In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Apatite Fission Track Analysis (AFTA) is a thermal history reconstruction tool that enables determination of magnitude and timing of maximum paleotemperature and paleo-geothermal gradient at the time of maximum paleotemperatures. From this information, the amount of section missing at major unconfornities can be estimated and incorporated into basin models. The Gippsland Basin has a number of distinct problems that can be tackled using AFTA. 1. The nature of the regional break between the Late Cretaceous-Tertiary Latrobe Group and the underlying Early Cretaceous Strzelecki Group. 2. The tectonic history of the basement flanking the basin and its effect on sediment composition. 3. The age of igneous activity in the basin, as typified by the widespread basaltic plugs and dykes intruding the outcropping Strzelecki Group. Major uplift and erosion within, and adjacent to, the early Cretaceous rift basin in the Mid-Cretaceous, at -95 to 100 Ma, initially constrained the Latrobe Group depositional area to the central deep of the Gippsland Basin and provided an elevated source of quartz-rich detritus for the Latrobe Group reservoirs. This is in marked contrast to the preceding period in the early Cretaceous when contemporaneous volcanism dominated as a source of detritus, producing quartz-poor lithic sandstones, in which a host of attendant diagenetic reactions destroyed their reservoir potential. Initial uplift and erosion of the volcanogenic Strzelecki Group also occurred in the mid-Cretaceous as revealed by a number of distinct inversion structures, and erosion of this material will have locally provided very poor quality sand to the basal Latrobe Group.

The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

A new lead refinery with a capacity of 230,000 tons per year commenced operation at Port Pirie in October, 1959. This plant superseded the refinery which had operated from 1933 with the advent of the continuous lead refining process. The incorporation of new equipment following local metallurgical developments, together with the overseas demand for lead of extremely low antimony content createddifficulties in operating the original plant. The new refinery project was undertaken to cover this disability and to gain the full advantage of the new processes.Desilverising and softening are carried out in units identical in size to those used previously. Metallic zinc is recovered from the entire output of desilverised bullion by vacuum distillation. Final refining is carried out by batch treatment with caustic soda yielding lead of purity previously unattainable at Port Pirie.These two processes replace continuous dezincing by oxidation, a high temperature process which caused large quantities of lead and antimony to be recirculated. The final stage is a batch process; therefore the product composition can be checked before casting. Individual batches can be adjusted to produce special alloys to consumer's specification.Improved casting equipment allows the quantity production of pigs of good physical characteristics either as 56 lb bars or 2000 lb pigs.This, together with the high purity of the lead, assures the Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) position in world markets.Automatic control systems are extensively employed, particularly on the vacuum dezincing unit.The anticipated financial benefits have been achieved mainly by a reduction in the tonnage of recirculated materials, a smaller labour force, and reduced maintenance requirements.INTRODUCTIONIn December 1956 a decision was made to build at Port Pirie a lead refinery on a completely new site, and in October 1959 the new refinery was brought into operation. investigations have been undertaken into the flow characteristics of mineral slurries from a number of Australian metallurgical plants including Mount Isa Mines Ltd., North Broken Hill Ltd., and Broken Hill South Ltd. Experimental equipment installed for this work included facilities for continuous recording of flow rate and pressure drop and detection of sedimentation.Although the method has subsequently been described in published literature, it is believed that the investigations included the original application of a method for correlation of the flow rate and pressure drop data. This method depends on solving by graphical methods the values of the constants k, and c in the relationship EQUATION 1 where D is pipe diameter; ?P, pressure drop; L, length; and V, mean linear velocity. Discussion of this correlation also reveals why sedimentation velocity does not necessarily vary greatly with pipe diameter.INTRODUCTIONIn order to design pumps and pipeline installations for a Newtonian fluid, measurements of the fluid's density and viscosity in any of a number of instruments are sufficient. The state-of-the-art in cave seismic monitoring is reviewed, with the latest developments in active seismic monitoring included. Seismic monitoring systems are routinely used by most of the world’s block and panel caving mines to track the cave initiation and progression. The current best practice is to use the cloud of seismic event locations as a proxy for cave growth somewhere below. Problems with event location reliability due to seismic ray bending around the (unknown) cave are side-stepped by using sensors installed above the cave. However, the aseismic gap – the (unknown) distance between actual cave back and seismic event cloud – currently hinders reliable estimation of cave geometry.Velocity inversions using the passive seismic data are inexpensive and should be undertaken more routinely. The straight-ray methods should be used with caution, as the underlying assumptions are invalid in caving environments. The double-difference method is more correct for the caving situation, and there have been some promising results published. Constrained geometric inversions make a lot of sense, but have yet to be demonstrated successfully.Two active seismic source have recently been developed for use in the caving environment: a piezoelectric source for ranges up to a few hundred metres and a pneumatically-powered source for ranges up to a kilometre. These sources produce signals on standard mine seismic sensors that can be used to measure seismic velocity variations down to 0.01 per cent resolution. This allows the cave progression to be monitored by measuring tiny changes to seismic velocities as the rock above the cave is fractured and destressed.CITATION:Lynch, R A, 2016. Being a source of structural materials for many centuries, the modern image of the ferrous metallurgy is burdened with obsolete technologies with disregard towards new environmental protection requirements. The production cycle of metallurgical products have two clear-cut stages: I . production of liquid metal and casting into steel billets; and 2. processing of steel billets in solid state under high temperature to produce various shapes and profiles of metal products. Plastic deformation of metal at the second stage is least associated with environmental pollution and is presently being provided with more and more advanced equipment.

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). "Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013. In November, 1975, Aberdare North colliery was sealed at the surface to extinguish an open fire underground.The fire had developed from a spontaneous heating in one of the open goaf areas of the mine.The mine was re-entered with normal ventilation methods following the isolation of the working district containing the fire. The isolation was accomplished by remotely sealing the open roadways with lly ash emplaced through boreholes from the surface. A subsequent re-entry operation similarly closed the roadways close to the fire and enabled the re-opening of the sealed district.Most of the mine and the underground equipment was recovered after clearing of numerous falls and production recommenced on 25th October, 1976.

Development of New Comminution Testing Methodologies for Geometallurgical Mapping of Ore Hardness and Throughput The emerging discipline of 'geometallurgy' is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing trend towards more effective mine site integration and optimisation. Constrained sampling that reflects and defines inherent ore body variability is a key geometallurgical requirement. This requires use of larger numbers of low-cost physical testing which can be applied to small sample volumes suitable for defining natural variability. The AMIRA P843 'GeMIII' project (Geometallurgical Mapping and Mine Modelling) is a major industry-supported research initiative designed to develop new tools, methods and protocols to support geometallurgical integration. As part of this integrated research a new more rapid low-cost comminution test (GeM Comminution index) has been developed which can be employed as a front line tool for geometallurgical mapping purposes and predictive throughput modelling. The test has been designed to be inserted into routine assay sample preparation and is based on constrained jaw crushing protocols linked to analysis of resultant size distributions. Extensive validation and modelling has shown the GeM Comminution Index (Ci) is correlated with the Drop Weight index A*b and Bond Mill Work Index (BMWi). Large scale trials have been conducted within a commercial assay laboratory to demonstrate and optimise incorporation of the Ci test into routine sample preparation protocols. While Ci based estimates of A*b and BMWi are not as precise compared to larger volume more expensive test-work, the ability to undertake large numbers of tests typically in a systematic down-hole manner, provides a high level of data support through adjacency. A Ci based approach is highly suitable for variability mapping, domaining and selecting large composite samples for more precise testing. Within the context of the AMIRA P843 project this forms part of an integrated work flow designed to support geometallurgical integration. The development of a comminution test linked to routine assay sample preparation represents significant value adding to a process that in most cases is already going to be carried out. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. The State Electricity Commission of Victoria is conducting a program of research and development into alternatives to the use of conventional boilers for the generation of electricity from brown coal. The objectives of the program are to reduce the cost of electricity generation and also to improve the thermal efficiency so as to reduce the emission of greenhouse gases and other pollutants. The program presently includes the following four technologies: Hydro-thermal Drying, Direct Coal Fired Gas Turbine, Integrated Gasification Combined Cycle, and Steam Fluidised Bed Drying. The Hydro-thermal Drying process produces a combustible coal-water-slurry fuel which is suitable for use in a coal fired gas turbine. The coal fired gas turbine has the potential to produce electricity at a lower cost than conventional power stations and when combined with a steam cycle, it will also use significantly less coal. The Integrated Gasification Combined Cycle process gasifies the coal, cleans the gas, and then bums it in a gas turbine/combined cycle. This process is being developed in Europe and the USA in order to meet their stringent emission regulations. It offers Victoria cleaner more efficient and cheaper electricity.

And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations.
