"The State of the EnvironmentRecent data from a State of the Environment report prepared in January 1991 and released in April (see references) , indicates that the physical and biological environment across Canada is deteriorating in some important ways. For example: • emissions and atmospheric levels of CO2 are rising at a rate more than 50% of the U.S. increase; global temperature continues to rise, especially during the last decade;• while S02 emissions have been falling since 1984, NOz has declined only slightly since that time; N02 in Canada rose 43% during 1970-87, compared with a 7% rise in the U.S.;• municipal discharges of phosphorus and BOD (biochemical oxygen demand) to fresh water have been rising steadily since 1983);• pulp and paper mill discharges to fresh and Pacific coastal waters have been rising, 1970-87;• migratory game bird populations (Prairie Mallard, Northern Pintail) have been declining for the last 20 years;• total per capita energy use continues to climb.The State of the PublicSimilarly, data from recent public opinion surveys shows that public concerns about the environment are either rising, or are remaining at a high level despite the competing claims of the economy and political events for attention.For example, Professor Reginald Bibby's national survey this year shows that Canadians rank our top three issues as theeconomy, the environment and government incompetence.An Angus Reid survey commissioned by the Mining Association of Canada and other mining organizations in 1989 showsthat, despite general support for its economic benefits:• 67% of the general public perceive the mining industry to be a major source of pollution and environmental contamination;• 68% believe that a new mine should not be developed if it will disturb local wildlife;• 52% would prohibit a new mine if it required a road through a national park;• 49% would disallow mine development if it took as much land as an average farm in an agricultural area or if it limited sports fishing in a local lake."

"Mining research at CANMET is delivered by the Mining Research Laboratories Division (MRL), with facilities in Sydney, Nova Scotia; Bells Comers, Elliot Lake, and Sudbury, Ontario; and Val d'Or, Quebec. This paper gives an overview of the work of the Division as of early 1993. An addendum, at the end of this paper, describes the organizational changes that will take place in April 1994. IntroductionCANMET, the acronym for the Canada Centre for Mineral and Energy Technology, is the name by which the organization founded in 1907 as the federal Mines Branch is presently known. The name was changed in 1974, in order to give recognition to the importance of both minerals and energy technologies in the activities of the Branch. Further reorganizations have taken place since 1987. As a result of these, CANMET has assumed the status of a Sector (equivalent to the Geological Survey of Canada) and has been organized into four branches.The organization as a whole functions in an environment of semi-matrix management. Some of the ""line"" Divisions report to Directors-General for the appropriate branches while other, larger divisions, report directly to the Assistant Deputy Minister.The second dimension of the organizational matrix is composed of a number of ""staff' divisions which report to the DirectorGeneral for Policy and Planning. Each of these Divisions performs a function which is common to all of the ""line"" divisions. For example, the Research Projects Office is responsible for monitoring the range of research activities of CANMET and for recommending allocations of funds for both research contracts and operating budgets. The Library and Documentation Services Division is responsible for CANMET publications and information services. Likewise, the Engineering and Technical Services Division provides support through, among other services, the construction of specialized laboratory equipment."

To obtain sufficient material on which to perform copper-molybdenum separation testwork a variability set of drill hole reject samples amounting to several tons was put together to include the different ore types proportions expected in the copper circuit. The samples were treated in a copper circuit pilot plant and enough mass of bulk concentrate was recovered to conduct copper moly separation tests in the laboratory. Tests consisted of stage flotation reactor (SFR) rougher pilot plant tests, conventional laboratory rougher, cleaner and 4 stage open circuit cleaner tests. The mineralogical liberation analysis of the feed and concentrate was used to model the effect of liberation on the grade-recovery relationship of the different samples. Mineral kinetic parameters for the various samples were determined by calibration to the test data. The copper concentrate results as simulated from previous studies on the same deposit were used to simulate the variability in head grade and throughput expected for the feed to the copper molybdenum separation circuit for each of the first 10 years of production. This variation in feed was then simulated through the separation circuit to obtain optimised molybdenum grade recovery curves to forecast the circuit production for each of the first 10 years. INTRODUCTION Incorporating Geometallurgy into the design for a copper molybdenum separation is especially challenging due to the low mass of final concentrate typically produced during testwork. This is due to the low molybdenum head grades and high overall molybdenum upgrading expected. With molybdenum head grades of around 300 ppm, 1 tonne of copper circuit feed is expected to produce around 300 g of molybdenum concentrate in the plant. In the laboratory however, this may end up only resulting in a few grams. Obtaining sufficient mass for laboratory testing therefore requires starting with a large initial sample and careful testwork planning to maximise the utilisation of this mass. A testwork program was designed to investigate the effect of ore variability on the copper molybdenum separation circuit (here after referred to as the molybdenum circuit). Composite samples were selected to represent the various ore types, copper content, moly content, pyrite content and clay contents expected in the copper circuit feed. These samples were run through a bulk copper pilot plant to create the feed for the molybdenum testwork. The molybdenum testwork consisted of rougher kinetic flotation tests, rougher cleaner kinetic tests, rougher cleaner kinetic tests with regrind, stage flotation reactor (SFR) pilot plant tests, open circuit cleaner tests. These tests were used to calibrate the ore kinetics in the IGS-FLEET model for simulation of the molybdenum circuit performance.

"Concentrate dewatering operations have a significant influence on the economics of base metal beneficiation. The expenditures f or energy and labour per tonne of product are high. The relatively low efficiencies of standard techniques present inducements for process modifications. Development efforts at several Noranda concentrators led to process changes which improved productivity, namely, agitated pulp storage in large vessels, process automation and pressure filtration.IntroductionA program was initiated in 1968 with the aim of improving utilization of manpower and equipment in dewatering operations. The following considerations motivated us in this effort: Firstly, filters and dryers had traditionally been operated continuously and in step with grinding and flotation circuits. The demand for labour and equipment operating time was fixed and was not determined by the rate of concentrate production.Secondly, dewatering equipment had usually been designed to handle the concentrate tonnages which were produced when mill feed grades were high; therefore the equipment operated at less than capacity when treating ores of average metal content. The first goal was the separation of the flotation process from concentrate dewatering by development of a practical storage system for concentrate pulps . A second objective was the gradual introduction of dependable automatic controls. The steep increase in energy costs after 1973 added urgency to the search for dewatering processes which were highly energy efficient."

"Abstract - Based upon an extensive database, this paper analyzes the record of modern mineral exploration success and establishes the 50-year trends in discovery. The record clearly shows that the overall discovery rate rose during the 1950s and 1960s, peaked in the 1980s, and fell during the 1980s and 1990s. By commodity and ore-type target, the pattern of discovery is not continuous. Typically, it is episodic as a series of waves with minor resurgence. The waves reflect the order of the so-called discovery booms, led by uranium, then nickel, and copper, polymetallic base metals and gold. With the possible exception of gold, the discovery booms appear to be independent of metal price, although favorable perceptions of the price outlook may well have initiated the boom or led resurgence. Although difficult to quantify, an emerging trend in modern discovery is the integration of several detection techniques into the search process. No doubt, this trend will continue as orebodies become more and more difficult to find. The record of the past two decades shows that greenfield discovery rates have progressively fallen even though the level of investment in exploration has risen to an all-time high. This trend reflects increasing discovery risk. Several factors are contributing to this trend. Perhaps the two most important are: (1) deteriorating economics as increasing real costs and decreasing real prices continue to raise the economic hurdles for minimum acceptable exploration targets, and (2) increasing exploration maturity in many search terrains, particularly those in the traditional regions of North America and Australasia. To succeed cost-effectively in this new environment of increasing discovery risk will require extraordinary creativity, innovation, and technical skill coupled with commercial discipline."

"Mine Doyon, in collaboration with CRM's Process Control Division, improved the control strategy at the SAG mill I Ball mill grinding circuit. The project aimed at increasing operation stability and throughput. First, a needs analysis was achieved in order to define the control philosophy and to upgrade the process control equipments and instrumentation. The stabilizing control strategy has been developed and implemented successfully using single loop PID controllers. The monitoring feature as well as the rule based supervisory control strategy were implemented on 486PCs running Process Vision and COMDALE/C softwares. Main features of the control strategy are described in this paper while results are presented and discussed.RésuméLa Mine Doyon, en collaboration avec le service de contrôle des procédés du CRM, a optimisé la stratégie de contrôle au circuit de broyage. The Gibraltar Mine and Mill facility were commissioned in 1972 by Gibraltar Mines Ltd utilizing a flowsheet consisting of two stages of crushing followed by a rod mill / ball mill grinding circuit. During operations a number of opportunities were evaluated to expand the mill capacity; however, the economics of the day did not allow any of these projects to proceed. The mine continued to operate until late 1998 when it was shutdown and put on care and maintenance due to low commodity prices. Taseko Mines acquired Gibraltar in 1999 and in 2004, with the improvement in the metal markets, made the decision to restart operations. During the restart planning a number of opportunities for mill improvements and upgrades were identified and, after operations were successfully restarted, the decision was made to once again review expansion opportunities for Gibraltar. Taseko evaluated various expansion alternatives eventually deciding to install a SAG Mill, convert the existing rod mills to ball mills and distribute the SAG discharge to the resultant six 6 parallel ball mills. This paper discusses the design, implementation and commissioning of the SAG mill grinding circuit.

"Included in the Mines Gaspe mining complex located at Murdochville, Quebec, is a copper smelter which comprises a reverberator furnace, two Peirce-Smith converters, an anode furance, and a sulphuric acid plant.The 50% smelter capacity available is supple mentedby custom concentrates for treatment. As these concentrates can be varied and extremely complex many modifications and improvements have been brought about to optimize and make the process more flexible since its inauguration in 1955.IntroductionThe copper smelter of the Mines Gaspe mining complex is located in Murdochville, a small municipality in the heart of the Gaspe peninsula, 90 km northwest of the town of Gaspe .This metallurgical installation has a daily smelting capacity of 650 tonnes of concentrate and an output of 250 tonnes of copper and 900 tonnes of sulphuric acid. Its main components are: a reverberatory furnace, two Peirce-Smith converters, one rotary anode furnace and one acid plant. The gases, which are produced by the converters, are treated at the acid plant then combined with gases from the reverberatory furnace before being vented through a 152 metre high stack .From the beginning of its operation until the present day (1991), the smelter has treated 7 million tonnes of concentrate and 100 thousand tonnes of scrap for a production of 1.8 million tonnes of copper and 2.2 million tonnes of sulphuric acid."

"INTRODUCTIONTetronics Research and Development Co. Limited has installed several plasma torches for steel heating in continuous caster tundishes. An extensive demonstration program on a 14 tonne tundish reported the following advantages of plasma heating.• close control of steel temperature to ± 5°C;• a reduction of the furnace tapping temperature of up to 20ºC, leading to savings in energy and refractories costs ;• improvement in steel quality, to produce a slab product with an equi-axed crystal structure and a reduced number of large sub-surface slag inclusions;• the virtual elimination of oxygen pickup in the tundish; and• the capability of making ferroalloy trim additions to the tundish to permit a change of steel grade during casting, greatly decreasing inventory costs.The Need for Tundish HeatingIn the continuous casting of steel, the function of the tundish is to transfer the molten metal between the ladle to one or more continuously fed casting moulds. Figure I shows a typical temperature profile of molten steel in the tundish over the first cast cycle. It is observed that a rapid drop in temperature occurs both at the start of the cast, due to the tundish refractories absorbing heat, and also during ladle changeover. In addition, as a result of thermal losses through the ladle sidewalls, there is a gradual decline in the bulk steel temperature over the entire heat cycle. Consequently, in normal tundish operation, it is necessary to cast with a high superheat (25°C to 30°C + above steel liquidus temperature) in order to prevent freeze-up of the strand. Problems of high temperature variation and the potential of the steel solidifying in the tundish are greater for small caster units of low thermal mass . A high steel superheat increases the steelmaking vessel process time and refractory wear and prevents the formation of a uniform equi-axed solidification structure in the cast steel, resulting in centre line segregation and porosity. The large drop in the casting temperature that occurs during unsteady state operation causes an increase in the number of sub-surface inclusions, reducing the value of the product. Accordingly, plasma heating may be employed to maintain the molten steel at an optimum temperature to produce a slab of consistent quality."

For some years, the mining industry has been consistently delivering returns below the market average. One of the causes is a disconnect between what is perceived to drive value creation by many industry analysts and senior corporate executives, and what actually drives the intrinsic value of mining operations. The perverse effect is that strategies that should increase value are perceived to have the potential to drive share prices down, and vice versa. This paper challenges common perceptions of what drives a mining company?s value. Anecdotal evidence suggests that the key drivers of value in the market, and hence in many boardrooms, are such things as increasing the reserves and production rate, and reducing unit operating cost. However, while the quoted reserves may satisfy ore reserves reporting code requirements to be economic, this does not imply that they are optimal. Often, a proportion of the quoted reserve reduces the potential value of the operation. Metal price increases, increased production rates, and operating cost reductions are all seen as conditions or actions that can improve value, and lead to cutoff grade reductions, thereby increasing ore reserves. However, modern cutoff theory and studies conducted by the author and his colleagues show clearly that, while breakeven cutoff grades will fall in these circumstances, optimum cutoffs may be much less volatile, and may even increase. Results from case studies indicate that value is maximised by right-sizing, not maximising, the production capacities, and by optimising the cutoff strategy. Values of many existing underground mining operations can be increased significantly by a substantial cutoff grade increase. Also, an increase in downside risk, and hence reduced returns, can occur using typical life-of-mine planning strategies if prices received are lower than predicted. Since this is often the case, low industry returns may be a direct result of typical strategic mine planning processes. Relatively simple cost-effective techniques are available to provide senior decision makers with information needed to assess the tradeoffs between their many conflicting corporate goals, and the balance between risk and reward. Often this information is not being generated at all. If it is, decisions affecting the value of the company are occurring by default at relatively low levels within the hierarchy, with senior executives apparently unaware of them or their potential impact. The paper concludes that without a re-evaluation of the way mining projects are valued, to demand proven value optimisation from mining plans by boards and mining analysts, the industry will continue to deliver below average returns.

"Rare earth elements (REEs) have a series of specific properties making them invaluable in products including lighting, electronics and magnetism. The elements have been used in many commercial products, for example, turbines, electric vehicles, batteries, lighting, computers, cell phones and lasers. Heavy REEs are attracting the interests of scientists from many countries, and these elements have become critical to develop high-tech materials. Ion-adsorbed rare earth deposits were first discovered in China. The minerals are also called weathered crust elution-deposited rare earths. The particular types of deposits are distributed throughout southern China. The ion-adsorbed deposits are rich in medium and heavy REEs, accounting for more than 80% of the world’s total medium and heavy REEs production. However, the separation of heavy REEs from ion-adsorbed deposit is difficult owing to their similar chemical properties. The conventional separating technologies have caused serious pollution. A novel extraction strategy has been developed in this laboratory and is presented herein.INTRODUCTIONThe unique properties of rare earth elements (REEs) render them important in high-strength magnets, lighting phosphors, polishing compounds, and ceramics. Especially for applications that take advantage of the f-orbital electrons, substitutions outside the REE family are often difficult to impossible (Nassar, Du, & Graedel, 2015). Extracting and separating individual elements from mined ore is not easy, requiring lengthy operations to separate them, and this results in high costs and adverse effects on the environment. The low concentration of REE in the earth’s crust makes economic exploitation difficult (de Boer & Lammertsma, 2013) and the sustainability of the REEs separation industry has aroused considerable attention (McLellan, Corder, Golev, & Ali, 2014). To eliminate protons and break the dimmers in organic phosphonic acids or carboxylic acids, the saponification of acidic extractants by acid-base neutralization reactions are widely used in industrial REEs separation (Sun, Luo, & Dai, 2012a). The saponification procedure contributes to increased extractability and selectivity of acidic extractants to a considerable extent. The common industrial saponification mechanisms and technological processes are shown in Figure 1 and include ammonium saponification (saponified by NH3·H2O), sodium saponification (saponified by NaOH), calcium saponification (saponified by Ca(OH)2), and magnesium saponification (saponified by MgO). These inevitably result in wastewaters containing NH4 +, Na+, Ca2+ or Mg2+ because of the cation-exchange extraction mechanisms (Xiao, Long, Huang, Feng, Cui, & Wang, 2013; Song, Fu, Wang, Liu, Zhou, & Li, 2014; Sun & Waters, 2014)."

"The removal of iron asgoethite from the high iron bearing solutions generated in zinc hydrometallurgy using a strong airflow device was investigated. The influence of oxygen flow, copper ion concentration, temperature and reaction time on iron precipitation as goethite was studied. The optimum conditions were: oxygen flow 0.2-0.35m3/h, copper ion concentration 0.25-0.5g/L, temperature 80-90oC, zinc oxide powder neutralizing agent and a reaction time of5to 7hours. Under the optimal conditions, the Fe2+concentration was reduced to 0.025g/L after iron precipitation, and the goethite residue contained 38.7wt.%Fe. The SEM and XRD analyses showed that the iron was present as well formed FeOOH crystals in the iron residue, and the amount of iron sulphate was very low. Production practice shows that, when the average iron concentration in the feed solution was 11.61g/L and 4.08g/L after precipitation, the weight of iron removed was 1,439kg/day. When the average iron concentration in the feed solution was 14.51g/L and 2.73g/L after precipitation, the weight of iron removed was 2,454kg/day. This represents a ~70 percent increase in iron removal.INTRODUCTIONThe objective of iron removal is to produce a small volume of iron residue, and our industrial goethite process meets this requirement. The high Fe(II) solution in our reactor isoxidized/hydrolyzed to precipitate goethite and the precipitate is sent to a pyro metallurgical furnace for final residue treatment. Some literature discusses (DengYong-guiet al., 2008;Meiguang-guiet al., 2001;Zhongzhu-qianet al., 1980) research on iron hydrolysis; one of the reported rate limiting parameters was the low availability of the oxidant when using air and another was the inhomogeneous air distribution. There are two iron hydrolysis-goethite precipitation methods; the Electrolytic Zinc process (EZ) and the Vieille Montagne process (VM) (Lei Xiang, 2006; Xuguo-qiang, 2007;ZhaoYonget al.,2005). The EZ method hydrolyzes the Fe3+directly to FeOOH. The weakness of the EZ process is the low recovery rate of the associated minor metals. The VM method reduces the iron to the ferrous state and then oxidizes the Fe(II)to Fe(III),with simultaneous hydrolysis/precipitation of the Fe(III) as FeOOH. Before iron hydrolysis, the minor metals, such as indium, could be selectively precipitated, because Fe(II)requires a high pH for hydrolysis. "Rare earth elements (REEs) are essential for many applications in electronics, energy harvesting, and defense. The common resources for economic extraction of REEs are oxides such as bastnaesite and monazite, which are scarcely available in the earth’s crust. On the other hand, REEs are available in many clay and phosphate ores where REEs substitute Ca or Si in the mineral lattices or as physically adsorbed cations at negatively charged sites on the clay surface. While REE oxides readily dissolve in acid, making the chemical leaching of REEs an economically viable option, adopting a similar approach for leaching of silicates and phosphate ores is unfeasible because of significantly low REEs content in these ore deposits. Bio-leaching approaches are environmentally benign and economically viable. We investigated the bio-leaching (Acidothiobacillus ferrooxidans (Af) and the fungal Aspergillus niger (An)) of REEs from a phosphate ore, and examined the factors governing the leaching processes. Based on the shake flask leaching studies, an increase in surface area combined with an increase in pulp density (1-15 wt. %) was found to lead to an increase in the amount of REEs leached. In contrast, an increase in the surface area by reducing the particle size from 75 to 35 led to a decrease in the amount of REEs leached. These differing attributes are proposed to be due to the poor bacterial growth/activity with high F- ions in the leaching media, F- released from the edge-sites of the smaller particles. On the other hand, several advantages that associate with the Af bacterial bio-leaching processes relate to the media composition (Mg2+ and (NH4)+) and phenomena occurring at the electrical double layers of the mineral and bacterial- water interfaces. These studies suggested that leaching of particles occur in a layer-by-layer manner.INTRODUCTIONRare Earth Elements (REEs) are essential for many important applications, such as in electronics, energy generation, and defense. The common resources for economic extraction of REEs are typically carbonates such as bastnaesite and monazite, which are scarcely available in the earth’s crust (Y. Kanazawa and M. Kamitani, 2006). REEs are abundantly available in many clay and phosphate ores where REEs substitute Ca or Si of the mineral lattices. Conventional acid leaching of REEs from oxides is not economically feasible for clay and phosphate ores because of significantly low REE content (parts per billion) in these ores (Tian, J., Chi, R., Yin, J., 2010a; Moldoveanu G. A. and Papangelakis V. G., 2013; WK Goyne, LS Brantley and J Chorover, 2010). In some cases, REEs could be extracted from these ores via chemical leaching routes as they constitute reasonable amounts of REEs (0.1 - 1% REEs). A major challenge faced in general in chemical leaching processes (Chi, R., 1988) is the loss of REEs in the phosphate/gypsum precipitates/crystals, which are overcome in a step-by-step manner by sequentially removing impurities such as fluorine and calcium, including steps carried out at elevated temperatures. On the other hand, bio-leaching approaches provide environmentally benign and economical alternatives. Acidophilic bacteria are currently being used for industrial scale bio-leaching of Au/Cu/Ni from low grade ores. Studies on bioleaching of REEs from red mud (Al2O3) using Penicillium tricolor and Aspergilus niger (An), and, of bio-leaching (lab-scale) of phosphate rocks using Acidithiobacillus ferrooxidans (Af) have been reported (Boon, M., Heijnen, J.J., 1993; Qu, Y. and Lian, B., 2013). We conducted bacterial (Af) bio-leaching of REEs from a phosphate ore in shake flasks and columns, while examining the key factors that govern leaching kinetics."

Maintenance needs information about assets to optimize availability and production needs information about performance and consumption to maximize output. In considering both these needs together as, ?Asset Optimization?, the information systems that support them are critical. The theory of Asset Optimization derives from the Lean Manufacturing concepts developed by Toyota, but some changes are required to apply this to mining operations. In particular, mining operations require automated systems due to their geographic spread and they need a strong emphasis on capturing under-performance losses as well as delays and stoppages in production. Leading metal miners and coal miners alike have applied these systems to good effect in the last 10 years. The concepts developed initially in minerals processing plants are now being applied to the mines themsleves as well as the mining logistics chain. Production increases of 5?10% are achievable with the right implementation and consideration of the some key lessons learnt in the last 10 years. Putting these lessons into action is one key step in the goal of optimizing asset performance and thus utilizing the resource at lowest cost.

"Overland conveyor systems to transport bulk materials from mines to processing plants or load-out stations have to be seriously considered as the viable alternative to truck and train haulage systems. With the ever-increasing price of diesel fuel, conveyors with their electrical drives generally prove to be the least costly when operating and maintenance expenses are analyzed for the life of the installation.IntroductionOverland conveyor systems are now considered as one of the viable alternatives which should be closely investigated when a mining company and its engineers initiate studies on methods of transporting raw materials from a mine to a processing plant or rail load-out station.This paper will generalize the overland conveyor and compare it with alternative handling systems. Each installation must be carefully studied to determine the best route, type of foundations river crossings; amount of excavation work for cut and fill, maintenance roads, etc. No two locations are the same nor are the principles of operation of an overland conveyor the same as those of a normal plant or mine belt conveyor. The proper time and effort must be put into the study of the system to evaluate the costs for comparison with other systems.The length of the overland conveyor depends on the layout of the mine and plant and the topography of the terrain between the terminals. Individual lengths may be up to 20 km, and a series of conveyors may extend 100 km or more.Advantages of Overland ConveyorsThe main advantage of overland conveyors is the low operating and maintenance costs which will be realized over its years of operation. Although truck haulage probably will permit lower capital investment during the initial phases of the mine development when the annual capacities have not developed to the design level, their operating and maintenance costs will be considerably higher. When evaluating the total costs per ton of material to be handled during the expected life of the operation and the projected increases for diesel fuel versus electricity, overland conveyor systems will generally prove to be economically more viable."

"The Polaris mining operation (Fig. I) is located on Little Cornwallis Island in the Canadian Arctic, an area with a very limited shipping season and a hostile climate. The operation consists of the underground works, barge-mounted concentrator facilities, concentrate storage and shipping facilities, a personnel accommodation complex and an airstrip.The electrical energy for the operation is provided by four 2.3 MW diesel-generators installed on the barge. The power is distributed through a 4.16 KV system connected directly to the generators and to the large motors. All other loads are supplied at 600 V or 120 V.The power plant has been designed as a Total Energy System with maximum energy efficiency and thus designed for maximum heat recovery. The waste heat recovered on a year 'round basis is expected to be sufficient for the process heating and drying as well as the space heating for offices and accommodations. The engine cooling system consists of two glycol-water loops, a "" cold"" loop for charge air and lube oil cooling and a ""warm"" loop for jacket water cooling. Each loop is complete with heat exchangers f or heat recovery and out-door forced air radiators to dispose of excess heat. A water loop in the concentrator area transfers the heat from the jacket water loop and the exhaust gas boiler to the space heating equipment, the process and the heating system for the accommodations. Part of the exhaust gas is diverted to the concentrate dryers.IntroductionThe Polaris Mine is a highly mechanized, trackless mine with access through a decline. Drill equipment is electrically powered to minimize fumes and heat. Dry development and production drilling eliminates the need for an underground water supply system.The concentrator, power generators, work shops and auxiliary facilities are located on a barge which is beached in a prepared berth on the shore of Crozier Strait. Oil storage tanks, concentrate storage and accommodation buildings are built on shore. The concentrate storage building ha s a 12-month capacity and is fed from the concentrator by a conveyor system.The accommodation building houses up to 240 people, includes administration office, dining and recreation facilities. The complex is housed in on e interconnected building with public use areas alternating with accommodation units.At full production annual concentrate shipments will amount to about 220,000 wet tonnes. This will be accommodated by about 8 shipments during the regular shipping period-August 15 to October 15. Re-supply of general cargo and fuel will be carried out annually in about 3 shipments within the same period."

"ANSTO Minerals and Northern Minerals have been working together since 2012 on the process flowsheet development for the Browns Range project for the recovery of the heavy rare earths (Dy – Lu, + Y). Initial efforts were directed toward defining the most efficient and direct flowsheet for the Preliminary Feasibility Study (PFS), issued in June 2014, then towards the Definitive Feasibility Study (DFS), issued in February 2015. These goals were achieved by undertaking comprehensive laboratory and continuous piloting programs. Further improvements to the flowsheet following the DFS have been made. This publication provides an overview of the evolution of the process flowsheet based on these laboratory and piloting programs from the PFS through the DFS and beyond.INTRODUCTIONNorthern Minerals Ltd (Northern) has been working on developing their flagship project at Browns Range for the recovery of the heavy rare earth elements (HRE, Dy – Lu, + Y). The project is located in the north of Western Australia as shown in Figure 1. The Total Mineral Resource at the project is currently estimated at 8.98 Mt @ 0.63% total rare earth oxides (TREO) comprising 56,663 t of contained TREO using a cut-off grade of 0.15% TREO. Of the Total Mineral Resource, 58% is classified as Indicated Resource, with the remainder in the Inferred Resource category.The deposit is characterised by breccia-hosted, hydrothermal, HRE-rich, xenotime mineralisation. The main gangue mineral associated with the xenotime is quartz. The distribution of rare earths (RE) observed for the xenotime mineralisation at Browns Range is presented in Figure 2. Extensive test work has shown that the xenotime can be readily beneficiated to between 20 – 40% rare earth oxide (REO) using a process consisting of crushing and grinding, followed by magnetic separation and flotation steps. Continuous piloting of this process was conducted on ~80 t of trench-sourced ore in late 2013 at SGS Perth, to produce ~2 t of ~20% REO mineral concentrate (MC) for hydrometallurgical testing. The composition of the MC produced during piloting is presented in Table 1."

"A multipurpose program for a hand-held programmable TJ-59 calculator and PC-100C printer facilitates the evaluation of various mineral processing tests and the calculation of mass and metal balances. Its application is demonstrated by some example problems. Detailed user instructions are given for each application.IntroductionThe program listed in Appendix I is written for a programmable Texas Instruments TI-591 PC-100C calculator I printer combination. The program is applicable for the evaluation of:1) screen analyses;2) flotation test s; and3) mass and metal balances.Each application is demonstrated by an example problem and corresponding detailed user instructions. The ""measured"" data in the examples are fictitious and do not represent a real operation.The steps in using the program are the same for each of the three types of application, viz.:1. Enter the number of product fractions and press ""A"".2. Enter the measured weights (0) of each fraction and press ""RIS"" each time. After the last fraction has been entered, the printer automatical1y displays the total weight.3. Press ""B"" to calculate the weight distribution (Y). Once ""B"" is pressed, the printer automatically displays the weight distribution of all fractions.4. If the accumulated weight distribution (EV) is also needed, press ""RIS"". The printer now displays these data. This step is optional and may be bypassed.5. Press ""2nd A"" to prepare for entering of the measured metal assay (M).6. Enter the measured metal assays of each fraction and press ""RIS"" each time. If analytical data exist for more than one metal, each data set has to be entered separately in one sequence.7. Press ""C"" to determine the ""calculated"" head assay (MA) of all fractions.8. Press ""RIS"" to calculate the metal distribution (R). "Tunnelling by use of Tunnel Boring Machine (TBM) is gaining a greater presence as a suitable excavation method. Disc cutter consumption has a strong influence on performance and cost when using TBMs and the influence becomes even more relevant in hard rock. Furthermore, good predictions of TBM performance and cost facilitate the control of risk as well as avoiding delays and budget overruns. Since abrasive wear is the most common process affecting cutter consumption, good laboratory assessments are needed. A new abrasivity test method called Rolling Indentation Abrasion Test was developed. The goal of the new test design and procedure is to reproduce wear behaviour on hard rock tunnel boring in a more realistic way than traditionally used methods by introducing wear by rolling contact on intact rock samples. INTRODUCTIONHigh investments are involved in the tunnelling industry, especially in Tunnel Boring Machines (TBMs) projects. Performance predictions and cost estimations are crucial for planning and risk management of TBM projects. Cutter consumption has a large influence in terms of time and cost, and an even greater effect in case of hard rock projects. Many factors are influencing the amount of cutters consumed in hard rock TBMs. Normal TBM operation results mainly in abrasive wear on the cutters and appropriate methods for abrasivity assessment are needed. Rock abrasiveness cannot be considered as an intrinsic property and the complete tribological system should be considered in addition to the geological properties of the rock.In the present paper, a new test method for abrasivity assessment in tunnel boring called Rolling Indentation Abrasion Test (RIAT) is presented. The traditionally used test methods for determination of rock abrasiveness uses sliding or impact contact in order to cause wear while the RIAT introduces rolling contact on intact rock samples. The ambition of the new test device is to have a reliable method to evaluate the cutter wear in hard rock tunnel boring by reproducing wear behaviour on rolling disc cutters in a more realistic way. It has been established by many authors that the abrasion of a cutter ring is proportional to its rolling distance (Rostami, 1997; Bruland, 1998). In the present work, the weight loss of a mini-cutter ring is measured subsequent to testing in order to evaluate wear in the rolling process and could hence be related to cutter ring wear. Indentation of the tools in the intact rock sample is considered as an indication of the surface hardness of the rock or the resistance to indentation by rolling."

Advantages and disadvantages of utilizing this method are also discussed.IntroductionWith the introduction of diesel-powered mining equipment in the 1960s there arose several question s for the environmental engineer to consider. These included: 1. What are the constituents of diesel exhaust and how can they be detected and evaluated?2. What are the toxicities and long-term health effects of these constituents?3. What is the ventilating volume required to maintain the concentration of these constituents below toxic levels?Diesel engines are a class of reciprocating, internal combustion engines in which relatively high compression ratios are used to generate high air-charge temperatures, which cause ignition of fuel to occur spontaneously. Ideally, perfect combustion of the fuel would produce an exhaust consisting solely of nitrogen (N2), water (H2O), carbon dioxide (CO2) and oxygen (O2). However, because no combustion process is perfect, relatively small quantities of imperfect-combustion products, or pollutants, are also generated. These include hydrocarbons (HC), carbon monoxide (CO), nitric oxide (NO), nitrogen dioxide (NO2), carbon (C) or soot, and sulphur dioxide (SO2).Currently, the Regulations for Mines and Mining Plants, made under the Occupational Health and Safety Act (Section 176), stipulate that weekly tests shall be made to determine the carbon monoxide (CO) concentration in the undiluted exhaust and at the operator's position, and the nitrogent dioxide (NO2) concentration at the operator's position. Also, the aldehyde (as HCHO) concentration in the atmosphere, at the operator's position, is to be measured at least every three months. Threshold limit values (TLVs) have been established for each of the three combustion products, and each is regarded as a separate entity. Consequently, this does not allow for consideration of interactions and possible synergistic effects between the various exhaust components."
