The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

Refractory gold ore contains sulfide minerals like pyrite, chalcopyrite and sphalerite that are difficult to be directly leached by cyanidation or by lixiviants such as thiourea and halides. In such cases, it is necessary to perform oxidative pretreatment of the ore to oxidize the sulfide matrix, and gold particles can be exposed to the solution during the leaching process [1]. In recent years, hypochlorite and chloride solutions have been introduced as alternative materials for hydrometallurgical methods of gold extraction instead of cyanide solution [2]. A previous study by Hasab et al. [3] reported that the gold dissolution rate in hypochlorite solution was higher than in the cyanidation process, due to the presence of hypochlorous acid (HOCl) as a strong oxidizing agent. In a hypochlorite leaching system, the change in pH can influence the presence of oxidant species in the solution: the hypochlorite ion (OCl−) is stable in pH greater than 7.5, HOCl can be found in pH between 4.0 and 7.5, and aqueous chlorine (Cl2 (aq)) is the predominant oxidant when pH is below 4.0. As HOCl is the most effective oxidizing agent for gold extraction, pH should be maintained in the range of HOCl stability [4].

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

The thermodynamic model for species distribution in aluminium chloride (AlCl3) and 1-butyl-3- methylimidazolium chloride (BMIC) system was developed. The experimental thermodynamic data, considering a range of aluminium chloride species, such as AlCl4-, Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6 were used in developing the model. When the XAlCl3 was in the range of 0 to 0.50, only anion species Cl- and AlCl4- were existing in the solution. As the XAlCl3 value increased more than 0.50, the available anions were Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6. Specifically, the concentration of Al2Cl7- increased in the composition range from 0.50 to 0.67 XAlCl3, after which it decreased. This change in the concentration of Al2Cl7- was due to its reaction with excess AlCl3, leading to the formation of Al3Cl10-. The average cathode current density was determined by the electrochemical experiments varying XAlCl3 from 0.50 to 0.71 in the AlCl3:BMIC solutions. The average cathode current density increased as the XAlCl3 increased from 0.50 to 0.67. However, it decreased when the XAlCl3 > 0.67. This trend can be attributed to the electroactive species Al2Cl7-. The Al2Cl7- promotes the reduction rate at the cathode, resulting in an increase in the average cathode current density.

Following the introduction of roof shields to the U.S. longwall mining scene in 1975, the number of shield faces (faces supported by shields) has increased steadily, and the occurrence of accidents associated with ground control inadequacies at longwall operations has shown a downward trend. However, ground control problems in longwall mining still exist. New mining systems, however efficient, have run afoul of roof control. Shield faces have suffered extended stoppages because of roof cavities. In this report, the Bureau of Mines addresses the problem of longwall roof control. The report presents a review of foreign remedial and strata replacement techniques for longwall faces and evaluates their potential for domestic application. The technology reviewed includes meshing, chemical rock stabilization, cribbing, strain-absorbent modules, inflatables, synthetic foam, and monolithic fills.

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.

To conserve fresh water resources and comply with environmental regulations, DRDGOLD, a South African gold producer re-treating surface tailings, has transitioned to a fully closed water circulation system. Consequently, the accumulation of contaminants, as well as addition of reagents, has led to changes in water composition that have compromised leach performance and overall gold recovery. A two-sample t-test confirmed a significant difference in gold recoveries between the use of Rand Water, which was used as a benchmark, and untreated process water. Atomic absorption analysis of ERGO’s process water, confirmed the presence of iron, nickel, zinc, and manganese. A study of the effect of the identified contaminants on gold recovery showed that iron, nickel, and zinc have the largest negative effect on gold recovery, with iron and nickel being more detrimental than zinc. Sulphates were shown to have a possible passivation effect, which also influenced gold recoveries, although to a lesser extent than the heavy metals. Calcium, when present in excess, had a positive influence on gold recovery indicating the possible formation of a calcium aurocyanide complex. Lime softening successfully reduced the heavy metal and sulphate concentrations, and the gold recoveries obtained with the treated process water were similar to those as achieved with Rand Water.

The idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size had been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Masch-inenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cylinders of the Oechelhauser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high effciency, considering the period. The U.S. Bureau of Mines Reno Research Center operated a batch pilot plant to demonstrate high-temperature cyanide leaching for recovering platinum group metals (PGM) from automobile catalysts. Approximately 1,600 kg of used pellet, monolith, and metal support catalyst containing 1,680 g (54 tr oz) of PGM were processed. Forty-five-kilogram batches of used catalyst were leached with sodium cyanide solution at 160° C for 1 h under basic conditions in a countercurrent processing sequence to dissolve the PGM. Extractions from the used pellet catalyst ranged from 94 to 95 pct for Pd, 95 to 97 pct for Pt, and 64 to 81 pct for Rh. Extractions from the used monolith catalyst ranged from 7B to BB pct for Pd, 75 to 90 pct for Pt, and 43 to 71 pct for Rh. Heating the pregnant leach solutions to 275' C for 4 h destroyed the PGM-cyanide complexes, resulting in over 99.7 pct of the PGM precipitating from solution. The PGM precipitate was predominantly a powder metallic concentrate, typically analyzing greater than 50 pct PGM. Heating destroyed cyanide to less than 0.2 mg/L. Both the pellet and monolith residues were evaluated for disposal using the EPA Toxicity Characteristic Leaching Procedure.

It is proposed to construct a gold extraction plant at Matatoki, near Thanes. Ore to be processed at the mill will come from reopened and enlarged underground mines north of Thanes. The project has been described in some detail in environmental impact reports (Worley Consultants Ltd 1984, 1987), and is now at an advanced stage in terms of obtaining the required statutory approvals.

The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Dust suppression is an important environmental control in most mining operations. The poorest quality water within a mine site is often used for dust suppression since it provides an effective means of reducing the volume of poor quality water. The ultimate fate of contaminants or salinity associated with water used in dust suppression is important to consider for optimising water management and assessing the environmental impact and life span and maintenance requirements of roads associated with dust suppression.The propensity for remobilisation of contaminants or salts depends on a range of factors such as the application rate, climate, road construction, water chemistry and soil geochemistry. This paper describes a typical study approach which could be used to assess the short- and long-term impacts of mine water application for dust suppression. The steps of the study are: reviewing the environmental setting, estimating water requirements for dust suppression, reviewing source water chemistry, developing a mass balance model and assessing the mobility and fate of contaminants with a geochemical model.This approach identifies which salt species are likely to form and whether they are prone to remobilisation. It is possible to quantitatively assess the risk of exporting contaminants or salt from roads and to refine the dust suppression strategy to minimise the environmental risk. The approach can be applied at mine sites to address regulator concerns, aid decision-making and improve the understanding of short- and long-term environmental risks.CITATION:Gimber, C, 2013. In the systems Mo-Fe-C, Mo-Co-C, and Mo-Ni-C the phase boumdaries of the cubic Ij carbides were determined at 1000°C and the variation of the lattice parameter with composition was measured. In the system Mo-Fe-C a single ternary carbide, Mo3Fe3C, was observed. In Mo-Co-C and Mo-Ni-C two new n phases of the type M12C were found: Mo6C06C and Mo6Ni6C. At 1000°C they coexist with the M6C phases MO3-4,CO3-2C and Mo3-4Ni3-2C, respectively. Mo3C03C and Mo4C02C are not separate phases but parts of a single M6C phase region, and the same is true of Mo3Ni3C and Mo4Ni2C. THE n carbide structure type has been known since it was determined by westgren' in 1933, yet reliable information on phase compositions of this type is ap-parently scarce. The following selection of suggested formulas illustrates the extent of the confusion con-cerning compositions: W2-3Fe4-3C,1W6Fe6C,2 W2_4Fe4-2C,3 (W,Fe)6C,4 Tj.-W4Co2C and nz-W6Co6C,5 n1-W3Co3C and n2-w4Co2C,5 W3C03C and w6Co3C2,7 MO3Fe3C,8n2-M04Fe2C,9 (MO,Fe)6C,4 MO3CO3C,8 n2-MO4CO2C.9 Many of these compositions obviously overlap, some disagree in carbon content. The use of the designations 77, and n2 is not consistent. There is uncertainty whether two carbides M6C coexist or whether there is only one M6C with a wide range of substitution of one metal for the other. The existence of M12C seems questionable altogether if one ignores the results of a neutron diffraction study of W6Fe6C supporting that particular metal to carbon ratio.'' More reliable information is available for the iso-typic oxides studied by Nevitt,11 Nevitt, Downey, and orris," and Meussner and carpenter.l3 That n car-bides and oxides are structurally identical, particularly with respect to the location of the metalloid atom, has been demonstrated clearly by Stadelmaier and Meussner14 and also by Parthe, Jeitschko, and sadagopan.15 Therefore the present paper, which attempts to establish the phase boundaries of n defini-tively for three carbon systems, has implications for the whole family of filled Ti2Ni types. EXPERIMENTAL PROCEDURE The samples were prepared in two stages. Pellets weighing 3 g were compacted from powders of the elements and presintered in a closed tube of fused silica that had been evacuated to lO-4 mm Hg. This was fol- lowed by arc melting the sintered samples under argon. Remelting the button once was sufficient to produce homogeneous specimens. The metal powders had the following minimum purities in wt pct: molybdenum 99.5, iron 99.0, cobalt 99.7, nickel 99.9, graphite 99.94. Carbon determinations by the gas volumetric method were obtained from thirty-one of the one hundred samples in the annealed condition. They were limited to compositions that were critical to placing a boundary line in the isothermal sections. The carbon losses were comparatively low and averaged less than 1.5 at. pct. For annealing, the samples were sealed in tubes of fused silica evacuated to 10-4 mm Hg. The annealing schedule was 20 hr at 1250°C followed by 150 hr at 1000" ±10°C. For the water quench the silica glass tubes were broken mechanically to speed the quench. The specimens were examined in the as-cast and annealed condition by standard metallographic techniques. Some of the as-cast and all annealed samples were studied by X-ray diffraction using a 114.6-mm powder camera with filtered Co radiation. The lattice parameters of the n phases were determined by graphic extrapolation to 8 = 90 deg on a plot against sin2 8. It is estimated that the maximum error in the lattice parameters is ±0.002A.. The phase fields were determined by the disappearing phase method, relying on X-rays for phase identification and on microscopy to detect small amounts of a phase. RESULTS Pertinent information on the binary side diagrams has been summarized by Hansen and Anderko16 and Elliott17 and will not be discussed further. Photomicrographs documenting the equilibria at 1000°C have been selected to avoid redundancy due to the similarity of the three systems. Thus there will be only one picture showing an equilibrium with Mo2C, and so forth. Molybdenum-Iron-Carbon. An isothermal section of most of the Mo-Fe-C system at 1000°C is shown in Fig. 1. No attempt has been made to distinguish between a and y iron or to determine their phase boundaries. A conspicuous absence is the phase Fe2 1Mo2C6 with the Cr23C6 structure, supporting the suggestion by Krainer4 that it decomposes by annealing at high temperatures. The only ternary phase is found in a narrow range around Mo3Fe3C (MO43Fe43C14). A microstructure with a two-phase mixture of Mo + n is seen in Fig. 2. The variation of the lattice parameter of n with the estimated composition is shown in in Table IA. The phase diagram does not agree with the results of Kuo9 who reported n2-Mo4Fe2C. Our lattice parameter Varies from 11.095A at the iron-rich end to 11.140Å at the molybdenum-richoend of the phase field whereas Kuo9reported 11.26Å for Mo4Fe2C. The main aim of this work is to evaluate whole-body vibration (WBV) of dozer operators based on three sitting postures (i.e., with 15° lean forward inclination posture, vertically erect posture with no inclination, and with 15° lean backward inclination posture) in Indian surface coal mines. A seat pad tri-axial accelerometer was used to collect WBV data from six dozer operators for three different sitting postures. Results showed that except for Dozer-1, 2, 4, and 5 operators during lean forward sitting posture and Dozer-4 operator during vertical erected posture, no other dozer operators have exceeded an exposure limit value (ELV) of 1.15 m/s2 in any of the considered sitting postures. Similarly, the vibration dose value (VDV) based on exposure action value (EAV) of 9.1 m/s1.75 has surpassed for all the dozers. But no dozer operator has exceeded an exposure limit value of 21 m/s1.75. The outcome of the study infers that based on “above health guidance caution zone (HGCZ)” for daily vibration exposure, i.e., A(8) measurements, for the operator sitting in lean backward postures the vibration amplification was reduced by 32.89% less compared with lean forward posture and 16.23% less when compared with vertically erected posture. Similarly, based on VDV(8), the exposure to vibration for the lean backward posture was reduced by 33.34% when compared with lean forward posture and 17.11% less when compared with vertically erected posture. Based on the above observation, it is concluded that lean back inclination with a trunk flexion of 15° is a favorable sitting posture, as it exposes the dozer operators to minimum vibration.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

In constructing the NORAD Combat Operations Center, controlled blasting techniques were employed to achieve smooth walls and to avoid shattering the rock beyond excavation lines. Extraordinary measures were taken to stabilize the rock to permanently preserve the openings. Rock stabilization was accomplished by means of reinforced concrete and gunite linings, rock boltings, installation of chain-link fabric, and epoxy resin and cement grouting. A particular zone of weakness at B vital location was supported by exceptionally thick reinforced concrete lining, rock bolts, and cement grout.

Capital Quarries in Owensville, Missouri faces several challenges when designing a blast that allows for ease of movement while maintaining controlled throw and compliant air over pressure. The primary challenge is the nearest non-owned structure (NNOS) is a residential home located 250 feet from the quarry. Another challenge is a production bench which is 100 feet tall and separated from the NNOS by Pennsylvanian fire clay that filters out high frequency waves from the blast. Material from the blast must also be less than 5 inches in order to be processed by the crusher in the quarry. To provide as much relief as possible, production shots will consist of a single row with the minimum required burden. To design the shot, signature hole analysis was used to determine the optimal timing between powder columns. Electronic detonators provided an accurately timed shot to minimize the amplitude of the vibrations while maximizing the frequencies. Boretraking and 3D profiling with Renishaw laser profiler and Strayos drone photogrammetry provided an accurate burden measurement. Powder factor was kept at 1.3 tons/lb using bulk emulsion. The boreholes were split into 5 powder columns with the top of the hole firing first in order to blast to floor grade. The resulting shot produced good fragmentation and shot to floor grade. Seismograph readings showed air over pressure vibrations within legal limits. Due to this success, multiple shots will be designed using the process described.

THE ADVERSE CONDITIONS that have gripped industry during recent years have to some extent submerged technical developments under the more pressing demands of economic problems. Progressive operators, nevertheless, have given attention to improvements in processes and equipment even when sales were at a low ebb. The array of facts relating to technical advancement here presented, although doubtless incomplete, is sufficient to indicate that the spirit of inquiry and research has not been quenched by adversity. During the latter part of 1933 a new element has focused interest more fully on improved methods of quarrying, mining, and preparation of nonmetallic minerals. Codes established under the NRA have fixed minimum wages, reduced working hours, and tended to establish selling prices .on a basis of reasonable profit. Labor adjustments will in many instances increase the cost of production, and stabilization of selling prices will tend to emphasize quality and service rather than price as sales arguments. These new conditions point to a growing necessity for improving technique in the interest of reducing cost of production and improving the quality of products. Thus, technology is linked with economics more firmly than ever.
