Samuel Hopkins, an 18th century inventor from Philadelphia, has been little noted nor long remembered by History, but it was he who on July 31, 1790, obtained what no other man can ever achieve -the first patent issued by the Government of the United States. Signed by President George Washington, the patent guaranteed to Hopkins the protection of the American Government for his "improvement, not known or used before, . . . in the making of Potash . . . by a new Apparatus and Process." The patent itself is no longer important, but it serves as a milestone in the development of an industry that is now rapidly moving to fulfill its role as a mineral to feed the world. Potash ranks as one of the oldest products of Man, having been used as a condiment by the habitants of Gaul a thousand years before Athens achieved its Golden Age of culture. By Hopkins' time, the uses of potash had changed considerably, going primarily into glass-making, tanning, soap, and explosives, yet the same sources and techniques of manufacturing potash used during the earlier 2000 years-that is, leaching of plant ashes in iron pots with water, followed by water evaporation and crystallization of the potassium salts-were still being used.

ANY years ago a prospector came to a Nevada town and built himself a shack. Day after day he searched the hills for gold -but he found none. One day he started a garden in the rocky soil that he owned. His spade turned up a chunk of quartz, and in that quartz were stringers of gold. He had found a rich gold vein, running right under his own house. You gas producers who have hurried to Oklahoma, Louisiana, East Texas, South Texas, West Texas, even to California to drill wildcat holes a mile or two miles deep-why not, like the old gold prospector, have a look in your own back yard? Some of your coal seams contain 20,000,000 cu. ft. of natural gas per acre.

MOISTURE in coal must be considered as an impurity, just the same as ash, from the standpoint of utilization of the coal. Being incombustible, it reduces directly the heating value of the coal, and in addition absorbs heat for its evaporation. Its presence means useless expenditures in handling and transportation. In coke plants, extra moisture reduces capacity and may cause damage to brick work and equipment. Accordingly, the removal of extra moisture can be considered just as important as the removal of other impurities, such as ashes, in the modern coal preparation plant. Moisture, which can be removed by heating the coal up to a temperature of 100°C, may be retained in various forms: 1. As a film, on the surface of each coal particle, and in the interstices between particles, retained by capillary forces. 2. Or "occluded" inside the coal particles. This occluded moisture may be either free moisture (as in a sponge), or hygroscopic moisture which varies with atmospheric conditions, (also called "regain").

A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually un- sampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

(Canal Zone Meeting, November, 1910.) The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. Liberal use has been made in this paper of a recent publication on Russian, Italian, Belgian, and French experiments prepared jointly by the Centre d'Etudes et Recherches des Charbonnages de France (Cerchar) and the Institut National de l'Industrie Charbonnière of Belgium (Inichar).1 The writer is particularly indebted to Dr. E. T. Wilkins, of the Fuel Re¬search Station, London, and to Mr. James L. Elder, of the Alabama Under¬ground Gasification Experiment at Gorgas, Alabama, for their unfailing patience and effective support. Not only did these experienced and capable men edit and revise this discussion, but much of its content is a direct con¬tribution quoted in full from their memoranda. Without the assistance of all these colleagues, this presentation would not have been possible. It has been a privilege to serve and work with them and to acknowledge repeatedly their loyal cooperation. The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. EXPLORATION for deep-seated orebodies in the Silver Belt area of the Coeur d'Alene mining district is complicated by meager surface expressions of diagnostic criteria, lack of knowledge of the significance of specific alteration phenomena, and the great expense involved in the exploration for ore shoots, the tops of which often occur near sea level elevation or below and as much as 4000 ft or more below the surface. Except for the early studies of Ransome and Calkins in 1903 and 1904,' little geological work was done in the Coeur d'Alene district for many years, and it is only during the last 15 to 20 years that complete and careful geological mapping has been applied to most of the mines in the area. Much early information, which now would prove invaluable, is lost in hundreds of miles of caved and inaccessible mine openings not mapped by mining geologists. In more recent years mining geology has become a tool of greater use in the district, and some measurable progress is being made in the accumulation of observations that are adding gradually to the knowledge of ore deposits in the district. The recognition of alteration phenomena and related features by Hoyt S. Gale3 in 1935, followed by the work of Shenon and McConnel in 1936-37,4 changed many of the concepts formerly held and opened the way for more critical study and mapping of alteration effects. Mapping of these effects has been in progress for several years but no well-organized, careful, and complete laboratory study of the alteration has been made by mining companies or by government agencies. Recently, Thomas Mitcham of Columbia University has been occupied in the collection and study of specimens carefully selected from several producing mines in the Silver Belt as well as from several prospects exhibiting alteration effects. Mr. Mitcham and the writer have discussed some of the preliminary results of his investigations, which indicate that definite and interesting material is forthcoming from his studies. Work of this kind, aided by careful observation by district geologists, should advance the knowledge of the environment of Silver Belt ore shoots and establish additional criteria for recognizing meager shallow expressions of deep-lying orebodies. Structural details in the Silver Belt area are extremely difficult to decipher on the surface because the area is almost completely covered by a deep mantle of surface debris and soil. A dense growth of small trees and buck brush adds to a geologist's difficulties. Often large areas reveal only scattered small outcrops with great intervening areas where the underlying formations must be deduced from small altered rock fragments. Some considerable success in obtaining surface information has come from bulldozer roads and cuts in selected areas. As this type of work receives more attention, knowledge of the surface expressions of formations, alterations, faulting, and veining is expanding and giving more reliable information to guide deeper development. Lack of diagnostic marker beds in the district contributes to a geologist's difficulties in determining fault displacements. In the Silver Belt, known commercally important sulphide orebodies commonly are associated with siderite and quartz gangue. Some of the veins at shallow horizons above productive ore shoots are composed of quartz with light-colored carbonate minerals such as calcite, ferrocalcite, ferrodolomite, ankerite, and carbonates with variable amounts of manganese. The relation of these carbonates to commercial orebodies is a problem offering possibilities for research. Shallow exposures of veins composed of quartz and the light-colored carbonates, often with some associated barite, grade into quartz and siderite veins at deeper horizons. The vertical range of these carbonates has been partially established for some veins, but no reliable method has been devised for predicting where the change in a vein may take place. Careful observation and analysis of carbonates may make it possible to predict more closely where the change to siderite may be expected. In 1926 Shannon5 pointed out some of the characteristics of the carbonate veins of the district and included a few chemical analyses. Some of the Silver Belt ore shoots have small commercial outcrops, and very shallow development of some properties has led to the opening of small ore shoots." Several small ore shoots developed at shallow depths have not been explored at deep horizons, and some important ore shoots with no commercially significant exposures at shallow horizons have been developed. The greatest problem of the mining geologist working in the Silver Belt area is to find the all-important link between the very meager shallow expressions of mineralization and the rich ore shoots that may be found below. To develop criteria for use in the recognition of the weak upper expression of ore shoots, the experience of past development programs must be relied upon heavily. The investment of more than a million dollars in the exploration for such ore shoots requires some reliable criteria if these ore shoots are to be found. Management needs some assurance that the risk involved is justified by well-developed and acceptable geological inference. The richness of some of the ore shoots found thus far has contributed greatly to the justification for a bold approach, but many negative results of blind exploration programs would lead eventually to extreme caution on the part of management. Fortunately, recent experiences of development programs have been quite successful. It is hoped that added knowledge. of the environment of Silver Belt ore shoots will contribute greatly to the sureness of approach toward their development. The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

APROXIMATELY one third of the world's iron ore is mined in the United States; and about 80 per cent of this third is mined in the Lake Superior ore region, and about 60 per cent in Minnesota. The Lake Superior iron ore region covers a vast area in the vicinity of Lake Superior that contained in early geological times large areas of iron-bearing sediments, which today form metamorphosed iron-bearing rocks, such as jasper, chert, taconite, and slates. Concentration of the iron content chiefly through solution and resultant removal of silica produced the ore bodies we find today in rock folds as on the Menominee range, at dike or impervious wall intersections such as on the Gogebic range, and blanket-type enriched ore bodies ly¬ing on or within the ore formation, such as occur on the Mesabi and in steeply pitching ore lenses elsewhere. In many places, folding and subsequent erosion of the tops of the folded areas has resulted in steep dips in the ore formation and contained ore bodies. The upper eroded edges are mostly buried under glacial over-burden. The slightly dipping Mesabi formation is the principal exception as to steeply dipping ore bodies.

This is due partly to the high cost of radium salts and partly to the peculiar properties of the element. Since radium-bearing ores were discovered in the United States, the interest of American scientific men has been stimulated and, at the present time, more radium is extracted and refined in this country than in all the rest of the world together. THIS paper briefly describes the general outline of cyaniding silver-ores in Mexico, with special reference to personal experiments made in the Temascaltepec district. The most important papers on the subject deal with cyaniding gold-silver-ores, the gold predominating in value, so that the treatment is nearly the same as for gold-ores, the losses of silver being considered of little importance. I describe here the treatment of silver-gold-ores containing very little gold, which is more general in Mexico than elsewhere. The cyanide treatment, which was so successfully applied to gold-ores, did not succeed immediately with silver-ores on account of their varying composition. Gold occurs in nature usually in the native state, while silver occurs generally in combination with sulphur (argentite), and various combinations of sulphur, antimony, and arsenic. In former times there was a complete difference in the treatment of gold-ores and silver-ores. Amalgamation, which was successful with gold-ores, was generally inadequate with silver-ores. The usual treatment in Mexico for silver was the patio process, the theory of which was satisfactorily explained only quite recently by Mr. Ortega and others. GENERAL OUTLINE OP THE CYANIDE TREATMENT. The general tendency of the present practice is to slime the silver-ore as much as possible, and in order to obtain a higher efficiency, with less loss of cyanide, and greater speed, the following lines are observed 1. Crushing by stamps with 30- or 40-mesh screens, then crushing by Huntington or Chilean mills, through 60- or 80-mesh screens. 2. Concentration upon vanners.

AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.

(Wilkes-Barre Meeting, June, 1911.) I. INTRODUCTION. IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. Andes Copper has an old camp and a new camp, both isolated until recent road improvements. The old camp is at Potrerillos and the new one at El Salvador, 25 road ,miles away. The company was incorporated in 1916 and the first mine, concentrator, leaching plant, smelter and town were built in the succeeding twelve years. The first blister copper was poured on January 24, 1927. Economic conditions determined the long development period but the end result was the design and construction of a mining complex that was all of a piece, unlike the piecemeal additions to El Teniente and Chuqui. The mining episode at Potrerillos came to an end in 1960 when the ore at La Mina became exhausted and the new mine, El Salvador was brought in. Both of these ore deposits come within four hpundred feet of the surface and had they been developed within the last five years might reasonably have been brought in as open pit mines. However, that is conjecture, and as it stands the operation at La Mina was so ideal for the mining method selected, blockcaving, it became a classic for the textbooks. On the other hand, El Salvador has turned out to be a blockcaving mine to test an engineer's skill. In mining the copper deposit at Indio Muerto mountain, there are ground conditions of every conceivable type. Tunneling in one section, the back can cave like sized pea gravel and only spiling can hold it; in another heading only the lifters are shot but often the rest of the round will sit down in one piece; elsewhere the bottom squeezes up and closes the drifts; and contrary to all other locations, there are sections where the block can be undercut without support. Today the scope of operations at Andes extends from mining to electrolytic copper. Ore is mined at El Salvador and the concentrator is also situated there. Concentrates pipelined 14 miles to Llanth, the water decanted, and then it is hauled by rail 40 miles and 5500 ft higher to the Potrerillos smelter and refinery. I. INTRODUCTION. THE central power-station. of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to warrant its publication, even at this late date. Although some additions may have been Blade to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Com¬pany), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. If. GENERAL CONSIDERATIONS. The climate is hot and dry. The .region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all. While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

E1 Teniente made blockcaving look easy. Ore rolling out the Teniente 5 level has the appearance of nicely screened riprap ready for road dressing. Actually it has been mostly size-reduced by nature abetted along the way by the occasional nudge of a double jack wielded by a buitrero (grizzly-man). It is the famous upside-down mine at Sewell, where the ore flow is down and the people flow is up. Sewell (rhymes with jewel) is the impossible cluster of dwellings clinging to a high Andean spur where 13,000 inhabitants find that staircases must substitute for sidewalks. There is no mining man who is not familiar with the picture of Sewell-by day a pyramid of barracks huddled on the high ground out of harm's way and by night a surprising Christmas tree against the mountain top. Until April 1967, Kennecott's Braden Copper Co. rocked along producing a not inconsequential amount of copper, 180,000 tpy (all tonnages cited here are short tons), attributable to its not unspectacular mountaineering and engineering achievements. These latter included expertness in building avalanche-control fencing; operation of a 35,000-tpd concentrator on the Sewell mountain spur; a spectacular aerial tramway to move 1600 tpd of concentrates to the smelter at Caletones, and occasionally to provision Sewell when snow blocks the road; a cliff hanger of a railroad 43 miles down to the rich bottom land at Rancagua; and last but not least, a 40-mile tailing launder that sweeps across deep valleys on trestles that rival those of the Romans.

The Institute Headquarters at Spokane was established at the Spokane Hotel, and included a Bureau of Information for the benefit and comfort of members and guests of the party during the time of the meeting. The first session, held Tuesday afternoon, Sept. 28, 1909, in the beautiful Convention Hall ,of Masonic Temple, was called to order by Mr. E. J. Roberts, Chairman of the Spokane Local Committee, who introduced Mr. J. C. Ralston, City Engineer, representing the Mayor of Spokane and the Spokane Chamber of Commerce. Mr. Ralston extended to the members and guests of the Institute a cordial welcome to the city of Spokane, substantially as follows:
