Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Whilst the fossil fuel-based power industry moves towards carbon capture and storage (CCS) or so-called 'geosequestration', the minerals industry should adapt to reap the benefits of the new technology. If CCS becomes viable, the door is open to potential key developments in mineral processing. For example, truly continuous steelmaking could at last be realised using natural or manufactured gas combined with generic melt circulation. Iron ore fines would form a thin molten layer moving countercurrent to the gaseous reductant on one side of a melt circulation loop with efficient post-combustion without deleterious effects of slag accumulation on the other. This eliminates oxygen steelmaking because carbon has no access to the circulating molten iron. Steelmaking merely requires addition of the appropriate low level of carbon and in-line impurities removal to meet product specification. Concerning non-ferrous smelting, nothing short of virtually zero gas emission will be acceptable in the future. For dolomite-hosted Zn/Pb sulfide ores, typified by those in the Carpentaria region of Northern Australia, the way forward proposed is sulfur fixation at the mine site employing the highly exothermic reaction of SO2 with dolomite, followed by encapsulation of sulfated dolomite in fused ore slag. This releases enough energy for direct ore smelting to individual metal products. However, without CCS the strategy would be unacceptable because of greenhouse gas emissions. The scheme is advocated for direct ore smelting at McArthur River. As a result, the environmental problems of disposal of flotation tailings are avoided. Also, highly energy intensive ultra-fine grinding is eliminated, as indeed froth flotation itself, with overall very significant energy savings and exceptionally high increases in metals recovery. Zinc and lead recoveries approaching 99 per cent are predicted to be entirely feasible.

The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

In washability, the objective is to establish the set of maximum possible separation performance criteria for a given mineral feed. The method of choice for this has been the conventional sink–?float analysis. Using traditional sink–float method it is not possible to sample and automatically measure. This fact, as well as time, cost and safety aspects, as well as required and manageable sample size of the sink–float method have prompted the search for a new approach for establishing separation performance criteria. This is especially important as performance levels of separator plants can be maximised if reliable information based on an analysis of washability in conjunction with particle size distribution, elemental constituency becomes available in time. The new method to establish washability and associated performance information utilises at least two measurement technologies concurrently: single energy X-ray transmission and image processing. For porous or very inhomogeneous materials the results can be refined further by using dual energy X-ray transmission and image processing.If used as a standard laboratory device the continuous build-up of the washability curve allows to evaluate the statistical significance of the sample size during measurement.The measuring method can even be improved if it is combined with an automatic sampling system that feeds a continuous and representative particle stream to the analyser. Then the value of the collected data increases considerably since the washability data are additionally available in time to be considered in the control of the process plant. The washability curve can be derived and is continuously updated based on the particles measured during the past time interval. Older curves and results are stored in a database and can be retrieved for later reference. This technology now enables automated sampling and integrated automated measurement, which was previously not possible.This incorporation of an automated washability monitor at a representative sample gives near real-time data that would impinge positively on the profitability of the plant operation. Owing to improvements in computer capacity, it is now possible to undertake fully coupled or partially coupled, three-dimensional (3D) hydromechanical Finite Element (FE) simulation of mines, including explicit representations of large numbers of discontinuities. The analysis requires fewer assumptions than uncoupled analysis or two-dimensional (2D) analysis, but may require a change in how hydrological data is collected. The way hydrological data is incorporated in stability assessment and the approach to uncertainty in hydrological information also requires discussion. The current procedures for this type of analysis are discussed, along with some practical difficulties and teachings from early applications. A work flow for integration of 3D hydromechanical modelling with pit planning and some considerations for the management of uncertain data are also proposed.

The Epithermal and Mesothermal Gold Prospectivity modelling projects carried out by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250,000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, to stimulate mineral exploration and investment in exploration, has been successful with eight new companies acquiring new tenement positions and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were done at a national scale and consequently not all exploration data were compiled into the prospectivity models. Several of the new companies recognised the value of the prospectivity modelling work and committed exploration funds to continue the modelling process. They recognised a need to compile the remaining data and run the models again to allow detailed exploration targeting. Detailed data compilations including digitising historic exploration stream sediment sample, rock chip sample, soil sample and drilling data has been completed. New models have been completed in Otago for mesothermal gold mineralisation and in the Coromandel and Northland for epithermal gold. The new models have been compared with the original regional scale models and used to target prospect scale exploration. This work has allowed exploration models for epithermal and mesothermal mineralisation in New Zealand to be refined. More importantly this work has identified significant areas with potential to host gold mineralisation with little or no systematic geochemical data including soil sampling or drilling. Exploration work programs have been designed to acquire these missing data and exploration funds have now been committed to test the areas highlighted by the prospectivity modelling. In summary, the Epithermal and Mesothermal Gold Prospectivity modelling work has successfully attracted new investment and ideas to the exploration scene in New Zealand. The projects had an estimated cost of NA$250 000 and will in the next two years, just through exploration expenditure, attract more than NZ$10 M in investment. If a mine is discovered the return on investment will be considerably greater.

Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

With the depleting iron reserves and difficult market conditions, precision in separation efficiency is of utmost importance. Classical local control options are predominant in the industry, but their inability to adjust to resolve application problems of interest has furthered the need of developing and implementing continuous control methodologies.This paper highlights the recent development in control of Outotec SLon® vertically pulsating high gradient magnetic separator (VPHGMS) including programmable logic controllers (PLC) coupled with distributed control system (DCS), on-site human–machine interface (HMI) control panel, advanced process control, continuous online sampling using Courier® 8 and additional modernisation packages including level control and cooling monitoring. Over recent years the trend in Australia has been towards the definitions of sustainable development which emerged from the 1992 Rio Summit of retaining a commitment to ecological integrity, but also incorporating social and economic dimensions of sustainability. Sustainable development may be seen as maintaining and enhancing:natural capital: defined as all natural resources, both environmental and those of traditional economic value; manufactured capital: made by human kind; including produced goods, infrastructure and built environment; human capital: defined as the health, well-being, intellectual capabilities and spiritual welfare of individuals; and social capital: defined as social relations and institutions within and between societies, their norms and functionality (Ameef, 2002). This paper will endeavour to assess the challenges and opportunities facing the professionals and their Institute in the minerals industry in Australia because the MMSD Global and Regional Australia Reports do not, in the authorÆs opinion, adequately address the æhuman capitalÆ input into the current or future development of the minerals industry, in particular, the sustainability of the professionalsÆ skills, knowledge and experiences in a global context.

Fine Gravity Separation in the Reflux Classifier, Exploiting a High Shear Rate, Laminar Flow Mechanism The Reflux Classifier is used in the gravity separation of particles over a broad range of particle sizes. The device consists of a fluidised bed zone, with a system of parallel inclined channels above. The inclined channels provide a significant hydraulic advantage over conventional fluidised beds via the so-called Boycott Effect (Boycott, 1920). This paper describes a new advance in fine gravity separation based on the high shear rate and laminar flow profile that arises when closely spaced inclined channels are deployed. As reported recently (Galvin et al, 2009a), a powerful density based separation mechanism develops from this arrangement, suppressing the effects of particle size. In this paper we focus on two areas, firstly the application of the separator in the laboratory for batch fractionation of particles of varying size and density to determine the grade recovery curve and hence the liberation, and secondly the step change in separation performance achieved on a continuous steady state basis when closely spaced inclined channels are used. The variation in the separation density with particle size decreases significantly, and the Ecarte Probable Error (Ep) remains at low levels over a broad size range.

The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

Prefeasibility planning and cost estimation of conveyor systems has historically been undertaken by comparing fixed plant transport requirements to that of similar systems in service. This paper describes the development of a prefeasibility conveyor technical design and cost estimation application using Microsoft Excel Visual Basic for Applications (VBA) platform. The application tool known as D-Convey (Dachshund Convey) was developed with the goal enabling the end user:- to develop a technical model for conceptualised conveyor systems,- to perform economic analysis on the developed technical model, and - to conduct a comparative and risk analysis.An Excel VBA based platform was utilised to draw upon both the analytical and graphical capabilities of a spreadsheet. Some of the features of D-Convey system include a revolutionary dynamic graphical help system, known as the 'information pane' in lieu of traditional help files as well as the use of familiar graphical user interface elements such as the MS Office 2007 task ribbon. The D-Convey system incorporates material database allowing for mass handling prefeasibility estimation in other industries; it has been validated at a local quarry.

The measurement of ferrosilicon rheology and characterisation of the parameters that have a direct influence on medium rheology provide the basis for evaluating, comparing and selecting an appropriate size and shape of medium to maximise separation efficiency in a dense medium application. The role of medium viscosity on particle separation in both static and dynamic separators is illustrated using relevant theory. The primary measurements of rheology are medium viscosity and stability. These in turn are determined by particle size, particle density and particle shape which in turn can be quantified. The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. One of the most important goals of the experiments is to determine deformation and strength of the rock specimen under applying triaxial load, the status of failure condition is one of the subjects which can be used in soil mechanic and foundation engineering applications. To investigate the effect of confining pressure on the triaxial test, the rock has been considered as bonded-particles method and has been simulated by particle flow code three dimensions (PFC3D). This model, does not have pre-existing microcracks and all the particles have the same size (2 mm diameter), equal to the real specimen shape. To compare the mechanical behavior and failure pattern of the numerical and experimental results at uniaxial and triaxial tests at the same conditions, the Young's modulus, Possion's ratio as well as maximum axial stress have been considered. On the other hand, the microcracks growth and change of failure pattern at the modelling of the uniaxial and triaxial tests with different confining pressures up to failure point were reported. According to the experimental work, the number density of microcracks decreases from starting value and remains almost constant up to the failure beyond that point. The comparison of the numerical and experimental results of maximum axial stress and the Possion's ratio revealed good accordance. The initial number density of microcracks at the model was zero and increased while microcracking. Also, the sudden increment around the maximum stress was observed which is because of unstable growing of microcracks near the maximum stress. In all uniaxial and triaxial tests with different confining stresses, the number density of microcracks during the failure remains almost constant which can be considered as a proof of failure occurring in the model. The experimental results indicate the similar trend as well.

There are several long-standing rules of thumb that are often quoted in mine ventilation studies. They include airway ‘carrying velocities’ and the critical upcast air velocity range that must be avoided to prevent a water blanket forming. Quoting these rules of thumb may lend an air of legitimacy to a ventilation design, and allow the design engineer to avoid having to study a problem from first principles. But how valid are these shortcuts in today’s rapidly changing world? This paper summarises research into the genesis of several commonly quoted rules of thumb. It finds that they were very specific to the local conditions, practices and economics at the time they were developed. It also presents examples where applying these rules of thumb outside of their original context can lead to unexpected and erroneous results.CITATION:Derrington, A S, 2017. A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.
