The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

"The Detour Lake gold deposit is located within the northwestern limit of the Archean Abitibi Subprovince of the Superior Province. Mineralized zones are hosted by a sequence of pillowed and massive flows, hyaloclastite units, and altered ultramafic rocks, and are commonly oriented parallel to a series of high-strain zones that are co-planar to the regional-scale Sunday Lake Deformation Zone. Early in its kinematic history, the Sunday Lake Deformation Zone placed older (2.72 Ga) volcanic rocks of the Detour Lake Formation over younger (2.70 Ga) sedimentary rocks of the Caopatina assemblage. Gold mineralization is also parallel to the position of a laterally persistent siliceous rock unit, the 2.725 Ga ‘Chert Marker Horizon.’ The Chert Marker Horizon coincides with the boundary between the mafic-dominated upper Detour Lake Formation and the ultramafic-dominated lower Detour Lake Formation. Stratigraphic and geochronological data suggest that the Chert Marker Horizon is a deformed felsic volcaniclastic unit. At a cut-off of 0.6 g/t Au, the Detour Lake deposit contains 17.26 million ounces of Au within 445.9 million tonnes of rock grading 1.20 g/t Au. Gold occurs in shear-hosted and extensional vein arrays within rocks of the upper and lower Detour Lake Formation and within the Chert Marker Horizon. The Detour Lake deposit has many of the characteristics of a greenstone-hosted, quartz-carbonate vein deposit; its very large size may be attributed to large-scale rheological controls resulting in the formation of dilatant sites in permissive rock units."

"RÉSUMÉ La lixiviation acide d’un minerai oxydé cupro-cobaltifère en milieu non réducteur et en milieu réducteur en utilisant le Fe2+ et le métabisulfite de sodium (SMBS) a été étudiée et les résultats ont été comparés. Les tests de lixiviation ont été effectués à température ambiante, dans une pulpe à 30 % solide, avec une vitesse d’agitation de 600 tr/min, un potentiel redox de 350 mV pour les tests en milieu réducteur, et un pH de 1,8. Les tests de lixiviation avec usage du SMBS comme réducteur ont donné la meilleure cinétique de lixiviation du cuivre. Pour le cobalt, c’est l’usage du Fe2+ qui a donné la meilleure cinétique de lixiviation. L’augmentation de la dose du fer dans la solution au-delà de 5 g/L a influencé négativement les rendements de lixiviation du cuivre et du cobalt. ABSTRACT Acid leaching of a copper-cobaltiferous oxide ore in a non-reducing environment and in a reducing environment using Fe2+ and sodium metabisulfite (SMBS) was studied and the results compa¬red. The leaching tests were performed at room temperature, in a 30% solids pulp, with a shaking speed of 600 rpm, a redox potential of 350 mV for the tests performed in the reducing environment, and a pH of 1.8. The leaching tests using the SMBS as a reducing agent produced the best copper leaching kinetics. As for cobalt, the best leaching kinetics was achieved using Fe2+. An increase in the amount of iron in the solution above 5 g/L negatively influenced copper and cobalt leaching yields. INTRODUCTION La République Démocratique du Congo (RDC) est un pays reconnu dans le monde pour son sous-sol qui regorge d’énormes quantités de cuivre et de cobalt (USGS, 2014; Palisade Research, 2016). La technique qui semble être la plus recommandée pour extraire à la fois le cuivre et le cobalt des minerais oxydés cupro-cobaltifères est la lixivia-tion acide en milieu réducteur. Cette technique est appliquée par la majorité des sociétés minières qui exploitent ces minerais dans l’ex-province du Katanga en RDC, à savoir: Tenke Fungurume Mining, Mutanda Mining, Kamoto Cop¬per Company, Sicomines, Gécamines, Boss Mining, Chemaf, Ruashi Mining et Somika. L’usage d’un agent réducteur est indispensable pour l’obtention d’un bon rendement de lixiviation du cobalt. En effet, plusieurs chercheurs s’accordent sur le fait que le cobalt trivalent de l’hétérogénite (CoO·2Co2O3·6H2O) est insoluble à l’action de l’acide seul; il ne devient soluble qu’après réduction en cobalt bivalent (Mwema, Mpoyo, & Kafumbila, 2002; Mulaba-Bafubiandi, Ndalamo, & Mamba, 2007; Ferron, 2008; Seo, Choi, Kim, & Tran, 2013; Stuurnam, Ndlovu, & Sibanda, 2014)."

Most metallic materials are produced from their liquid state. In order to control the properties of industrial products, it is very important to understand their solidification path and the resulting microstructures which can be significantly affected by melt undercooling. High undercooling results in rapid solidification and a refined microstructure with minimal microsegregation. This paper reports on the analysis of rapidly solidified Al-Cu droplets obtained by a single fluid atomization process, Impulse Atomization. A quantitative analysis by Rietveld refinement method of the Neutrons Diffraction data was carried out to determine the fraction of the intermetallic Al2Cu. Knowing the fraction of Al2Cu, the eutectic fractions and corresponding dendritic and eutectic undercoolings were estimated using the metastable extensions of solidus and liquidus lines of the Al-Cu system calculated by Thermo-Calc. In addition to this work, a model of microsegregation coupled with ThermoCalc software via TQ (application programming interface of ThermoCalc) and the Wang-Beckerman model for dendritic growth velocities has been developed for binary alloys. This has led to the development of a phenomenological relationship between primary phase undercooling and initial growth velocity. A comparison of estimated primary undercoolings using a coarsening model with the adiabatic undercoolings for each alloy composition has confirmed that solidification occurs under adiabatic conditions during recalescence.

This paper develops a series of three-dimensional simulations for the Bayou Choctaw Strategic Petroleum Reserve. The U.S. Department of Energy plans to leach two new caverns and convert of one of the existing caverns within the Bayou Choctaw salt dome to expand its petroleum reserve storage capacity. An existing finite element mesh from previous analyses is modified by adding two caverns and increasing the size of existing Cavern 102. The structural integrity of the three expansion caverns and the interaction between all the caverns in the dome are investigated. The impacts of the expansion on underground creep closure, surface subsidence, infrastructure stability, and well integrity are quantified. The results show that from a structural viewpoint, the locations of the two newly proposed expansion caverns are acceptable, and all three expansion caverns can be safely constructed and operated.

"This paper documents the characteristics of the different quartz veins, and their relation to gold, in the turbiditic Meguma domain of eastern Nova Scotia. Eleven different types have been distinguished in the greenschist facies on the basis of form, internal structure, mineralogy, wallrock alteration and crosscutting relationships to each other and to regional structures. Gold is present as rare visible disseminations in host rock slates and in ore-grade, early-formed veins, that pre-date the formation of upright Acadian folds and intrusions of Devonian granitoids. Four vein types pre-date Acadian folding. Five gold-deficient vein types are associated with Acadian folding (syndeformation); whereas two gold-deficient vein types clearly post-date this deformational event: Previously unreported, wall rock alteration is associated with early crosscutting and semiconcordant auriferous veins. In contrast, early stratiform veins are devoid of wallrock alteration. It is suggested that the auriferous vein arrays formed as submarine exhalitive systems over synsedimentary tensional faults and that the Meguma domain may represent the opening of a basin similar to the modernGuaymas rift .IntroductionThe term ""turbidite-hosted gold deposits"" is introduced to distinguish gold deposits contained within a turbiditic sequence of wackes and shales (or their metamorphosed equivalents) from gold deposits in other types of sediments. Usage and justification for the term is similar to ""carbonate-hosted lead-zinc deposits"" or ""volcanogenic massive sulphides"". A range of different characteristics can be present in individual deposits, some of which may be indicative of specific deposit types in the same manner that volcanogenic massive sulphides can be subdivided into ""Cyprus type"", ""Kuroko type"", ""Besshi type"", etc. Historically, gold deposits hosted by turbiditic flysch were an important class of quartz-vein gold mines in the 19th century. They included the goldfields of Victoria, Australia, Otago, New Zealand and Nova Scotia, Canada. Production from most of these fields had ceased by World War II and interest in this type of deposit waned. However, the recent exploration interest in gold has resulted in both re-assessment of the classical mining camps and the discovery that ""turbidite-hosted"" gold deposits are present in many parts of the world.Mapping of the regional geology and gold deposits of the Megumadomain of Nova Scotia was carried out by E.R. Faribault of the Geological Survey of Canada between 1886 and 1939. Faribault produced a comprehensive series of maps and reports for each gold district, a compendium of which was published by Malcolm (1929)."

While mine backfill plants are becoming increasingly more automated and instrumented, especially with paste fill operations, underground backfill distribution systems have hardly changed over the years. While fill properties are appropriately measured in the preparation plants, as backfill enters the mine borehole, the technology for control, data gathering and reporting is somewhat lacking. Mines typically experience problems with borehole and pipeline plugging, pipeline bursting, bulkhead failure and exposed fill sloughing. With adequate instrumentation of the backfill system it is possible to obtain a complete, continuous and detailed picture of the entire filling operation from preparation to post-pour. Good data will, over time, provide the basis for needed improvements of backfill systems and will be essential to safer, more efficient and less costly fill practices. This paper will review the areas of the filling operations where monitoring would prove critical to eliminate failures such as pipelines, bulkheads, fill exposures, stope walls, etc. The types of monitoring systems currently available will be reviewed and potential areas for development will be highlighted.

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

The first system was at the Pyhasalmi Concentrator, thee second at the LokkolaPlant, and the installation of the third system at the Vuonos Concentrator was just started.The characteristics of general computer software packages - both control and executive ones - were thus well-known as well as the practical usage of control theory. "The Lady Loretta lead-zinc deposit in Northwest Queensland, Australia contains an average of 5.9% lead, 17.1% zinc and 97 g/t silver. Ore mineralization is mostly comprised of fairly complex intergrowths of pyrite, sphalerite and galena. Starting in 1998, Noranda Inc., the major joint venture partner of the project, conducted extensive metallurgical test work, which culminated in July - August 2000 in a series of Pilot Plant tests. A common thread to all the metallurgical work has been the deportment of a large portion of silver into non-payable metallurgical products. Average silver distribution from four Pilot Plants shows a distribution of silver in lead concentrate of 28%, whereas silver in zinc concentrate was 49%, and 23% in the final tails.The consistently poor silver recovery as well as the fairly unusual silver distribution, particularly in zinc concentrate, was considered an issue to be thoroughly investigated. A mineralogical plan was devised to determine if these particular metallurgical results were somewhat related to the nature and mode of occurrence of silver carriers. Work was performed to determine discrete silver-bearing minerals and/or silver contained in solid solution in a suite of commonly occurring sulphides. Ore microscopy, SEM methods, Electron Microprobe and Ion Microprobe analyses were all used to answer these questions, and to find the silver carriers, so a metallurgical plan could be devised to improve silver recovery.INTRODUCTIONPotential economic exploitation of the Lady Loretta deposit in Queensland, Australia is driven by revenue derived from zinc and lead flotation concentrates and co-product silver recovery in lead. Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

"Industrias Peñoles, S.A. de C.V. (Peñoles) in Mexico, is a major silver producer. The Peñoles Mining Division has eight Mining Operations and in seven of them, flotation is used to concentrate the metal and mineral values. Common metals and minerals values are: metallic gold and silver, gold-silver alloys, silver sulphide minerals (acantite, pyrargirite, argentite, proustite); lead sulphide mineral, galena; zinc sulphide mineral, sphalerite; and copper sulphide minerals (chalcopyrite and bornite).In the last years, a special emphasis has been given to using modal analysis to identify ore mineralogical limitations, in order to direct efforts into key areas where opportunities exist to improve the metallurgical results.This work aims to share Peñoles mineralogical and metallurgical results, through presenting, discussing and drawing conclusions on these results; as well as pointing out areas where more work is needed to improve the Concentrator´ performance.PEÑOLES BACKGROUNDPeñoles´s mission is to add value to non-renewable natural resources on a sustainable manner. "A new mineral sands operation is being developed in Georgia by Southern Ionics, Inc. (SII). Prevailing mineralogy and certain design constraints required detailed testing and circuit analysis to create a robust separation processes. The floating wet concentrator plant (WCP) and mineral separation plant (MSP) flow sheets were designed based on historical testing information and recent SII test campaigns on various composite feed samples. The flow sheets were finalized through rigorous process and orebody sequence modeling.The process uses traditional physical separation equipment; however a new MT spiral, the MG12, was selected for use on board the WCP for roughing duty. The MG12 spiral is a two-stage, twelve-turn spiral that has been proven to achieve very high recoveries of heavy minerals. The floating plant includes feed desliming operations, a central MT surge bin for optimum spiral circuit feed control and ancillary operations for concentrate and tailings handling. Scrubbed heavy mineral concentrate (HMC) is then transported to the MSP for concentration of the titanium and zirconium bearing mineral fractions.The testing, flowsheet development, and plant design will be described and explained, and a brief summary of the current project status will be given.IntroductionSouthern Ionics Inc. A pipeline syphon can be a simple and reliable alternative for water conveyance as compared to otherwise more complex pumping systems or low-level outlet conduits through earthfill dams. In a simple form, it consists of a pipeline constructed over the top of a dam or other high topographic feature, connecting a source pond to a receiving pond or channel (Fig. 1). The syphon action is initiated by removing air from the pipeline (priming) using water pumps, vacuum trucks, or simple devices that can be purchased “off-the-shelf.” Once primed, the syphon flow rate can be controlled or stopped using conventional gate, valve, orifice plate, or other devices. Repriming is not required even if the flow is stopped, provided the syphon was not drained. A limiting factor in considering a pipeline syphon as a design option is the maximum lift (i.e. vertical distance from source pond water level to summit of pipeline syphon) which is approximately 9 m or less, depending on pipeline syphon features and site conditions. A pipeline syphon can be quickly constructed from readily available materials including steel, concrete, polyethylene, or PVC pipe. It is particularly well suited to many of the unique conditions often encountered at mine sites. This paper identifies situations that can sometimes be best resolved using a pipeline syphon. It provides basic principles for pipeline syphon design and includes case histories of their successful application.

The gold mine sector is presently facing low gold prices as well as technological challenges. Its competitiveness and survival will depend on new mining methods and equipment to improve ore extraction. In 1999, Natural Resources Canada has invested new funds over a period of three years at CANMET?s Experimental Mine to establish the Narrow-Vein Mining Project. A team of engineers and researchers specialised in mining, mechanics and electronics engineering are working to meet the critical need of ore-extraction technology. CANMET?s program in mechanisation and automation for narrow vein mining had, prior to 1999, realised several important achievements, many in co-operation with a consortium of mining companies (Soredem). The investment of new funds in this area will contribute to develop technologies to improve the productivity, as well as health and safety conditions of the narrow vein mining industry. Several important impacts of this project will be monitored. Specifically, a database of methods and equipment used in narrow vein mining is being developed. A key thrust is to identify operators? needs with respect to the development and automation of mining methods and equipment. Based on those needs, research and development projects will be created. The main problems identified following meetings with mine operators are described with a few elements of solution and the Web site created for the broadcast of the results is presented.

Despite extensive research efforts conducted in the past decades, occupational health risks associated with exposure to nano and ultrafine aerosols emitted by diesel power equipment are still not completely understood. The complexity of physical and chemical properties of diesel aerosols, constantly changing with the implementation of advanced diesel emissions control technologies, make this task rather challenging. The objective of this paper is to identify and characterize nanometer and ultrafine aerosols emitted by diesel engines in the underground environment and evaluate the effects of selected contemporary control technologies on physical properties, chemical composition, and in-vitro toxicology of diesel aerosols. The physical and chemical properties of the nanometer and ultrafine diesel aerosols are to be characterized through a test series in the NIOSH Lake Lynn Laboratory experimental mine. The crucial part of the study has been development of a facility that allows researchers to generate field results with precision and accuracy characteristics of a laboratory environment. The knowledge obtained from this study should strengthen our understanding of the health implications related to exposure to diesel particulate matter and aid in assessing the potential of various control technologies for reducing this exposure.

"Koudiat Aïcha is a small Zn-Pb-Cu deposit, enclosed in the Visean Sarhlef volcano-sedimentary series of the Moroccan Hercynian Jebilet massif. Base metal mineralization is located between a basal unit consisting of black argillite with arenite intercalations, and an upper unit composed of black argillite with locally fossiliferous calcareous units towards the top. Paraconcordant gabbro sills are present in both the upper and basal units, and the enclosing strata. Three successive phases of deformation linked to regional deformation overprint the volcano-sedimentary rocks and gabbros, as well as the sulfide mineralization.The mineral deposit includes several lenses of massive to semimassive pyrrhotite, 1 to 20 m thick, with a large halo of disseminated sulfide veinlets and sulfide nodules within a zone of intense chlorite alteration in the footwall. The ore mineralogy consists of massive to semimassive pyrrhotite with lesser amounts of sphalerite, chalcopyrite, arsenopyrite, galena, pyrite, and stannite.Lead isotope results (206Pb/204Pb averaging 18.27) suggest that the metals of the Koudiat Aïcha deposit are derived from the volcano-sedimentary host rocks. Sulfur isotopes also indicate a volcano-sedimentary origin, with bacterial reduction of sulfate (d34SCDT = -7.5‰ to -10.5‰). The conditions for sulfide meta-morphic equilibration range from 250° to 330°C (sphalerite and chlorite geothermometers). The gabbroic sills could have been a local heat source for hydrothermal circulation. Based on these geological and mineralogical features, a Besshi-type model seems appropriate for the genesis of the Koudiat Aïcha mineralization.Koudiat Aïcha est un petit dépôt de Zn-Pb-Cu, encaissé dans la série volcano-sédimentaire Viséenne de Sarhlef dans le massif Hercynien de Jebilet au Maroc. La minéralisation en métaux usuels se situe entre une unité basale d’argilite noire interlitée d’arénite et une unité supérieure composée d’argilite noire comprenant localement des calcaires fossilifères près de son sommet. Des sills de gabbro paraconcordants sont présent à la fois dans les unités basale et supérieure, ainsi que dans les strates environnantes. Trois phases de déformation successives associées a la déformation régionale superposent leurs effets sur les roches volcano-sédimentaires, les gabbros, ainsi que la minéralisation sulfurée. This paper discusses how elemental analysis of conveyed bulk flows in real time using PGNAA (Prompt Gamma Neutron Activation Analysis) technology has resulted in significant improvements in advancing plant control in mineral processing operations. Basis of operation of the PGNAA through belt, full stream, continuous, multi-elemental, real time analysis technology is explained. Capabilities and limitations in plant operating environments are discussed including comparison with other real time, online technologies through review of published information available for on-conveyor minerals applications. Case studies demonstrate benefits provided by this technology in two operating mines. An iron ore company had prior experience with the PGNAA analyser technology, implementing an early model in a minerals application in 2003 to develop confidence in its measurement performance and usefulness of the data. A number of analysers were subsequently included throughout the new plant design for extensive measurement and control of conveyed bulk flows, from conveying after mining through to rail load-out. A copper-gold company installed an analyser to address copper ore blending issues where an on-belt system was the only viable option for the degree of control required. Analyser suitability was evaluated through test work on site samples to determine customised multi-element precision guarantees for each application. Analyser results from normal operation are compared against laboratory analyses of multiple cross stream samples collected from conveyed flows to assess performance. Both projects discussed were able to realise benefits previously unattainable for plant quality control, surpassing capabilities of traditional technologies which were either unsuitable for measuring conveyed flows with adequate accuracy or in real time. Equipment payback within a few months was achieved for both sites. Through proven performance in these applications, the companies consider the technology an essential component in advanced plant control necessary in new process flow sheet designs, rather than an optimisation tool.
