We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

With the object of improving the melting, casting, and working of palladium and 95.5 pct Pd-4.5 pct Ru, the effects of different melting atmospheres (reducing, oxidizing, and neutral), crucible linings, and annealing atmospheres have been studied. Some interesting observations are included about the solubility and diffusion of gases in palladium. THE object of the present work was to ascertain the effect of oxidizing, inert, and reducing ambient atmospheres on the melting and casting of palladium and a Pd-Ru alloy commonly used for jewelry. The need for such a study was indicated during World War I1 when jewelers experienced difficulty in their attempts to make small castings of the torch-melted Pd-Ru alloy by the lost-wax process. When the metal was melted under oxidizing conditions similar to those used for platinum, the castings were gassy; on the other hand, if the melting atmosphere was reducing, the castings were hot-torn and brittle. General Experimental Procedure Pure palladium sponge (99.9 pct Pd) and pure ruthenium powder (99.8 pct Ru) were used for making small ingots (50 g) of palladium and 95.5 pct Pd-4.5 pct Ru by induction melting. The coil, 3 in. high by 2 in. ID with 16 turns, was energized by a 20 kva Ajax high frequency converter. The melting crucibles, so-called sand crucibles, which were made of a highly refractory fireclay, were lined with different materials, including proprietary magnesia, alundum, zircon, and zirconia

The diffusion of lead and of trace amounts of bismuth in liquid lead have been investigated by the capillary method, using ROD and ROE as tracers. The results are compared with existing theories of diffusion in liquids, the agreement with theory being fair. The heat of activation for self-diffusion in lead is found experimentally to be close to the corresponding activation energy obtained from viscosity data. The pioneer data of Groh and von Hevesi for the self-diffusion of liquid lead, using ThB as a tracer, fit in with the present results. OMPARED with the volume of effort expended on solid state diffusion, there has been little attention paid to diffusion in liquid metals. A review of experimental work in this field, covering most of the studies up to 1951, was given by Jost.' More recent papers include those by Hoffman2 on self-diffusion in mercury, Morgan and Kitchener" and Stark, Shchilishchev, and Kazachkev4 on the diffusion of various elements in liquid iron, and Grace and Derge on the diffusion of bismuth in bismuth-lead alloys. IN 1950 Kaiser Steel Corp. acquired control of the Utah Fuel Co., a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah, and large reserves of coal elsewhere in Utah and Colorado. Kaiser Steel later disposed of the noncoking quality reserves included in the property and over the past six years has developed a group of three fully modernized mines and a central preparation plant at Sunnyside. This plant is geared to furnish 1.6 million tons per year of low ash coking coal to the byproduct coke ovens at its steel plant at Fontana, Calif., and to its beehive oven coking plant at Sunnyside. General Problems: Topographic and physical conditions under which Utah coals are found differ from those in most bituminous coal districts of the eastern and central states. Utah coal seams lie under deeper cover, generally at steeper pitches; consider- able distances are burned along the outcrop and back from the surface of the outcrop. Usually the coal seams lie high up on escarpments, accessible only through deep narrow canyons or long rock tunnels and tramways. The topography at Sunnyside is particularly rough, with great changes in cover over the coal in relatively short horizontal distances. This is due to the cliff-making sandstones of the cretaceous Mesa Verde group, the coal-bearing measures being in the Blackhawk formation. The thick massive Castle Gate sandstone of the Prince River formation overlies the coal-bearing rocks and is suspected to be the chief cause of roof control problems.

Static soil investigations with more or less heavy loads and extensive borings do not always have efficient results; also, they are very expensive. The new geophysical method of dynamic tests described herein is simple and cheap and avoids several disadvantages of the routine investigation, thus forming a useful supplement to the older methods and even at times replacing various static tests. The fundamental principle of dynamic soil tests consists in the application of artificial vibration. The technique employed is essentially geophysical in nature and in some respects is akin to seismic studies. Artificial vibration may be excited by centrifugal forces resulting from eccentrically supported rotating masses. The reactions of soil and structures caused by these vibrations may be measured. Their dynamic constants, such as amplitudes, phase speeds, damping, reflection, and interference effects, can be investigated. This geophysical method has been used for several years with increasing success. The results of these tests, summarized at the end of the paper, indicate that this method opens a new field for the pkactical engineer in investigating soils (capacity and formation), foundations, dams and structures, and especially buildings that must withstand earthquakes. Methods Static Method.—The first and oldest tests to investigate the bearing capacity of the soil were carried out by static weights. The penetration of these weights, however, depends not only on the soil but also on the size and the form of their lower surface. The length of time the load acts is also important. To imitate actual field conditions, heavy weights and lengthy tests are required, both of which are expensive. Furthermore, the influence of static weights affects only the surface and does not penetrate into deeper strata, therefore substitutes and supplements for static tests have to include the time factor and consequently lead to dynamic investigations. THIS Rock Chapel plant of Consolidated Quarries Corporation (Fig. 1) is three miles northeast of Lithonia, DeKalb County, Georgia. It was opened about eight years ago for crushed stone aggregate. This paper reviews a number of experiments that have been tried in drilling and blasting, and gives the practice in use today. It also present, several theories on the action of explosives in this type of blasting. [ ] The rock worked is a bare dome of granite gneiss about 3000 ft. in diameter, rising 150 ft. above the surrounding ground (Fig. 2). It is uniform in composition and quality, without seams, and extends downward to unknown depth below the quarry floor. A water well drilled 600 ft. remained in the same rock. The principal difficulty encountered in blasting is an easy split, which tends to break clown the rock in large blocks.

THE Elko Prince mine is in the Gold Circle district, Nevada, about ½ miles(2. 4km.) from the town of Midas, 55 miles (88.5 km.) west of Battle Mountain and 50 miles (8.5 km.) northeast of Golconda. The district is described by Emmons in U. S. Geological Survey Bulletin 408, 1910. Little was said of the Elko Prince, however, as only a small amount of work had then been completed. The geological structure of the region is simple. The oldest exposed formation, covering most of the area, is rhyolite, which has a light-colored devitrified groundmass enclosing phenocrysts of feldspar, quartz, and magnetite. It has been somewhat weathered and partially stained with oxide of iron. There are several outcrops of andesite which cut the rhyolite. The ore deposits occur as fissure veins, replacement veins, and sheeted zones. The Elko Prince vein is of the first type. The rhyolite near the veins is silicified, stained with oxide of iron, and, at some localities, replaced by ore, or is so permeated by metals as to be classed as ore. The vein filling consists chiefly of quartz, and the values consist entirely of gold and silver. Part of the gold exists as the native metal and part is associated with pyrite. Silver occurs free and its argentite in handed streaks through the vein. These veins trend in a northwesterly direction, with dips varying from 65° to vertical.

Although copper production established a new record, lead and zinc registered gains, and iron production held steady, the mixed trend in metallic and nonmetallic mining and generally lower prices in 1961 resulted in a net decline in the total value of domestic mineral production. According to preliminary estimates from the U.S. Bureau of Mines, the value of metals produced in this country during the year was approximately $1.9 billion, a decrease of $117 million from 1960; the value of nonmetallics was about $3.7 billion, a $14 million decrease. The following report of mining and mineral developments during 1961 is based on USBM and industry sources. Aluminum Output Dips from 1960 Record Government reports indicate that the domestic primary aluminum industry produced approximately 1,880,000 tons, equivalent to 77% of this nation's capacity. This production is about 6% below the 1960 record output of 2,014,498 tons. Shipments of primary metal ingot slightly exceeded the quantity produced.

INTRODUCTION RITTINGER'S law of the energy expended in crushing is, as roughly stated by Professor Richards,1 that the work of crushing is proportional to the reduction in diameter; or, as I have more fully expressed it: "The work done in crushing is proportional to the surface exposed by the operation; or, better expressed for this purpose, the work done on a given mass of rock is proportional to the reciprocal of the diameter of the final product-assuming that all the mass has been reduced to one exact size, which is only theoretically possible.?2 Kick's law is stated by H. Stadler as follows:3 "The energy required for producing analogous changes of configuration of geometrically similar bodies of equal -technological state varies as the volumes or weights, of these bodies." In other words, the energy expended is porportional to the volume reduction, instead of the diameter reduction. That these two laws would give widely different results may be shown by a simple imaginary case. A ton of 16-in. cubes is broken to 1 -in. cubes at the first operation, and these are broken to 1/16 -in, cubes at a second operation. Since the first operation produces only one-sixteenth as much new surface as the second, the ratio of energy expended in the two operations would be by Rittinger's law as 1 to 16. By Kick's law, since the volume-reduction ratio is the same in both cases, the ratio of energy would be 1 to 1. It is scarcely necessary to point out the important functions of water in the mining operations of man, especially in the State of California, where sluicing and hydraulic mining have been practiced on such a grand scale as to arouse the opposition of the agricultural interests. But the role which water and ice have played in mining or excavating on their own account is not so apparent. The alluvions of existing rivers, and the higher gravel-beds left by ancient streams, are doubtless the result of running water; but how far these gravelly materials owe their origin primarily as rocky debris and fragments of veins to glacial erosion, it is difficult .to determine. Yet we see on every side in our higher mountains unmistakable evidences of the cutting, crushing and eroding effects of glacial ice. We note that mountain-summits have been reduced in height and shaped into rounded and dome-like summits. We know that the general contour of the hills of New England, of the Highlands of the Hudson, and of the mountains of northern New Jersey, is due to glacial carving. The same is true of the Laurentian hills of Canada and of the mountains of all northern regions. And we recognize in the vast deposits of so-called " drift," which are spread out over the surface of the northern States, the chips and debris from the glacial workshops. Thus we cannot avoid the conclusion that there was an enormous amount of cutting and excavating in glacial times, and that vast quantities of veinmaterial and of ores and metals must have been liberated by ice-action.

During the past three years the Surface Preparation Committee of the American Mining Congress Coal Operators' Committees has been collecting data on dewatering and drying washed coal, and on screening coal in representative plants in the Eastern and Central bituminous fields. Because of wide variations in bed moisture, such data can be compared only after deducting the bed moisture. It was found that practically every company used a different routine for moisture sampling and determinations. Some reported the moistures as total moistures, others as surface moistures, air-dried moistures, or oven-dried moistures. For most of the reports it was necessary to estimate, from a consideration of the bed moisture and other data available in a given case, corrections to be made in order to obtain surface-moisture figures as a common basis for comparison. At any plant, and regardless of bed moisture, the percentage of surface moisture remaining in a product when the dewatering, or a given stage of the dewatering, has been completed, is the real measure of what has been accomplished. The descriptions and data given with Fig. 1 show that surface-moisture figures show relationships that would not be shown by total moistures. Therefore bed moisture should be deducted, or, if more practicable, the surface moisture of the products should be measured direct. A preparation engineer finds one per cent, or even a part of one per cent, of surface moisture a very important consideration in the results of his efforts to find the most effective and economical methods of reducing and controlling the surface moisture in his products within the required limits. Therefore it is important for him to have accurate measurements of surface moisture with minimum uncertainty as to whether they sometimes include less than the surface moisture and at others all of the surface moisture plus an unknown part of the bed moisture. The plastic flow of .molybdenum was studied in compression at temperatures below the ductile-to-brittle transition in tension. It was found that molybdenum is ductile in compression at all temperatures down to —196°C. The yield strength continues to increase with decreased test temperature below the tensile ductile-to-brittle transition temperature range. Difficulty was encountered in correlating the experimental data obtained with existing theories of plastic flow. THE body-centered-cubic metals as a group show a rapid and very large increase in yield strength with decreasing test temperature.' It is of fundamental importance to the understanding of the mechanism of plastic flow that this general characteristic be examined carefully. Unfortunately, brittle fracture in low-temperature tensile tests prohibits the measurement of flow properties at very low temperatures. By using compression tests, fracture can be suppressed and the plastic flow of the bcc metals can be studied far below their tensile ductile-to-brittle transition temperatures. Molybdenum was chosen for this experiment and plastic-flow data were obtained down to —196°C.

Aluminum alloys containing relatively small amounts of magnesium and silicon are of commercial interest because they are readily workable in the annealed form and may be hardened and strengthened by suitable heat treatment. An intermediate temper can be produced in these alloys by quenching after a Solution heat treatment and the alloy in this condition can be formed easily. Artificial aging is required to obtain the maximum mechanical properties but this aging does not cause distortion nor require elaborate heat-treating equipment. The hardening of the alloys after quenching is attributable in part to the retention of the compound Mg²Si in solid solution, while the maximum hardness obtained by subsequent artificial aging is attributed to the fact that the solid solubility of the compound Mg²Si in aluminum decreases with decreasing temperature. Considering the importance of aluminum alloys susceptible to heat treatment, it is surprising how few fundamental investigations have been carried out on the aluminum-magnesium silicide alloys. This paper deals principally with the solid solubility relations of the compound Mg2Si in aluminum and is the sixth paper of a series1 from the laboratories of the Aluminum Co. of America reporting the results of investigations of equilibrium relations in aluminum-base alloys made from high-purity aluminum."

IN striking contrast to American mining engineering schools, in Europe a new president, known as the Rektor Magnificus, is elected each year or alternate year. An exception is Italy, where election is for a period of three years. The Rektor, who is elected by the full professors, must also be a professor and full-time member of the faculty. In most cases there is a Senate, composed of 5 to 14 full professors, some elected and some appointed, which controls the Rektor in policy decisions, but in some institutions there is no such controlling body. In the same way deans for each faculty or college are selected at the same intervals from among the full professors concerned.

MODERN mining is based on drilling--everything else stems from that. U. S. and Canadian mining companies and suppliers of mining equipment are constantly seeking new techniques and tools for increased drilling efficiency. Ultimate goal is increased bit-against-rock time. Just how important their efforts are can be seen through a legitimate extension of available statistics. In Canada some 70 million ft of drilling per year is required. While the number of feet actually drilled in the U. S. is unknown, it is possible to compare U. S. and Canadian mineral production, excluding oil and coal. In the U. S. mineral value was $4200 million and across the border $836 million. Taking into account the number of drilled feet required to produce Canada's total, the U. S. total would be 365 million ft in 1953. A saving of 14 per ft would reduce over- all metal and nonmetal mining costs some $3.65 million per year. This does not take into account other indirect savings. Methods have changed and there have been structural and metallurgical advances in blasthole practice in the last ten years. The Editors of MINING ENGINEERING in the articles on the following pages present the most significant innovations coupled with results in the field. Environment plays an important role in selection of materials and equipment -but while unanimity does not exist throughout the industry in reference to drilling problems, a definite trend is evident. For the story of that trend read the articles on the following pages.

THE four papers making up this symposum have been prepared espe-cially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathe-matical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismo-graph exploration campaigns would do well to become familiar with as much as possible of the technical aspects of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. Using a tool and using its product are two different things. One does not use an automatic screw-threading machine when he buys a box of screws at the hardware store. Neither does the geologist

During the latter part of 1916 and the early months of 1917, due to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to $2 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and SO much complaint, that some action to regulate prices was considered essential by the National Administration. Lane-Peabody Agreement In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.
