In Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screening of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated draglines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient operations, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the Gulf coast. The geology1 of these phosphate pebble deposits may be described briefly. A fairly pure limestone was altered to a secondary apatite.

Data concerning the actual net energy required for pulverizing coal are lacking from the literature on coal pulverization. Power data given in the literature concern gross power and frequently include the power expended on the air blast or product-conveyor system, as well as power lost through friction in the pulverizer itself. Consequently, such data supply no information regarding the net energy consumed in pulverizing or the relative grinding resistance of various coals. In the study of coal pulverizing much work has been done on what is known as " grindability-index numbers," but grind-ability tests have seldom considered the energy input (that is, the "cause" part of the system "cause and effect"). There are many records of the effect, but even these have questionable value because the "grindability" tests did not make a pull'erized product by a method comparabLe with- commercial pulverizers. In many of the tests, only a selected part of the coal was ground, and the remainder continued to be an unknown factor. Furthermore, none of the grindability tests provide the balanced circulating load common to all modern commercial pulverizing. In order to obtain better understanding of the fundamental principles of coal pulvcrizing, the Bureau of Mines is investigating the "cause" phase; that is, the net energy input or net power excluding friction between the moving parts of the machine. As a first step in the investigation,it was necessary to design and construct a laboratory machine in which no friction-loss corrections are involved, which could grind and finish a minus-¾-inch feed, which could be emptied rapidly and completely, which could operate with a continuous feed and finish in an air separator; and, most essential of all, which would be equipped with a measuring device for recording only that portion of the total power consumed in actual pulverizing, hereafter referred to as "net energy input" or "net horsepower-hours." The channel-roller pulverizer hereinafter described is believed to meet these requirements. MeltiXg procedures for most metals and alloys usually include some provision for the control of oxygen, since this element frequently has some undesirable effect on the properties of the metal or alloy concerned. In the melting of the various bronzes, this is especially true, since oxygen can be introduced into the melt in a number of ways, most of which are difficult to control. In making bronzes from virgin materials, oxygen is usually present in the commercial grades of copper used; electrolytic fire-refined copper ingots usually contain from 0.02 to 0.05 per cent oxygen. When ingot metal or scrap bronze is used in the charge, oxides are almost always present to some degree. Under certain melting conditions and in certain types of melting equipment the atmosphere over the metal may be highly oxidizing. This, of course, may be desirable in the melting practice used, but is certain to introduce appreciable amounts of oxygen into the melt, and that may not be entirely desirable. From the foundry viewpoint oxygen may have several harmful effects on bronzes. The formation of excessive amounts of oxides may produce drossy metal, which, in turn, means dirty castings and a potentially high rejection rate. It is claimed, too, that oxides in the metal may combine with hydrogen to form steam and thereby produce porosity in certain of the bronzes. The presence of certain refractory oxides, such as SnOz, may be undesirable from the viewpoint of making machining difficult, or as possible stress-raisers in the metal matrix. It is often said that excessive oxide present in the liquid metal makes the metal run sluggishly. Since it appears impractical to try to control the amount of oxygen introduced into the metal beyond taking the economical limit of precaution about charging dirty scrap, it would seem' that control of the oxygen content of the liquid metal offers the most promising approach to this problem. This might be done by using slags, or covers, or by the use of some element or compound added to the melt to remove oxygen preferentially. Most aspects of this problem have been considered and considerable work has been done along these lines. A reconsideration of the problem is indicated, however, by the controversial nature of the evidence at hand, especially on the possibility of using a chemical deoxidizer to control the oxygen content of bronzes. Choice of Deoxidizer The choice of the chemical agent selected as a deoxidizer would naturally depend first on the alloy in which it is to ~he used: in this particular case the alloy is Navy gun metal. The gravimetric-vacuum distillation method was developed to permit rapid and accurate determinations of the oil-water ratios of small samples or sands containing little oil. In addition, the samples usually are so well cleaned and so little altered by the distillation at reduced pressure that rapid estimations of other physical properties may be made with the evacuated cores. Requiring only elementary glass-blowing technique, the distilling tubes and traps used in determining oil-water ratios were easily fashioned from the usual glassware. A sketch and description are given of the necessary apparatus, including the cylindrical electrical heaters. The procedure, requiring about 40 min., consists in raising the temperature and maintaining it between 675' and 725°F. for at least 10 min. while the pressure is held between I and 2 mm. Hg. The fluids condensed in the trap (cooled by a mixture of kerosine and solid carbon dioxide) are separated in a centrifuge and the volume of water is recorded. Determination of changes in weight with an analytical balance of all parts of the apparatus permits computation of weight of oil distilled and total weight of oil recovered. Introduction In determining the oil-water ratios of core samples, distillation at atmospheric pressurel-5 has proved to be sufficiently reliable for samples containing moderate quantities of oil. Since small samples and sands with little oil are encountered, how- ever, it appeared advisable to develop a method that would be applicable under these circumstances. Thegravimetric-extraction procedure1,6-9 undoubtedly is very reliable and could be used in all tests, but the time consumed in the determination would often delay field operations. This would be especially true when dealing with tight sands or viscous oils, both of which retard the extraction process. Accordingly, the gravimetric-vacuum distillation method was developed in order to combine the good features of both of the older methods; that is, accuracy and speed. By reducing the pressure, it was found possible to perform the distillation at a temperature that permits the use of glass apparatus, all parts of which can be weighed on an analytical balance. Thus, the fluids may be removed quickly from the core, the water is readily trapped and measured, and the loss in weight of the core is easily determined. In addition, the total weight of material condensed in the distilling tube and in the trap provides a method of determining the oil-water ratio that is practically independent of the one involving the loss in weight of the sample. The use of vacuum not only permits as much accuracy as does the gravimetric-extraction process, but it actually allows an increase in speed over the atmospheric-distillation method, because of the time required to cool the metal pots from about 1200°F. between runs. More important yet, the innovation makes possible the almost immediate reporting of permeability, and saturation, which is impossible

ALTHOUGH furnaces constructed of refractory brick have been oper-ated for many decades, there has always been an unfulfilled desire by the operators for a less arduous and more satisfactory method of patching weak spots and burned-out zones in order to postpone and to effectively extend the termination of a furnace campaign. Not only has this desire frequently arisen when small spots have approached incipient failure while the furnace structure as a whole was still in good condition, but also when larger areas showed signs of needing replacement. The availa-ble methods have been arduous, sometimes dangerous, inefficient with respect to the life of new refractory material used, and nearly always have necessitated interruption of the continuity of the furnace operations and therefore reduction in furnace production during the period of time required for the repair work. Most of these older methods have involved the replacement of masonry by refractory shapes in the weakened areas. Many attempts have been made to develop a method of patching the burned-out areas by spraying granular refractory material upon old surfaces. While some success has been attained in attempts to renew the grooved, corroded side walls and fettling, and the edges of hearths, there have been no known successful applications of the spraying method in patching the underside of arches of operating furnaces. The method developed recently at the Clarkdale smelter of the United Verde Branch of Phelps Dodge Corporation, at Clarkdale, Ariz., and described in this paper, has been found to be not only convenient and successful with respect to patching vertical or inclined surfaces, but has met with a marked degree of success in patching the parts of furnace arches that are exposed to flame, the successful result being obtained with-out interruption or interference with the continuity of furnace operations. ? It may be described as a method of renewing the interior refractory sur-faces of operating furnaces by pneumatic spraying of an aqueous suspen-sion of finely divided particles of refractory material. ALFRED STANSFIELD, Montreal, Canada :-In Professor Howe's paper on the position of Ae3, he shows its industrial importance in determining the temperature to which steel should be heated. for "grain refining." Several years ago I carried out a research on the " burning " of steel and found that while hypo-eutectoid steel should be heated to Ae3, hyper-eutectoid steel that has been very much overheated must be reheated to the curve Sa on the carbon-iron diagram, in order to redissolve the pro-eutectoid cementite and thus, to obtain recrystallization and grain-refining. This treatment was necessarily only partly successful, and I should like to ask whether the conditions of heat treatment for refining overheated high-carbon steels have been ascertained. Speaking of the " Persistence of Solidificational Segregation " Professor Howe quotes an experiment made by Mr. Stead in which a bar of 1.2 per cent. carbon steel was immersed in a large mass of molten blast-furnace slag and allowed to cool with it. The steel was heated above the solidus (curve Aa on the carbon-iron diagram), but below the liquidus (curve AB). A drop of eutectic carbon-iron alloy, rich in carbon, had liquated out and hung below the bar. This agrees exactly with my own observations on the burning of steel, but my interpretation differs somewhat from that of Professor Howe. Professor Howe considers that the fusion of a part of the metal (rich in carbon) shows that the solidificational irregularities of composition had persisted through the rolling and heat treatment of the steel, as otherwise no part of the steel would have been sufficiently fusible to melt. It does not appear to me that such an explanation is necessary. A piece of steel represented in temperature and composition by any point within the area ABa will ultimately resolve itself into a solid phase and a liquid phase in equilibrium with each other. It may appear that if the steel were absolutely uniform no fusion could take place, but the smallest nucleus of high-carbon, fusible alloy would ultimately bring about this separation into liquid and solid phases, by diffusion of the carbon from the solid to the liquid areas. THE past year has been of unusual interest for industrial minerals. It is increasingly evident that requirements for these raw materials move with general economic trends. Thus, with a peak year in the construction, chemical and petroleum industries, the nonmetallic mineral industries have been brought into the complex maze of an economy in which military spending is in the billions and in which the national income and wholesale commodity prices reached new levels. Many industrial minerals are of first rank essentiality in the defense effort and its supporting industries, and since some of these are of limited supply and others dependent on imports, the problems of procurement, distribution and conservation of available supplies make a complicated pattern. Despite some drawbacks and weak spots, the industrial mineral industries have, in general, met the national situation with great credit and many new production records have been set. The general accomplishment in 1951 should be one of satisfaction with confidence for the future. Difficulties, unsolved problems and uncertainties should not obscure the general trend which many consider optimistic. Prices in the main have been upward, in line with the inflation spiral, but nonmetallics appear with some exceptions to be behind the general increases. Labor difficulties have not been serious throughout the year. Retarding influences in expansions and planning have been the uncertainty of the Korean and international situations and a lack of confidence by many in the government economic program and its ultimate impact on the economic structure. It must also be kept in mind that stockpiling, unless all-out war develops, reaches a level and then ceases to be a major sustaining factor in the mineral markets. In accordance with the Defense Production Act of 1950 various control agencies have been set up to establish the desired rate of stockpile acquisitions. The objectives are subject to change depending on availabilities and needs-military, industrial, and civilian. In some minerals there has been disagreement on actual stockpile requirements, and there is some feeling that the needs of defense might be better met if more funds went into the development of new sources of supply of scarce raw materials and more materials were released to industry at this time. Nonmetallic minerals on the strategic and critical list of the Munitions Board as of July 1951 were: Group I; asbestos, some types; bauxite, refractory grade; beryl; celestite; chromite, chemical and refractory grades; columbite; corundum; diamonds, industrial; fluorspar, acid grade; graphite, some types; kyanite; manganese ore, battery and chemical grades; mica, some types; quartz crystals; rare earths; sapphire and ruby; talc, steatite, block; and Group II; bauxite, abrasive; cryolite, natural; diamond dies; graphite, crystalline fines; iodine; mica, muscovite block, stained and lower; rutile; selenium; talc, steatite, ground; zirconium ore, zircon. Details on the current status of stockpiling inventories are not available. The Defense Minerals Exploration Administration has, since April, executed 39 contracts for the exploration of nonmetallic minerals, including twenty for mica, seven for beryl-mica, six for asbestos, three for sulphur and one each for monazite, steatite talc and fluorspar. Total value of these contracts came to $892,059, of which the Government's participation amounts to $689,247. THE problem of surface support in coal mining is naturally divided into three branches: 1. Surface covered with improvements of such value as compared with the value of the underlying coal, or with such elements of danger to mining, that absolute support is essential. 2. Surface with improvements of less value than the underlying coal such that moderate settlement may be permitted, but destructive settlement must be avoided, either by reason of danger to human life or unwarranted property damage. 3. Surface of relatively small value as compared with the underlying coal where destructive settlement may be permitted. First Problem In the first case it is evident that the original support must be maintained either (a) by leaving ample pillars and confining the coal recovery to a very conservative first mining, (b) by so supporting less conservative first mining by filling or flushing that the gradual deterioration of the pillars may be prevented and subsidence avoided, or (c) by incompressible support as masonry either as an adjunct to insufficient pillars or in place of the original coal support. a. IN the United States, fully 98 per cent. of the anthracite and bituminous coal tonnage obtained from underground operations is mined by the room-and-pillar system. Under this system, the total cost of the coal f. o. b. railroad cars contains as its greatest single item the money paid for "labor." Each labor dollar in an. average bituminous mine may be subdivided into 85 c. paid for work done inbye the gathering turnouts (including all work at the face), and 15 c. outbye that point (including all work in and under the tipple). In an average anthracite mine, the corresponding figures are 70 c. and 30 c., the larger breaker force accounting mainly for the difference between these and the bituminous figures. The next largest single item after "labor" is usually "supplies and power;" and a division of this item inbye and outbye the gathering turnouts shows somewhat the same relative proportions as has been noted under the case of "labor". During the past 10 years, the chief advances made in the coal industry have been to obtain economies through complete mechanization covering that portion of the work which lies outbye the gathering turnouts. These results have been accomplished by applying scientific principles to railroad yard layout, to cleaning and sizing machinery, to dumping facilities, to roller-bearing haulage equipment, and to heavy-rail, well-ballasted trackage. But these improvements, while gratifying in their resulting economies, apply only to 15 to 30 per cent. of the important cost items. Obviously, then, the big problem before the engineers of the coal industry today has to do with the methods of mining and the layout inbye the gathering turnouts. Four years ago, Weston Dodson & Co., Inc., determined to have an exhaustive study made of the conditions which must be met in order to gain complete face mechanization, and in order that such a mining layout would be based on, correct underlying principles. The result of that study, which was made by the writer, led to the adoption of a method of longwall mining wherein the. roof is worked on the caving system and is supported as an overhang along the face by steel jacks.

Proper use of automatic controls in the process industries is a combination of art and science. Although many phases of automatic control theory can be expressed by precise mathematical relationships, the final control arrangement usually requires considerable effort by trial and error before the optimum control circuit is found. The failure of flotation operators to recognize that control circuits require study and plant experimentation before satisfactory operation occurs has led to a popular misconception that flotation plants simply do not lend themselves to automation. This widespread belief has been overcome to some degree in recent years by the numerous installations of automatic controls that have paid their way by increasing profits in terms of increased recoveries, lowered costs, or higher grade concentrates. WHY CONTROL ? Any form of automation must be justified in terms of ultimate return on in- vestment by improving quality, by increasing plant throughput, or by reducing the total operating costs. Generally speaking, automatic controls rarely re- place a mill operator. They assist the operator in holding important variables within predetermined limits. Large tonnage operations usually can justify a great deal of automation because an increase in one or two units of recovery results in enormous savings compared to the capital and operating costs of controls. DETERMINATION OF CONTROL The first questions in considering plant automation are: 1) What variables must be controlled? 2) What are the optimum levels of the variables? The optimum operating conditions for any process are those which maximize profits. Many of the variables active in flotation processing can be determined by experimentation in the laboratory or pilot plant 10. Although laboratory experiments can pinpoint variables, the true optimum conditions existing at plant level usually must be determined by plant scale experiments. Soft solders are used principally in the automotive, can-making, building construction and electrical industries, but their field of usefulness extends well beyond these principal users to a vast list of miscellaneous applications where metal joints are required. The most common soft solders and the only ones considered in this discussion are those composed of lead and tin, with or without various relatively small percentages of impurities or additions. A small amount of antimony is often purposely added. As an indication of the importance of these lead-tin solders, 8620 long tons of tin were consumed in 1934 in the United States for making new solder, and during most of 1935 from 900 to 1000 long tons often were used each month. In addition, many thousands of tons of secondary solder are recirculated annually. A great many factors influence the properties of joints made with soft solders. Fluxes and the fluxing procedure used to prepare the surfaces to be joined in order to give a true metal-to-metal contact are among the most important of these factors. The temperatures used, cleanliness of the work and general soldering technique have their effect, but when results are unsatisfactory they are usually attributed to the metallic solder itself and the raw materials from which it is made. Sometimes criticism of the solder is justified. The wrong composition may be chosen for a given job, impurities may be present that ruin certain desired qualities, or uniformity may be lacking. A solder may even be looked upon with suspicion because of its ancestry, regardless of its true composition and behavior. To clarify the effect of slight differences in composition as found in commercially refined solders, a comparison of properties of solders grouped according to their origin has been undertaken. Requiring only elementary glass-blowing technique, the distilling tubes and traps used in determining oil-water ratios were easily fashioned from the usual glassware. A sketch and description are given of the necessary apparatus, including the cylindrical electrical heaters. The procedure, requiring about 40 min., consists in raising the temperature and maintaining it between 675' and 725°F. for at least 10 min. while the pressure is held between I and 2 mm. Hg. The fluids condensed in the trap (cooled by a mixture of kerosine and solid carbon dioxide) are separated in a centrifuge and the volume of water is recorded. Determination of changes in weight with an analytical balance of all parts of the apparatus permits computation of weight of oil distilled and total weight of oil recovered. Introduction In determining the oil-water ratios of core samples, distillation at atmospheric pressurel-5 has proved to be sufficiently reliable for samples containing moderate quantities of oil. Since small samples and sands with little oil are encountered, how- ever, it appeared advisable to develop a method that would be applicable under these circumstances. Thegravimetric-extraction procedure1,6-9 undoubtedly is very reliable and could be used in all tests, but the time consumed in the determination would often delay field operations. This would be especially true when dealing with tight sands or viscous oils, both of which retard the extraction process. Accordingly, the gravimetric-vacuum distillation method was developed in order to combine the good features of both of the older methods; that is, accuracy and speed. By reducing the pressure, it was found possible to perform the distillation at a temperature that permits the use of glass apparatus, all parts of which can be weighed on an analytical balance. Thus, the fluids may be removed quickly from the core, the water is readily trapped and measured, and the loss in weight of the core is easily determined. In addition, the total weight of material condensed in the distilling tube and in the trap provides a method of determining the oil-water ratio that is practically independent of the one involving the loss in weight of the sample. The use of vacuum not only permits as much accuracy as does the gravimetric-extraction process, but it actually allows an increase in speed over the atmospheric-distillation method, because of the time required to cool the metal pots from about 1200°F. between runs. More important yet, the innovation makes possible the almost immediate reporting of permeability, and saturation, which is impossible

INCREASING realization of the importance of dust control, and the recommendations of various agencies, have led the mining industry to become actively concerned with this problem. The background and necessity for adequate dust-suppression measures have been discussed in a number of publications, including those of the U. S. Bureau of Mines, and the use of spray water to reduce dust at the face and on roadways has been recommended. The problem resolves itself into obtaining adequate dust reduction at a reasonable cost. Inasmuch as the term "adequate dust suppression" has never been clearly defined, nor have permissible limits of dustiness (in terms of dust count) been established, it is apparent that any method selected may be required to meet additional demands. Until the industry has been given some indication of permissible limits of dustiness, no permanent solution is possible. Progress will be somewhat handicapped until such information is available. In addition, dust reduction must be obtained without the addition of any excessive moisture to the coal, since consideration must often be given to: I. Quality standards, particularly reduction in heat value. 2. Handling characteristics, particularly in regard to unloading from railroad cars and bins. 3. Application of dry methods of coal cleaning. 4. Necessity for fine screening within specified limits of oversize and undersize. Little detailed information is available as to the advantages and disadvantages of the several methods of water distribution, the location and protection of sprays, operating data on pressure, quantity of water, and so forth, and results obtained. In 1940 an investigation was undertaken to determine and evaluate the principal factors involved. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. CLASSIFICATION OF DUST SOURCES The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these-namely, undercutting. In Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screening of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated draglines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient operations, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the Gulf coast. The geology1 of these phosphate pebble deposits may be described briefly. A fairly pure limestone was altered to a secondary apatite.

The Camaguey brown iron-ore deposit covers the top of Sari Felipe hill, the nearest point of which lies 14 miles NW. of the city of Camaguey. While there are several low flat-topped hills in the vicinity covered with a more or less continuous mantle of brown iron-ore, the deposit of San Felipe hill is the only one of any size and importance, and the name " San Belipe district" is proposed for the region. The deposit extends in a NW-SE. direction for a distance of about 10 miles, with an average width of 5 miles. The location is shown in Fig. 1, a sketch-map of the eastern part of Cuba. Fig. 2 is a map of the San Felipe district. 2. Description. The district is mentioned by Spencer,' who says: " The Cubitas iron-ore fields are situated from 12 to 15 miles north of Camagueg City, in the province of Camagueg.....Within an area measuring roughly 10 miles east and west and 4 miles north and south, there are several flat-topped mesas rising 300 to 400 ft. above the level of an almost featureless plain which extends for many miles in all directions except toward the north." With the exception of the discrepancy in his statements .as to the distance from Camaguey and the area of the hill, which is over 50 sq. miles, his description is a very good one. Discussion of the paper of HOWARD N. EAVENSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 413 to 430. WILLIAM H. GRADY, Bluefield, W. Va.-Mr. Eavenson gave a comparison between accidents in the State of West Virginia and in the Pocahontas field. The figures quoted are, I presume, taken from the reports of the State Mine Inspector. There are no statistics available, in readily accessible form, giving a comparison between the Pocahontas field and the mines of the United States Coal & Coke Co. which are a part of the field. It occurs to me that the paper would be more complete with these data and I will say that the mines of the Pocahontas field produced during the year 1913 about 15,000,000 tons, about 3,000,000 tons of which was produced by the United States Coal &Coke Co. This gives an indication of the extent of its operations. The Pocahontas field lies largely in the counties of McDowell, Mercer, and Wyoming in West Virginia, and Tazewell in Virginia.: Without consulting maps, I should say that all of the acreage under operation at present by this company lies wholly in McDowell County and that the average conditions off roof top and bottom in its mines are the average of the county, but that the worst conditions in some of these mines are the worst to be found in the county. The average conditions in Tazewell County are about the same as in McDowell County, except that the average thickness of the seam is much greater. The average conditions of top and roof and bottom are better in Mercer and Wyoming counties than in the mines of the United States Coal &. Coke Co.; the worst conditions in these counties are not so bad as in McDowell and Tazewell counties and the best are better than those encountered in McDowell and Tazewell counties; also the thickness of seam is less in Mercer and Wyoming counties. Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. On the resumption of mining operations on the Rand a serious mistake was made. Based on past experience, it was argued that if the whole industry decided to start anew with
