The third special war meeting of the New York Section was held on Thursday evening, Sept. 27, in joint session with the New York Section of the American Electrochemical Society, in conjunction with the Third National Exposition -of-Chemical Industries, at the Grand Central Palace. The topic for discussion was ferro-alloys, and the supply' of raw materials for their manufacture. After a few introductory remarks by President Philip N. Moore, of the Institute, and President Colin G. Fink of the American Electrochemical Society, Mr. C. S. Newcomb presented his paper on "Chrome Mining and Concentration."

GABBS, Nev., in Nye County, is 140 miles southeast of Reno and about 31 miles north of the Southern Pacific railroad at Luning. The townsite lies at the eastern edge of Gabbs Valley, and plant and quarry operations are in the foothills of the Paradise Range at elevations from 5000 to 5900 ft. Hard-surfaced roads connect with main U. S. high- ways on the north and south. Historical Background: Brucite, a magnesium hydroxide mineral, was discovered in the Gabbs area in 1927 and magnesite, the magnesium carbonate, was found later on claims originally staked and worked for the tungsten mineral scheelite. The brucite is on a granodiorite contact and the magnesite is usually some distance away from the granodiorite

Abstract-The use of computer models to design the ultimate open pit limits during feasibility studies as well as during long-range mine planning is becoming an enforced Practice in all types of mining, e.g., ferrous, non-ferrous, and coal. As a result, the state of the art in computerized ultimate pit limit design methodologies and associated computing and optimizing techniques has advanced considerably in recent years. Unfortunately, very little has been published to date regarding the preferred ultimate pit limit design philosophy, i.e., optimizing m satisfying, or regarding the modeling approaches being used for different types of orebodies. This paper reviews the current state of the art in various modeling approaches and optimizing techniques that are in use for different types of deposits, through available literatures and personal communications.

THE observations here following are the result of an examination made as to the feasibility of extending the South Mountain Railroad from Pine Grove to Waynesborough, and of the commercial value of the ore through which such extension would be made to pass. The road at present built and in operation has a junction with the Cumberland Valley Railroad, half a mile east of Carlisle, and extends southward to Pine Grove, a distance of 176 miles. The extension proposed will add to it near 27 miles, making its total length 44$, more than 23 of which will run through, or in close proximity to, beds of ore. Changes in seismic style along the San Andreas fault system appear to correlate with strike-parallel variations in regional heat flow. Large earthquake ruptures are associated with colder segments of the fault zone, while comparatively high levels of microearthquake activity and small to moderate shocks occur along the hotter segments, often in association with aseismic creep. Such behavior is consistent with geotherm and strain rate dependent profiles of shear resistance versus depth, constructed for quartz-bearing rocks. These profiles suggest that the transition from frictional to quasi-plastic behavior with depth should increase by a few kilometers passing from the hotter to the colder portions of the fault zone, giving rise to long-wavelength concentrations of distortional strain energy near the base of the seismogenic zone in the cold segments. Some support for this hypothesis comes from the observed deepening of microseismic activity passing northwest and southeast from the central Californian active region to the currently locked, ~400 Ian segments of the San Andreas fault that ruptured in 1906 and 1857.

Current research by the US Bureau of Mines to develop technology for improving efficiency and productivity in metal/nonmetal mines is described. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, m situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile portable crusher for underground hard-rock applications.

(Butte Meeting, August, 1913.) IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in 'the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems.

Occurrrences of South African uranium have been known qualitatively for over twenty years, but no account was taken of them because of their low grade. In 1945, known uranium deposits were few, but their grades were 20 to 100 times higher than South African ores. Viewed in this light, the exploitation of South Africa's uranium is revolutionary indeed. Development of various analytical procedures capable of dealing with the needs of the project accounted for one-half of the cost and included: a) simple and automatic radiometric analytical procedures, b) sampling procedures appropriate to prevent sample contamination, c) procedures for sample and record-storing to accommodate many thousands of analyses per month, d) chemical methods giving high accuracy analyses for high grade samples not at radioactive equilibrium, and e) development of rapid procedures having moderate accuracy for low grade samples i.e., mill tailings and barren liquors. This task is continuing today with major improvements coming from time to time.

It is shown that equations for grain-boundary migrntion given by Gordon and Vandermeer, based on a theory first advanced quantitatively by Lucke and Detert, satisfactorily explain recent data on both GRAIN boundary migration in recrystallization and in postrecrystallization grain growth has been the subject of extensive studies for many years. Only solute-independent and solute-dependent boundary migration during recrystallization in zone-refined, poly crystalline aluminum, and during grain growth in zone-refined tin. with the advent of zone-refining, however, has it been possible to carry out such studies on high-purity metals, and thus to delineate quantitatively the major effect On the migration rates of very small percentages of dissolved imPurities. Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.

THE very extensive development of a brown coal formation, in the region of the Rocky Mountains, is well known to all of you. The existence of these coals was known years ago, but they were of no practical importance until within a few years, when the mineral wealth of that country began to be developed and railroads were built. As their qualities became better known, their adaptability to domestic manufacturing and metallurgical purposes was more appreciated. They are still much undervalued, although they are mined at some points on a very extensive scale. A large portion of this coal formation is of cretaceous age, while it appears to extend into the tertiary epoch; but whatever difference there may be in the ages of these coals of different localities, they all have some common characteristics which distinguish them from our Eastern stone coals of the

Seismic investigations at pre-construction sites commonly are limited to obtaining velocities and thicknesses of subsurface intervals which are useful in estimating construction costs, but are sometimes difficult to apply to project designing. This paper shows through a case history of the San Bernardino Tunnel Intake Tower, a part of the California State Water Project, that dynamic rock properties and dynamic resonant frequencies can be determined and velocity models constructed from in situ field studies and that these are theoretically correct after simplifying assumptions are made. These data can be used to confirm and extend information obtained by conventional methods such as drilling and laboratory static testing.

The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

In previous papers by this author on numerical calculations of multidimensional miscible displacement, some simplifying assumptions were made in writing the dispersion term of the differential equation. It was assumed that the flow vectors were essentially parallel to the x-axis. However, in most multidimensional miscible displacements, the flow vectors are not so simply oriented with respect to the coordinate axes. This paper derives the correct dispersion term /or the more general case; gives a difference approximation /or the dispersion tern; and derives the stability criterion for the corresponding explicit difference eguation.

DRAINAGE of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned. Magnetic Measurements on Auriferous Veins in Brazil. BY MARK C MA¬LAMPHY (Contribution 72-Preprint; also Trans, vol 110 4900 words) One of the lesser known gold-bearing regions of Brazil is in the vicinity of Lavras, in the State of Rio Grande do Sul Recently the Companhia Estrada de Ferro e Minas Sao Jeronymo has been making a detailed survey of the area, and the author of this paper was requested to study the possibility of applying geophysical methods. The present paper gives a few details of the work and the results obtained The problem was difficult and the results not particularly brilliant, according to the author, but the data are believed to represent another advance in the application of the magnetic method of prospecting The instrument used was a Schmidt-Lloyd vertical magnetic field balance made by Askania Werke It did not prove of value for the discovery of auriferous veins of the type there found It is believed, however, that fair results may be expected when studying the continuation of veins that disappear under alluvial covering The data thus obtained should be of exceptional value in directing the excavational work of prospecting A short appendix to the paper gives the results of magnetic observations in the Sao Jeronymo coal mine

The investment worth of a mineral deposit can only be realistically evaluated in relation to specified engineering design criteria which fully detail the proposed method of exploitation. The operational design of a mine falls essentially within the technical discipline of the mining engineer, under the constraint that the technical design should be aimed at optimizing the financial attractiveness of the project. In the case of a marginally viable proposition it becomes vitally necessary to identify the best set of design parameters which together will add up to an optimum investment proposal. This paper examines some fundamental logic of optimization for a "wasting asset" type of investment such as a mine, with special reference to the rate of annual production and the strategy of selective mining.
