This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.

The Phosphate Recovery Corporation operates three flotation plants, Nos. 1 and 2 concentrators about three miles northeast of Mulberry, Florida, and No. 3 plant at Wales, Tennessee. These plants represent the first commercial phosphate flotation operation and are also believed to be the largest nonmetallic flotation operation in the world at the present time. The details of this paper will be confined to plant No. 2, this being the newest and largest concentrator in Florida, and the flow sheet being practically the same as at plant No. 1. The No. 3 plant has been operated but a short time and has been shut down since December, 1932, on account of the decrease in phosphate rock production. The phosphate washers usually are located centrally on a known deposit so that about two hundred acres of ground can be mined economically to each washer location. The washers are moved to new areas when the distance becomes too great for economical pumping. The flotation plants are built either adjacent to a washer, so that current debris may be utilized, or on the site of a former washer where there is sufficient accumulated debris available for mining, and the flotation plants must also be moved from time to time. Most of the water used in the Florida flotation plants is recovered after passing through a circulating system where most of the fine suspended matter is settled out, but some make-up water is obtained from deep wells near the plant. Power is obtained from the Tampa Electric Co. through the distribution facilities of the International Agricultural Corporation. Flotation concentrate is hauled from the plant by trolley over the International Agricultural Corporation's trolley system, to the drying plant at Prairie, one mile northwest of Mulberry. Cyprus Sierrita Corp. has 16 parallel 5.03 m-diam x 5.8 m long (16.5 ft-diam x 19 ft) primary ball mills, each operating in closed circuit with a nest of cyclones. Before the upgrade to 840 mm (33 in.) cyclones, each mill operated with a nest of five 660 mm (26 in.) cyclones - four in use and one on standby. In this configuration, the mill throughput was 88.5 kt/d (97,500 stpd). Flotation feed averaged 25.9% +212 pm (+65 mesh). The 660 mm (26 in.) cyclones normally operated at an inlet pressure of 34 kPa (5 psi), lower than the inlet pressure of 55 kPa (8 psi) recommended by the manufacturer. The circuit was typically operated with cyclone overflow densities greater than 40% solids to achieve the required throughput. This resulted in inefficient cyclone operation and excessive coarse oversize reporting to flotation. The apexes choked frequently. Larger apexes were tested but reduced the classification efficiency and resulted in circulating loads greater than 800%.

The performance of a novel prototype kerf-cutting impact mining machine was evaluated under a cooperative agreement between the U.S. Bureau of Mines and RAMEX Systems, Bellevue, WA, while operating under conditions typical of normal tunnel entry development. Selected operating parameters were monitored concurrently to determine baseline operating conditions and to study relationships between operating parameters. Using the data obtained, the specific energy requirements of the impact mining machine were calculated and compared to specific energy requirements of tunnel boring machines cutting in rock having similar hardness. Tests results indicate that the kerf-cutting impact mining machine can provide a mechanical means for mining very hard rock that cannot be effectively mined using commercially available mechanical excavators.

In the last four decades significant effort has been devoted to designing piles in expansive clay soils. Nevertheless, only a scant effort has been devoted to the elimination of heave forces acting on the upper part of lightly loaded piles. For this purpose, an investigation site was established in Karmiel in Northern Israel. On this site sixteen unloaded cast-in-situ piles, both uncoated and coated, were installed in a moderately expansive clay soil in the end of summer 1996. The piles were executed to different depths ranging between 2m and 7m and were observed over a period of 27 months. Another nine unloaded cast-in-situ bored piles were installed at the end of summer 1998 for carrying out pullout tests. These piles were embedded two meters from the ground surface. Results obtained from observations and from full-scale static pull out tests showed that separating the piles from the surrounding clay in the active zone by a twin walled sleeve eliminated the heave forces significantly. The scope of the work is, determining of the elimination degree of the heave forces due to the provision of the above sleeve.

"The ore-element patterns in regional lake sediment geochemical survey data from four areas of Newfoundland containing granite-related mineralization reveal characteristics which can be used to identify mineralized granitoids. The St. Lawrence Granite with its fluorite deposits, the Ackley Granite with molybdenite mineralization, the Grey River tungsten lodes and the newly discovered Mo- W mineralization at Granite Lake, Central Newfoundland, have all been included in the regional lake sediment geochemical surveys, which now cover about 90,000 km2 of the Island of Newfoundland. The lake sediments over these mineralized granites show diagnostically high values of Mo, F, Pb, Zn and, in three of the four cases, U, together with locally high Ag and Cu values. Furthermore, these ore-metals display a distinctive zoning pattern about the intrusives, which can be related to the classical ore-metal zoning patterns developed about many types of mineralized granitoids.IntroductionGranitoids in Eastern Canada are receiving renewed interest as potential hosts of tin, tungsten, uranium and related mineralization. Although a number of mineral deposits and showings have been known from a few granites (sensu lato) in the region for many years, granites had generally received little attention as potential hosts of metallic mineralization until the recent resurgence in interest in the mineral potential of these rocks. In Newfoundland, where granitoid rocks underlie about 30070 of the land area, petrologic data are available from some granites, particularly those in eastern Newfoundland (Strong et al., 1974; Strong, 1980), but in southern and southwestern Newfoundland the data base is sparse, and indeed in many cases individual plutons are not delineated on the geological maps of the area . Most of the available data on Newfoundland graniotolds have been summarized by Strong (1980), who gives a general assessment of their mineral potential by comparing their physical, mineralogical and petrochemical attributes with mineralized granites elsewhere in the world."

Although grouted piles have been used for several decades since the idea was proposed in the 1970s, their design is mostly based on experience and unpublished proprietary methods. There is little research on grouting drilled shaft tips and even less on grouting shaft sides. This paper presents the analysis of 4 instrumented pile loads tests on base and shaft grouted piles from different sites in Egypt; with emphasis on one of the tests, to demonstrate the analysis process. The data from the tests are analyzed to model the development of unit side friction (USF) with relative displacement. A numerical model using the finite element software PLAXIS is used to investigate the effect of grouting on the surrounding soil stress state. The paper combines the observations from full scale pile load tests and results from the numerical model to suggest an idealized behavior of side friction development with relative displacement of the grouted part of the shaft. The suggested model considers an envelope of Unit Side Friction (USF) with relative displacement, initially dominated by the grout resistance then at higher relative displacements, the friction with radially pressured soil takes over. The grout provides very high USF values up to a relative displacement of 2mm. Then, the USF drops to a typical pile soil side friction behavior; however, this friction is affected by the contact stress between pile and soil, which significantly increases due to compaction grouting. INTRODUCTION Base and shaft pile grouting has been significantly developing in recent years to accommodate the unfavorable conditions in major projects such as the high loads in high rise building and founding on problematic soil formations. Grouting aims to decrease settlements and increase the capacity of the pile under axial load. The technique is first introduced by Kraft (1974) but gained popularity in the 1980s. Typically there are two types of grouting; compaction, and permeation. Compaction grouting is more common in pile foundations practice, and many researchers have provided case histories of pile load tests on base grouted piles and base and shaft grouted piles (Gouvenot and Gabaix,1975; Stocker, 1983; Ghazali et al., 1988; Fleming, 1993; Kusakabe et al., 1994; Robson and Wahby,1994; Joer and Randolph, 1998; Hamza and Leoni, 1998; Mullins et al. 2000; Littlechild et al., 2000; Suckling and Eager, 2001; Dapp and Mullins, 2002; Ho, 2003; Fu and Zhou, 2003; Brettmann and NeSmith, 2005; Ruiz, 2005; Mullins, 2006; Dapp and Brown, 2010; Beadman et al., 2012; Nguyen et al., 2013; Miller et al., 2013; Sinnreich and Simpson, 2015; Hui and Lin, 2015). Compaction grouting is meant to densify the soil around the pile and below the base rather than permeate this soil and increase its cohesion. Research showed that grouting increases the capacity of the piles by a factor of 2~5. The variation in capacity increase depends on pile type, grouting process, and especially grouting pressure. Although there are many case histories of pile load tests on grouted piles but there is no well-defined agreed-upon method to predict grouted pile capacity as typically done in ungrouted piles. Few lab experiments discussed the shaft grouting effects on the soil especially the compaction grouting. The experiments concluded that the compaction grouting forms a homogeneous layer between the pile and the soil, and a residual effective stress is achieved simultaneously with a significant densification of the soil around the pile with noticeable decreasing in void ratio. (Fattahpour et al., 2015; Wang et al., 2015). Recently, studies used numerical analysis to investigate the behavior of the grouted piles and the changes in the surrounding soil (Chiang et al., 2013). By utilizing collapsed gangue to create gob ribs, roof cutting and roadway maintenance (RCRM) technology enables coal pillar-free mining, presenting a novel approach. Due to their inherent structure, faults, which are common geological formations, can lead to various hazards, including fault sliding and significant deformation of roadways. In this study, a selfdesigned underground engineering simulation test device is utilized to imitate the cross-fault mining of the 11,101 working face in the Qipanjing Coal Mine (East). The objective is to examine the behavior of the surrounding rock and stress evolution. Generally, the experimental findings demonstrate that compared to the return air roadway, the RCRM roadway experiences a 3.3% decrease in maximum coal rib stress. This suggests that the implementation of this technique can effectively alleviate the stress on the surrounding rock of the roadway. The maximum coal rib stress, lateral pressure of the gob rib, and maximum deformation of the roof near the fault of the RCRM roadway are 11.3%, 25.6%, and 86.1% greater than those of the conventional geological conditions, respectively. The roadway deformation is negatively impacted by the fault structure. Based on experimental data and field measurements, a discrepancy in the maximum roof deformation between the test and field monitoring results under typical geological conditions is 8%. This indicates a favorable alignment between the test results and the real-life scenario. In conclusion, the proposed targeted control technique is implemented in the field by integrating the mining invariant equation and gangue volume expansion equation. This not only validates the effectiveness of the technology but also offers valuable insights for the future utilization of RCRM technology under comparable circumstances.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

For its surface features, micro-sized hematite is usually difficult to recover by magnetic separation; especially, the existing high gradient magnetic separator in industry can not utilize collecting matrix with thin silky rods for its property of being easily blocked; the lower size limit for recovery of micro-sized weak magnetic minerals is about 0.019mm, some even is 0.037mm. This paper introduces the application of the combined new technique of water-air joint discharging of concentrate and collecting matrix with different diameter silky rods in the field of recovery of micro-sized hematite by high gradient magnetic separator. The commercial test result for recovery of a certain hematite with size about ?0.037mm shows that the recovery can be promoted by 16.81% with basically same concentrate grade.

An integrated pilot plant for the development of the S-C Copper Process was constructed at Fort Saskatchewan in 1975 and operated in 1976. The pilot plant was designed to treat 9 tonnes per day of a pyritic copper concentrate. A demonstration run conducted during the last quarter of 1976 averaged 90% on-stream time, and confirmed that the process is operable as a stable and integrated unit. The paper describes the parameters and equipment developed for thermal activation of chalcopyrite copper concentrates to make them amenable for the dissolution of iron and zinc, and their subsequent separation and recovery. The resulting high-grade copper sulphide was leached with return electrolyte and oxygen to extract 98.5% of the copper into solution. The copper was electrowon at 650 amps per square metre from purified solution, to produce cathodes analyzing 0.1 ppm Se, 0.1 ppm Bi, 4 ppm Pb and 10 ppm S. The electrical conductivity was >101% lACS and the spring elongation value [ ]350 mm. Elemental sulphur and gangue are removed from leach residues to make a concentrate containing over 95% of the silver and gold and most of the unleached copper. Conventional construction materials such as stainless steel, titanium, Hastelloy, acid brick, rubber and plastics performed well. The containment inherent in hydrometallurgy provided high standards of hygiene and safety.

The genesis of Simrac?s technology transfer practices and future initiatives are discussed in this report. Simrac produces a relatively large volume of research-based health and safety outputs that must be communicated to its tripartite stakeholders and to other interested and affected parties. The wide spectrum and complexity of the transferables, together with the diversity of end-user needs and skills of the recipient population, necessitate customizing of technology transfer practices. In an attempt to optimize this process, a variety of practices are employed. Information is transferred by means of publication and dissemination of a variety of reports (paper, website and CD).Knowledge transfer is directed to health and safety practitioners by means of workshops, seminars, best practice booklets, handbooks and textbooks. Promotion of recently completed projects is directed at targeted recipients by means of project launches. Only isolated cases of piloting and implementation of technologies have been undertaken due to lack of resources and past organizational focus. It is anticipated that Simrac?s new organizational structure and management system, together with end-user involvement by industry champions, from project inception to implementation, will enhance the effectiveness of the technology transfer process.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.

The summit of L_ihi submarine volcano changed dramatically after seismic activity beneath L_ihi during the month of August 1996. Bathymetric re-surveys of the L_ihi edifice using SeaBeam, Simrad and deep-towed Reson-Focus multibeam systems showed the presence of new north-south striking fissures, normal faults and a new pit crater located at the site of a former 300-meter high volcanic cone. Comparisons between the pre-1996 SeaBeam data and the new bathymetry show a net loss of about 100 million cubic meters of rock volume on the summit. This loss is localized at a new pit crater -- the 300-meter deep by 1,300-meter wide Pele's Pit. Submersible observations with Pisces V show the northern edge of Pele's Pit to be bounded by a normal fault located north of the site of the former Pele's Vents cone that has disappeared into the new pit crater. A new hydrothermal field, the Ikaika Vents, extending from a water depth of 1,311 meters to 1,287 meters has formed at the northeastern edge of the floor of Pele's Pit. Submersible observations of these new Ikaika Vents during September 1996 showed vigorous venting at the site with extensive white-colored bacterial mats hanging off the rock face above the vents. Follow-up mapping and sampling of the vent sites during August 1997 showed vent temperatures of up to 198°C, dense populations of vent shrimps around the vents and a centimeters-thick veneer of fine-grained polymetallic sulfide mineralization along the rock walls above individual vents. The mineralogy of the sulfides shows a barite, chalcopyrite, sphalerite, and pyrite composition.

The Bureau of Mines studied the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian region. All relevant published literature pertaining to the occurrence and control of surface and ground water in underground coal mines was reviewed, and the impacts of mine water with respect to health and safety, production, environment, and costs were assessed and are described in this report. The report also identifies the sources of water inflow into underground coal mines, and gives a summary description and evaluation of techniques that can be used to reduce the amount of water entering these mines. Engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings were reviewed and are summarized. Major emphasis has been placed on the identification of geologic and hydrologic conditions of the site, the water control methods used, and an evaluation of their technical and cost effectiveness.

At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.
