The time allotted to this paper will permit only the sketching of general principles and practice as generally employed in the industry to maintain and preserve the physical well-being of the miner and his family. Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

The distribution and movement of fluids in oil reservoirs are influenced to a great extent by capillary forces, which depend upon the size and shape of the pores in the reservoir rock, the surface characteristics of the rock, and the interfacial tension between the fluid phases. This paper presents the results of an investigation of the interfacial tension between salt water and crude oil containing dissolved gas under reservoir conditions. Apparatus and Procedure In the preliminary phases of this investigation, it was found that a scum formed at the oil-water interface, which made measurement of interfacial tension by either the ring or capillary rise methods unreliable. Accordingly, the drop-weight method, in which a fresh interface is continuously formed, was selected. In this method, a tip through which drops of one fluid can be expelled is immersed in a second fluid. At the instant that the drop becomes large enough to fall, the gravitational force tending to pull away the drop exactly balances the interfacial force tending to hold it. From the size of the drop, the dimensions of the tip, and the density of the two fluid phases, the interfacial tension may be calculated. The apparatus consists of a circulating pump for bringing the oil to equilibrium with gas at the desired pressure, a displacement pump for forming the drops, an interfacial tension cell in which the drops are formed, and a density cell to determine the density of the oil. The density of the water is determined separately in another apparatus. A flow diagram of the assembled equipment is shown in Fig. 1. The interfacial tension cell contains a stainless-steel dropping tip suspended from the top and extending below the surface of the oil. The tip is a cylindrical rod with a small hole in the center through which the water was forced to form the drop on the lower face. Oil production in north Louisiana in 1938 was 28,442,910 bbl., a decrease of 225,160 bbl., or less than 1 per cent, from 1937. The principal increases were at Cotton Valley, Lisbon and Zwolle. The greatest decrease was at Rodessa, with small normal declines in production of the old settled fields. Natural gas production from gas wells declined 15.9 per cent from 1937, but casinghead gas increased, so the decline in total production was only 6.9 per cent. Decline in completions was due to lack of proven areas for drilling, as well as price and marketing difficulties; and wildcat activity mas also less than in 1937. The increase in number of dry holes was due chiefly to shallow drilling in the old Caddo and Zwolle fields. Most important events in 1938 were the discovery of the Shreveport deep oil and gas field, extension of the Logansport gas-distillate field into Louisiana, development of oil production in the Bodeaw zone on the flanks of Cotton Valley, opening of deep gas-distillate production at Shongaloo, and completion of one well in a deeper horizon at Bluc Lake (Zwolle field). Geological Notes The deep drilling done in 1938 did not cause any important changes in geological correlation and nomenclature of the formations below the Upper or Gulf Cretaceous. The stratigraphic section of the Lower Cretaceous and deeper beds, with names used in the accompanying tables, as approved a year ago by the Shreveport Geological Society, is as follows:

The theory of a zonal deposition of ores from ascending solutions which were differentiation products of a cooling magma, first propounded by Spurr,l in a measure explained by Lindgren,2 and recently re-emphasized by kemp,3 while perhaps accepted in principle by many mining geologists, so far has not been accepted as capable of practical application in the study and development of ore deposits. From his observations, the writer is convinced that there are laws governing the primary deposition of ores which, when properly worked out, will be of greatest economic value; and that the application of this knowledge to the development of new mines will mark an advance in the mining industry similar to that following the working out and application of the theory of secondary enriehiment. That there has been a tendency to a zonal distribution in the formation of ore deposits, by which the ores of one metal have been precipitated from tile mincralizing solutiolis at a greater distance from the source than those of another, cannot be disputed; and the nature of this zoning in a given deposit or district has been frequently described.4 But that a selection precipitation of the ores of two or more metals, other than lead and zinc, in successive zones may have taken place in a single deposit within limits economically possible of exploration is not generally recognized or admitted.

Among those concerned with the annealing and heat-treating of aluminum and aluminum alloys, it is well known that after co1d-working a coarser grain is usually produced by slow heating than hy more rapid heating. Consequently, for the control of the grain size produced by annealing or heat-treating cold-worked aluminum and aluminum alloys, the heating rate is of considerable practical importance. References in the current literature on the effect of heating rate are numerous, but it appears neither necessary nor desirable to give here a review of the former nark done on this subject. It became evident during some preliminary work on the recrystallizn-tion of aluminium and aluminum alloys that the effect of heating rate depended upon the type of microstructure of the metal. This observation led to the following study of the relationship of the type of microstructure of the alloy to the effect of the heating rate. Materials Investigated Analyses of the aluminum and aluminium alloys investigatted are given in Table 1. A few copper-zinc-hasp alloys mppt die-casting requirements reasonably well, although improvements are desired. Aluminum bronzes, high-tin bronzes and some copper-nickel-zinc alloys can be die-cast, according to Herb,' but seldom are because of such factors as higher melting ranges and greater cost than certain of the brasses. Fox2 has summarized the copper-base die-casting alloys that were in commercial use in 1937 and has given the effects of different alloying constituents. The two earlier papers in this series1,2 presented data on the rate of diffusion of carbon and of manganese in gamma iron. Apart from their scientific interest, these data are needed chiefly in order to treat data on carburization, on rate of formation of pearlite, and on rate of austenit-izing in a quantitative way.1'2'9'10 In the present investigation rates of diffusion of nickel in ?-Fe over wide temperature and concentration ranges have been determined, and the effects of carbon, of im- purities, and of grain size on these rates have been studied. Claussen,3 using the data of Fry,4 has calculated the diffusion coefficient of nickel in y-Fe as 9.2 X 10-11 sq. cm. per sec. at 1200ºC., but had no data from which to calculate the variation of D with concentration, temperature, and percentage of carbon. Method and Materials Method.—Nickel was diffused along the axis of a cylindrical specimen across a concentration gradient, concentration-penetration curves were determined and D values calculated from Grube or Matano solutions.5 Details of the method are given

DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by Froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each or clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.

Experimental data are presented for hydrate formation conditions for gas mixtures of carbon dioxide and methane. Equilibrium constants for carbon dioxide, defined as the mole fraction of carbon dioxide in the gas phase (dry basis) divided by the mole fraction of carhon dioxitle in the hydrate (dry basis)... were calculated usine the equilibrium constants for methane developed in an earlier paper. INTRODUCTION A series of papers have been written on gas hydrates, giving temperatures and pressures at which hydrates would form.2. 3, 4. 5, 6. 9. 12, 13, 15 Vapor-solid equilibrium constants have been developed for methane, ethane, propane and iso-butane' by which it is possible to compute for a specific gas mixture the temperature and pressure at which hydrates will form. Carbon dioxide is present in many natural gases in concentrations usually from 0.1 to 2.0 per cent. It also forms a gas hydrate with water and presumably enters the solid solution when present with a natural gas which is forming a hydrate. The equilibrium constant giving the ratio of the concentration of carbon dioxide in the gas phase to the concentration in the solid phase is required for including the effect of the carbon dioxide when computing the conditions for hydrate formation. Direct determination of the concentration of carbon dioxide in solid hydrate requires a difficult separation to be made. Therefore, this research resorted to the measurement of the temperature and pressure at which specific mixtures of methane and carbon diox- ide would form hydrates. From the equilibrium constants previously mentioned for methane, it is possible to compute the equilibrium constant for carbon dioxide, without measurement of the composition of the solid phase. Fig. 1 shows the conditions at which methane and carbon dioxide form hydrates. The object of this paper is to present a theory of the formation of fissures, which seems to be supported by all available data. The investigation is, in the main, an exact one, and irregularities of the rock-structure are generalized. From the conclusions drawn a general classification of fissures is made, and this should be of practical use in the comparison of mineral deposits. The theory also throws some light on the equilibrium of the earth's crust and the depth of action of surface-waters. Incidentally, additions are made to the theory of earthquake-slips. Former Theory. It has been previously pointed out that the "jointing" of homogeneous rocks occurs in two sets of planes, at right angles to one another, and making angles of 450 with the directions of greatest and least principal stress.' The theory by which this fact is explained does not, however, account for fissures and faults, because normal faults are usually more vertically, and reverse faults more horizontally, inclined than 450. The "jointing law" is based on the following axiom: In a homogeneous mass under pressure, rupture must take place on the lines of maximum tangential stress."2 This law applies, with fair approximation, to the tests on jointing which can be made in the laboratory, and as nearly as can be expected to the natural jointing-planes in rock-masses, where the stresses are not very great; but it entirely fails to account for fissure-fractures.3

ALL phases of plant operation must be synchronized so that the number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shutdown. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable organization interconnected with the mine organization. A typical organization chart for companies operating in the Pennsylvania anthracite region is shown in Fig. 1. THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

ASH in coal has always been regarded as an undesirable substance, as the heat content of a coal decreases in direct proportion to its ash content. It represents so much inert material that has to be transported, handled when the coal is burned, and finally disposed of. W. R. Roberts, in an address before the Engineers' Society of Western Pennsylvania, Pittsburgh, on Sept. 29, 1925, said that on an annual output of five hundred million tons of coal, a reduction of 3 per cent. of ash means fifteen million tons of refuse and a decrease of $30,000,000 in freight charges. Ash also often prevents efficient utilization of the coal through the formation of clinker caused by the melting of the ash constituents when subjected to heat. The mineral constituents of coal may be of such nature as to make the coal unsuited for specific uses, as for instance, high-sulfur coal for making metallurgical coke. While the usual proximate analysis of coal gives the amount of ash, it gives no information as to the nature and composition of the ash nor of the mineral constituents from which the ash is produced. For the efficient washing of coal to remove ash-forming constituents it is desirable to know the composition and distribution of the ash-forming constituents. Obviously such information is also desirable for the most efficient utilization of coal.

ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. Braley at Mellon Institute and by the Bituminous Coal Research, Inc. fellowship at West Virginia University. Hinkle and Koehlerl reported the results of the earlier West Virginia work. This work pointed to certain biological aspects which had not been noticed previously. These may be summarized as two separate findings. One was that sulphur oxidizing bacteria were present in acid mine water and that their possible role in contributing to the acidity should be investigated. The other was

THE producers of this liquid metal call it quicksilver, while the consumer generally refers to it as mercury. It is one of he seven metals that were known to the ancients. These seven were gold, silver, iron, copper, quicksilver, lead, and tin. Other metals were sometimes accidentally alloyed with some of these, but it was not until 1490 that antimony, for example, was discovered and identified as a separate metal. It is not surprising that quicksilver should have been known in ancient or even in prehistoric times, as globules of the native metal often occur in the outcrops of the ore. Furthermore, the first man to build a fire on an outcropping of quicksilver ore would probably have found globules of quicksilver in the cold ashes of his fire after it burned out. The inability to pick up the globules with the fingers would excite interest and an attempt to gather it in shells or gourds to be exhibited and traded. The ore of quicksilver is the red sulfide, cinnabar, which has been mined and used as the pigment vermilion since before the beginning of written history. In recorded history, quicksilver is first mentioned in documents by Aristotle, 384-322 B.C. Theophrastus, in 315 B.C., credited the Athenian, Callias, with the invention of methods to beneficiate cinnabar in 415 B.C. In China also there are records antedating Christ which mention both vermilion paint and the fluid metal. From these early records, it seems certain that not only was cinnabar used as a pigment in those days but also that the metal was reduced from the ore and was used for amalgamation, for gilding, and for medicinal purposes. DEADWOOD and the Black Hills were familiar names to me from childhood, for. I had an uncle who was among the earliest eastern investors there and I used to hear of the Uncle Sam mine and its rich ore back in the eighties. The spring of my junior year at college, in 1893, brought me an offer of summer work at the Deadwood & Delaware smelter, in Deadwood, and full of the thrill of the long journey from New Jersey, I went out as chemist and stayed four months. Within a week or two of my arrival, I went through the tragic experience of seeing an associate drink cyanide by mistake and die within a few moments. I shall never forget the horror of feeling that my lack of knowledge of an antidote might be responsible for his death, but I found later that the solution he drank was so strong that nothing could have been done. A year after graduation, when I had settled down to chemical research work in New York, an offer came to go back to the smelter in Deadwood, and within a few days I was again tramping down "the Gulch" with my lunch bucket and putting in the standard assay office shift of that day, from 7 a.m. to 6 p.m., with a half-day off on Sundays. During my absence East, the D. & D. smelter had been changed from a pyritic smelter, using native pyrite, and Homestake concentrate to matte the siliceous gold ores, into a copper-matting smelter using copper ores brought from Butte, over the newly-completed Burlington rail-road. The work was interesting, and the laboratory offered many opportunities for making improvements. I remember also undertaking experiments at home on a new method of gold precipitation for the chlorination process and leasing a mine in Strawberry Gulch that promised great things, but soon petered out.

INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. An electrolytic zinc plant with a capacity of 90,000 tons/year went on stream in Kokkola, Finland, in late 1969. It is a standard electrolytic zinc process plant; however, it has been subjected to several process improvements and enlargements during its time of operation. A fluidized bed roaster treats 500 tons/day of zinc concentrates which also contain mercury. Since the mercury evaporates completely in the roasting process, a mercury removal unit has been added to prevent, contamination of sulphuric acid produced in the neighbouring acid plant. The same unit also removes selenium from the roaster gases. In a separate unit, about 6 tons a year of metallic 99.999% mercury is recovered. The neutral leaching, originally a batch process, has been converted to a continuous operation, and a residue treatment system comprising hot acid leaching and jarosite precipitation has been added. Purification comprises a "hot arsenic-zinc dust" step and a cadmium removal step with zinc dust, both operated batchwise. Purification residues are used to make about 200 tons/ year of 99.99570 cadmium in a process developed by Outokumpu Oy. The electrolytic precipitation of zinc carried out at medium current density gives zinc of 99. 995% purity.

Haulage trucks designed expressly for mine service were introduced about 35 years ago. The first models to arrive on the scene hauled about 15 tons and easily outperformed the modified highway trucks that had been used for mine haulage up to that time. The specialized trucks obviously had a greater potential for mining operations, and once this fact was recognized, competitive pressures in both the mining and truck-manufacturing industries drove the new vehicles toward ever more efficient performance. Many changes in truck design resulted, but not all were accepted for a variety of reasons. Often poor design was the reason, but in many cases progressive and promising designs were abandoned only because the truck manufacturer lacked the courage, tenacity, or vision to capitalize on them. There were also many cases where a promising new design was abandoned because the prototypes were initiated in a mine where personnel lacked the patience to prove them. Truck Startup Takes A Team Ally new truck that is to succeed and contribute to lower mine haulage costs must be well conceived and launched with good teamwork on the part of all concerned. Naturally, it is essential to have a good overall truck design at the outset to make this teamwork worthwhile. The design must include the selection of the right components manufactured by suppliers that can each do justice to their particular part of the new truck. Last, but by no means least, the mine operator where the truck is to be launched must be enthusiastic in his efforts to see the new vehicle through to successful operation.

For at least a decade, the energy crisis was accurately predicted by a small number of industry people who were ignored until last year, when they suddenly found themselves accused for their "lack of planning" and "greed." With the worsening shortage of natural gas and oil, the current scramble is for alternate energy sources-which means: a big rush into coal and uranium mining. (Some big plans are also on the drawing boards regarding geothermal steam, oil shale, tar sands, and even solar energy. But developing such new industries from scratch would be difficult enough even in a healthy economic climate-which is not exactly what the country currently enjoys.)
