From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

The purpose of this study is to determine worker acceptance of modified mine equipment at various intervals during a twelve month period. A survey instrument was administered to the workers by two experienced miners in four interviews. All four interviews showed a significant positive response to all modifications, except the small size of the cab of the shuttle car; however, the small size produced significant negative responses with respect to comfort in each of the four interviews. Initially, (interviews one and two), there were significant negative responses with respect to manufacturer receptivity to operator suggestions and program management follow-through on operator suggestions; however, the third and fourth interviews showed no significant negative responses with respect to these items. Likewise, there were significant neutral responses in the first two interviews; however, the third and fourth interviews showed no significant neutral responses with respect to these items.

"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

This paper presents a waste rock treatment and rehabilitation program conducted at a metaliferous mine site in northern New South Wales from 2000–2013. It updates findings from 2005 for Program #1 (which examined acidity, leachable metals and tree growth in a control and three treated areas of waste rock) and includes new results for Program #2 (which examined acidity, plant uptake of metals and trace elements and tree growth in a control and four treated areas compared to undisturbed background levels) and Program?#3 (which examined the treatment and revegetation of submerged mine tailings and an exposed tailings beach).Program #1 showed low soil pH in the control area remained unchanged from years 1–14, and soil pH in the limed and capped areas was initially increased but fell back to starting levels within 12 months and remained low for 14 years. In contrast, soil pH in the Terra B area resulted in soil high pH immediately after treatment and increased in years six and 14 without further treatment. Tree height and density in 2005 and again in 2013 indicated acidity in the control, limed and capped areas suppressed tree height and density; however, in the Terra B area, revegetation in 2013 was comparable to undisturbed forest. Outcomes in the control, biosolids and three Terra B areas in Program #2 were similar to those observed in Program #1.Program #3 showed the submerged and exposed tailings initially had low pH and high concentrations of total and leachable metals before treatment, but these became non-leachable after treatment with Terra B. Revegetation was achieved on the tailings beach, with almost uniform colonisation of bulrush and common reed, along with bottlebrush and golden wattle; a variety of reptiles have also been observed on the revegetated tailings beach, along with migrating ducks, spoonbills and grebes.CITATION:Fergusson, L, Blair, D and Scutts, T, ?2014. With stable building sites becoming scarce in the greater San Francisco Bay Area, the new Summit Senior Care Facility is being built into the side of an unstable hillside adjacent to the San Ramon Regional Medical Center in San Ramon, California. This hillside has had a long history of instability and the site of the new Senior Care Facility required excavation into both a historic old landslide and a more recent active landslide. After a thorough geotechnical study, it was concluded that the best way to build the new facility would be to construct a tied-back retaining wall in the area of the old landslide, since it extended off-site onto two adjacent properties, and remove the active landslide and replace it with compacted fill before cutting into its toe area with an additional tied-back retaining wall. The design was further complicated by the proximity of the site to several active faults. In the area of the old landslide, the combination of an ascending slope behind the wall, landslide forces and seismic forces resulted in total design pressures between 365 to 4,575 PSF for a wall with a maximum height of 30 feet. The wall for the old landslide was constructed by first drilling and placing steel soldier piles in concrete. The tip of the soldier piles extended a minimum of 12 feet below the landslide plane that was up to 36 feet below the bottom of the wall. Permanent double corrosion protected tiebacks were then installed through the soldier beams and anchored below the slide plane. A shotcrete facing was then installed on the face of the wall. BACKGROUND The site of the Summit Senior Care Facility is located on the southwest flank of Mount Diablo adjacent to San Ramon Valley which is characterized by gently rolling hills. The San Ramon Valley Regional Medical Center, which opened in 1990, is located to the north and an existing church is located to the southwest. There are also private residences located to the southeast. The site is shown in Figure 1. Numerous faults run close to the site, the most significant of which are the Calaveras and Pleasanton faults. The site has also had a long history of slope instability and has been the subject of numerous investigations. Studies conducted in 1979 and 1984 concluded that there was a landslide in the area and recommended that a buttress shear key be constructed between the subject site and the existing church for a sewer main as well as removal and replacement of the head area of the old landslide to stabilize the hospital site. While two previous geotechnical studies in 2008 and 2016 identified slope instability, they did not recognize the genesis and limits of the old landslide on the western portion of the site or the limits of the active landslide on the eastern portion of the site.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. The future facilities covered in this report fall into the following categories: coal mines and expansions to existing mines, electric powerplants and expansions to existing plants, coal conversion plants, waste-to-fuel conversion plants, oil shale projects, tar sands projects, potential geothermal facilities, coal slurry pipelines, railroads related to fuels development, uranium mines and expansions to existing mines, uranium mills and enrichment facilities, oil refineries, and natural gas processing plants. The projects are listed by state. Data concerning the company, location, planned markets, process type, initial operating date, capacity, water requirements, employment, current status, and other relevant information are included. Each project has been plotted on an accompanying state map. Due to present uncertainties concerning the fuels industry, some of the listed projects may never he constructed. No attempt has been made to determine the degree of certainty or viability of each project.

"1 INTRODUCTIONThe use of nondestructive testing (NDT) methods to evaluate the integrity of Augered Cast-in-Place (ACIP) and Drilled Displacement (DD) piles has been a subject of significant debate among engineers, contractors and NDT practitioners. This guideline document will illustrate the importance of reviewing all available information in conjunction with the NDT records. ACIP and DD piles have unique properties that must be considered when using a specific NDT method. Any evaluation of the integrity of an ACIP or DD pile must also include a thorough review of the detailed pile installation records and the site specific soil conditions. Long or theoretical descriptions of the methods have not been included in this publication. More detailed information about these NDT methods including their theoretical and historical backgrounds can be found in DFI’s Manual for Non Destructive Testing and Evaluation of Drilled Shafts (2004). Additional information can also be found in the more comprehensive textbook Nondestructive Testing of Deep Foundations by Hertlein and Davis (2006).1.1 PurposeThe intent of this guideline is to provide practical guidance for the proper interpretation of NDT results on ACIP and DD piles. Short descriptions of the main integrity methods available are provided along with several examples of how to use all of the information available to make sound engineering judgments about the results. This publication is a state-of-the-practice guideline to promote accurate engineering evaluations.For engineers inexperienced with NDT, these guidelines provide sufficient background information on NDT methods to help understand the limitations of the testing, assess the results presented to them, and formulate appropriate questions. This is particularly important for engineers charged with the responsibility to determine from those results what, if any, consequences there may be on the performance of the structure under construction."

An existing mining company plans to extend their surface coal mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accounting for the site show an overall NP:MPA ratio of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to? be mined. If traditional dragline mining methods were used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of Acid Mine Drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. In order to prevent the formation of AMD, the company has proposed to mine the area using Truck/Shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, a mine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil in order to achieve an overall net alkalinity in all spoil areas. Mining of this site should therefore not result in the formation of AMD.

Waste disposal schemes using spent shale in embankments require a thorough knowledge of its geotechnical engineering properties for environ-mentally safe disposal. In this context, the objective of this laboratory investigation was to determine the physical properties, geotechnical properties, and composition of spent oil shale retorted by the PARAHO and TOSCO processes. Physical properties consisted of mechanical analyses, Atterberg limits, and specific gravity determinations. Geotechnical engineering properties were determined by compaction, maximum-minimum density, unconfined compression, triaxial compression, permeability, direct shear, Ko, cyclic tri-axial, resonant column, and Los Angeles Abrasion tests. Petrographic, chemical, and scanning electron microscopy analyses were used to determine compositional features. Unprocessed shale is hard and durable and more properly described as a carbonate rock instead of shale. PARAHO is classified as a GP, while TOSCO classifies as an SM. PARAHO requires no moisture for compaction to maximum densities; however, TOSCO does. Retorting causes a loss in durability but creates self-cementing characteristics, which for PARAHO a 3-to 8-fold strength increase was observed, while for TOSCO the increase was 1.5 to 3 folds. The shear strength, compressibility, and dynamic properties of compacted PARAHO are comparable to those for sandy gravels. Compacted PARAHO is semipervious, while compacted TOSCO can be semipervious to impermeable.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

A numerical model has been developed to simulate the effectiveness and costs of a number of conceptual remedial measures aimed at reducing acidity and metal concentrations in the Ngakawau River and its tributaries near the Stockton Coal Mine, situated on the West Coast of New Zealand. The Stockton Coal Mine has been in operation over the past 100 years. During that time, seepage from waste rock dumps has contributed to elevated acidity and metal concentrations in the Ngakawau River and some of its tributaries. The yearly mean rainfall at the mine site is 6000 mm. The model, developed using GoldSim software, simulates rainfall, run-off and stream discharge for 26 tributaries. It then calculates acidity and metal concentrations in the mine impacted tributaries and the dilution downstream from the mine. The model has been calibrated to measured flow and acidity and metal concentrations in the Ngakawau River and some of its tributaries. Acidity and metal loads are removed from the system in accordance with specified efficiencies and capacities of the respective conceptual remedial measures. The user can compare specific remedial measures, or a combination of conceptual remedial measures. The model predicts the acidity and metal concentrations at a number of monitoring stations for any remedial strategy selected by the user. It also calculates the capital and operational costs for that particular remedial strategy. This paper presents the development of the numerical model and describes how the end-user can use it to compare the efficiency and costs of various remedial strategies by running different æwhat ifÆ scenarios.

Granduc lies near the Alaskan border in British Columbia, about 600 miles (960 km) north of Vancouver. Prospecting in the area must take place in the short summer months of fog and rain because the winter is bitter cold, with snowfall up to 960 inches (24.4 m) accompanied by avalanches. Despite these difficulties, the mineral ized area was discovered in the 1920's. By 1956, Newmont Mining Corporation had developed mineable ore reserves estimated at 32,500,000 tons of 1.93% copper. Newmont and ASARCO, in a joint venture, then began development of the ore body, which was partially covered by glaciers. It was apparent a concentrator could not be built at the mine site where overland access was impossible due to the weather conditions and the terrain. Years of engineering studies of all possible access routes finally dictated the driving of an 11 mi long (17.6 km) tunnel passing under three glaciers and three mountain ranges to the nearest feasible concentrator site at Tide Lake. Even then, a mountain road subject to an average snowfall of 800 in. (20. 3 m) had to be built 32 mi (51 krn) from the concentrator through Alaska to Stewart, British Columbia, the nearest port. At Stewart, which is located at the head of a fjord 120 mi (192 krn) from the Pacific Odean, a fully equipped marine terminal was built. The tunnel, the lifeline between mine and mill, was to be driven from both ends; however, in 1965, an avalanche occurred at the Leduc portal, killing 26 crew members and wrecking much of the camp. The tunnel was then driven from one heading adjacent to the concentrator site at Tide Lake, a distance of 53,744 ft (16,381 m) to a point under the ore body. The remote location, type of terrain, and bad weather made supply of crews, equipment, and construction materials difficult; but in spite of these extremely adverse conditions, the tunnel crews set many world records. Mineralization throughout the ore zone is generally uniform in grade and composition and is primarily chalcopyrite and pyrrhotite associated with pyrite. Mining is mainly by sublevel caving. After blasting, rubber-tired load-and-haul equipment moves from level to level by means of an internal connecting ramp system on a 15% slope. At the gathering haulage level, 15-ton bottom-dump cars deliver the ore to a 600-ton pocket equipped with a Hudson "Rock-Flo" dump. The bottom of the ore pocket forms the feed chute to the primary

There has been considerable advancement in recent years in the tools, both software and hardware, available to allow efficient digitalization of site records during the construction of geotechnical works. Whilst these tools have excelled at replacing handwritten records, the ability to use digital records to validate design and construction requirements in real time or even within reasonable timescales has generally been limited to the development of bespoke ‘prototype’ project specific solutions. This paper describes the development and implementation of an industry standard design schedule and the benefits of the broad adoption of a single database schema for data recorded on geotechnical sites. The former has brought significant improvements and automation of the design process, whilst the latter has enabled the validation of the constructed works against design intent in almost real time. Further details of the standardized design schedule, already publicly available in the UK through the FPS, examples and lessons learnt from implementing digital site record systems on live projects are presented herein. The utilization of cloud computing technology and complex algorithms linking plant/rig instrumentation with design data can further automate construction sites using IoT (Internet of Things) best practices. The authors will share their experience of the recent deployment of a digitalized design-to-construction record system, give recommendations for future development and a call for an industry wide drive to finalize and adopt the AGS Piling data schema.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The Stress Control Method of mine design provides enhanced engineering control over the behavior of underground structures in comparison to conventional mine design methods. The same Method can be applied to achieve design control of surface subsidence. The basic mechanism relating undergroued deformation and surface subsidence is disclosed by mine simulations, using the REM (Rheological Element Method) computer code, whose predictions have been validated by field measurements. The key components of the underlying mechanism of surface subsidence have been shown to be the stress envelopes formed in the process of underground excavation. It has also been demonstrated that significant control of surface subsidence can be achieved by designing the geometry and timing of underground excavation to regulate the formation of stress envelopes. A field example is given in this paper to illustrate this application of the Stress Control Method.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.
