Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

"The aim of this paper is to analyze the creep behavior of a Portuguese soft soil stabilized with binders in one-dimensional conditions, based on oedometer creep tests. The study focuses on the analysis of the effect of the binder content and binder type on the creep behavior of a stabilized soil. The results show that the best binder type for this soil, in terms of creep behavior, is composed of Portland cement and fly ash with a dry weight proportion of 75/25, as this promotes the development of secondary pozzolanic reactions. The results also show the decrease in the secondary compression index with the increment of the binder content, since it promotes an increase in the cementation bonds between soil particles. The general analysis of the results shows a clear dependence on C??and qu, until values of qu of 1500 kPa; after that this relationship is negligible.INTRODUCTIONThe geotechnical structures (such as embankments, dams and buildings) built on organic soils exhibit notable creep deformations, which increase the maintenance and exploitation costs and can even compromise their functioning. To attenuate the creep effects of the soft ground, some improvement techniques are frequently used, such as preloading or reinforcing the soil foundations with vertical rigid inclusions, like concrete piles, stone columns or deep mixing columns (DMCs). However, the installation of DMCs in the soft ground induces (via the arching effect) a transfer of stresses from the soft soil to the DMCs, which causes an increase in the creep settlement on the DMCs (Venda Oliveira et al. 2011).Notwithstanding the fact that the creep behavior of clays has been the object of several studies (Leroueil et al. 1985; Mesri and Castro 1987; among others), the study of the creep behavior of soil-binder admixtures has been practically ignored by the scientific community. The few studies on this theme have revealed that a stabilized soil’s creep behavior is dependent on: the type of binder (Venda Oliveira et al. 2013), the binder content (Correia 2011; Bobet et al. 2011; and Venda Oliveira et al. 2013), the stress level applied during the creep phase (Venda Oliveira et al. 2013), the organic matter content of the natural soil (Venda Oliveira et al. 2012; 2014), and the curing conditions (humidity, vertical stress applied during curing, and curing time) (Correia 2011; Venda Oliveira et al. 2012).The aim of this paper is to contribute to a better understanding of the creep behavior of a soil-binder admixture, by examining the results of oedometer creep tests. The study focuses on the analysis of the effect of the binder content and binder type on the creep behavior of a stabilized soil. Additionally, the creep behavior is correlated with the effective vertical yield stress and the unconfined compressive strength (UCS)."

Computer modeling of the blasting process can aid in gaining an understanding of the physics controlling the process. The sequence of events in a blast occur so rapidly and in such a violent environment that measurements are still difficult to obtain. Computer modeling using a program such as DMC [Taylor and Preece, 1989a, 1989b] can provide insights into the physics of the rapid and violent events associated with a blast. DMC has been used to simulate crater blasting @‘teece, 199Oc] and the blasting of Oil Shale for modified in-situ retorting [Freece, 1990a, 1990b]. This paper will address the influence that damping has on the velocity distribution in the rock mass during the rock motion phase of a blast. Since velocity distribution is a controlling factor of muck pile shape, damping also conbibutes to muck pile shape.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. Submerged arc welding (SAW) is one of the significant metal-joining processes for manufacturing marine vessels, steel pipes, and offshore structures with high deposition rate and engineering reliability. Welding flux serves several essential functions, including atmospheric shielding, arc stabilisation, bead morphology control and weld metal (WM) refinement. Therefore, from a thermodynamic point of view, the focus for flux design and WM compositional/microstructural modification has been placed to elucidating the transfer pathways and mechanisms of major alloying elements, such as Si, Mn, Ti and O during welding. To this end, a thermodynamic model has been established to predict alloying element contents in the WM. Such functions are enabled by the physicochemical properties of the fluxes, which are inherently rooted in the nature of the fluxes. A unique yet systematical investigation, including physicochemical property changes and structural evolution behaviours, has been conducted over the wide range of fluxes applied to actual welding of EH36 shipbuilding steels. Combined with spectroscopic methods, structural behaviours of network formers such as SiO2, Al2O3 and TiO2 and network modifiers such as MgO, MnO and CaO have been illustrated. Viscosity and ionic conductivity have been found to be positively associated with the degree of polymerisation.

In 2007, a total of 725 nonmetal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Nonmetal mines com-prised 4.9% of all m ining operations. ? Mines producing common clay comprised 25.4% (n=184) of all nonmetal mining operations. ? Nonmetal mining operations were located in all states and territories except Alaska, Delaware, Hawaii, Maine, New Hampshire, Rhode Island, Puerto Rico, and the U.S. Virgin Islands.

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

1. It has been proposed that the addition of enough limestone to an open -hearth s lag to give a CaO-3P2O5 ratio of approximately 2-followed by SiO2 firing in an oxidizing atmosphere under the proper conditions of time and temperature will result in a clinker having a magnetic phase containing a preponderance of Mn, Fe, Al, and Mg as oxides and a nonmagnetic phase consisting for the most part of a phosphorus-containing dicalcium silicate. It has been postulated further that the metal oxide phase can be recovered by fine grinding and magnetic separation. These broad principles have been substantiated by numerous clinkering operations made in an electrically fired studio-type kiln, a batch rotary kiln, and a continuous rotary kiln and by magnetic separations made in a Davis -tube separator and a laboratory-size Jeffrey-Steffensen three -roll continuous separator. 2. Quenching the clinker after firing seems to improve its grindability. Microscopic examination of the ground clinker indicates .that the oxide phase grinds down at a somewhat faster rate than the silicate phase. 3. Very fine grinding is necessary to approach liberation, of the oxide phase from the silicate phase. Grinding to ininus-325-mesh, followed by magnetic separation, gave only a rougher concentrate, which had to be reground before final separation. 4. Although the manganese content of the final concentrate was higher, there was some evidence that manganese recovery was lower from a clinker made from a flush s lag than one made from a mixture of tap and flush slags. A possible explanation is that a clinker made from a mixture of slags has a higher iron content and hence is more magnetic and more easily separated.

Resin was first introduced to U. S. mines in 1971 and first produced in 1973. The original polyester roof bolt resin was very expensive and limited to a single cartridge size and a single slow gel time. Early resin applications were limited to very difficult ground conditions. Today approximately 80% of the over 100 million roof bolts installed in U.S. mines, tunnels, and construction projects employ polyester roof bolt resin. The industry has evolved from hand packing samples for trial testing to producing enough resin, if converted to a .9 inch (22.9mm) diameter cartridge, to encircle the world at the equator approximately three (3) times each year. Manufacturing and design improvements allow for a more consistent product with a wide range of applications at a price that is approximately 30% below our 1974 sales price. An inflation adjusted dollar buys six (6) times more resin in 2006 than in 1974. Modern gel times range from a few seconds to over 15 minutes. Viscosity is matched to bolt type and drilling machine characteristics. Multiple cartridge diameters and a wide range of cartridge lengths are offered by two operating companies. Resin manufacturers have also gone through a period of restructuring and change to meet the challenges of the mining industry. DuPont Fasloc has become Fasloc, Inc., a stand-alone company. Celtite became Fosroc then Minova, as it is known today. During this transformation, several manufacturers have either discontinued production or were absorbed. The industry led the development of the chemical grouting materials specifications contained in ASTM F432-95, Standard Specifications for Roof and Rock Bolts and Accessories. A history of the industry will be presented within a discussion of the evolution of the strength index, speed index, cartridge volume, class designation, and product marking requirements of ASTM F432-95.

Ammonia, the principal source of fixed nitrogen, was produced by 16 companies at 31 plants in the United States during 2003. Fifty-five percent of U.S. ammonia production capacity was centered in Louisiana, Oklahoma and Texas because of their large reserves of natural gas, the dominant domestic feedstock. Production In 2004, U.S. producers operated at about 59 percent of their rated capacity. The United States remained the world’s second largest ammonia producer and consumer following China. Urea, ammonium nitrate, ammonium phosphates, nitric acid and ammonium sulfate were the major derivatives of ammonia in the United States, in descending order of importance.

Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water.

The Bureau of Mines has designed and constructed an experimental coke oven, using a commercial oven as a model where practicable. Because the rate of carbonization is important in determining the quality of the coke produced and may affect the "mount of pressure developed during carbonization, particular attention was given to those elements of the design that govern the heat transfer to the charge. The new oven deviates in design from most existing test ovens in that the charge is full width (17 inches), the heating walls ore constructed of 4-1/2-inch silica brick, and zoned, heat-input arrangements compensate for heat losses at the ends, top, and bottom of the charge. This report describes the oven, which was designed by H. S. Auvil and installed under his direction, at the Southern Experiment Station, Tuscaloosa, Ala., while he was supervising, engineer, Coke Section. It gives the results of a limited number of carbonizing tests. These results indicate that the main objective in designing and building this oven, that off duplicating commerical, slot-oven carbonizing conditions, has been accomplished; if coke-discharge conditions simulate commercial-oven conditions, the cokes from the experimental oven arc very similar to oven coke, in soma tests being fully as close is duplicate tests from a Angle batch of coke.

The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.
