A panel discussion on carbon-in-pulp processing of gold and silver ores was one of the highlights of the 1981 AIME Annual Meeting in Chicago. The session generated considerable interest and discussion among panelists and the audience. For those unable to attend the panel, the program was recorded and the discussion appears in this two-part report. The panel was co-chaired by Robert S. Shoemaker, vice president of San Francisco Mining Associates, and Laurence D. Hartzog, principal engineer with Bechtel Civil and Minerals Inc., San Francisco, CA. Panel members included: George Potter, consultant, Tucson, AZ; Kenneth B. Hall, metallurgical superintendent, Homestake Mining Co., Lead, SD; and Donald M. Duncan, resident manager, Pinson Mining Co., Winnemucca, NV. There have been several types of carbon-in-pulp adsorption vessels in use, such as the Dorr-type agitator, the simple propeller agitated tank, the Pachuca tank, and, lately, the draft tube-type of agitated tank. Which one of these is best and why? Potter: On the selection of the most appropriate adsorption vessel, there is a considerable difference of opinion that stems largely from the fact that every ore is different. The mesh of grind, the pulp solids, and the apparent viscosity of the pulp as caused by its clay content and chemical conditions all differ. The traditional Dorr agitator with the slow speed center sweep and either peripheral or center column air lifts has worked quite well on the finer grinds of all minus 65 and probably 70-80% minus 200 mesh. Pachuca tanks have also been successful and they may be capable of handling a coarser feed than the traditional Dorr tank. One uranium mill, for example, handles minus 28 mesh sandstone ore in a Pachuca. The most recent development and one that commands consideration is the draft tube agitator in which there is a turbine which closely fits inside a draft tube. Velocity in the tube is carefully calculated to avoid undue shear and thus abrasion of the carbon. The objective in all cases, of course, is to mix the granular carbon, which is typically 6 x 16 mesh, very gently but thoroughly in a slurry with minimum carbon abrasion. I do not know that there is one outstanding choice just yet and I have been unable so far to get information on C-I-P service for ore grinds as coarse as 35 mesh. Duncan: The major advantage of draft tube-type is the ease of startup. At the Pinson plant we installed draft tube-type agitators but it is too early to quote experience with them. We also haven't operated long enough to determine just what our carbon loss is. The advantage, of course, in the draft tube design is that it requires only about one-third the horsepower input of a conventional agitator. If it has no other advantages, it has that. Hall: The type of vessel most suitable for C-I-P adsorption depends on the type of ore treated and the prevailing operating conditions. In most cases, a deep tank with turbine-type mechanical agitator and low speed tip velocities would be satisfactory. Turbine-type impellers give a positive type of agitation which assures optimum ion contact and reduces short circuiting. Thorough aeration is possible with an air sparge properly located. A mechanical agitator can easily be started up after an outage, but it is usually necessary to drain and wash out a Dorr rake-type or Pachuca before restarting. The turbine-type impeller requires more power, but maintenance costs are negligible if rubber covered impellers are used. Carbon losses are minimal. In smaller plants, Pachuca type agitators provide adequate aeration and agitation. Bob Polak, Occidental Minerals (from the floor): Mr. Hall, you favor the mechanical-type agitator with the preface that the proper design is critical. Could you elaborate on this for us? Hall: The most important thing is low tip speed to prevent carbon attrition. I think the impeller should be sized so that you get a good sweeping action toward the bottom of the tank, across its bottom, up the sides, and back to the center. The advantage of the draft tube is that you get a more positive agitation and you probably get improved aeration too. Polak: Do you know of anyone using an upflow mechanical agitator rather than a downflow unit? Hall: I think that Bob Wilson at Custom Equipment has designed one where he has located the sparge directly beneath the impeller. The air bubbles are broken up by the impeller as the slurry passes through it. The slurry flows upward, outward, down the sides, and, again, back to the center of the tank. I don't know that any tanks of this design are in commercial use. Hans Von Michaelis, Randol International (from the floor): A question to any of the panelists on flat bottom versus conical bottom Pachucas. Hall: I would say the conical bottom would be most suitable in most cases. Some plants have experienced problems with flat bottom Pachucas in that they have a tendency to sand in on the sides of the tank so only the center of the tank is active. Duncan: With our draft tube tank we placed an inverted cone in the center of the tank bottom and blanked off the bottom comer around the circumference of the tank to facilitate movement of the pulp. Other than that, as far as conical bottom tanks are concerned, I'm generally opposed to them because of the cost and height differential. Larry Kramer, Kennecott Minerals Co. (from the floor): Mr. Duncan, you mentioned that the draft tube-type could be agitated with about one-third the horse-power applied to a conventional propellor agitated tank. I have trouble trying to pin down that kind of number. Could you give a bit of rationale as to why that mechanism has a lower horsepower requirement? Duncan: I think it has to do with the fact that below the propeller you have straightening vanes. The pulp, which is flowing vertically downward, is turned and flows upward again without any recirculation. You have an inherently less horse-power requirement in that type of tank. The one-third horsepower requirement is a number I obtained from Lightnin, which supplied us with details of the draft tube. There is probably much more recirculation with a conventional impeller type that is wasted motion. Potter: Last week I saw some agitators in South Africa with short draft tubes and actual turbine-type impellers. This plant was handling 200 kt of ore per month. The tanks were flat bottomed, and the agitation appeared to be quite satisfactory.

Before specifications are discussed it may be well to define the term "Mineral Aggregates." Professor K. B. Woods (1) defined "Mineral Aggregate--An aggregation of sand, gravel, crushed stone, slag, or other material of mineral composition used in combination with a binding medium to form bituminous and portland cement concrete, macadam, mastic, mortar, plaster, etc., or alone as in railroad ballast, filter beds, and various manufacturing processes, such as fluxing, etc. " This definition is too all inclusive for the purposes of this paper; therefore, this discussion will be confined to specifications for natural aggregates which means sand and gravel and crushed stone, and limited primarily to coarse aggregate which is aggregate larger than one-quarter inch in size. To the uninitiated, this may seem to be a very limited subject on an unimportant material. However, aggregates are essential in all types of construction. In 1976, the Resources Conservation and Recovery Act (RCRA) aroused concern in the mining community about the regulation of mine waste streams under RCRA. In response, the Bureau of Mines initiated research in the late 1970's that addressed mine and minerals processing waste. Research included investigating improved environmental technology for metal, coal, non-metal, and emerging industries such as oil shale, tar sands, peat, and lignite. Environmental issues escalated in the 1980's. Proposed regulations addressing control technology for mining and mineral processing wastes prompted the Bureau of Mines to become involved in 1985 in an advisory capacity to the regulatory agency, the Environmental Protection Agency. In Fiscal Year 1988, the Bureau of Mines initiated a research program designed to provide the minerals industries with cost-effective solutions for ameliorating environmental effects of mining. Bureau research has led to advances in the areas of acid mine drainage control and mitigation, subsidence prediction and control, and control and treatment of solid wastes resulting from mining and mineral beneficiation. The Bureau also conducts research seeking new methods to remediate abandoned mine lands. A discussion of the mine waste issues is presented, followed by a summary of past and present research conducted by the Bureau of Mines.

The thermal draught within ventilation networks of underground mines depends to a great extent on the shafts depths and degree of change of ventilating air density. When the topology and space orientation of a ventilation network are constant, the dynamics of thermal draught is determined mainly by the variations of the heat- and mass-transfer processes in the openings. This conclusion follows from the well known basic theoretical notions about the thermal draught-aerostatics and thermodynamics [1]. Quantitative evaluation about the influence of heat- and mass-transfer processes on dynamics of thermal draught could be made through: direct mine measurements, special experiments and with the aid of mathematical models. The first two methods produce sufficiently accurative results, however it is very difficult to perform such studies, particularly when these processes are evaluated within a large scope and multifactor aspects. Mathematical models of thermal draught allow to overcome easily these difficulties. The degree of accuracy of results, obtained by this method, depends to a great extent on the degree of approximation achieved by the model to the real heat- and mass-transfer processes. In this paper, with the aid of Bulgarian developed method, algorithm and computer program V WT-4 - for complex evaluation of ventilation parameters in active mine ventilation networks [2], the authors investigate some changes in the thermal draught. High-temperature roasting of alunite in the presence of K2CO3 gives rise to a reaction that results in up to an 80% recovery of its potassium content as K2SO4 by leaching of the roasted mixture. K2SO4 is also generated from the reaction between the added K2CO3 and the SO3 driven off during roasting of the alunite. This limits the environmental and corrosive problems involved in the thermal treatment of this mineral. A solid residue containing mainly aluminum oxide is also obtained. This could be used as raw material for the production of aluminum, as the use of K2CO3 does not introduce different cations than are in the ore. A statistical study was performed on the factors assumed to affect the recovery of potassium, namely, roasting temperature, K2CO3- alunite stoichiometric ratio and leaching temperature.

A major contribution to the art of blasting was made at the Cleveland- Cliffs Iron Company?s Hawkins Mine in Cashwauk, Minnesota during April of 1956. It was here that the first experiments with fertilizer grade ammonium nitrate were conducted-experiments which led to the development of the ammonium nitrate and fuel oil method of blasting which has been eagerly adopted by open pit and quarry operators throughout the United States. While this new blasting agent was a more or less natural outgrowth of the Akremite Process devised by Maumee Colleries of Terre Haute, Indiana; no one, to our knowledge, had used this particular combination of ingredients prior to this time. Certainly this was a "break-through" as far as the Lake Superior District was concerned. Akremite consists of a mechanical mixture of grained ammonium nitrate and a solid carbonaceous material packed in a plastic bag. At the time of its introduction to the Mesaba Range, Akremite sold for 10.5 cents a pound as compared to the 18 cent powder previously used in both wet and dry large hole blasting. The discovery of this agent was indeed a remarkable achievement, one that afforded a substantial reduction in blasting costs. However, Akremite proved to be only an intermediate step in the evolution of our present low cost explosives. Cleveland-Cliffs utilized prilled ammonium nitrate and fuel oil and then eliminated the mixing and packaging plant entirely by combining the two raw materials in the field at the drill hole collar or in the hole itself. Thus we have approached the ultimate in simplicity, for the blaster and his helper now manufacture their own explosives not only as they are needed but where they are needed, and at a cost of under 4 cents a pound. This two-man crew may charge and explode as much as 8 tons of ammonium nitrate in an eight-hour shift and in so doing break some 65,000 tons of ore.

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. Baroid Drilling Fluids completed its mining program at the Rossi Mine near Dunphy, NV.

Regenerative conveyors with complex conveyor profiles place unusually stringent demands on the starting drive control. Depending on the nature of the conveyor loading, the drive must either provide a positive driving force to overcome conveyor friction and gravitational forces if the belt is empty or the inclined sections are loaded, or it must provide a retarding force to resist the gravitational load of decline sections to control the acceleration rate. This paper discusses the requirements of regenerative conveyors, reviews the working principals of fluid couplings, and examines their interaction by means of a case study of a 1700 m long regenerative conveyor utilizing a fluid coupling with a proportional brake control to provide controlled starting and stopping under all load conditions.

In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

The Premier mine has been in existence for over 75 years and is closely woven into the glamour of the history of South Africa. A note on the geological formation of the diamond pipe and the gabbro gives a clearer overall picture of the mine. Mining methods for operations above and below the gabbro sill are briefly discussed. Ventilation arrangements for mining above the sill are briefly described and possible ventilation arrangements for mining below the sill are discussed in more detail. In the last three years there have been four uncontrolled heating events in mines that have been attributed to the use of polyurethane foam as a void fill product. These heating events are due to the exothermic reaction that occurs during application of these polymeric products. These events led the Mine Safety and Health Administration to issue a safety alert on polyurethane products used in void filling and ground consolidation in mining, with the goal of educating the mining community about this potential hazard. This paper provides an overview of various types of polymeric products and best practices, the factors that contributed to the heating events, and case studies involving polymeric products.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. The Bureau of Mines, U.S. Department of the Interior, is conducting batch and small- scale continuous laboratory studies on the biologically assisted removal of selenium from process waste waters. Mixed cultures of gram- negative bacteria isolated from several brackish water marshes are capable of reducing selenate [Se(VI)I to selenite [Se(IV)I and precipitating an amorphous elemental selenium product. Selenium extractions ranged from 80 to 96% regardless of the initial selenium concentration. The conditions for rapid bacterial growth and reactor design for optimal selenium removal have been investigated. The mechanisms of bacterial reduction and the rate of selenium removal for scaleup to larger systems is discussed.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! INTRODUCTION In June of 1992, the Bureau of Reclamation, United States Department of the Interior, awarded the contract for construction of the Sixth Water Aqueduct to the Fedrick-Redpath Joint Venture. This aqueduct, a segment of the Diamond Fork Power System, Central Utah Project, diverts water from Strawberry Reservoir into Sixth Water Creek and, when complete, will replace the old Strawberry Tunnel which was driven in the early 1900's. The new aqueduct is being built primarily as a result of deterioration of the old tunnel, but will also have a higher capacity and more positive control than the old tunnel as well as the capability to incorporate a turbine into the system at a later date. The Fedrick-Redpath Joint Venture is comprised of C.R. Fedrick, Inc. of Novato, California and J.S. Redpath Corporation of Tempe, Arizona. Fedrick, with its experience in pipelines and heavy construction, will construct the 4200 ft surface pipeline and flow control structure; Redpath, the managing partner, performed the underground work consisting of a 600 ft vertical shaft and 3300 ft tunnel. The project is located in the Uintah National Forest, approximately 20 miles east of Provo, Utah at a mean elevation of 7000 feet above sea level.
