During the past two years, there has been an increasing acceptance of process automation among ferrous, non-ferrous and non-metallic rock processing operations in an attempt to keep total unit costs in line in a market situation where labor and material costs are rising almost daily. Previous technical papers (1) (2) (3) (4) (5) have described, in considerable detail, instrumentation and automatic control devices that have been successfully applied in a wide variety of crushing and grinding facilities. While many of the basic control philosophies that evolved almost ten years ago remain essentially unchanged, new components and devices have been developed during the past two years that permit these philosophies to be better implemented in operating plants. Some of these devices and their application will be discussed with particular emphasis placed in describing the basic control philosophy employed as well as some of the hardware or components comprising typical crushing and grinding circuit control systems. Before any instrumentation or automatic control system can be successfully devised for a specific facility, there must be a clear understanding and agreement by supplier and user as to the control system objective. In the case of a crusher feed rate control system, the objective is generally to maximize thru-put of a given finished product size. While this is often the case in a grinding circuit automatic control system, the reasons may be entirely different. Taconite processors whose end product is to be pelletized, generally attempt to control their grind within narrow limits to optimize balling action. Other milling operations are more concerned with obtaining metallurgical liberation and can, in many cases, tolerate wider swings in finished grind.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

Mining is a capital- and labor-intensive business, and profitability often depends on the ability to squeeze maximum efficiency out of every piece of equipment to achieve safe production. This means keeping every mechanized drill, loader, truck and bulldozer operating at all times, and having a system to coordinate the movements of people and personnel. Mines often use wireless radios to connect equipment with management systems. But growth and changes in a mine?s profile over time can require upgrades to the wireless network. In its openpit gold mine near Carlin, NV, Newmont Mining Corp. has recently upgraded to microwave radio systems to increase bandwidth while maintaining round-the-clock uptime on its wireless network. For many of its operations around the world, Newmont uses Minestar, an operational control software system that allows administrators to dispatch equipment operators and use GPS to track the precise position of every piece of equipment in an operation. Each of the approximately 150 pieces of equipment at the mine has a radio on board. These radios connect to a network backbone that carries information between the equipment and the mine?s operations center. When traffic began to bog down on this network, Newmont upgraded to Exalt microwave backhaul systems to carry dispatch, inventory and control information throughout its operation.

Cerro Vangaurdia Gold Mine is a joint venture between AngloGold (the operator), Perez Companc and Formicruz and is situated in the southern province of Santa Cruz, in Argentina, approximately 2,150 km south of the capital, Buenos Aires. The mine is located in a severe, semi-arid environment with very cold winters and little annual rainfall (200mm). It is an open-pit operation, mining several narrow, shallow epithermal quartz veins with . gold and silver mineralisation. Commissioning of the plant commenced in September 1998 and the first dore bar was poured towards the end of the same month. The nominal capacity of the plant is 55,000 tonnes per month, with a design capacity of 60,000 tonnes per month. Prior to finalising the design, an extensive testwork programme was undertaken at Nova Lima, in Brazil, in which all parts of the process were evaluated together on a pilot-plant scale. The process flowsheet selected at Ce1rn Vanguardia is quite novel, in that it includes milling in cyanide, as well as a cyanide recovery and recycling plant on the tailings section of the treatment plant is included. The cyanide recovery process selected was a version of the acidification - volatilization - reabsorption (AVR) process, known as Cyanisorb™. The selection of the Cyanisorb™ process in the plant design was as a direct consequence of two factors:

With the rise in construction claims in public works contracting over the years, the use of Dispute Review Boards (DRB’s) in underground construction contracts has become quite common. However, in order for the DRB process to be an effective tool, there must be complete trust and confidence in the Board members and their adopted procedures by both the owner and contractor. This can be difficult in an industry where Board members and contractors may be well known to each other, while an owner maybe involved in a large complex underground project only occasionally. Using case histories, this paper will discuss some recent experiences with the DRB process from an owner’s perspective.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

The South Bay Ocean Outfall tunnel is located at the U.S./Mexico Border and is one link in a system designed to treat and dispose of raw sewage entering the Tijuana River Valley from Mexico. The 11 finished diameter tunnel extends 19,000’west from the bottom of a 200 deep, 36 diameter drop shaft. At the western terminus of the tunnel, a Riser shaft connects the tunnel to conveyance and diffuser pipes on the seabed. The tunnel runs through the San Diego Formation, consisting of clay, silt, sand, gravels, cobbles, and boulders. A Mitsubishi Earth Pressure Balance (EPB) Tunnel Boring Machine equipped with a large variety of monitoring and control devices was used. This paper will provide an overview of the Project’s construction, with special emphasis on the value of the electronic data acquisition system.

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

he power generation industry may be required to reduce carbon dioxide (C02) emissions if regulations related to global climate change are enacted. Coal-fired generation emits more than 80% of the power sector CO2 and would be a likely target for CO2 reductions. Compliance with the Kyoto Protocol will require a 33% reduction from the projected year 2012 emission level, even with moderate load growth. This article describes an analysis of power industry CO2 reduction options and their costs. It assesses how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered. The Global Climate Change Treaty signed at the Rio de Janiero Earth Summit in June 1992 set the long-term goal of stabilizing CO2 concentration in the atmosphere. The December 1997 Kyoto Protocol established short-term mandatory targets for the United States and 37 other developed countries. The United States' target is a 7% decrease by 2012 from the 1990 "greenhouse gas" level. Developing countries are exempted from reductions, according to the Kyoto Protocol, despite projections that indicate a significant increase in their emission levels. The Kyoto Protocol must be ratified by the US Senate. US power industry carbon emissions were 490 Mt (540 million st) in 1990 and are projected to be 680 Mt (749 million st) in 2012, according to the US Energy Information Administration. Coal-fired generation emits more than 80% of the power sector CO2. Assuming that the power industry is only required to reduce emissions by a proportional share, a 33% emission reduction, or 225 Mt (248 million st) of carbon, would be required to comply with

Prior to mining, all rocks contained in a mineral deposit must be placed in one of several categories known as ore types. Each ore type describes a different way that the rock will behave in processing. The ore type determines which process stream a particular mined unit will be sent to, sets expectations for process engineers and metallurgists, and forms the basis for recovery predictions and production estimates. At first, ore types are assigned mainly by geologists based on visible geological criteria (dominant ore mineralogy, estimated grade, rock type, alteration type). As metallurgical tests are carried out and process data accumulate, the resulting criteria may be factored into the ore typing process, typically as assays and recoverable metal using the relevant process(es). Other variables may also be incorporated into ore typing at operations if they are particularly important, such as grindability, preg-robbing, gangue reagent consumption, and the presence of especially deleterious minerals such as talc or smectite. The mine operation department may also redefine ore types and/or process destinations based on economic criteria. A “best” ore type is designated that (in theory) best describes how the rock will behave in processing. Codes representing this ore type are entered into the drill-hole database, then interpreted on cross sections and level plans, and finally added to the block model. Ore types are iteratively reexamined and adjusted over the life of a project. Major difficulties in effective ore typing are (1) lack of communication between geologists and metallurgists, (2) the imprecision inherent in imposing clean categories on messy natural systems without discrete divisions, (3) the need for ore types to provide useful information for a wide range of processes, (4) difficulties in scaling up laboratory test results to mine production, and (5) conflict among geological, metallurgical, and economic criteria for ore typing.

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. Productivity from large walking draglines is primarily dependent on operator skills. This machine may be in operation three shifts a day, 364 days a year, and its output is directly related to coal uncovered and mine profitability. Dragline operators must have highly developed manual skills and be knowledgeable in mine planning and working strategies. When using equipment costing more than $25 million, some formal training is usually required before an operator is allowed to assume complete con¬trol; however, dragline operators rarely receive any structured training before operating these giant excavators. A form of apprenticeship is usually followed where an operator candidate progresses from a groundsman to an oiler position. As an oiler, he is permitted to operate the dragline for short periods under supervision. After apprenticeship, the operator is considered sufficiently prepared to operate the largest, most powerful machine at the mine. The apprenticeship training method has obviously provided the surface mining industry with skilled dragline operators; however, conditions are arising that require a realistic and effective training tool that can be accessed by mining companies. New mines -either planned, under construction, or recently opened in the West-do not have access to a pool of experienced operators and oilers as do Midwest mines. As coal mining activities increase in both the West and Midwest, demand for trained dragline operators could be required in a short amount of time. Also, the more productive techniques along with sound basics of strip mining are sometimes lost in the informal "OJT" training method. Modern draglines are the pacemakers of the strip mine, and are simply too expensive to be used as a training device where lost productivity and susceptibility to damage can directly affect mine output. The Dragline Training System is a logical first step in formally educating or retraining operators. The program, started by the US Bureau of Mines and continued by McDonnell Douglas Electronics Co. under contract with the US Department of Energy, was installed and evaluated at DOE's Carbondale Mining Technology Center in Carterville, IL, last year. It is now being operated by Southern Illinois University at Carbondale. System Description The Dragline Training System addresses specific environments and work practices encountered during an actual mining operation at a midwestern US surface mine. This area was chosen because of its high number of strip mines using large walking draglines. Most draglines in the region are Bucyrus-Erie 1370, 1450, and 2570 models, so the dragline trainer was patterned after the company's 1370 machine. Operating and emergency controls are sufficiently standardized for most large walking draglines, and peculiar dynamics and responses from any specific dragline can be programmed into the computer system. The computer simply prompts the user to select the manufacturer and any peculiar response or rate changes needed. A 46-m3 (60-cu yd) bucket is simulated, but for closer simulation, various bucket configurations can be provided. Dragline Trainer The dragline trainer uses the TV-model simulation technique. A scaled model of the dragline is positioned in a model mine. A television camera is positioned at the operator's theoretical eyepoint, and the view captured is projected into a large screen in full scale. The screen is positioned in front of the operator seated in a full-size cab at Bucyrus-Erie controls. By manipulating the controls, the trainee can operate the model dragline and observe its reaction in the television display. In addition to housing dragline controls and consoles, the wooden, oversized cab contains the digital computer, terminal, video recorder and monitor, power switch box, air conditioner, and has enough room for the instructor and five student observers. The 50:1 scaled dragline model contains servo-controlled functions for hoist, drag, swing, delta swing, and longitudinal and lateral position. The delta swing provides bucket lag during swing and a realistic pendulum action when the swing is terminated. The over-responsive second order servo system is designed to provide hoist, drag, and swing rates exceeding present draglines. In all cases, position servos are used for better control and sta¬bility. The normal rate operation of an actual dragline is computed for the specific machine and presented to the servo amplifiers as iterative position commands increasing or decreasing

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

Determination of the state of a mine fire is an important function during firefighting and during rescue and recovery operations. It is imperative that an accurate, up-to-date assessment of fire conditions be available for persons directing such activities in order to avoid unacceptable risk to mine rescue teas and/or fire fighters. Many indicators which consist of ratios of the concentrations of fire gases have been developed over the years for determining the state of a mine fire. Results from numerous gas sample analyses are necessary for determining the trend of the fire. Some indicators are preferred because the influence of sample dilution, a frequent problem, is said to be eliminated. Definitions and examples of indicator6 found to be useful in diagnosing recent western U. S. coal mine fires are presented. Mine gas explosibility is an important subject also requiring rapid assessment. Example explosibility calculations are presented applying one widely used method. Establishing limits for withdrawal of personnel are discussed.

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

The New Austrian Tunneling Method (NATM) has been successfully applied to two very different tunneling projects in the U.S.. In the case of Pittsburgh's Mt. Lebanon Tunnels, two original design alternatives were prepared. The NATM alternative incorporating a reinforced shotcrete final lining was successfully bid and constructed. At Washington Metro's (WMATA) Section B-10 Glenmont Route, Wheaton Station and tunnels, a NATM value engineering redesign was prepared for the low bidder. The design incorporating a waterproofing system based on a PVC membrane between the initial and final linings was accepted by WMATA. In both cases, European experience and standards were meshed with U.S. standard practice. Examples of NATM flexibility as an original design and as a value engineering proposal are presented.

The modem copper industry presents an excellent opportunity for the application of clean, environmentally friendly techniques using currently available hydrometallurgical technologies. This paper briefly reviews key events in the development of modern hydrometallurgy in Chile. Discussion is given to those prominent events whose impact continues to be felt on most projects currently underway. Mention is also made of the foundations of heap leaching technologies, preceded by agglomeration and acid curing, known as the T.L. Leaching Process, the cornerstone of more recent developments. A review is also presented of the leading copper hydrometallurgy projects of the 1990s. A list of those projects, their tonnages and the estimated date of implementation is provided. The conclusion provides an overview of developments in research and the trends in the implementation of copper hydrometallurgy projects in Chile for the coming years.

Variations in designs between belt cleaner systems are so wide that it is impractical to establish a dimensional stan- dard. The number of variables that affect the efficiency of belt cleaners is too great to assume a required number or style of cleaners for broad classifications of bulk solids or typical applications. The amount of carryback remaining on the belt is more dependent upon the characteristics of the bulk solid and the physical parameters of the conveyor system than it is on tonnage of material conveyed. Therefore, a performance-based standard is proposed. Three levels of cleaning performance are proposed: • Level I cleaning is general specified when concerns about carryback are not critical. Cleaning systems normally associated with achieving a Level I performance are single or double cleaner systems with one-piece blades undergoing poor to average maintenance. Frequent cleaning of the carryback that falls from the return run will likely be required. • Level II cleaning is generally specified when carry- back is of concern but does not create a safety or environmental problem. Cleaning systems normally associated with Level I1 performance are multiple cleaner systems with segmented blades undergoing the manufacturer's specified maintenance. Regular but infrequent cleaning of the carryback that falls from the return run will likely be required. • Level III cleaning is generally specified when con- cerns about carryback are critical. Concerns range from safety to environmental to product contamination. Cleaning systems normally associated with achieving a Level 111 performance are multiple cleaner systems in conjunction with at least one low- volume water spray. Scheduled inspection and the manufacturer's specified maintenance would have to be performed to maintain a high level of cleaning performance. Difficult-to-clean bulk materials may require the use of a washbox system with multiple cleaners using a combination of low-volume eater sprays to lubricate the cleaners and high-volume sprays to keep the washbox and discharge piping freely flowing. Further addition of a water and sludge recycling system reduces the amount of water that ends up in the product to a negligible amount. Very infrequent cleaning of the carryback that falls from the return run will be required. PURPOSE The purpose of this proposal is to propose a standard method for specifying belt cleaner systems based on user expectations and equipment performance over time. DEFINITION In bulk solids handling by conveyor belt, carryback is the material that adheres to the belt after the belt discharges its cargo. PROPOSED STANDARD Required Basic Good Practices There are a number of basic design and operating principles that are good practice for the selection, installation, and maintenance of belt cleaning systems on conveyors in order to achieve "standard belt cleaning performance over time. 1. The Belt Cleaning System shall be designed to meet the performance requirements based on the worst operating conditions and worst bulk solids proper- ties that are expected. 2. Each conveyor discharge point shall be designed to readily accept the manufacturer's recommended minimum number of belt cleaners. In addition, the discharge chute shall be designed to accept, with minor modifications, at least one additional cleaner if it is required.

The limitation of sulfur dioxide in power plant emissions dictates that sulfur in coal be reduced to the lowest possible level before combustion so as not to aggravate the emission control problem at the stack. For coal fired power plants, the methods in practice to achieve low sulfur coal include mining areas with relatively low sulfur. reducing sulfur in the mined coal through preparation techniques and blending high and low sulfur coals. Interstate 70 running into the mountains west of Denver, CO is the main access to the state?s numerous ski areas and other tourist attractions. As such, the highway is a vital part of Colorado?s economy. Due to the mountainous terrain in which it winds, I-70 is limited to two lanes in either direction. And, during the past few decades, the volume of traffic has increased to the point where motorists encounter major delays, particularly on Friday evenings and Saturday mornings heading west from Denver, and then again on Sunday evenings heading east. In the past, those delays occurred mostly during the ski season. However, many of the mountain towns have been successful in turning their resorts into year-round vacation destinations. A good move economically, but the pressure added to I-70 has caused even greater traffic delays, sometimes to the point where some Front Range residents avoid trips to the mountains.
