IN an address before the New York Section. A.I.M.E., Oct. 20, Alex L. ter Braake, speaking on the tin industry of the Netherlands East Indies, interjected a few remarks, at the chairman's request. on the mineral stock-piling project now before Congress in a bill sponsored by Senator Scrugham. The full text of Mr. ter Braake's paper was published in the Nov. 6 issue of the American Metal Market. Following mention of the buffer stock scheme as applied in the tin industry, Mr. ter Braake continued:

BY and large the education of the engineer has been conservative and the reasons for this are obvious. Quite properly it has been a tradition of engineering education that facts and not fancies must be adhered to. Without a doubt, those men who formed the mold of our engineering philosophy as much as it is possible for such molds to be established-rightly held the highest standards of intellectual honesty. Fortunately, it was unthinkable to them to temporize with untried theories and naturally the men whom they trained as engineering educators carry this philosophy in turn to their students, thus handing down the tradition of stability.

W H. BASSETT was elected first vice-president at . the executive session of the new Board on Tues- day afternoon. Karl Eilers, H. Foster Bain, Thomas T. Read, and H. A. Maloney were respectively re-elected as treasurer, secretary, assistant secretary and assistant treasurer. The new Executive Committee will consist of W. H. Bassett, Chairman, and Richard Peters, Jr., H. C. Bellinger, E. De Golyer, Edgar Rickard. The Finance Committee will be J. V. W. Reynders, Chair- man, Henry Krumb and H. G. Moulton. George D. Barron was reappointed Chairman of the Admissions Committee, and F. Julius Fohs put in charge of the Papers and Publications Committee.

NEW economic forces are at work in the petroleum industry.. In order to visualize these forces and clearly see their bearing on the producer, refiner and marketer, it is necessary to see in perspective the economic evolution of the business. For several decades prior to 1913 the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration on the combination aid control of refining and marketing, leaving crude oil production, for the most part, to the exigencies. of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so over-production of crude oil during this era was no handicap, but rather an aid, to the progress of the industry.

A MODERN copper reduction works has both a genera1 chemical laboratory for control work and a research laboratory for the study of improvement of present processes and better working-up of by-products. The division of work in the general laboratory would naturally differ in different plants. ON March 14, the University of Tulsa was accepted as a member of the North Central Association of Colleges, which ranks Tulsa among the leading universities of the country. A. G. OIiphant recently donated to the new school of petroleum engineering a splendid collection of books on geology, valued at $25,000. Waite Phillips, an oil producer and chairman of directors of The Independent Oil & Gas Co., donated $150,000 for a petroleum engineering building

0 N March 5, at Carnegie Hall, Cleveland, the Ohio Section held a joint meeting with the Cleveland Engineering Society, and the local sections of the American Chemical Society, American Society of Mechanical Engineers, and the American Society for Steel Treating. Prior to the meeting there was an informal dinner attended by 50 men. Then followed an address, "The Principles of Corrosion Protection," by Ulick R. Evans, the well-known British specialist in this problem. There were 266 present, presided over by Zay Jeffries, president of the American Society for Steel Treating and a member of the Cleveland Engineering Society. The address was well received and some discussion followed

T HE Mid-Continent Section of the Petroleum Division met on Mar. 11 in the engineer's room of the Tulsa Building, Tulsa, Okla., for the purpose of reviewing the papers presented at the annual meeting in New York. L. G. E. Pignell, chairman and delegate to New York for the Mid-Continent Section, read a brief report giving the outstanding features of the various papers that were presented. He expressed regret that more members of the Division could not be present in New York to hear the interesting papers and discussions. It was his opinion that the various remedies presented for overproduction seemed rather theoretical and impractical and he recommended that the engineers come to the aid of some of the economists in giving more practical consideration to the overproduction problem.

LITERALLY from the four corners of the earth, from Jerusalem and China, from Mysore and Uganda, as well as from geophysicists in the United States, came contributions from workers in magnetic and electrical geo-physical methods, most of them unfortunately unable to be present themselves. The most lively discussion centered on the phenomena of natural potentials in the earth, dealt with in M. B. R. Rao's paper from Mysore, and in Parke Dickey's contribution, which he presented in person. In the oil fields, the weak potentials observed in sedimentary strata traversed by bore holes have traditionally been ascribed to phenomena of electro-filtration and electro-capillarity. Research tending to refute this theory was presented by Dickey, who reported the existence of natural potentials in core samples, and between strata exposed in underground workings. This precipitated a lively discussion as to the possible role of electro-filtration, selective adsorption of ions by mineral particles, and electrolytic potentials, in the production of this phenomenon.

MINING Metallurgy, and Petroleum Engineering department in our colleges are facing a crisis; indeed, conditions that threaten their very existence. Unless the Army, Navy, and War Manpower Commission change their present policy, within two years mineral industries education as now carried on will die, because no ablebodied students will be left in the course. If this is the decision of our responsible governmental agencies we of the mining schools must perhaps accept it as a war measure. It might be well however, for the executive of our mining metallurgical, and oil companies to look ahead a, to where they are to recruit a supply of young technically trained engineers. You can no more operate a mine, a steel plant or an oil company without trained engineers than you can operate a battleship without mechanical and electrical engineers.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

THIS process was reported upon by the Canadian Commission in 1904, and much detailed information was also given in a paper by Chief Engineer V. Engelhardt.1 Believing that some of the latest particulars of the process will be of interest, I submit the following data. At Gysinge in Sweden during the year ending May 31, 1906, from a fixed furnace giving 1 ton (2,240 lb.) of steel per tap, there were produced 950 tons of tool-steel and special steel ingots. . In carbon and iron tool-steels all the usual tempers were made. The bulk of this steel was made from charges composed of about 80 per cent of Swedish white pig-iron and 20 per cent. of steel-scrap. The percentage of carbon was regulated by the addition of briquettes. Other charges were made from Swedish white iron and steel-scrap. The average time taken per charge, for the year, when adding briquettes, was 7* hr., and the electric energy consumed was 1,128 units (kilowatt-hours) per ton. The average time per charge for white-iron and scrap charges was 5.5 hr., and the electric energy consumed was 886 units per ton. These consumptions include all time and energy lost from various causes, such as bad water-supply, ice, etc. It is quite ordinary practice to complete the charges with briquettes in 6.5 hr., and without briquettes in 5 hr., as shown by the following typical charges White pig-iron, 1,457; steel-scrap, 439; briquettes, 220; ferrosilicon (50 per cent. of silicon), 17 ; ferromanganese (80 per cent. of manganese), 15 lb. ; and aluminum, 1 oz.=

EFFORTS at smoke abatement date back to the year 1273 in England when a law was passed prohibiting the use of "sea cole." The law was not enforced, so King Edward I, 33 years later, appointed a commission "to enquire of all such who burnt sea cole in the city or parts adjoining, and to punish them for first offense with great fines and ransomes, and for the second offense to demolish their furnaces." Many other commissions have since been named to investigate the smoke problem in England, but it still persists in many British cities. In the United States the movement to abate the smoke nuisance started in certain Middle Western cities, and has made considerable progress. Until recently, the coal-producing industry co-operated little in smoke¬abatement programs, taking the attitude that smoke elimination is the dealer's or user's responsibility; and the dealers, in turn placed the responsibility entirely on the user.

The world's largest steam-driven mine hoist, built by Nordberg Manufacturing Co. a half century ago, has become a major tourist attraction in Michigan's Upper Peninsula. The hoist, designed by company founder Bruno V. Nordberg, is located in the Quincy Mine Number Two, just north of Hancock. Nordberg began construction of the mammoth machine before World War I, but delayed completion until after the war. The hoist became operational in 1920 and continued running until the mine was shut down in 1931.

Mansfield MERRIMAN,Lehigh University, South Bethlehem, Pa. (communication to the Secretary*):—The formulas established by Mr. Campbell require the use of tables in order to take into account the influence of manganese on the tensile strength of steel. Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

IF we follow the threads of the mining problems, upon which I have touched, we find them all leading to one great fundamental desideratum. The people of this State, of this Nation, and of this world must be brought to a better understanding of the basic nature of our industry-must be made more mineral-minded. It is my belief 'that there is not a man present among this earnest gathering of those interested in the mining industry, who has not a deep-seated and heartfelt desire that the existing unprecedented welfare and prosperity of the whole mass of American people be maintained not merely through our own generation but through the generations of our children and their children. In the decades to come there can be no question of the keenness of the foreign competition which we are doomed to meet, and in this great international contest that Nation which has the best balanced program of development and that broadness of vision in its governmental direction, which recognizes the necessity of a sympathetic attitude toward the upbuilding of such a broad pro- gram will be the Nation which will maintain and pre- serve that welfare of all of its people.

UNTIL recently, practically all geophysical prospecting in Australia was conducted by government departments, either by the Aerial, Geological and Geophysical Survey of Northern Australia or the New South Wales Department of Mines. At present, in addition, the Shell company is carrying out an extensive geophysical campaign in South West Queensland. The Northern Australia Survey has now been in operation for over six years, its work being carried out principally in the northern and central parts of Australia over an area of about a million square miles. At present this Survey is being brought to a conclusion but it appears certain that the geophysical section will be transferred to a Commonwealth Government department on a permanent basis. At present the officers of the Geophysical Section are preparing or have issued some 150 reports on their field work and also a special technical report on the geophysical practice of the Survey.

A recorded in the account of the Annual Meeting, on another page, the report of the tellers showed that all men nominated by the committee, which included Messrs. Wilber Judson, E. DeGolyer, W. A. Weldin, J. A. Norden, J. D. MacKenzie, Wilfred Sykes and S. Skowronski, were duly elected to the offices for which they were nominated. Robert Tally, who was elected to the presidency for 1931-2, is well known to all our members not only because he has served on the Board of Directors since 1928, but through a brief outline of his great achieve¬ments in his chosen profession pub¬lished in our issue of December last. The vice-presidents, Howard N. Eavenson and H. A. Guess, are also well known to our members. Mr. Eavenson has not only been chairman of the Coal Division since its organization, but was also a Director during 1917, 1918 and 1919., Mr. Guess was Director in 1926, was elected a vice-president by the Board last year to fill the vacancy created by the election of Mr. Bassett to the presidency, and is now elected to the usual three-year term.
