material to assure proper ore release. An approach to the problem is presented which is based in part on work by previous authors and provides guidelines to proper cutoff grade strategy encompassing the time value of money and variable commodity prices.

Much has been written and many discussions held on the virtues (and evils?) of a Company-owned motor fleet. Almost invariably these dialogues take a generalized form and thereby lose something since the individual circumstances, geography and philosophy - particularly in diverse industries, is never quite the same. In considering the nature of my remarks today, I felt a departure from the general approach might be in order, and in lieu of that, will attempt to present a concise picture of how we in the Lehigh Portland Cement Company view this problem and the steps we have taken in our efforts to solve it. At the outset a word may be in order about the Lehigh Company itself, what we do, and the problems that confront us specifically as well as the cement industry at large. We are primarily a manufacturer of portland cement operating 10 plants with a total annual capacity of about 23,000,000 barrels. We market this material in 30 states, shipping both from the plants directly as well as through a system of 18 distribution terminals. About 150,000 truckloads of cement are shipped to customers each year.

Soft ground tunneling poses major challenges to the underground industry. Most of soft ground tunnels are in highly urbanized areas, often include limited cover, and include a strong trend of increasing diameters. Therefore, soft ground tunneling works can sometimes cause inevitable ground movements and settlements that may lead to damages to adjacent buildings, roads, structures or utilities; many of these being “lifeline” infrastructure assets. Tunneling operations, Tunnel Boring Machine (TBM) advance rates, and face pressure control can significantly increase or decrease such risks, depending on how well the TBM and operational parameters are applied to the ground conditions. Additionally, the risks of impacting existing infrastructure are heightened in many parts of North America because of cobbles and boulders. To date there is no standardized guideline that determines appropriate tunneling rates nor operator’s guidelines, to ensure safe tunnelling in soft ground. The paper analyzes tunneling records from completed soft ground tunnels to determine a relation between ground conditions, tunnel cover, TBM cutters maintenance and TBM advance rates. The records are discussed to draw several mitigation measures to be adopted during tunnelling, to reduce risks of settlements, over excavation or sinkholes.

The Apex property, mined in the early Twentieth Century for direct shipping copper, also contains gallium and germanium in iron oxide minerals. In 1982, Musto Explorations Limited began an exploration program to define reserves. A metallurgical process was developed, and a production decision was reached in late 1983. This text describes the process development and design. The Apex mine, located near St. George in Southwestern Utah is owned by St. George Mining Corporation, a subsidiary of Musto Explorations of Vancouver, B.C. Musto acquired the property in early 1982. A pilot plant was operated by Hazen Research, Inc., Golden, CO later in 1982. In late 1983 sufficient information had been developed for St. George to proceed with the project. The final process design was prepared by G. M. Swinkels of Vancouver, consultant to Musto, and Hazen Research. Process engineering was done by Hazen Research, and St. George acted as its own contractor. Commissioning of the plant began in October 1985.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

The Kori Kollo operation is owned by Empresa Minera Inti Raymi S.A., a Bolivian mining company. Inti Raymi is an eighty-five percent owned subsidiary of Battle Mountain Gold Company (BMGC). The remainder of Inti Raymi is held by Zeland Mines S.A., a Bolivian mining company. The project is located near the village of La Joya, approximately 220 km south of La Paz, and 40 km north west of Oruro on the Bolivian altiplano. Inti Raymi started a heap leach operation in 1985. By 1988, following several expansions, 4,000 tonnes per day of oxide ore were being treated. At this time drilling was started to delineate the larger sulfide orebody. A feasibility study for the development of this deposit was completed in 1990, and following project approval, the engineering design was started later that year. During this period orders were placed for the major items of mechanical equipment. In July 1991, Minproc Engineers Inc. was awarded a firm price contract to design and construct the 14,000 tonne per day sulfide ore process facility.

At that time less than two dozen codes were incorporated into the engineering design and they were somewhat static and well known by the engineering designers and managers. Oklahoma is a region of complex geology where a mobile belt of Paleozoic geosynclines and uplifts on the south abuts against the margin of the North American craton to the north. The state contains many classic areas where fundamental concepts of sedimentation, stratigraphy, structural geology, historical geology, mineral investigation, and petroleum exploration have been formulated through the years. In the southern Oklahoma mountain belts, there are exposed a great variety of igneous and sedimentary rock units seen at few other places in the Midcontinent area. Major geologic provinces of Oklahoma (Fig. 1) include: (1) the cratonic and relatively stable northern shelf areas, including the Ozark uplift; (2) the Ouachita geosyncline (now the Ouachita Mountain belt) and associated Arkoma basin in the southeast; and (3) the southern Oklahoma aulacogen (geosyncline), comprising the area of Anadarko, Ardmore, Marietta, and Hollis basins, as well as the Arbuckle and Wichita Mountain uplifts. The three principal fold belts, the Ouachitas, Arbuckles, and Wichitas, all originated from a series of Pennsylvanian orogenies (about 300 million years ago) in the two Paleozoic geosynclines.

Introduction From 1973 through 1986, a total of 12 fires involving oil-flooded rotary screw compressors (OFRSC) were reported to the Mine Safety and Health Administration (MSHA). Most of these incidents were attributed to faulty or by-passed safeguards, or improper maintenance. The cause of a fire in an OFRSC is unique when compared to other types of compressors. A compressor inspection checklist is provided here that can be referenced when conducting regularly scheduled maintenance operations. This checklist and a well-planned program of periodic training and maintenance should help minimize the probability of fires and explosions in OFRSC's. Operation A rotary screw compressor operates on the principle of positive displacement of air. Compressed air in this type of compressor is produced by the meshing of two helical rotors, or screws, as they rotate within a steel housing called a stator. The male rotor normally has four lobes and is driven either directly or indirectly - through a gear assembly - by a motor. It intermeshes with a female rotor having six cavities. Figure 1 explains the compression mechanism: (1) Atmospheric air is drawn into the stator by the suction action of the two rapidly rotating rotors. (2) As the rotors rotate past the intake port, air is trapped in the stator and in the cavities between the rotors. (3) Further movement of the rotors causes an increased reduction in volume, compressing the entrapped air. (4) Compressed air is expelled at the discharge port in the bottom of the stator at a pressure and quantity determined by the particular compressor rotor design parameters, such as length, diameter, and speed. Radial bearings on the male and female rotors compensate for radial loading on the shaft and position the rotors within the stator. Thrust bearings on the discharge end of the compressor prevent rotor misalignment due to thrust developed during the compression cycle. This design prevents the male and female rotors from making contact with each other or the stator. A clearance of 0.07 to 0.1 mm (0.003 to 0.005 in.) exists between the two rotors and the stator. For this reason, there is virtually no wear on the rotors or stator, and the unit is relatively maintenance-free. Oil is injected into the compressor and serves to cool, seal, and lubricate. When air is compressed from atmospheric pressure to some higher discharge pressure, a specific amount of heat is produced. This heat is sometimes referred to as the adiabatic heat of compression. The new combination gypsum plaster and gypsum wallboard plant of Compania Industrial Kaiser S.A., the first of its kind in Mexico went into production in April of 1969. This was approximately fourteen months from the signing of the formal order for the plant and equipment. Compania Industrial Kaiser S.A. is an affiliate of the Kaiser Gypsum Company in the United States and will market practically the same line of products and to the same standards as those produced in American plants. Located in the City of Puebla, the plant will readily service the major Mexican sales areas. It is approximately 85 miles away from Mexico City on a modern, four-lane, divided highway and distribution to other major consumer areas can be readily effected by the use of a good highway system, as well as, by rail. This, plant is the, sixteenth Gypsum Wallboard Mill supplied abroad by my company, United States Wallboard Machinery Company. Other installations are in Australia, New Zealand, Chile, England, Scotland, Ireland, Finland, South Africa, Latvia and Germany. Two new mills are on order; a small unit for Brazil and a comparatively large unit for New Zealand. All these mills have one thing in common with plants in the United States and Canada; they are equipped with standard, time-proven and tested equipment and they are designed in accor¬dance with the latest engineering thinking in order to produce efficiently, the highest quality product at lowest cost. They differ generally in the size of plant, the factors that brought them into being and in the market that they supply. I believe that these differences will be of interest to you.

One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it's mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Little wonder then that some of these people display concern when they learn that just 50 miles from the entrance to the Magic Kingdom of Disney, phosphate draglines strip away thousands of acres of land each year to extract one of our nation's most precious

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries' need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today's mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today's mining operations and will be a major factor in the planning, development, and operation of mines in the future.

INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

Sulphur deposits occur within the upper Salado and Rustler gypsum beds. The formation of a sulphur ore deposit requires large quantities of oil and /or gas, which must find a permeable pathway into the gypsum beds. The Permian beds weathered for 90 million years in an arid environment prior to the advent of a more humid climate at the beginning of the Cretaceous Period. The first Cretaceous rivers enlarged the sinkholes and caverns of the Karstified Permian terrain and deposited coarse conglomerates and sands into the subsurface gypsum beds. The resulting network of caverns and sinkholes, filled with permeable sediments, permitted the free flow of hydrocarbons through gypsum. All sinkholes and caverns infilled with Cretaceous sediments that have penetrated beds of gypsum are associated with sulphur deposits. The Castile gypsum lies directly upon the oil bearing Bell Canyon formation. Sinkholes and caverns filled with Cretaceous sediments occur in the lower Castile. Biogenic calcite and sulphur are adjacent to these sediments. However, faults assume the major role in generating the initial permeability, allowing hydrocarbons to penetrate the lower Castile gypsum. The largest faults are associated with biogenic calcite and sulphur for a distance of 250 meters up from the bottom of the Castile gypsum. It is apparent that two dynamic geological processes are generating permeability within the gypsum beds: (1) the Cretaceous sands decending with difficulty into gypsum and (2) the faults creating permeability in the lower Castile but losing energy through soft bed deformation in the overlying gypsum. Both of these sulphur ore controls are mappable, but another large sulphur deposit of the magnitude of the Culberson Sulphur Mine has yet to be discovered. When I was originally asked to give this talk, I had certain preconceived ideas of the mining industry's reaction to Operations Research. It seemed at the time to be a rather simple task to collect these ideas for presentation here today. Jotting down these notions, I became concerned that overexposure to this activity called OR perhaps had clouded my outlook on what was actually being done on a nation-wide scale. I felt, to have a better cross section, a questionnaire of current industrial activity was in order. I solicited the response of some 75 mining companies varying in sizes and operating characteristics, and I am pleased to report that the response was good. I received answers from 51. The questionnaire was intended to measure the degree to which their concerns were actually engaged in OR efforts. With all due respect to the people who were so gracious as to answer the questionnaire, I feel that there is a tremendous misconception as to the designed purpose of OR. This is not to imply that there are no active OR groups in the mining industry. But by in large, the majority of the companies sampled appear to be somewhat confused as to what OR really is.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.
