Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.

This general report considers what promoters of deep basement projects want from their teams and whether they get it often enough. Most large projects are based on complex financial models where the funding is related to a future income stream. Project delays and cost over-runs can critically affect the financial model. Too often, delays and cost over-runs originate in the substructure and foundations. We must take positive steps to improve our industry's reputation for reliability.

Attention of mine operators and engineers in the Picher zinc-lead field has been drawn increasingly in recent years to marginal ore deposits lying at greater than normal depth below surface in the marked structural depressions known as the Miami and Bendelari troughs. Not only mining but prospect and development drilling is relatively costly in the bottoms of the structural depressions known as the. Miami and Bendelari troughs which cross the center of the Picher field. Nevertheless, operations by various mining companies in recent years have shown that no insuperable problems exist, and with the gradual lowering of grade cut-offs throughout the field, certain potential deep-ore areas, previously only partly explored seemed worthy of further investigation. Some such areas were called to the attention of Bureau of Mines engineers by lease holders and operators, while others were noted in the course of Bureau's systematic investigation of Tri-State ore reserves. The writer was assigned to make a study of. those possible "trough extensions," in the course of which all available nine maps, drill logs, and prior reports were assembled. Subsequently 41 churn drill holes were bored by the Bureau in the periods October 1944 to May 1945 and October 1946 to April 1947. The general area under investigation this project is indicated on figure 1, which likewise shows its relation to nearby towns, roads, and railroads. The location of individual deposits included in the report is indicated more clearly on figure 3. Minable ore was found in only two holes, and the structural information procured by drilling was less encouraging than anticipated. This report, however, presents all factual data obtained, in the belief that they may be useful in subsequent prospecting and development projects in the areas investigated. There are also set forth some of the stratigraphic data relative to the Picher field ns a whole and the Miami and Bendelari troughs which were assembled in the preliminary investigation of this project.

"In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale.The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP’s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed assufficient justification for the formation of INAP.INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage.This paper will explore the international efforts and activities of INAP."

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

"Finely disseminated minerals in ores require intensive size reduction to achieve sufficient liberation for the subsequent concentration process. The use of small grinding media in conventional ball mills as a replacement for the usual 2.5 to 3.8 cm balls (1.0 to 1.5 in) produces a finer size distribution at a lower power drawn by the mill motor. However, the conditions ensuring a successful application of using small media for fine grinding are still not fully understood and some plants faced issues to keep the newly introduced steel charge inside the mill during industrial trials. The retention conditions of small media are investigated in this paper using a continuously operated 40 x 40 cm laboratory grinding mill. The tests assess the effect of the steel charge level, the slurry solids concentration and the feed rate on the rate of ejection of the grinding media. The dominant variable is found to be the filling of the mill with the grinding media, followed by the mill feed rate. Results show that increasing the slurry solids concentration within a grinding mill may be favorable for the retention of the media inside the mill.IntroductionProcessing of complex ores often requires the use of fine grinding to liberate finely disseminated minerals. Grinding requirements for a P80 of less than 0.02 mm are not uncommon, and different grinding mills are available for such application (Leonida, 2014; Pease et al., 2006; Davey, 2006; Orford et al., 2006; Nesset et al., 2006). Even conventional horizontal ball mills charged with of 2.5 cm or larger grinding media can be used for fine grinding. However, simulation (Orford and al., 2006) and plant observations (Alves and L-Bouchet, 2005; Brisette, 2010; Brisette and Roman, 2012) demonstrated the advantages of using smaller grinding media in terms of size reduction and energy consumption."

In August, 1975, North Broken Hill Limited announced that an intersection of 37.3 m of high grade lead-silver-zinc mineralisation, assaying 26.2 per cent Pb, 495 g/tonne Ag and 21.2 per cent Zn had been obtained at its Mine at Broken Hill, 520 m north-east of its No. 3 Shaft and slightly below the No. 36 level (1581 m). Subsequent drilling confirmed the presence of the extension of the Broken Hill Orebody on the north-western side of the Globe Vauxhall Retrograde Shear Zone and defined 1.8 million tonnes of high grade mineralisation. The area containing this mineralisation was subsequently named the Fitzpatrick Area in tribute to the late Mr. W.E. Fitzpatrick a former Member of the the Board and Manager of the Ccnpany's Broken Hill operations. This paper describes in brief the exploration programme leading up to the discovery, the general geology of the area and the proposed future exploration progranme for further extensions of the orebody within the mining leases of North Broken Hill Limited.

Straw charcoal was used as a novel reductant in the co-reduction roasting of laterite ore and red mud. The influence of the reductant dosages, co-reduction temperature, and co-reduction time were investigated. Results showed that a powdered ferronickel product of 1.81wt.% nickel and 81.40wt.% iron was obtained under straw charcoal dosage of 15wt.% and roasted at 1250 °C for 80 min. The corresponding recovery of nickel and total iron were 97.21wt.% and 98.87wt.%, respectively. The performance of straw charcoal was also compared to that by the conventional coke reductant. Results showed that ferronickel particles using straw charcoal were larger in size than coke, mainly due to the lower S (0.14wt.%) and ash content (3.80wt.%), which could not hinder the agglomeration of the ferronickel grains, and lower melting point that producing liquid phase and promoting ferronickel particles growth. In addition, the gasification reactivity of straw charcoal is better than that of coke, which is beneficial to the iron oxide reduction and the recovery of iron. To conclude, straw charcoal is a promising reductant for the co-reduction of laterite ore and red mud in coal-deficient areas.

The initial discovery of gold in the Eastmain River area, 310 km northeast of Chibougamau, was made by Placer Development Limited in 1970. This discovery resulted from the drill testing of an airborne E .M. Target located in an area of extensive glacial overburden, within an unexplored Archean greens tone belt considered prospective for base metal deposits. Intermittent exploration by another company between 1973-1977 failed to obtain promising results and the existing claims were allowed to lapse. In 1981, Placer reactivated the project and initiated intensive exploration during the next two years which included aerial E .M. surveys, claim staking, ground E .M. and magnetic surveys, geological mapping, diamond drilling and attendant borehole P,E.M. surveys. Beginning in 1983, exploration has been conducted on a joint venture basis with Eldor Resources Limited, The greenstone belt under investigation has an arcuate distribution pattern relative to a centrally located granitic core. Occurrences of gold mineralization defined to date are located to the south of the granite along a strike length of 7 km, and appear to be restricted to the lowermost of two mafic volcanic cycles. This lower cycle is dominated by basaltic flows with subordinate rhyolitic flows and pyroclas ties. Concordant, variably magnetic, massive to talcose ultramafic units occur towards the stratigraphic top of the lower mafic volcanic cycle and appear to crudely define areas considered prospective for gold on a regional bases. Economic interest in centered on a s tratabound, siliceous, sulphide-bearing unit hosted in a 15- 25 metre thick sequence of rhyolite tuffs, basalts and intercalated ultramafics, The siliceous ore bearing unit ( interpreted as a recrystallized chert) contains from 10%-30% pyrrhotite and pyrite with subordinate chalcopyri te and minor sphaleri te. Alteration is characterized by mica development, silicification and carbonatization. Garnets are also occasionally present in close proximity to the ore horizon. The sequence is south facing, and overturned to the northeast at 35°-55°. Explora tory drilling in the vicinity of two conductive targets has been on 100 metre centres along a 1 km strike length of the prospective sequence. To the end of 1983, two ore zones (A and B) have been partially drill tested with estimated indicated and inferred geological reserves of 1 million tonnes grading 11.7 g/t gold , 14.7 g/t silver and 0.26% copper. The system is open at depth. This discovery is the result of the effective integration of geophysics and geology with contributions by many over a long period of time. Key events that can be emphasized are: ( 1) initial area selection of a remote greenstone belt in 1969 - albeit for base metal deposits , (2) utilization of an airborne E .M. system which successfully targeted the A Zone in 1970 , (3) the timely reactivation of the project in 1981 and the subsequent recognition that the original discovery represented a sulphide bearing stratabound horizon with implicit volcanogenic connotations , (4) the intensive effort in 1982-83 deploying aerial and ground geophysics coupled to volcanogenic concepts of ore distribution which resulted in the discovery of the B and C Zones in 1982, and (5) the integration of downhole P . E.M. surveys and geology to successfully delineate ore at increasing depths . To the end of 1983 , $2.6 million has been expended, and it is hoped that continued effort will result in the eventual delineation of an economically viable ore deposit for the joint venture partners .

The principle of time domain reflectometry (TDR) is being used by the U.S. Bureau of Mines to monitor strata displacements induced by mining. The Northwestern University TDR Signature Analysis (NVTSA) Program was developed under contract with the Bureau to allow for visual comparison of three TDR waveforms quickly and easily. This program is interactive, and on-line help is available. The Northwestern University Remote Control TDR Data Acquisition System and Modification of Tektronix SP232 Host Application Program (NUMOD) was then developed to allow acquisition of TDR wave-forms from a remote cable tester via modem. The NUMOD system utilizes commercially available software while the NUTSA program is available from the Bureau. This report begins with a discussion of TDR principles followed by a description of the NUMOD system. An interactive example of signature analysis is then used to demonstrate features of the NUTSA program.

Conventional processing of poly-metallic gold containing flotation concentrates are challenging for a number of reasons. One reason is that substantial copper and zinc in the cyanide leach solution compete with gold and silver for carbon adsorption sites. In this study, metal-cyanide adsorption kinetics and equilibrium are measured on three samples of coconut derived activated carbon and one sample of synthetic carbon. Loading selectivity was confirmed to be in the order gold>silver>copper>zinc for all carbon samples. The synthetic carbon tested showed promising results in terms of loading kinetics and capacity for precious metals.CITATION:Lakemond, S, Ku, L I and Vaughan, J, 2013. This paper presents an overview of passive, engineered, biologically-based anaerobic bioreactor (ABR) treatment systems of the sort that can be used to remove dissolved copper from mine wastewaters. The paper begins with a brief history of the origins of this treatment technology and continues with a discussion of principles of engineered wetlands (EWs, advanced kinds of constructed wetlands, CWs) and the use of vertical sub-surface flow (VSSF) varieties that contain pulp & paper biosolids as the reactive medium for EW cells. A brief outline of a procedural methodology used in evaluating the potential for biological treatment on a site-specific basis is also included. An introduction to the microbiology of passive biologically-based treatment systems is followed by some recent research results in the general area of wetlands and ABR research. The paper concludes with a brief discussion of several sites known by the authors to have successfully (or not) demonstrated the potential of this treatment option.

"This paper discusses energy use and conservation in the primary copper industry and illustrates eco-efficiency considerations, using select examples of practices at ASARCO LLC, an integrated primary copper producer and others in the industry that promote eco-efficiency. The World Council for Sustainable Business Development first publicized the concept of eco-efficiency at the Rio Earth Summit in 1992. Eco-efficiency is a management concept linking environmental and economic performance and is aimed at generating added value for a business through, among other things, increased resource and energy conservation and reduced environmental impacts throughout the life cycle of the product or service. This concept differs from sustainable development in that focus is only on economic and environmental factors and does not include social considerations. In the metal mining and processing context, this added value can be realized by implementing practices that promote conservation of water and mineral resources, conservation of energy, minimization of waste, reduced emissions and effluents and increased recycling. The examples from the primary copper industry used to illustrate eco-efficiency considerations include: water and energy conservation in mineral processing, adoption of flash and bath smelting processes, emission reduction and process improvement associated with fire-refining, implementation of green chemistry in electrorefining, promoting product stewardship initiatives and fostering renewable energy project on disturbed mined lands.INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, solvent extraction-electrowinning (SX-EW) plants and a copper smelter in Arizona and a copper refinery in Texas."

Two facets of surface mining were studied: feasibility of using training simulators to increase productivity of haulage trucks, front-end loaders, and shovels; and improving the efficiency of dragline operations with a computer-aided analysis of dragline usage and the addition of an on-board operator display. Training costs per student were estimated based on current training practices. Training objectives were derived from task: analyses of haulage trucks, front-end loaders, and shovels. The cost effectiveness of training simulators was determined. A computer-aided analysis defined the critical performance parameters. An on-board operator's display is recommended to improve operator efficiency.

Fly ash is a by-product from coal-fired power stations that is captured from the exhaust gas stream by electrostatic precipitators (ESPs) or bag houses. It is mainly derived from the inorganic components in coal but also contains residual carbon from unburnt fuel (measured as LOI). In the past, nearly all fly ash was sent to landfills or tailings ponds by power generators but this trend is quickly changing due to landfill costs, sustainability requirements and the inherent value in correctly processed fly ash. The main property that makes fly ash suitable for recycling is its use as a pozzolan. Pozzolans exhibit cementitious properties that make them suitable for partial cement replacement, and that can have beneficial properties for concrete mix designs. Fly ash can be used to replace up to a third of the of the Ordinary Portland Cement (OPC) requirement. Suitable fly ash nearly always requires the removal of the less reactive coarser fraction from the finer fraction. Due to the pozzolanic nature of fly ash, it must be processed dry and separation is normally required at 45 micron. In response to the increasing demand from a range of dry classification applications, Metso purchased an established air classification technology suitable for both mining and construction applications. The classifiers intelligent design efficiently utilizes the air flow which keeps power requirements low whilst including a scrubbing/recirculating function within the classifier that allows extremely efficient separations even at very fine sizes. This technology is of global interest to Fly Ash processors, but should be of particular interest in India which is both the second largest cement producer in the world as well as producing 80% of its power from thermal sources. This paper is intended to give a brief overview of fly ash and requirements for use as a pozzolan, air classification of fly ash and a case study from an established and experienced fly ash producer. Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells. Basal and intra-Strzelecki porous quartzose sandstones remain one of the few untested plays left in the Gippsland Basin and, in the onshore, merit extra attention as they he within the oil window at economically drillable depths.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .
