In this paper, we introduce the term ‘LJC’ to refer to the LJC Automatic Magnetic Flotation Separator, which is an advanced technology developed by Longi Magnet, integrating various techniques such as hydro separation, magnetic flocculation, and magnetic columns. This technology combines gravity, hydro separation, and magnetic separation to achieve efficient and reliable separation processes. With its low maintenance requirements and high reliability, the LJC technology has proven to be effective in magnetite processing. The LJC technology offers two primary benefits when compared to traditional magnetic drum separators. Firstly, it can enhance the quality of the targeted or improved concentrate at a coarser product size by minimising the carryover of gangue minerals into the concentrate. Secondly, it can significantly improve the concentrate quality (eg achieving >67 per cent Fe) while maintaining similar liberation size and mass yield. In China, this technology has been widely adopted in magnetite processing, replacing traditional magnetic drum separators and fines flotation in the final stage of the process. Through collaboration with a magnetite producer in Western Australia, Longi Magnet successfully implemented the next-generation LJC Automatic Magnetic Flotation Separator to replace the original stage 3 magnetic drum separators. The application of the LJC technology resulted in an increase in product P80 from 32 μm to 43.1 μm, while maintaining a final concentrate grade of 65 per cent Fe. Additionally, the power consumption, measured in kWh per tonne of concentrate, was reduced by 10 per cent. By eliminating the bottleneck caused by the requirement of a coarser liberation size to achieve the desired concentrate grade, the plant’s throughput was increased by significantly. The LJC technology has demonstrated its ability to reduce the carbon footprint, improve concentrate grade and enhance mass recovery, offering an alternative solution for magnetite processing. The high-grade magnetite produced by the LJC technology is particularly suitable as a raw material for Directed Reduction Iron and green steel production. This paper introduces the principles of the LJC Automatic Magnetic Flotation Separator and provides details of its application in a magnetite operation in Western Australia.

A high-nugget effect and presence of coarse gold characterises many styles of gold mineralisation. The effective sampling of these deposits is often difficult because of the relatively low concentrations involved and erratic nature of the gold or other minerals. Geometric and/or metallurgical complexities often compound this effect. Underground development, in-fill drilling and bulk sampling/trial mining are generally required to delineate Ore Reserves. Similarly expensive definition strategies often apply to surface mining in complex orebodies of gold and other minerals, including precious stones. Development, particularly winzing is a historical technique that was used to gather geological, grade and metallurgical data during underground and near-surface exploration. It permits access to the mineralised structure below the surface datum to determine viability. Winzing has always been considered an arduous and dangerous task. Modern winzing technology has led to the development of the Mobile Supersucker – essentially a giant vacuum cleaner with underground and surface capabilities. By the elimination of shovel-loaded blasted winze material into a kibble and hoisting, this system permits safe and highly efficient winzing activities, and allows the collection of bulk samples for grade and metallurgical evaluation, as well as access to the mineralisation for geological and geotechnical mapping. Bulk samples from horizontal development have long been collected to help define mineable grade via pilot processing. However, when defining blocks below current development, there has been over-reliance on ineffective ‘small sample’ drill data. The Mobile Supersucker permits the development of winzes and off-winze sub-levels. These provide critical information to a mine technical team when trying to justify capital to go deeper or commence or deepen an existing open pit. CITATION: Biegaj, K and Dominy, S C, 2018. Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. The Ambuklao and Binga Rehabilitation Project is a 175 MW hydro power project currently under construction across dual sites in the north region of Luzon Island, Philippines. When it was built in 1956, the Ambuklao Dam harnessed the second largest hydro-electric reservoir in Asia. However, due to landslide erosion and prolonged silt infiltration caused by an earthquake in 1990, the power plant has been rendered inoperable since 1999.To bring the power generating facility back to life, the project scope entails the rehabilitation and construction of civil structures, shafts and tunnels. A major component of these works is the decommissioning of a section of the seven metre diameter headrace tunnel by installing a concrete plug. The headrace tunnel is part of a closed waterway system that connects the dam via a shaft, exhibiting a hydrostatic pressure of 13 bar (1300 kPa) at the location of the new tunnel plug. In addition, the power station ball valves have seized ajar and the damaged intake riser is unsafe toaccess thereby requiring the plugging operation to be carried out under live flowing conditions.Working under hydrostatic pressure and live conditions, the headrace plug will be an underwater tremie pour operation that includes drilling and concrete injection through blow out preventer caissons installed in the floor of an underground chamber above the tunnel. The purpose of this paper is to describe the key engineering and planning components involved in this operation including pre- and post-grouting, chamber crane, sonar, local water compensation, jet flushing, drilling, caisson installation, and concrete design, production, delivery and placement. The success of this task rests on the strategic preparation and operational management of risk and safety in a challenging rural environment.

According to the literature, material transportation represents 50 per cent of the operating costs for an open pit mine. In this context, this paper proposes a multistage approach for dynamic truck dispatching in real open pit mine environments, implemented in the commercial package SmartMine®, marketed by Devex SA. The first stage of this approach defines the optimal number of trucks that maximises the tonnage production by means of a robust linear programming model, which considers the operational constraints of a real mining process. The second stage uses a dynamic dispatching heuristic joining computational simulation and multicriterion optimisation techniques for decision making for truck dispatching. Another relevant contribution of this work is the publication of realistic instances collected from a dispatching system managing an iron mine, containing information about the hauling and loading fleet, the equipment situation when the working shift starts, cycle times, the time line of special occurrences (such as equipment stoppages and loading equipment reallocation in order to satisfy the mine planning) and the tonnage produced. These instances were generated with the purpose of submitting the method to the test of a real situation that considers the uncertainties existing in the process studied. The proposed approach was validated by means of a discrete event simulation model applied to the previously designated instances. Using this multistage approach as a mechanism for dispatch decision making, it is shown that the haulage fleet productivity increased when compared with the real values reported from the instances. These results are important because they show that the proposed approach generates efficient dispatch decisions for trucks operating in a real environment, reducing operating costs, increasing production and making the mine more competitive.

Small-scale mining operations are characterised by a large variety of equipment availability and a high level of operational flexibility. Mine planning is usually scarce or absent in small quarries in Brazil, and mine management generally focuses on daily operations. As a result, analysis of the effects of unit operations, such as blasting, over the whole mining process is often neglected. The goal of the following project was to study the effect of production blasting on loading and hauling times, secondary breaking times and primary crushing times at the Experimental Mine of the Research Center for Responsible Mining of the University of São Paulo, Brazil. The operations analysed included blasts that performed:under the average operational standard, defined in this paper as Case 1according to quarry standards, defined in this paper as Case 2.In order to establish the effects of blasting on the downstream process, three key performance indictors were used:The time taken to load the truck, when there is the need for material selection. Due to the fact that we do not have an operational baseline, the increase in time cannot be established, meaning that we must content ourselves with comparing the mean time in each scenario.The average time used for secondary breaking machinery.The time required for the primary crusher to fully process the load of a single truck. The results obtained indicate correlations between the coarseness of the blasted material and these operational times. "The Gosowong Gold Project is owned and operated by PT Nusa Halmahera Minerals (PT NHM), an Indonesian company 75 per cent owned by Newcrest. It is located on Halmahera Island, in the North Maluku Province of the Republic of Indonesia, approximately 2450 km north-east of the national capital, Jakarta (Newcrest, 2017).Kencana is one of two underground gold and silver mines at the Gosowong Operation where ground conditions vary from competent to very poor. Development headings occurring in poor rock mass conditions require high capacity ground support including long tendon cable bolts. Manual installation of cable bolts in these development headings has been a time consuming process due to borehole collapse, blockages requiring subsequent re-drilling and a minimum eight hour grout curing time interval. The installation of cable bolts including the setting, plating and tensioning can impact the critical path for development heading advance resulting in development cycle delays.A review was conducted by PT NHM on current industry practices for alternatives to manual cable bolting. PT NHM subsequently approached Minova to assist with the development and trialling of self drilling anchors (SDAs) installed using jumbos with a rapid setting pumpable resin, CARBOTHIXTM. A series of system development trials were conducted and a reliable bolting system was developed utilising the existing jumbo drilling fleet with minimal required modifications.The system developed was a ‘one pass’ bolting process to install and grout SDAs using a two component resin with a remote, mechanised system. Improvements achieved from the system include: eliminating hole closure issues and more immediate support in poor rock mass effectively reducing personnel exposure to poor ground conditions by removing the requirement to access the drive backs reducing grout set time with full installation times for 6 m SDAs averaging 25 min.The resin grouting system has now been successfully implemented to effectively manage areas of poor ground conditions and to accelerate advance rates in high priority headings.CITATION:Pateman, D and Sprague, T, 2017. Independence Group’s Jaguar Mine treats a polymetallic ore producing a copper concentrate and zinc concentrate. Effective separation of the sulfides requires relatively fine grinding with flotation feed P80 of about 75µm. Zn losses to final tails are greater than 60 per cent and <32 µm. When magnetic conditioning was first installed in 2010 it showed about an 8 per cent reduction of zinc in final tail and on some ores a similar benefit for silver as well. Current testwork is showing about a 12 per cent reduction in zinc and silver in final tail, consistent with the original testwork. Sizing of the final tail during the tests showed that the reduction of zinc and silver losses were only in the <32 µm fraction, as would be expected from an aggregation process. However, the most surprising result was about a 4 per cent reduction in zinc and silver in the plant feed with a >99 per cent statistical certainty. The reduction in zinc and silver in the feed is also only in the <32 µm fraction. Therefore, because the magnetic conditioning of Zn flotation feed cannot impact plant ore feed grade the hypothesis is that the magnetic conditioning is reducing the fine mineral from downstream processes, like filtering and thickening, returning to the plant feed in the recycled process water. This hypothesis is consistent with plant observation of dirty concentrate thickener overflow and measurements of solids in the overflow, as well as the average % Zn grade in cyclone overflow that correlates with the magnetic conditioning ON and OFF days. Management of high rates of goaf gas emissions between 4000 and 6000 L/s of methane gas in longwall panels is a challenging issue, particularly in start-up areas of the panels. There is a need for investigation of the effect of various goaf gas drainage concepts and techniques, and development of effective gas drainage strategies for management of high goaf gas emissions in start-up areas of the longwall panels. This paper presents the results of various computational fluid dynamics (CFD) simulations that were carried out to investigate the effect of different goaf gas drainage strategies and combinations for gas management in the start-up area of the longwall panels. Results indicated that the gas (methane) concentration in goaf holes on the tailgate (TG) side vary between 50 and 75 per cent under the simulated field conditions with flat coal seam gradients. The results also indicated that operation of more goaf holes for draining the goaf gas on the TG side results in high ingress of oxygen and further reduction in gas concentration in goaf gas drainage holes. The simulations also included scenarios with goaf gas drainage holes on the maingate (MG) side, TG cut-through seal and near the start-up area. Martabe gold and silver mine is situated in northern Sumatra and comprises several deposits in steep terrain that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste from the excavations is a by-product to be scheduled and used for construction of the tailings storage facility (TSF). These plans need to be aligned to ensure the tailings can be contained relative to the production rate. The TSF embankment construction includes potentially acid forming (PAF) waste that needs to be progressively sealed and rehabilitated to meet the closure requirements of the future.The mine is situated approximately 3 kilometres north of the township of Batangtoru in a seismically active zone between the off-shore subduction zone and the trans Sumatran fault. The mining operation currently includes two open cut pits with a third in development stage, an integrated TSF and dualpurpose valley-fill type waste rock storage facility (WRSF) and TSF embankment. Mine waste is used in construction of the WRSF / TSF embankment, including PAF waste rock, which needs to be scheduled for optimal use in construction activities in a manner that mitigates future acidic and metalliferous drainage (AMD) risks (Pearce and O’Kane, 2017).The Life-of-Mine (LOM) plans must satisfy both optimal pit development to maximise NPV and suitable delivery of waste for effective TSF construction matching the rate of rise of tailings, and consider AMD management, progressive rehabilitation and ultimately effective sustainable mine closure. A voracious consumer of energy and grinding media, the modern ball milling circuit has a huge direct cost impact on a mineral processing operation. Through optimisation, grinding also has the potential to unlock great improvements in recovery and throughput, but how can the complex interactions between mills, classifiers, tonnage, ore-type and downstream recovery be measured, understood and managed in a systematic manner?Functional performance analysis provides the tools and insights needed to measure, understand and improve the two key process efficiencies in ball milling circuits: classification system efficiency (CSE) and mill grinding efficiency.CSE measures the composite performance of the classification system as a whole. In short, the purpose of the classification system is to ensure that grinding mill energy is used to grind coarse particles while minimising overgrinding. CSE is simple to measure in the plant and it provides immediate feedback to the plant metallurgist, mill superintendent and management about the performance of the classification system and the amount of wasted energy in the grinding plant.Mill grinding efficiency measures the capacity of the grinding mill to convert feed-sized material into product-sized material on a tonnes per kilowatt hour basis. It is normalised based upon the ore resistance to breakage, so it provides feedback about the ‘health’ of the milling process under varying operating conditions and ore types. Mill grinding efficiency is measured at the same time as CSE through circuit sampling.Functional performance analysis combines CSE and mill grinding efficiency to provide a measureable, manageable optimisation objective. It also provides a link to tonnage, ore type and recovery. Whilst the value of Pit to Plant and Mine to Mill optimisation has been proven since the 1990s, sustaining the productivity and efficiency gains typically requires ongoing test work, blast trials, plant surveys, and model calibration services. In contrast, the input to digital twin Pit to Plant or Mine to Mill optimisation is tens to hundreds of millions of tonnes of standard mine operating data. This paper presents a series of digital twin case studies from across the mine value chain, including machine learning testing methodology, model accuracy statistics and the application of Shapley Additive Explanations (SHAP) for model interpretation. These case studies demonstrate how machine learning and data fusion ore tracking connects hundreds of millions of tonnes of downstream performance data to produce digital twin models (operating models that are continuously updated and integrated into the wider Mine to Mill/Pit to Plant ore tracking system). Digital twin modelling software has been used to add block model variables for dig-rate, crusher and mill throughput, recovery (tailings grade), lump yield, product grade and product quality, fines yield and fines in lump. Block-by-block predictions are added to the geological resource and grade control block models as new block model variables. These new block model variables are used across all mine planning time horizons from life-of-mine planning to daily schedules. In addition to the materials handling and geometallurgical prediction case studies, the paper also presents digital twin case studies for drill and blast simulation and plant set point optimisation. The case studies show how digital twin simulation enables drill and blast engineers to simulate the effect of different blast designs in different blast domains using the mines operating data. Plant set point optimisation applies mathematical optimisation algorithms to the machine learning model to provide live operational decision support to metallurgists and plant operators. The digital twin machine learning case studies demonstrate a digital and sustainable paradigm for Mine to Mill and Pit to Plant optimisation.

The concept of Big Data refers to data sets that are so large, variable and/or complex that traditional data processing applications struggle to integrate the data for effective investigation, analysis and value generation. With advances in sensor technology and smarter equipment, the mining industry is experiencing Big Data, and in a different way to how the intelligence and marketing communities experience Big Data. Future mining will bring larger, more complicated and diverse data sets increasing the strain on traditional data integration and investigation techniques. Block caving is an important mining method for the extraction of massive, low-grade ore deposits due to its low operating cost and high production potential, given the right orebody geometry and ground conditions. This paper focuses on block caving due to its increasing popularity and importance in the future economic extraction of multiple commodities. The block cave mining system (BCMS) is a complex interrelation of factors, and due to the reliance on natural processes within the system, it is one of the least understood mining methods. Obtaining information on the factors within the BCMS generates large, complex data sets on various time scales. Each sensor network within the BCMS combines spatial and temporal information with tens to hundreds of recorded parameters. Data sets are quickly moving from multidimensional to n-dimensional. Optimisation of the BCMS is only possible through a holistic analysis approach, thus involving the integration of multiple, diverse, n-dimensional data sets (Big Data). This paper presents a current example BCMS Big Data situation involving 12 sources of information with differences in volume, data format and frequency of data generation. This suitability of virtual reality scientific visualisation (VRSV) as a solution to BCMS Big Data interpretation difficulties is then discussed. These 12 data sets can be effectively integrated using VRSV for intuitive and accelerated investigation of the BCMS. Potential future Big Data within the BCMS is presented involving 20 sources of information resulting from our increased need for monitoring and advancements in technology. Current methods of defining queries may not be suitable within these future complex, multidimensional data sets, and the potential of artificial intelligence algorithms within this system is discussed. These advancements in technology and machine learning lead to the requirement of live data acquisition and analysis. Longwall mining is by far the most common method of underground coal extraction in Australia. Industry trends and expectations are placing increasing emphasis on the reliability and productivity of these operations. Longwalls are becoming wider and longer while retreat rates are continuously increasing due to significant improvements achieved in longwall equipment reliability and automation. This increased longwall productivity is placing significant emphasis on the reliability of longwall panel development.Although there have been significant improvements in the reliability of continuous miners and hydraulic drill rigs, the traditional resin-encapsulated bolt installation is still the principal method used in all major coal producing countries around the world. Anglo American realised that an opportunity existed to introduce an alternative roof bolt installation technique called ‘spin-to-stall’ (STS) into Australia. STS was first introduced by Anglo American Coal in South Africa, where it has been successfully used for over a decade, though implementation of South African STS resin in Australia has proven to be near impossible. Therefore, a new STS development project was initiated between Anglo American Coal and Jennmar Australia. Gas and coal dust, as potential harmful elements (PHEs) produced during mining, are considered two serious threats to the safe mining and the health of miners because of its explosive and pathogenic properties. To solve this problem, compound reagents enhanced water spraying technology was used to control the gas and coal dust in excavation working face in this study, and spray testing platform and wind tunnel were used to investigated the suppression effect for gas and coal dust. In addition, sink test, and agglomeration experiments were also used to analyse its suppression mechanism. Testing results show that the dust reduction efficiencies of compound reagents enhanced water spraying technology for four different particle sizes were 80 per cent, 91.43 per cent, 94.74 per cent and 94.46 per cent, and improved by 14 per cent, 10.86 per cent, 8.42 per cent and 4.25 per cent compared to water spraying. Moreover, the gas suppression efficiency also can be increased more than 20 per cent. Sink test, and agglomeration experiments results show that compound reagent improves the spreading efficiency of the liquid on the surface of the coal by changing its wettability, and this process can not only slow down the desorption rate of gas by forming a water-sealing effect in the coal surface indicated, but also promote the agglomeration of fine-grained coal dust.

In the Mount Victor area of the Eastern Highlands Province, re- connaissance geological mapping and new micropalaeontological data have revealed the existence of at least three small thrust- bound windows exposing late Middle to Late Cretaceous (Late Aptian-Early Albian and Late Santonian-Maastrichtian) sedimen- tary rocks and pillow lavas, Latest Paleocene- Earliest Eocene pillow lavas, and Latest Paleocene-Earliest Eocene bathyal micrites. Late Middle Eocene to Late Eocene inner neritic bioclastic micrite units also occurs in thrust contact with Middle Miocene Yaveufa Formation volcanolithic conglomerates. The Cretaceous and Early Tertiary units appear to be thrust-bound and are best exposed in a window just south of Mount Victor, and in two smaller windows to the east. The inner neritic Eocene limestone occurs in a thrust-bound sliver within the Yaveufa For- mation near Obura. The windows occur within extensive out- crop of Early Miocene Omaura Formation and the Yaveufa For- mation. Thin-bedded grey mudstone, siltstone and sandstone, typical of much of the Chim Formation form only a small part of the exposure of Cretaceous rocks. Thick-bedded volcanolithic conglomerate, spilitic pillow basalts, and welded basic tuffs domi- nate the Cretaceous section. The stratigraphy and structure of the Mount Victor area is similar to the Menyamya area, the Aure Scarp, and perhaps the Tapini area. This study has raised the possibility of widespread thrust- ing in the Kainantu area, and suggests that the boundary between the Omaura and Yaveufa Formations is thrusted, at least locally.

Flow maldistribution in the iron blast furnace has been studied analytically by the use of the vectorial form of the Ergun equation and experimentally via packed columns and a cold model of a blast furnace. Experimental results are presented showing the effect on fluid flow patterns of the following types of nonuniformities in a packed bed: the increased voidage at the wall ("wall effect"), the decreased voidage at the interface between layers of materials with different sizes and shapes, and the differences in resistance to flow of bulk regions of a column with different sizes and shapes. The proposed theory is applied to the calculation of fluid flow patterns for these nonuniformities. Velocity profiles, as calculated from these flow patterns, were found to agree reasonably well with experimental measurements obtained via hot wire anemometry techniques for laboratory scale packed columns. Calculated fluid flow patterns are presented for blast furnace burdens which show how flow patterns are affected by (a) coke segregation and (b) the relative differences in resistance to flow between coke and oxide pellet layers. For the cold model study, calculated flow patterns are presented based on photographs of a given burden distribution. The velocity profiles calculated from these flow patterns were found to agree reasonably well with the velocity profiles measured from the cold Model.

In 2011 the forecasted world demand for iron ore continues to grow, and during this time Australia is looked upon as a reliable supplier of high quality ore. The expansion of the current Australian mines is unlikely to meet the forecast demand. New mines are therefore being actively explored for and when discovered, are quickly being developed into mines in order to meet the world’s hunger for steel.The Solomon Project area is a large new iron ore discovery, located in the central Hamersley Ranges of the Pilbara province in Western Australia. The first Fortescue exploration drill holes commenced on the project in 2007 and to date three billion tonnes (Bt) of iron ore have been defi ned within the project area. Fortescue is fast-tracking the development of the ‘Solomon Stage 1’ project, with rail and mine construction commencing during 2011, and ore to be railed to Fortescue’s existing shipping operations at Port Hedland commencing in 2012. At a designed production rate of 60 Mt/a, the Solomon operation will be one of the biggest production centres of iron ore in the Pilbara.Deposit types include the three dominant mineralisation styles of the Pilbara province, being bedded iron deposits (BID), Channel iron deposits (CID) and detrital iron deposits (DID). All these mineralisation styles are present in large concentrations within the Solomon project area, and when mined will produce two product streams. These are a single product of CID, and a combined product from a blend of BID and DID material.This paper defines the geological characteristics of the Solomon iron deposits as recognised through the exploration and development of this vast resource over the three years since exploration commenced on the project.

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. This paper summarises the process taken to simplify 35 ground support standards accounting for the multiple development profiles, dynamic geotechnical environment and the practical safety implications of a large-scale change in the ground control standards. This reduction was required after an incident involving incorrect standards being issued. The subsequent investigation identified that: • Selection of ground support standard for a mining instruction (MI) is not straightforward due to multiple standards, standards not reflecting current reinforcement used and complex geotechnical environment being encountered. Instead, site-specific ground control instructions were being issued. • Ground support standards were hard to follow and confusing, errors were present and not all standards to scale. • Ground support standards being used did not reflect what was being installed, ie bolt type incorrect and mesh orientation different. • No process or tier action response plan (TARP) for operators to follow for ground control standard noncompliance. • No justification for ground support standards being used in the current geotechnical environment. • No process for ground support standard selection and thereby no paper trail to document and assess adequacy of performance. A project was undertaken to reduce and simplify the ground support standards, produce a justification document to support ground support design and develop a process for site practitioners to identify the type of ground support standard required for the mining instruction. The exercise of rationalising the ground support was met with some challenges, including: • Technical aspects to determine the level of demand and the capacity for each ground support scheme. • Training the geotechnical engineers how to determine the level of risk for each area. • Winning over other technical services staff and the underground mining contractor of the new approach and then implementation. One of the major successes was the acceptance by the underground operators who found the system simplified their work and gave them increased confidence in management of seismicity. The rationalised ground support standards have now been successfully in place for over two years.
