Near-Infrared Spectroscopy (NIRS) Sorting in the Upgrading and Processing of Skorpion Non-Sulfide Zinc Ore In 2008 Anglo American sponsored a research project at RWTH Aachen University to assess the feasibility of the use of near-infrared spectroscopy (NIRS) for ore waste discrimination at the Skorpion zinc mine. The Skorpion mine is an open pit zinc mine located in Namibia, owned by Anglo American with an annual production of 150 000 t/a of super high grade pure zinc. Opportunities for the implementation of NIRS sorting for the Skorpion process exist to upgrade currently subeconomic material, including the marginal dump (over 2000 000 tonnes, av grade of 2.5 per cent Zn). NIRS sorting is not yet implemented or established in the minerals industry however it is a proven technology in the plastics recycling industry, where more than 2000 NIRS sorters have already been installed. NIRS sorting, a type of sensor-based sorting, is a single particle sorting technique which classifies the particles based on the absorbed/reflected radiation in the near-infrared (NIR) region. A disadvantage of NIRS is that it is a surface measurement technique, but NIRS sorting shows overall great potential for the minerals industry. Skorpion ore minerals include zinc bearing phases such as sauconite, hemimorphite, smithsonite, and hydrozincite. These display diagnostic responses in the near-infrared. There are three major absorption features that characterise the reflectance spectra of the ore bearing minerals. These are due to OH and H2O molecular bonds. The spectral response of the waste material is caused by other minerals such as non-zinc-bearing clay minerals, calcite and impure quartz. Test work showed that it is theoretically possible to separate ore material from most waste material based on spectral response in the NIR region. In addition to upgrading material by removal of waste it is also potentially feasible to classify the material based on zinc grade. A tentative correlation between zinc grade and spectral response seems to exist for the sample test suite in the NIR region.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

Due to the international depletion of reserves of traditional high-grade iron ore, the ore resources available throughout the world, especially in steel mills in East Asia, have changed drastically from hard hematitic to more goethitic ore types, such as pisolitic and Marra Mamba ores. The level of impurities and loss on ignition in iron ore has also been slowly increasing. Finally, the proportion of fine material in the available products has increased considerably for most iron ore fines. This has been found to have significant impacts on sinter quality and sintering performance. Magnetite concentrate is typically high in Fe grade and releases extra heat when oxidised to hematite. The amount of magnetite concentrates is expected to increase due to the recent development of a number of magnetite projects. Some of these magnetite concentrates will end in sinter blends. This will not only improve the sinter quality and but also have a beneficial impact on the fuel consumption of the sintering process. However, most of the concentrates available are very fine, which will negatively impact the green bed permeability and consequently the productivity of the sintering process. In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Underpinning the mining process is a continuum of prediction, specifically of tonnes, grade and recovery from exploration to grade control, through short-term mine design, to mining and processing. The interdependence of one activity on the other is so strong that it can be difficult to partition the activities and determine where there are issues, if any. Reconciliation is the process that compares the predictions of the various estimates to the actual product produced at the end of the production chain. Quite often, an attempt to understand the variances from one measuring point to the other creates a ‘wicked problem’.This study outlines the benefits of incorporating the principles of ‘systems thinking’ into the mining reconciliation process, by constructing a framework within which reconciliation is effectively managed. The philosophical base for any variances between successive links in the reconciliation chain cannot be attributed purely to the statistical variance between the predicted and the actual grades achieved, but should include the interrelationships between the technical and managerial professionals involved. Systems thinking, as an interdisciplinary approach, draws its ideas and concepts from a variety of disciplines, and in so doing can exploit their different strengths.The study described in this paper offers methodologies to analyse the task, in advance of developing a technical solution. Two systems thinking methodologies, Grounded Theory (GT) and Soft Systems Methodology (SSM) were employed. These methodologies, are geared towards dealing with relationships and interactions between individual parts and the whole. The GT coding in the study specified that the key activity that would drive the reconciliation process is through an effective reconciliation meeting, and the competencies of a ‘reconciliation team member’ This team member should be a good communicator and enjoy challenges, be open-minded and transparent, and have a broad perspective of the mining process and relationships across the different activities.CITATION:Adofo, R, 2017. Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

Extensive deposits of brown coal exist in the Gippsland Basin, primarily in the Latrobe Valley. The total quantities of economically winnable coal in this region of Victoria and in other smaller fields are large enough to adequately assure Victoria's future electricity needs and to also provide large quantities for alternative applications, including liquefaction. As a result of the recent conflict in the Middle East attention has again been focussed on the production of synthetic fuels from coal. There have been many investigations over the years into the production of oil from Victorian brown coal. The purpose of this paper is to summarise the scope, objectives and major findings of these studies, with the emphasis on the direct hydrogenation route for converting brown coal to oil. The principal alternative processes are carboniastion and hydrotreatment of the product tar, or gasification and Fischer Tropsch synthesis of liquids from the product gas. The attractions of Victorian brown coal which have encouraged these studies include: ò the vast reserves of Victorian brown coal and the favourable conditions for low cost mining, ò the high quality of the coal (low ash, sulphur and nitrogen contents), ò the high reactivity of the coal giving high yields of product in hydrogenation to liquid fuels, ò the extensive data base available on the resource and its characteristics, and ò the availability of a skilled workforce and extensive infrastructure in the Latrobe Region to support a major resource development project. These advantages have been partially offset by: ò the high moisture content of the brown coal and the cost of drying, and ò the priority previously given to electricity generation in the allocation of the brown coal resource.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag. The further expansion of New Zealand Steel's primary steelmaking capacity to replace the currently imported hot and cold flat rolled products is under consideration. The requirement to produce about 600 000 tonnes of steel slabs will be an opportunity to further modify iron and steel making plant and processes to optimise the economics. The conceptual and preliminary engineering selection of options is described.

In North-West Nelson the Riwaka Complex, a linear basic intrusive complex, is exposed for approximately 45 km. Some 500 km south, across the Alpine Fault, a linear zone of similar but less well known basic intrusives that may be correlatives of the Riwaka Complex is exposed discontinuously for about 80 km. The Complex was emplaced at several centres along a major tensional fracture zone that developed in upper Carboniferous to Lower Permian time. This fracture zone probably formed in response to the development of a west dipping subduction zone that gave rise to the Permian volcanic arcs in east Nelson and western Southland. The Riwaka Complex contains three rock suites. The Fractionation Suite, characterized by cyclic mineral layering and small scale cumulus banding is the largest and is divided into the Ultramafic, Hornblende and Plagioclase Series, each of which is subdivided into several units. The Cumulus Gabbros represent a restricted but important suite of unusual composition, while the third suite is the late phase Diorite Suite. Except in the lower units of the Ultramafic Series sulfide mineralisation is widespread. Pyrrhotite is the dominant sulfide with lesser chalcopyrite pentlandite and pyrite. Four significant zones of sulfide accumulation are recognised and discussed in some detail. Evidence suggests that the primary magma from which the Riwaka Complex was derived was sulfur deficient. It is concluded that the sulfur content of the Riwaka Complex was derived from assimilation of sulfur rich wall rocks during intrusive processes.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

The refractory nature of residual gold in Kalgoorlie calcines is caused by occlusion in dense pyrrhotite formed by fusion within pyrite grains during decomposition. Fusion of pyrite increases as the rate of heating exceeds the rate of sulphur expulsion. By controlling these rates in relation to each other in a fluidised system fusion is limited and an expanded structure is formed. The increased area presented to cyanide solution, and the decreased diffusion distance, makes gold more accessible for extraction. Gold extraction from expanded pyrrhotite, before oxidation for porosity, is comparable with extraction from fully oxidised calcines from Edwards roasters. A method is suggested for standardised comparison of cyanidation residues.

Detailed pit and outcrop mapping of sedimentary rocks and their alteration is providing insights into fluvial processes that operated during deposition of the world-class Yandi channel iron deposit. Five prominent rock units are traceable along the strike of the Yandi deposit and permit correlation of open pits and mesas. These units are the Eastern Clay Horizon (ECH), granule-pebble conglomerate (GPC), Main Ore Zone (MOZ), Basal Denatured Zone (BDZ), and Basal Conglomerate (BCONG). The upper part of the deposit is characterised by a transition from spheroidal grains with well-defined rims and nuclei to larger, subangular grains with poorly developed rims. The distribution of rock types and sedimentary features such as lateral accretion surfaces, channel scours and fills, graded bedding, cross-bedding, reworked horizons, and slumped strata are common at Yandi and indicate deposition in a fluvial system. Bedding is well preserved despite modification of original grain shapes and textures and introduction of secondary silica and alumina in the upper part of the deposit. The high lithic and clay content of the GPC and ECH possibly reflect changes in source area or a hiatus in deposition of the Marillana Pisolite. The MOZ and the BDZ may be the same depositional unit with the latter recording alteration by groundwater and destruction of primary textures and other sedimentary features. The BCONG is a channel lag deposit reworked during deposition of the MOZ. This interpretation is supported by the dominance of basement-derived lithic clasts, the presence of BCONG clasts, the variable thickness of the unit along strike and the presence of BCONG clasts in the BDZ.

A significant amount of metallic iron in the world is produced in blast furnaces from iron ore pellets. To control the quality of pellets and to optimise pellet production, characterisation of both green and fired pellets is required. Optical image analysis (OIA) allows identification of different minerals, binder, remaining fluxes and porosity within pellets.For proper identification of the mineralogy, porosity and texture in pellets a high magnification is required, therefore each individual image covers only a very small portion of the pellet. At the same time the characterisation of pellets requires that the whole pellet is represented as a single object, so the size of the resulting overall image at high magnification can make it difficult to handle. A solution to this problem has been implemented within the CSIRO OIA package Mineral4 by combining images at different levels. Namely, to average out local irregularities, individual frames can be stitched during imaging into larger MosaiX images. Mineral4 further combines these MosaiX images into a single panorama image of the whole pellet.The proposed procedures allow the calculation of mineral and porosity spatial distributions, local gradients and abundance graphs based on the distance from the centre of the pellet. A large body of porphyry-type copper mineralization occurs at Panguna in southern BougainviIle. It is associated with the intrusion of quartz diorite/granodiorite into andesites, particularly with the contact zone. Metasomatism of both intrusives and andesite resulted in the formation of biotite pseudomorphing hornblende and the veining of the resultant biotite diorite and biotitized andesite by quartz-chalcopyrite veins with pink orthoclase and dark biotite selvages, respectively.The orientation of intrusives and veins appears to be controlled by premineralization fault-joint patterns in the intruded andesitic Kieta Volcanics.

For Fe-Mn alloy production, two reactions are responsible for this process: the MnO reduction in the slag and the carbon dissolution in the bath. The smelting-reduction process has been studied as alternative route to be used to produce alloy so as steel. This technical paper presents some initial studies to be used to determine the main ways that one can have for the mechanisms for this reaction. The limited factors like mass transport or chemical reaction were analysed. The Mn content in the bath were varied and it was concluded that by increasing the former, dissolution of Mn into the bath was increased, so as a reduction of MnO in the slag. For carbon dissolution, it was used a experiment with a stationary bar, this one was added into the bath, after ten minutes probes were catched, by temperature 1600¦C, for the dissolution of MnO, one graphite crucible was employed, after 45 min the slag and alloy were analysed. After the experimental part, some curves were plotted against time, based on these graphics, and kinetic analysis was made.
