Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.

Uplift of the antiformal ranges in Central Otago, New Zealand , has resulted in the progressive evolution of eluvial placer deposits in tectonic sediments on the range flanks and along their margins. The placers are derived from the reworking of fine-grained gold from the auriferous Manuherikia Group fluvial sediments which covered the basement prior to uplift of the ranges. Gold in the tectonic sediments at Matakanui shows a progressive increase in grainsize in successively younger sediments and nuggets in the youngest gravel sequence are up to two orders of magnitude larger than gold grains in the parent alluvial source. Most of the gold in the tectonic sediments is highly irregular in shape, commonly with delicate surface textures which could not have survived fluvial transport and are indicative of authigenic precipitation. Some coarse grains have been rounded by recycling, and further addition of authigenic gold has occurred. Placer gold values result from both physical and chemical enrichment during sedimentary recycling. Continued range uplift and back-thrusting of sediments on to the ranges results in recycling of earlier formed placer sediments. They also result in further enrichment of gold values through the incorporation of additional supplies of the parent alluvial source sediment The host sediments are widespread along the ranges and are not confined to sites of historic mining activity.

Saganoseki smelter & refinery had operated two flash smelting furnaces from 1973, attaining 330,000 mtpy of copper production in 1989. In 1996, however, it carried out a "integration of two flash furnaces". That is, it doubled the feeding capacity to one flash furnace to shut down another furnace while maintaining the same production. Single flash furnace operation has successfully started in March 1996 accomplishing a great reduction of the total production cost. The production had reached to 350,000 mtpy in 1997, and further increased to 450,000 mtpy by executing the expansion program with single flash furnace in 1998. This paper introduces results of the single flash furnace operation and describes about an outline of the expansion.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

Deficient surface disposal systems of sulfidic mine waste often cause severe contamination of surface streams and groundwater reservoirs due to the oxidation of sulfide phases. The subsequent generation of leachates characterized by high acidity and elevated concentrations of toxic elements (commonly known as acid mine drainage) jeopardize the health of contiguous ecosystem. Stabilization/solidification (S/S) is recognized as a promising solution for treating such wastes. S/S processes generally mobilize alkaline and/or cementing materials/additives that act as neutralizing and/or binding agents. In the present research, industrial byproducts, namely, cement kiln dust (CKD) and Class C fly ash (FAC) have been used as candidate materials along with the partial addition of sulfate-resistant cement (SRC) in the S/S of polymetallic sulfidic mine tailings (MT). The effectiveness of S/S was assessed by comparing laboratory experimental values obtained from unconfined compressive strength, hydraulic conductivity and leaching propensity tests of S/S samples with regulatory standards for safe surface disposal of such wastes. Despite general regulatory compliance of compressive strength and hydraulic conductivity, some solidified/stabilized-cured matrices were found unable to provide the required immobilization of pollutants. Solidified/stabilized and 90-day cured mine tailings specimens made with composite binders containing (10% CKD + 10% FAC), (5% SRC + 15% FAC) and (5% SRC + 5% CKD + 10% FAC) significantly impaired the solubility of all contaminants investigated and proved successful in fixing metals within the matrix, in addition to achieving adequate unconfined compressive strength and hydraulic conductivity values, thus satisfying U.S. EPA regulations. Laboratory investigations revealed that, for polymetallic mining waste, leachate concentrations are the most critical factor in assessing the effectiveness of S/S technology.

The inplace cyanidation leaching of gold from placer deposits is a potential method for treating gravels too deeply buried and too low in gold content to be processed economically by conventional dredging methods. Laboratory experiments were made to evaluate those placer cyanidation factors adaptable to small-scale studies. The variables investigated included gold particle size and location in sand beds, cyanide solution flow rate, and cyanide solution strength as factors affecting gold solubility rates. The solution flow rate, in turn, was influenced by variables such as bed slope, solution head pressure, and sand size, and the effects of these factors were studied. Free gold, minus 150-mesh and finer in size, is rapidly dissolved by dilute cyanide solutions from mixtures of gold and silica sand prepared to simulate placer deposits. About 94 percent of minus 325-mesh free gold was extracted in 5 hours from silica sand mixtures, and 94 percent extraction of minus 150-mesh gold was obtained in 21 hours with 0.1 percent NaCN solutions. Moving solutions were almost twice as effective in leaching free gold from silica sand mixtures than stagnant solutions.

Effects of High Pressure Grinding Rolls on Platinum-Bearing Ores and the Flotation Response as Compared to the Conventional Ball Mill Three major PGM ore types from the Bushveld Complex of South Africa: Merensky, UG2 and Platreef were comminuted with the use of the high pressure grinding rolls (HPGR). The influence of the feed characteristics and the various operational and design features of the HPGR on energy consumption, throughput, mineral liberation and PGM flotation recovery were investigated. The test work variables included two feed top sizes of 12 mm and 6 mm, specific grinding forces ranging between 3 - 7.5N/ mm2 and zero gaps of 1.5 mm and 3 mm. The results show that the influence of the HPGR operational and design features on energy consumption, throughput, mineral liberation and PGM recovery are ore dependent. The size reduction-specific energy relationships show that the most energy efficient utilisation of the HPGR for Platreef ore was at the lower specific grinding force of 3N/mm2 and the zero gap at 3 mm. For Merensky and UG2 ore on the other hand, the most energy efficient operation was at the higher specific grinding force of 7.5N/mm2 and the zero gap of 1.5 mm. At a specific energy input of 3 kWh/t, reduction ratios (F50/P50) of 6.5, 3.8 and 10 were obtained for Merensky, UG2 and Platreef, respectively for feed top sizes of 12mm. Further application of the HPGR as a pregrinding stage to a ball mill showed a 25 - 30 per cent increase in throughput for Merensky and UG2 ore. Batch flotation tests performed on selected samples appear to indicate that ore comminuted with the ball mill had superior grades compared with that ground with the HPGR. However, Merensky and UG2 ore comminuted at different HPGR operating conditions showed distinctions in PGM recovery. Platreef on the other hand did not appear to show any differences. Therefore, this study highlights the significance of ore type and operating variables in HPGR applications with regards to energy efficiency, throughput and PGM recovery.

Seismic events and pillar failures observed in two platinum mines in the Rustenburg area, South Africa, were investigated. We studied the sources of approximately 300 largest seismic events recorded in 2009. Moment tensors of these events were estimated from amplitudes and polarities of P- and S-waves. The inverted mechanisms contain isotropic implosive components in many instances. Analyses of uncertainty of the moment tensor solutions confirmed the significance of the implosive component in general. Several documented cases of pillar failure were considered in detail. For each of these a seismic moment tensor was calculated from an elastic stress model assuming an instant removal of a failed pillar. The geometries and magnitudes of the theoretical seismic moment tensors are in agreement with the observed (i.e. inverted from seismic data). The results indicate that either pillar failure or fracturing in the proximity of the reef (within a fraction of the dominant wavelength of seismic waves) are responsible for a significant portion of the large events recorded in these mines.

"Ultramafic Ni ores present significant challenges in processing in that both recoveries and grades are not satisfactory, due to the presence of Mg silicates in large amounts. Significant quantities of xanthates and CMCs are generally used for their recovery by flotation. Additionally, given that some of these ores are processed under acidic conditions, CS2 generation due to xanthate decomposition presents some safety hazards. Technology to replace xanthate has been developed for which the safety and health issues are absent. Collector S-10294 shows significant improvements in Ni and overall S recovery at a dosing rate of one half that of xanthate. New polymeric modifiers have also been developed that help reduce the Mg content of the concentrates at very low dosages. The reagents are custom designed for use in normal or hypersaline water, and acid or alkaline conditions.INTRODUCTION The use of xanthates in sulfide mineral flotation is reported to have started as early as 1925 (Nagaraj 2005). The reagent is now ubiquitous in the mining industry, accounting for 40-50% of total collector consumption. In recent years, the development of more selective reagents has rendered xanthates largely obsolete in Cu flotation. However, xanthates continue to be sold in large amounts in the Au, PGM and Ni flotation industry, where bulk sulfide flotation is required. The low cost and easy availability is the largest driver for the use of xanthates in the minerals industry. Of particular interest to this study is the use of xanthates in the flotation of Ni sulfide ores. About 60% of the world’s annual nickel output is obtained from sulfide Ni ores (Hoatson, 2006). A strategically important category of these ores is the ultramafic hosted sulfides, such as those of Western Australia and Canada. These ores are characterized by low Ni grades (<1%), with the Ni minerals being pentlandite, violarite, millerite and mackinawite, and gangue minerals comprising an array of altered Mg silicates, mostly serpentines. The challenges associated with treating these ores are well documented (Eltham et al. 1973; Claridge et al. 1975). One challenge is that Ni recoveries from these ores are lower. This has been attributed to the increased pulp viscosity, as discussed in detail by Vasudevan et al., 2010. Additionally, Mg silicates tend to report to the concentrate in large quantities, which is problematic for two reasons: a) concentrate dilution, and b) the high melting point of Mg silicates tends accelerate wear on the refractory lining of smelters. This has been attributed to network transport to the froth phase via bubble flux and entrainment (Patra et al, 2010)."

This is one of a series of paper&apos;s being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

"Bubbles are unquestionably the heart of the flotation process. Their size and combined surface area are largely what drive the recovery process. This suggests that plant engineers should be aware of where their plants are operating with respect to what is achievable for these key parameters. The paper presents a model of how the key operating variables of frother type and concentration, gas rate, altitude (above sea level) and viscosity affect the Sauter mean bubble size (D32) and bubble surface area flux (Sb). The results are compared to a set of plant measurements that demonstrate the benchmarking capability of the approach. A case study is used to link hydrodynamic change to improved metallurgical performance.INTRODUCTION At the beginning of the 20th Century the early practitioners of flotation were aware of the importance of understanding bubble behaviour (Rickard, 1916) but measurement of individual bubble and gas behaviour in the industrial environment was not possible due to a lack of adequate sensors. This situation was not rectified until three quarters of a century later with the advent of industrially-robust sensors developed, notably, at the University of Queensland’s Julius Kruttschnitt Mineral Research Centre (JKMRC) (Schwarz & Alexander, 2006) and McGill University (Gomez & Finch, 2002). What emerged was not the chaotic environment perhaps expected, but defined relationships between gas rate, gas holdup, bubble size and the total surface area of bubbles. These relationships could be defined by mathematical expressions and predicted from an understanding of the key process variables (Gorain, Franzidis & Manlapig, 1997; 1999) (Hernandez-Aguilar, Gomez & Finch, 2002) (Gomez, Cortes-Lopez & Finch, 2003) (Nesset, Gomez & Finch, 2007). The early JKMRC work focused on a large pilot cell (3 m3) installed in plant environments, while the McGill work was initiated on flotation columns (Finch & Dobby, 1990) (Xu, Finch & Uribe-Sales, 1991) and later adapted to industrial mechanical cells (Cooper, Scott, Dahlke, Finch & Gomez, 2004) (Dahlke, Gomez & Finch, 2005) (Nesset, Gomez, Finch, Hernandez-Aguilar & Difeo, 2005). Yianatos of Santa Maria University (Chile), a graduate of the McGill research team, carried the work to industrial settings in South and Central America (Yianatos, Bergh, Condori & Aguilera, 2001). The methods of gas dispersion measurement are now well accepted and most major research centres and flotation cell manufacturers have adopted the technology (Pyecha, Sim, Lacouture, Hope & Stradling, 2006) (Yañez et al., 2009) (Collins, Schwarz & Alexander, 2009)."
