Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. Observation from attending many conferences around the world reveals that many people are constantly shifting from the word ‘error’ to the word ‘uncertainty’ without a clear vision of what the subtle difference is. The same applies to a large swath of the scientific literature, in which these two concepts are unfortunately often used synonymously, which is a scientific flaw of the first order. In practice, as demonstrated in the Theory of Sampling (TOS), there are both sampling errors and sampling uncertainties. Sampling errors can easily be preventively minimised, while sampling uncertainty for a preselected sampling protocol is inevitable. P M Gy’s work, supported by G Matheron’s critical reviews, demonstrates beyond any possible doubt that sampling uncertainty cannot be achieved if sampling errors are not preventively minimised by applying very stringent rules that are too often ignored by sampling practitioners. A clarification, in line with the TOS, is presented to mitigate the confusion created by circles favouring the use of uncertainty versus the use of the word error. The paper presents a model of a multigrade monitoring-management structure for support to decision making and management in real and extended time in mineral processing (MP). The model was created as a result of a long-lasting research, design and development of mining, computer integrated monitoring-management systems. Apart from the general explanations, the authorsÆ state in the introduction that efficiency of a system for support to decision-making and management in mineral processing is more difficult to achieve by conventional approaches, than by the fuzzy logic approach. Starting from the multiphase structure of process flows in MP, the following are process and monitoring-management oriented graphs. The graphs served as a foundation of the multigrade hierarchical fuzzy model for support to decision making and management in MP. Following the example of the monitoring-management system of the æRudnikÆ mine flotation plant, fuzzy logic implementation was shown. The key conclusions of the paper are that fuzzyfication of layers of the decision making and management model has full justification due to the complexity and dynamics of mineral processing processes, complications and often insurmountable difficulties concerning the precise description of real systems by conventional mathematical tools, variability of external influences, and the (general) non-linearity of the MP processes management criteria functions.

Sampling drawpoints in block cave mines has been a contentious issue for many years. Doubts have been expressed as to the validity of the process used at most mines. This paper outlines the sampling practice commonly in use, discusses the resulting issues associated with reconciliation and drawpoint closure decisions. The paper also looks to the future and highlights issues for some block cave mining operations currently planned to have in the order of one thousand active drawpoints. It is likely that these operations will require a new approach to drawpoint sampling. There are several potential technologies currently available although some appear to be better suited than others to replace the current approaches. CITATION:Ross, I T, 2012. Geological data provides the foundations for the mining value chain. It is used to underpin the modelling and planning and consequently optimise downstream business decisions. However, it is often forgotten or taken for granted. End users often assume the data to be sound without verification. Geological data can be considered a company’s number one asset. Subsequently, the storage, use and management of this data need careful curation and time invested in preserving and protecting it. An established polymetallic mine with 20 000 drill holes could have a data replacement value in excess of $500M at 2020 prices, excluding labour and salary costs. The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the ‘JORC Code’) provides guidelines for Public Reporting. Within the code, Table 1 requires discussion around the different types of geological data, its collection and use. What is needed is additional details regarding the validation and integrity of the geological database. A comprehensive guideline specifying minimum geological standards for geological databases has been developed. This expands on the critical points outlined in Table 1 of the JORC Code. This guideline can be used by companies where geological databases are managed in-house or used to assess these services’ outsourcing. This guideline will ensure that geological data is reliable and unadulterated and can be used with confidence. Using this guideline will assist in preserving the investment of geological data in the mining value chain

The use of photogrammetry has greatly increased the accuracy of 3D mapping underground. However, this has not reduced the need or desire for geologists to produce plans and sections showing an interpretation of the mapped geology. At the Waihi Underground Gold Mine, a hybrid solution has been developed that utilises the accuracy of photogrammetry and mapping onto face photos with the CAD-based Deswik.MappingTM functions to create plan and section maps. These have the benefit of looking like traditional paper maps but are more spatially accurate and richly attributed with metadata that can be filtered and exported to downstream processes. Deswik.MappingTM is a tablet-based solution that allows the geologist to map digitally with a stylus. Automation is utilised for the updating of survey as-builts, approved designs, drill holes, geological mapping, vein interpretations and mine work areas, reducing the requirement to print out maps at various locations and scales. Having 3D mine software on a tablet device provides a wealth of features not available when using paper: scaling is a problem of the past; information can be turned on and off; features can be viewed in 3D; and measurements between points of interest can be calculated in 3D space, for example, between vein wireframes and drill hole sample information. A suite of custom scripts has been developed that take the spatially accurate, registered and attributed polyline data from photogrammetry scans and converts them to a geological mapping legend with vein textures, structural information, and lithological boundaries. These 3D maps can be plotted in plan or section view and satisfy the requirements of the most ardent paper map supporter.

At the mining industry, there are several uncertainties that may affect the mobile mining equipment fleet sizing and usage, such as commodity supply and demand, which impacts the mineral price, environmental licenses to allow operations and strategic decisions made by the own mining company. Due to that, it may happen to acquire a mobile mining equipment for a specific site and before it finishes the entire forecasted life cycle, the machine gets idle on that operation and a decision must be made regarding this matter. On large mining companies with several sites, equipment transfer provides a good solution to solve this issue and at the same time it provides operational flexibility and allows to use the equipment until the initially planned working hours. This article presents a method to compare technically and financially whether it’s more feasible to transfer a used equipment or to buy a new one. In other words, we will compare a brand-new machine versus a used one in terms of safety, net present value (NPV) considering both capital expenditures (CAPEX) and operational expenditures (OPEX), technological obsolescence, risks, equipment maintenance reliability and lead times. Although it’s not the main purpose of the paper, it will also be briefly discussed the importance of having a considerable amount of backup equipment to handle low likelihood and high consequence risks that may materialise. This backup equipment portfolio is particularly important to avoid loss of sales and profits in case the production plan changes and it demands further equipment than initially planned to cope with the forecasted production.

BHP’s Western Australian Iron Ore Operations (WAIO) move approximately 250 million tons of ore per annum. The magnitude of the constant changes to the terrain models along with the diverse output and presentation requirements of numerous stakeholders presents significant challenges for the geospatial team. This paper describes how the WAIO Survey team use a combination of technology and optimised workflows to capture, ingest, publish and access large data sets for diverse stakeholder requirements. Machine learning for processing of data and the use of web based systems to track and prioritise task allocation of resources will be discussed in detail, in addition to the changes to the traditional roles of surveyors from the use of automation and mobile technology.

Queensland Pacific Metals (QPM) is progressing its Townsville Energy Chemicals Hub (TECH) project to produce nickel and cobalt sulfates for advanced battery materials. Apart from the nickel and cobalt sulfates, the process also generates a hematite by-product (~640 ktpa). The hematite byproduct precipitated from the process, hereafter ‘hematite precipitate’, is high in Fe and particularly low in impurities. However, it is a fine <20 μm crystalline, hydrometallurgical precipitate and is produced as a filter cake containing a high moisture content of about 15 per cent. This is considerably different from natural hematite ore and is expected to change its performance during sintering. In the present study, laboratory scale sintering tests were undertaken to evaluate the potential impacts of substitution of the hematite precipitate for traditional magnetite concentrates and further for Australian hematite-goethite ores in a simulated industry base blend. Substitution of hematite precipitate for magnetite concentrates was found to slightly increase the sintering temperature required to achieve the strength of laboratory sinters. However, further substitution of hematite precipitate for Australian hematite-goethite ores slightly reduced the sintering temperature required to achieve the laboratory sinter strength. These results reflect the reduction in Al2O3 contents of the blends and are consistent with the trend observed in industry and pilot scale facilities. The reduction in sintering temperature generally correlates to a reduction in fuel rate in the larger scale sintering process. The pore structure of selected laboratory sinters was further examined and discussed in conjunction with sinter strength. The pore structure images highlighted the relative difference between the blends with the most obvious difference being seen at 1290°C which correlates well with the laboratory tumble index (TI). The laboratory sinter samples showed an increase in porosity and irregularity of pore shape, as hematite substitution increased demonstrating the correlation between a more porous structure and a lower TI.

The Porgera gold mine has made significant progress with the successful installation of a JK FrothCam image analysis system. The system is used to measure and control froth velocity on the scavenger circuit which has brought significant economical and operational benefits. The froth velocity signal, determined by analysis of the camera, is transmitted to the PLC that manipulates flotation cell airflow rate and cell level controllers to maintain a target froth velocity of 130 mm per second. Following on from a three-week trial installation in June 2000, a permanent installation was commissioned on the scavenger Outokumpu (OK150) tank cells. Further work is in progress on the rougher Wemco cells. This paper describes the evaluation of FrothCam Technology and its subsequent installation.

Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012. Safety is a key value in most leading mining companies. Despite years of effort, and significant expense in ‘programs’, operating sites seem to have been left with no real improvement in either the elimination of fatalities or sustained reduction in injuries.Safety systems and processes have grown and evolved, often to the point where they have become overly complicated and marginally useful.MMG Limited, following the consolidation of its Australian operations under a single management structure, undertook a program to effect real and sustained change in its approach to managing safety. The program aimed at improving safety by better engaging its workforce and by making safety processes simple, useful and effective. It defined the role of the supervisor in creating safe work, the role of the people doing work and the role of safe work methods.A safety diagnostic tool was developed to assess site against safety-critical mindsets, behaviours, cultures and systems. The outcome of the diagnostic is considered by the organisation to be the true lead indicator of safety performance.While still a work-in-progress, the program at the Australian Operations of MMG Limited shows that challenging common paradigms in safety management can create real change in safety performance.CITATION:Webb, M E, 2016. Mine dust is the most serious occupation hazard in coalmines. And many coal workers suffer from pneumoconiosis because of long-term inhalation of respirable dust. Reducing the dust concentration of workplaces by effective technical means is an important way to prevent coal worker’s pneumoconiosis (CWP). In order to overcome deficiencies in existing dust control technology for underground mining, especially the disadvantage of water spray technology mounted on roadheaders or continuous miners, the authors developed an integrated dust suppression technology utilising foam for fully mechanised heading faces. This paper presents an overview of the principles, materials, equipment and application of this technology. Among these, a jet type foaming device and a green foaming agent were developed, which can realise the goal of efficient preparation of foam. In addition, an arc fan nozzle used for foam spraying was invented, which can effectively cover and enwrap the dust produced by the roadheader at the cutting point and achieve the goal of efficient utilisation of foam. This dust suppression application of the proposed foam technology was investigated on fully mechanised heading faces. The results show that the dust concentration was cut down significantly with a dust suppression efficiency of greater than 85 per cent, an increase of over 30 percentage points compared to the water spray system. This study demonstrates that this foam technology can play an important role in dust suppression on fully mechanised heading faces, which provides an important method to improve the working environment and protect coal workers’ health.CITATION:Wang, D and Wang, H, 2015. PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

The development and application of new effective environmentally friendly reagents for the flotation of thin and ultrathin mineral components is an urgent task. The analysis of the nomenclature of chemicals, including flotation reagents and flocculants, showed that water-soluble polymers (WSP) might be used in flotation separation of fine grinding products containing non-ferrous and precious metals. Water-soluble polymers that are responsive to temperature changes are the most attractive as reagents during flotation. These are the thermo-responsive polymers or thermomorphic polymers. The presence of nitrogen and oxygen atoms in the polymer molecule contributes to the formation of a coordination bond with non-ferrous and precious metals. A research conducted at the ICEMR RAS within the framework of the scientific school of Academician of the Russian Academy of Sciences Chanturia helped to develop a method of flotation of finely ground mineral particles containing valuable components using modified thermomorphic polymers. The paper focuses on the experimental study of poly (vinyl caprolactam) (PVC) as a flotation reagent for gold recovery from finely ground mineral products. PVC is a ready-made water-soluble thermosensitive polymer that does not require complex synthesis. PVC has a high ability to form complexes in an aqueous environment when heated. According to experimental data, the polymer interacts with gold nanoparticles, contributing to the extraction of gold from fine mineral products and the tailings that makes it perspective as an additional flotation agent for the processing of gold-containing ores.

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining&apos;s image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. This paper outlines the contributing factors to a series of erroneous Mineral Resource estimates which led to considerable loss, including significant reduction of mine life and consequently a large write-down of asset value. The error prompted divestment of the mineral asset in the short-term by the owners, a major mining company. There were multiple and complex contributions to the result: • The mine was undergoing a transition in the deposit geology with increasing depth that was not accommodated in the models. Early indications of the geological transition in initial drilling were generally unrecognised in resource modelling. The shortcomings of the models became apparent with increasing infill drilling and subsequent production reconciliation. • There was a lack of recognition of, and confidence in, site-based input and skills by corporate technical management. The site had a reputation internally for over-delivery to plan early in its life and that supported the anticipation of ongoing metal delivery into the mine plan by management. • A corporate lack of confidence in site being able to adequately domain the mineralisation led to the use of a CIK domaining process, rather than one which was geologically based. This domaining process led to gross over-statement of mineralisation trends reflected in the subsequent OK estimate. • Timelines on the outsourced estimation process were so short that validation was not possible. Obvious errors in the estimate versus data were not able to be used to correct the issues and the site’s Competent Person sign-off occurred without adequate checks. This case study is presented to reinforce the concept that Mineral Resource estimates are not solely based on the ability of the Competent Person to satisfactorily guide the process. There are usually multiple complex issues in the estimation process which need to be recognised and considered in judging reconciliations of model to actual.

Variable bench heights, interaction with underground workings and a steeply dipping orebody are challenges faced daily by geologists at Xstrata Zinc’s Black Star Open Cut (BSOC) Zinc/Lead/Silver mine in Mount Isa, Queensland.BSOC has been in operation since late 2004 and was developed to extract the surface extents of the Zn/Pb/Ag mineralisation mined in the underground lead mine. To date many large scale stopes and extensive development drives have been intersected and successfully mined. The stratigraphically hosted orebodies strike in a north-north westerly direction, dipping ~75&#176; west. Ore production from the pit is currently at 4.5 Mt/a.Historically, sampling was conducted using a multiple spear technique from blasthole cuttings. This method proved to be relatively reliable when blasting benches at a consistent height, but a requirement to vary bench heights to safely collapse and then mine through underground workings reduced sample representivity to unacceptable levels.The purchase and commissioning of a production rig which had been converted for reverse circulation (RC) has allowed for the flexibility of a small rig, with the capacity to easily drill 48 m holes while ensuring sample quality. Sample quality is not the only benefit of introducing RC grade control. By collecting grade control data well in advance, informed decisions can be made by planning, drill and blast and mining departments weeks beforehand, rather than hours before firing. Additionally, seeking operational value to offset higher drilling costs has proved positive with benefits including increased confidence in orebody wireframes, accurate tonnage and grade for proceeding five benches along with the ability to representatively test metallurgical response&#160;on a tight grid spacing.

Ridgeway Deeps is a block cave (BC) located down dip of the operating Ridgeway sublevel cave (SLC) mine. The BC is located approximately 210 m vertically below the lowest SLC level and approximately 1100 m below surface. Due to the mine layout containing a number of common pieces of key infrastructure the activities of both were interlinked.When investigating project construction options for the BC, a number of potential risks were identified including a conflict of priorities between operational and project deliverables and the varying safety and work methods between an owner mining approach in the SLC and a potential contractor workforce in the BC. This led to a review of the construction philosophy and the opportunity to utilise the existing SLC workforce as the basis of all activities in the mine. It was identified that a number of synergies existed with the current SLC operators and mine supervision including common work practices and the opportunity to build on the unique SLC skills of the operators and supervisors which could then be used at other Newcrest caving mines.With the commitment to this philosophy of building on the existing SLC crews and supervision the number of employees reporting through the superintendent underground operations grew from 95 to 245. This increase led to a restructuring of the reporting and work requirements of the superintendent, foremen and shift bosses. In order for the foreman and shift bosses to focus on running the larger crew numbers for the full 12 hour shift the mine superintendent became a pseudo human resources manager taking over all non-mine focused activities including overtime allocation and work and behavioural performance management. In simple terms, ensuring there were competent bums on seats when and where required. As the additional workers were recruited to top up the existing employee numbers, their employment history was used to place them in the most suitable roles. For example, those with building industry experience were placed on the civil construction crews and those with a farming background were used as truck drivers, nippers or on the service crews. To cope with the increased number of new starters a number of key personnel were seconded from the crews into the training group to act as on shift trainers. This initially caused a reduction in mine performance as the main operators were reassigned but it proved a valid move as the time for new operators to reach acceptable levels was significantly reduced with safe operating standards being maintained. This paper discusses how the Ridgeway Deeps Project was delivered on time and under budget whilst at the same time retaining its position globally as an operation to be benchmarked against.

A risk assessment was undertaken of the aquatic ecosystem and bioaccumulation of metals and metalloids in fish at the Leichhardt River, Mount Isa, Queensland. Residual contamination of metals and metalloids in Leichhardt River sediment was assessed and arose from mine practices using river discharge in the 1940s. The ecological risk assessment of sediments involved comparison of the concentrations of heavy metals and arsenic with those of the ANZECC/ARMCANZ (2000) Interim Sediment Quality Guidelines (ISQG). Results indicated that all sites including the background site exceeded one or both the ISQG-high and ISQG-low trigger values based on total concentrations. A lesser number of sites exceeded the ISQG-low trigger values following the 1 M hydrochloric acid extract step, which was used as an indication of bioavailability. An additional risk from particulate matter in river sediment is that acute human toxicity from the consumption of fish contaminated with metals and metalloids is unlikely. The potential risk was assessed by comparing with the maximum levels set by FSANZ (2010) for fish consumption by children and adults. In general, the liver of the fish have higher heavy metal and metalloid concentrations compared to the muscle. Frequent or regular consumption of fish from the Leichhardt River that exceed maximum levels (ML) of heavy metals and metalloids is not recommended.
