Drawing from the experience of nickel, copper, aluminum and mineral borates, this paper illustrates the business value that the mining, minerals and metals industry as a whole can gain from applying life cycle assessment (LCA) to products and operations. Through the use of case studies, the paper explores how companies and industry associations have used LCA to their advantage: from evaluating capital investments, meeting customer information needs, supporting new product applications, and developing credible marketing information on the environmental performance of their products. It also explores the dynamics of LCA adoption and integration within companies, and provides recommendations to further strengthen institutionalization of LCA.

The paper is aimed to assess the possibilities of usage of pyrometers and thermal cameras to study ventilation and environmental conditions in underground mines. Surface and underground thermovision tests were carried out in the Rudna mine and included channels and diffusers of some selected fan stations, shaft crest closures, engines of central fans and their instrumentation. The thermovision underground tests in the Rudna mine consisted of ventilation barriers, underground fans, temperature of rocks, ventilation machines, parts of belt-conveyors and electric machinery.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

"Solvent extraction followed by electrowinning (SXEW) is an economical option for the processing of low grade and oxidized copper ore. Phenomenological models were developed to simulate the copper solvent extraction and the electrowinning processes. The two models were linked together to make a SX/EW simulator. The simulator is used to predict the operation of the mines Gaspe pilot plant put in operation in 1996. Results confirm the potential of the simulation that would subsequently be used for student training, process optimization and to assess the performances of control strategies.INTRODUCTIONSolvent extraction followed by electrowinning (SXEW) has become in the last two decades a key process for the recovery of copper from solution obtained by leaching low grade copper ore. Several operations have been commissioned in North and South Americas in the last decade (Arbiter, 1994). In Canada, Gibraltar Mine (Scott, 1991) operates a SX plant followed by electrowinning (EW) to produce copper cathode from leached low-grade ore dumps. From 1996 to 1997 Mines Gaspe operated a pilot plant to test the economical feasibility of leaching an oxidized copper ore, followed by solvent extraction and electrowinning of copper. Despite copper SX/EW processes have the reputation of being low cost operations, plant engineers should always look at way to make the plant more efficient. Process models provide an economic platform to learn, control and ultimately optimize the operation of a plant.Several models have been independently proposed to simulate the SX process (Cadman and Hsu, 1970; Medina Gomez, 1980; Wilkinson and Ingham, 1983; Garcia et al., 1988; Aminian et al., 1997) and the EW process (Bryson, 1981; Barton and Scott, 1992; Barton and Scott, 1993). However few papers, if any, deal with the integration of the two process models into a single simulator of a SX-EW plant. This paper describes the development of an integrated simulator for the SX-EW process and shows some steady-state simulation runs of an actual SX-EW pilot plant. The paper consists of four sections. The first section shows the general layout and principles of operation of a SX-EW plant.The second section describes the SX model while the third section deals with the process model used for the copper electrowinning process. The last section shows how the two process models are linked to simulate the operation of the Gaspe pilot plant."

Two radioisotope techniques suitable for the rapid laboratory determination of the ash content of coal have been tested ou unwashed coal samples from four Australian coal seams. In one techniqne, measurements of backscattered 238Pu L X-rays and iron K X-rays from finely ground coal samples have been combined to determine ash content in uuwashed coals to ±0.5 weight per ce111 ash (ls) for three seams and 0.9 weight per cent ash for the fourth.The second technique, which involves measurements of the transmission by the coal of narrow beams of 241Am 60 keV and 123Ba 356 keV ? rays, requires less sample preparat ion. The ash was determined to within the range of 0.8 to 2.6 weight per cent for the four seams (unwashed coal). For washed coals, errors are expected to be < ±0.5 weight per cent ash.

Tyres account for 25-30 per cent of the operating costs of large capacity haul units as used in open-cut mines.Tyre operating costs can be substantially reduced and often contained in real terms by applying knowledge that is now available.This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs.

The copper smelting gas / slag / matte / metal / solids system with the Cu-Fe-Ca-Si-O-S major elements has been a long-term focus of the present overall research program using integrated experimental and modelling approach for the phase equilibria characterisation and development of a thermodynamic database. A systematic investigation of phase equilibria of slag systems in equilibrium with Cu metal is providing information for systems where copper coexists in slag with lead, zinc, and aluminium oxides as major components. Experimental studies involve high-temperature equilibration of synthetic samples; rapid quenching; and measurement of the compositions of equilibrium phases using electron probe X-ray microanalysis (EPMA). Particularly important feature of the present study a wide range of temperatures (660-1670°C) being characterised that reveals major inconsistencies in the existing thermodynamic description of the multicomponent system, and allows to establish the thermodynamic properties from phase equilibria in a reliable way. FactSage-based thermodynamic modelling is integrated with experimental research. Initial thermodynamic assessments are used to identify priorities for experiments, planned to provide specific data for thermodynamic optimisation. Significant improvement in the accuracy of the phase equilibria description is achieved, in particular in the PbO-Cu2O-SiO2, ZnO-Cu2O-SiO2, and Cu2O-CaO- Al2O3 systems in equilibrium with metallic Cu. INTRODUCTION Slags high in lead and copper are generated in primary metal production in the smelting of lead sulfide concentrates and in pyrometallurgical metal recycling systems. The compositions of these slags are varied due to increased fraction of recycled materials in the feed as well as introduction of previously unused chemical elements to modern technology. Therefore, their processing becomes chemically more complex; in that way they contain a large number of different metals. These slags form complex non-ideal solutions (with possible formation of several immiscible slags) that can coexist with stoichiometric solids, solid solutions, mattes and molten metal depending on the bulk composition and process conditions. Predicting the outcomes of smelting and refining processes is becoming increasingly difficult. To assist in the optimisation of these metallurgical processing operations, a comprehensive research program is underway to develop accurate thermodynamic databases for these non-ferrous process systems.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. This Bureau of Mines report presents a Fortran IV computer program for the structural analysis of (1) protective canopies used in underground mines to protect equipment operators from roof falls and (2) rollover protective structures (ROPS) used in surface mines to protect equipment operators during vehicle overturn accidents. The program, entitled PLASTIC CANOPY, permits rapid and inexpensive calculation of the ultimate strength and deformation characteristics of a canopy for a variety of static loading conditions. The structure is modeled as a series of interconnected beam and/or plate elements. Stresses in, and displacements of, each structural element are computed and printed out at the yield strength of the canopy, at several intermediate load levels between the yield and ultimate strength of the canopy, and at the ultimate strength of the canopy. Other features of the program include prediction of buckling of a beam member under combined axial compression loading and bending, plotting of the input geometry of the structure, and plotting of the deformed shape of the loaded structure. Surveying of a bench face before blasting is a pre-requisite for a proper blast planning and for a satisfying blasting result both in terms of safety and fragmentation. When surveying a bench face, preferably a large amount of measurement points are required in order to determine the geometry and especially the irregularities with sufficient accuracy. Only contact-free measuring systems allow evenly distributed measurements over the whole bench surface. Existing systems such as total station, laser profiler, or laser scanner show significant drawbacks such as that surveying results are just isolated values of the bench geometry such as heights or profiles, that borehole positions have to be defined in advance in order to know where to take profile measurements and that systems require special surveying skills and that they are expensive too. In order to overcome these difficulties and to provide the blasters a simple tool for bench surveying, blast design and layout and the subsequent back-transfer of the blast plan into the quarry, the Department of Mineral Resources& Petroleum Engineering of the University of Leoben, 3G Software & Measurement company and Mineral AB, one of the largest producers of aggregates in Europe formed a joint venture to develop a new system. Based on an existing stereophotogrammetric system for rock surface surveying and joint analysis (JointMetrix), a new tool was developed within a year. Apart from several mines and quarries using that new tool already today in the daily work, both the Department of Mineral Resources& Petroleum Engineering at the University of Leoben and Austin Powder GmbH Blasting Service did a lot of studies to determine the reliability of the new stereophotogrammetric blast surveying and planning system and its precision in comparison to classical laser surveying equipment. After 1 year of testing and comparison with laser based surveying instruments, it can be concluded, that the new technology of blast surveying& design systems based on stereophotogrammetry is suitable for being used in the daily work routine in quarries and mines. The comparison of the precision of laser based systems and stereophotogrammetric systems has shown, that the deviation between these two types of systems is less than 10 cm, in many cases even lower.

CHEMICAL nitrogen and the "nitrates" of commercial significance are derived mainly from three basic sources: (1) the natural deposits in the form of nitrate-bearing earth and clay, which, being largely water-soluble, can exist only in the most arid portions of the earth; (2) coal, which yields not only nitrogen but also the additional by-product hydrogen required for the synthesis of ammonia and its compounds; (3) the atmospheric air, which contains 75.5 pct by weight of pure nitrogen gas. NATURAL NITRATE DEPOSITS Occurrence Although natural nitrate deposits consisting principally of the salts of sodium and potassium have been reported in Egypt, South Africa, Mexico, Argentina, Colombia, Peru and the USA, the only known natural nitrate resources of commercial importance are the vast deposits found in the Atacama, Tarapaca and Antofagasta regions of northern Chile, lying in a narrow strip 10 to 50 miles wide and roughly 450 miles long, between latitudes [19O] and [26OS]. In addition to yielding nitrates of sodium and potassium, these deposits are the source of the major portion of the world's supply of iodine. The nitrate-bearing ores known in Chile as caliche are variable in composition and may contain from 5 to 30 pct each of nitrate, chloride and sulphate. While the deposits are present chiefly in the form of the sodium salt, potassium, magnesium and calcium also occur in percent- ages from 0.1 to 5; usually as double salts with sulphate, which are but slightly soluble in nitrate leach solutions. Spontaneous combustion (SC) is a cold oxidation reaction that generates heat, causing a temperature rise of the reactant and leading, with limited heat dissipation, to self-ignition of the reactant, which occurs without an external heat source. Although not limited to coal, the most significant hazard of SC are the fires that occur in coal mining operations around the world. These fires pose a serious risk to the safety of workers in the mines as well as adverse effects on the environment, and can affect the quality of life for current and future generations. We investigated the occurrence of SC in raw coal storage bunkers with the purpose of compiling a decision analyser for engineers designing or working with coal storage bunkers. Specific experts were interviewed from different backgrounds and companies, followed by field research at a coal mine. The important factors affecting the possibility of SC occurring were the type of coal supplied to the bunker, the mining practice, and physical conditions around the bunker. The information presented here will assist in reducing the SC risk in raw coal storage bunkers. These findings, together with the systematic decision analyser developed, will assist design engineers and mine personnel to take early preventative steps in managing SC. In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. The block cutting machine is one of the most important noise sources in the stone processing factories. In this study, the assessability of the noise from the block cutting machines in the stone processing factories using the P-wave velocity was investigated. The noise levels of some block cutting machines were firstly measured during the cutting of the three different rocks. Then, core samples of the same rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. A conversion factor was obtained by dividing the site noise levels by the laboratory noise levels. Then, thirty seven different rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. The P-wave velocity of rock samples were also measured in the laboratory. A strong relation between the laboratory noise levels and the P-wave velocity was found. The noise level from the block cutting machines can be assessed using the derived relation and the conversion factor.

This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The present report covers 54 brands of gasoline represented by 1,480 samples plus those from the Pacific Coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Several changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas and western Tennessee. The Rocky Mountain areas have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico, and El Paso, Tex., have been combined to represent the South Rocky Mountain district. The Cleveland district has been expanded to include Ohio an,"- Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. The Atlanta district includes Georgia, South Carolina; Mississippi, and northern Florida.
