"The avenues and degree of participation by aboriginals in the Canadian minerals industry have changed significantly during the thirty years of the author's career in that industry.The typical 1950s cycle of mineral industry involvement of a local non-Europeanized aboriginal was as an individual employee. The employment relationship would begin with the best of intentions by both parties of permanence and terminate when the pioneering employee was unable to reconcile the attendance behaviour required by the employer and the social-sharing behaviour demanded by family and friends.Cominco Ltd. has been a mine operator and developer in the North since the 1920s. Cominco's early experiences with employment of non-Europeanized natives at the Con Mine in Yellowknife, Northwest Territories from 1938 to 1986 was a negative experience from both the employee and employer ends. A series of classic failures in employment of individual aboriginals was a large part of the history. A few Metis or natives from other areas were the permanent aboriginal employees at Con (2010). Racial prejudice was overt on the street in Yellowknife and, it can be assumed, in the workplace, as well.The history of aboriginal employment at the Pine Point, Northwest Territories operation (1964 to 1988) was somewhat better but also frustrating. The mine was equidistant (80 km) from the Dene communities of the Hay River Indian Reserve and Fort Resolution, both on Great Slave Lake. Despite a large aboriginal presence and many well-intentioned efforts, employment of aboriginals at Pine Point never got much beyond ten per cent. These would have been half local and half northern prairie aboriginals. One continuing success story was the railcar loading and covering crew led by Ed McKay, a local aboriginal. This predominantly aboriginal crew did its own recruiting and several are on Cominco pension."

Kidd Mine, an Xstrata Copper operation in Timmins, Ontario, operates a 400 t/h pastefill plant that provides paste backfill to stopes at the depth of 9000 ft. This paper will cover the operating practices of the pastefill plant both on surface and underground, highlighting tailings excavation, paste mix design and the pipe maintenance program. JX Nippon Mining and Metals Corporation has developed the JX Iodine Process, which is an innovative and patented copper-leaching process for low-grade primary sulfide ores. This process consists of the irrigation of ferric iron and a low concentration of iodide solutions. One-meter column leaching tests were conducted on ore samples from two different mines. At the end of experiments, the total copper recovery exceeded 70% for Sample A and 50% for Sample B with the iodine method, which was significantly higher than that with conventional ferric leaching of 14% for Sample A and 20% for Sample B. To elucidate the reason for the JX Iodine Process effectiveness, cross sections of leached residues were studied. Reaction products were confirmed around chalcopyrite even in the central area of particles in Sample A, however, reaction products were recognized at a depth of only 1 mm from the ore rim in Sample The resistance of Sample A to the leachate appeared to be lower than that of Sample B because Sample A had a high permeability and porosity, whereas Sample B had been affected strongly by a potassium alteration. No reaction products were visible on conventional leaching samples, even at the ore surfaces. INTRODUCTION Hydrometallurgical copper leaching (heap leaching or dump leaching) has been used extensively for copper recovery from oxide and secondary-sulfide ores, but not for primary copper sulfides, which contain mainly chalcopyrite as copper minerals. Although they are major resources of copper, primary copper sulfides are difficult to process because of their refractory nature. Extensive leaching studies have been carried out to leach primary copper sulfides (chalcopyrite), including biological and chemical, using a variety of oxidants and additives to enhance copper recovery. Watling (2013) reviewed acid-chloride-oxidizing agents with chalcopyrite. Abdollahi et al. (2015) tested silver as a catalyst for bioleaching with a chalcopyrite-bearing molybdenite concentrate. Hiroyoshi, Miki, Hirajima and Tsunekawa (2000) found a specific redox-potential zone for high-speed chalcopyrite leaching by controlling the ratio of ferric and ferrous iron. However, no ambient-temperature economic process has been developed for leaching primary copper sulfide, which usually has a low copper grade.

"The old Albert Silver Mine is a polymetallic deposit comprising concentrations of CuPb- Zn-Ag-U-F within a set of sub-parallel quartz-hematite veins which occur within the fine-grained apical phase of the 2050 Ma old A-type Bushveld granites. Mineralization occurs as an early pyritechalcopyrite- arsenopyrite-galena-sphalerite-(argentiferous) tetrahedrite paragenesis followed by a later, more oxidized assemblage comprising chlorite-hematite-fluorite-pitchblende. Accumulation of metals appears to have taken place at the interface between a coarse-grained porphyritic granite and an overlying fine-grained phase: veins occur in the latter and represent leakage of magmatic fluids from the differentiated, water-saturated, subjacent granite.Mineralization processes in the Bushveld granites are believed to be related to long-lived circulation of dominantly magmatic fluids stimulated by the high heat productive capacity of the host rocks. Endo- and exogranitic tin-tungsten and base metal mineralization formed during an evolving hydrothermal system that lasted for several hundred million years, forming innumerable small- to mediumscale polymetallic deposits. At the Albert Silver Mine, unroofmg of the cover sequences at circa 1600 Ma to 1700 Ma resulted in the incursion of lower-temperature, high-f02 meteoric fluids which remobilized the earlier sulfides and introduced the paragenetically late U-F mineralization."

"Two modified centrifugal flotation cells (CFC), Q2 and Q3 models, have been developed for froth flotation. The operating mechanism of Q2 uses a rotating bowl to create a centrifugal force on the feeding slurry. Froth concentrate is collected on the central top of the cell and tailing is discharged along the top edge of the rotating bowl. The Q3 utilizes a vertical rotating feed pipe to introduce the feed slurry into a stationary flotation column cell. A centrifugal force is also created by a rotating pipe for the feeding slurry. Froth concentrate floats over the cell and tailing discharges through the bottom of the cell. The centrifugal force causes the flotation recovery of fine particles from CFC to be higher than from the conventional cell. The major operating variables of CFC are the rotating speed, air flow rate into feed slurry, and slurry feeding rate etc. Flotation tests have been carried out on synthetic mixtures of galena-silica and chalcopyrite-silica, as well as some natural base metal ore samples. Parallel tests were also conducted on a conventional flotation cell. The comparative test results demonstrated that both Q2 and Q3 have the advantage of higher recovery of finer than 10 µm mineral particles, which are very difficult for the conventional non-centrifugal flotation cell to recover. The grade-recovery curves produced from CFC are equivalent to or better than the conventional flotation cell. There is a potential in the future for the CFC to be employed in slime flotation.1. IntroductionA centrifugal flotation cell (CFC) was originally developed by Clean Earth Technologies [I] to separate oil from water and was subsequently applied in froth flotation. Figure 1 illustrates the design of the original CFC, in which a vertical feeding pipe is attached to the center part of a rotating drum and a stationary shell encloses it to direct the float froth and tailing discharge. The slurry flows down to the bottom of the spinning drum, gets in touch with a screen of air bubbles and then migrates outwards under the effect of centrifugal force. After the mineralized froth enters the rotating cell, it is pushed back to the inner surface. The overflowing froth is collected in the froth launder while the tailing slurry is discharged through orifices along the outer rim of the drum."

"Abstract - Gold-bearing quartz reefs commonly show extremely erratic and unpredictable grade variation, although gross geological continuity may be good. This type of variation is often described as being nuggety or having a high nugget effect and can be measured quantitatively using the semivariogram. Understanding of geological features such as reef texture and structure will provide improved models for the interpretation of assay data, drill core descriptions, etc. In this paper, a case study from the quartz-hosted gold occurrences in the Gwynfynydd mine, United Kingdom, is described. The work provides a starting point for models of lateral variation and demonstrates the types of structural and textural features that may be sought to give clues to the prediction of gold distribution in similar deposits. Gold deposition at Gwynfynydd is primarily associated with the reef footwall. The host veins form a discrete group of structures that may have been emplaced early in the sequence of quartz veins forming the reef. This potentially exposes them to a maximum number of dissection events during repeat dilations of the lode. Gold was deposited in the local porosity at extreme concentrations, equivalent to kg/t grades, when the host fissure had become filled with a porous framework of crystalline quartz and sulfides. Distribution of porosity varied laterally along the vein as the result of the formation of clump-like growths of minerals from the vein walls. The growth style is relevant to the distribution of gold although it may not be relevant to the occurrence of gold in a particular vein. The preservation of pores with some connectivity late in the vein fill sequence may be important in permitting continued but slow fluid flows. This facilitates effective fluid reaction with wall rock-derived methane, thus changing the relative rates of gold and quartz deposition in favor of gold. The textural studies explain the first-order control of nugget distribution at Gwynfynydd but do not allow for prediction and optimization of the resource estimation process. This is principally because of the very low geological continuity and poor predictability of the high-grade pockets. Nonetheless, the work does provide a clear geological explanation for the erratic nature of the gold. It indicates textures and structures that can be used to determine geological continuity of the goldbearing elements within the gross reef envelope."

Europium is one of the most critical rare-earth elements due to the limited supply of this element combined with a high demand for red lamp phosphors. Therefore, the recycling of europium from end-oflife lamp phosphors has become increasingly important. Photochemical reduction of europium(III) to europium(II) and subsequent removal from rare-earth mixtures by precipitation as EuSO4 is a very selective and efficient method to recover europium from binary europium/yttrium solutions. It is shown that full separation of europium and yttrium is feasible from laboratory prepared non-equimolar Eu/Y mixtures up to a ratio of 1/20, which reflect the composition of red lamp phosphors. Optimal conditions were determined at pH 4 with isopropanol as a radical scavenger, which is a less harmful and toxic compound than the commonly used formic acid scavenger. Europium removal efficiencies of more than 95% were achieved, with a purity of 98.5% of the EuSO4 precipitate. The irradiance of the used light source, expressed in mW/cm2, has a large impact on the illumination time needed to remove europium from the solution. It is observed that higher irradiance results in a shorter induction time, i.e. a period during which virtually no europium is removed, and a faster removal rate once the induction time has passed. The photochemical separation technique was applied to recover europium from leached industrial red lamp phosphor (YOX) powder, with a Eu/Y ratio of 1/30. Europium recovery of 50% was reached with a purity of 96%, proving the feasibility of this method for the recycling of europium from end-of-life lamp phosphors.

"Sodium Isopropyl Xanthate is employed in a wide variety of sulphide flotation procedures due to the specificity over other xanthates and the cost savings over other sulphide collectors such as thionocarbamates, xanthogen formates and dithiophosphates. An investigation carried out by Tennants Research Technology Applications (TRTA), has produced a chemically enhanced SIPX that has shown all the advantages of normal SIPX along with improved recoveries.Currently, FLEX 31 is manufactured at the Prospec Chemicals xanthate plant in Fort Saskatchewan, Alberta, Canada. Prospec, founded in 1983, produces approximately 4500 tonnes of xanthates per year and is presently undergoing expansion to produce approximately 6000 tonnes. The proprietary process for FLEX 31 is a new addition to plant operations that include the production of xanthates, thionocarbamates and xanthogen formates.This paper will cover the testwork on the zinc flotation circuit at the Louvicourt Mine in Val d'Or, Quebec. This testwork indicated that FLEX 31 could replace SIPX due to the ability of the FLEX to improve zinc flotation kinetics without adversely affecting final concentrate grade. FLEX has presently replaced SIPX in the zinc circuit at Louvicourt.BackgroundThe Louvicourt deposit is hosted by greenschist facies Archean volcanic rocks located in the southeast portion of the Abitibi Greenstone Belt. In the Val d'Or area, the volcanic rocks form an east-west striking, steeply dipping and south-facing sequence composed of thick mafic and ultramafic flows of the Lower Malartic Group.The joint venture has three partners-Aur Louvicourt Inc. (30%), Novicourt Inc. (45%) and Teck Corp (25%). Aur Resources holds 30% interest through Aur Louvicourt, a wholly owned subsidiary and is the operator of the project. Novicourt Inc. is 60.9% held by Noranda.Approximately 75% to 85% of Louvicourt's revenue comes from the sale of copper; 10% from gold (in the copper concentrate); 7% from zinc and 3% from silver (also in the copper concentrate) The copper at Louvicourt is fairly ""fast floating"". About 60% of the copper in the ore can be concentrated in the first flotation cells with feed grades of approximately 4% copper.The initial testwork and pilot trials had indicated that it would be difficult to achieve zinc grades over 52% and recoveries would have to be kept at a level amenable to salable concentrate grades. The actual mill results, with a fine regrind, achieved zinc grades of 55% to 56% at about 75% recovery."

"In this paper, the performance of the Knelson Concentrator and of the batch and continuous Falcon Concentrators are compared. The units are based on different operating principles, and as such they perform quite differently. The Knelson yields very high free gold recoveries over a wide size range of both the recovered and rejected species. It is ineffective in recovering very fine ( <15 µm) or flaky gold, as encountered in flotation feeds, concentrates or tails. It is the: preferred unit for gold recovery from grinding circuits. The batch Falcon is effective in the fine range, typically less than 37 µm for gold. Its recovery zone is quickly saturated when there is significant heavies in the feed. It works best as a pre-concentration unit. The continuous Falcon is a versatile unit which is capable of recovering fine heavies (density down to 5 g/cm3 ), especially from coarser gangue. INTRODUCTIONThe purpose of this presentation is to describe the mode of operation of two Canadian centrifugal concentrators, the Knelson and Falcon. It is hoped that it will prove informative to prospective users in the selection, testing and optimization for applications of either machine. The work is based on testwork both in Canadian mills and at McGill. I am indebted to many colleagues at these locations. Appropriate references will be made to articles further describing the work, either already in the open literature or in preparation.Although this work is meant to be more practical than scholarly, it is appropriate to begin by considering how the two units achieve selective recovery. This will become useful in establishing a suitable testing methodology, which will then be described, and interpreting typical results. In the last section I will attempt to define appropriate applications for the two units. This is a thankless task, as I am likely to miss some applications or to make projections based on partial results, as much of the work is still in progress. In deference to the reader and both manufacturers, areas where reasonable doubt still remains will be identified."

At present, approximately 80 % of the worlds mine production of copper is achieved by smelting and electrorefining. The principle aim of copper electrorefining is to satisfy the large demand for extremely pure copper. It is remarkable that high quality copper cathodes with the required purity (99.99+% Cu, ASTM B115-10) and structural characteristics (i.e. deposit density and morphological texture) are produced from impure copper anodes dissolved in electrolytes containing a variety of impurities. This is accomplished with the proper control of operating parameters such as: current density; temperature; copper and sulfuric acid concentration; agitation; substrate preparation; and the application of electrolyte additives. The basic elements of the electrolysis of copper have not changed significantly over the past 150 years since the early developments of James Elkington. Importantly, our fundamental understanding of the underlying electrochemistry has advanced considerably. This is especially true regarding our knowledge of the mechanistic role of additives during the electrocrystallization of copper. This is a very complex subject and modern electrochemical techniques and the development of surface characterization and imaging instruments has helped immensely in our ultimate understanding of how additives control the deposit structure and morphology. The purpose of this paper is to review the historical development and application of electrolyte additives in copper electrorefining and to examine our current knowledge regarding their use. INTRODUCTION The first transatlantic telegraph cable was completed in August 1858. Regrettably, this cable failed shortly after the initial connections. After several more failed attempts, improvements in materials and copper quality resulted in successful communication between Europe and America on July 28, 1866. In many ways this hallmark event demonstrated the need for high purity copper. The first copper refinery in the world was commissioned in May 1869 in Pembrey, South Wales by partners Josiah Mason and James Balleney Elkington. (Historical Note). The 1865 and 1868 British patents issued to James Balleney Elkington were the foundation for the first commercial production of high purity electrolytic copper (Elkington, 1865, 1869, 1870). This important achievement was made possible primarily by the invention of the dynamo which was based on the fundamental operating principles advanced by Michael Faraday. A symbiotic relationship between copper refining and the dynamo was henceforth established. The dynamo provided electric current for electrolytic refining of copper and the electrorefining tankhouse provided pure copper which was required for the generation and transmission of electricity.

Ammoniacal solutions are attractive and effective lixiviants for the dissolution of chalcopyrite, allowing for the formation of stable ammine complexes with copper while rejecting iron. Chalcopyrite dissolution in ammoniacal solutions is reviewed from literature, and results from a recently completed study evaluating it through electrochemical and controlled leach studies are discussed. Ammoniacal leaching of copper ores dates back to 1916 in the leaching of low grade copper ores in the Kennecott leaching plant and in the Calumet and Hecla mines, followed by the commercialisation of the Sherrit Gordon process for the ammoniacal leaching of sulphide copper ores in 1948. Since then ammoniacal leaching has received intermittent focus from researchers with the development of the Anaconda’s Arbiter process and the unsuccessful Escondida process. In these leaching processes, the formation of surface deposits has historically been reported to result in the passivation of the chalcopyrite surfaces, whereas oxygen mass transfer in solutions has been the focus of process design improvements. Results of studies on high grade chalcopyrite material is presented in this paper which show that although a surface deposit was formed, it did not result in the passivation of chalcopyrite in ammoniacal solutions, and that while oxygen transfer is critical, it is not the direct oxidant in the reaction. INTRODUCTION Ammonia and its salts have been used in the hydrometallurgical treatment of non-ferrous metals such as copper, cobalt and nickel from oxide ores. Its chemistry allows for the selective dissolution of desired metals, leaving behind gangue including iron. Chalcopyrite is a copper sulphide ore known to be very stable and hence recalcitrant to many hydrometallurgical processing methods. Thus, the dissolution of chalcopyrite continues to be an attractive area of research. The dissolution of chalcopyrite in ammoniacal solutions is possible due to the stabilisation of copper(I) and copper (II) ions by ammonia in alkaline media. Ammonia has become more attractive as a lixiviant during the present socio-economic climate due to its low toxicity, relatively low cost and ease of regeneration by evaporation (Meng & Han, 1996). Ammonia processes are ideal when the gangue minerals are acid consuming e.g. with calcareous or dolomitic gangue (Paynter, 1973).

Since 1978, Syncrude Canada Ltd. has been expanding steadily its oil sand mining and processing capacity while reducing unit energy requirements. At the current rate of ~180 M tonne/year oil sand, the originally adopted Karl Clark?s 80°C version of the Hot Water process would require some 53 PJ (53 x 1015 Joule) heat. If this amount of heat were to be derived from burning natural gas it would cost $369 M/y (at $7/GJ). Fortunately, effective recovery of waste heat from the upgrading operations at the Mildred Lake site obviated the need for water heating with natural gas. The oil sand hydrotransport technology, first utilized commercially in the mid-nineties at Syncrude?s North Mine, reduced slurry temperature from ~80°C to ~50°C, cutting the unit heat requirement from 293 MJ/tonne to 183 MJ/t. However, in the new 100 Mt/year Aurora Mine even a 50°C process temperature would still require 18 PJ of heat energy per year. Only limited quantity of 65°C water could be imported from Mildred Lake site and some waste heat would be available from Gas Turbine Generators. A new, Low Energy Extraction (LEE) process was developed to minimize heat requirements by further reducing process temperatures to 25°C in the slurry pipeline and 35°C in the Primary Separation Vessels (PSV). Unfortunately, when applied to certain ore facies in Aurora, the LEE process yielded disappointing bitumen recoveries, necessitating an increase in slurry temperatures from 25°C to 35°C in the pipeline and from 35°C to 42°C in Primary Separation. In 2004, an Optimized Low Energy process (OLE) was developed and piloted at Syncrude Research using a 2000 kg/hour pilot plant. In the OLE process, most available heat is applied up-front to produce 45°C pipeline slurry at a density of 1.58 kg/l. Once the pipeline conditioning process is completed, the slurry is flooded with cold (10°C) water, resulting in PSV temperature of 34°C. The overall heat and water requirements are the same, or slightly lower, compared to those of the LEE process ? but without the penalty in bitumen recovery. Processing 100 Mt oil sand at 34°C (96 MJ/t), rather than at 50°C (183 MJ/t), will save $61 M/y (@ $7/GJ) and reduce green house gas emissions by ~47 %. The OLE process is currently being implemented at the Syncrude Aurora Mine.

The total current inventory of mature fine tailings is estimated to be nearly 850 million m³. Pressure has come to bear on the industry to accelerate its tailings management practices and prevent this inventory from steadily growing. The present paper describes the treatment, management and reclamation of fluid fine tailings. New technologies being evaluated include: i) Thin layered - fines dominated deposits, ii) Deep - fines dominated deposits, iii) Fines enriched sand deposits, and finally iv) water capped disposal in end pit lakes. A brief overview for each of the methods of treatment and disposal for fluid fine tailings is provided.

Black copper sludge, which mainly contains copper, arsenic and a little antimony, bismuth, selenium, tellurium, is an important recyclable secondary resource. In this paper, selective removal of arsenic from black copper sludge by alkaline oxidative pressure leaching was studied. The influences of alkali concentration, leaching time, leaching temperature, oxygen pressure, liquid-solid ratio and other variables on the leaching rate of arsenic, copper and tellurium were investigated. The results were as follows: when the leaching process was conducted at initial alkali concentration of 1mol/L, liquid-solid ratio of 10, stirring rate of 500r/min, leaching temperature of 140°C for 5 h and oxygen pressure of 2.5MPa, the leaching rates of arsenic and tellurium were 85.43% and 59.7% respectively, and copper, antimony, bismuth were not leached. Hence, arsenic has been removed effectively from black copper sludge, while the valuable metals such as copper, antimony and bismuth remained in the residue that can be further recovered easily. INTRODUCTION Black copper sludge is a byproduct in the purification process of copper electrolyte. Arsenic, antimony and bismuth are major harmful impurities in copper electrolytic refining system. The accumulation of these impurities will cause adverse effects, such as the increase of electrolyte resistance and power consumption and deterioration of cathode copper quality (Wang, Liu, & Zhang, 2001). Hence, electrolyte purification is an essential part of the electrolysis process (Liang, Chen, & Guo, 2009). Electrolyte purification methods include electrowinning (Davenport, King, Schlesinger, & Biswas, 2002), solvent extraction (Navarro, Simpson, & Alguacil, 1999), ion exchange (Arroyo et al., 2017), coprecipitation (Wang et al., 2003, 2018; Xiao et al., 2007; Xiao, Cao, Mao, Shen, & Ren, 2014), activated carbon adsorption (Navarro & Alguacil, 2002), electrodialysis (Cifuentes et al., 2015), redox process (Zhou, Peng, Zheng, Ma, & Cui, 2011; Peng, Zheng, Zhou, & Chen, 2012; Zheng, Peng, Ke, & Chen, 2013), among which the electrowinning method is simple in operation and effective in impurities removal, making it the main process for current electrolyte purification. Some copper ions can react with harmful impurities to form complex black copper sludge by controlling the operation conditions of electrowinning process. Based on the estimated data provide by Davenport et al. (2002), an annual output of 400,000 tons cathode copper could produce 432-2168 tons of black copper sludge by electrowinning method. Black copper sludge contains 30~50% copper, 15~30% arsenic and a small amount of rare elements such as selenium and tellurium. Thus, recovery of valuable metals can bring huge economic interests. Moreover, arsenic in these sludges could cause significant environmental pollution. Therefore, effective removal of arsenic from these sludges is urgent and significant.

"Over forty years of uranium mining in the Elliot Lake region of Ontario (I 956-1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and thereby significantly inhibit acid generation have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited' s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on ""Fix Dmacs"" technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.IntroductionCost-effective management of multiple tailings management areas distributed throughout a 35 km watershed requires the application of leading-edge environmental technologies. Long-term monitoring, care and maintenance costs must first be minimized through the application of decommissioning technologies that inhibit acid generation and minimize the release of contaminants from the sites. On-going operating costs must then be controlled through the application of environmental management strategies that optimize the allocation of resources while ensuring compliance with regulatory and Company environmental requirements.Using sites in the Serpent River Watershed as an example, this paper demonstrates the effectiveness of water covers as a decommissioning strategy to inhibit acid generation. In addition, the Telemetered Environmental Operating Control System and Regional Environmental Information Management System are reviewed as examples of the application of environmental technologies to the management of environmental programs."

"Recent land-use decisions in British Colwnbia, and the publication of a report on compensation for expropriations of resource interests, have highlighted the nature of land use policies. Landuse decisions, such as the creation of large new parks, raise three principal issues which have implications for how land-use policy is conducted and how it impacts on the mining industry. The first is the identity of the parties advocating different land-use policies and their motives for doing so, the second is the changing nature of benefits derived from land, and the third is the change of property-rights regime which is devised to accommodate the (changing) benefits from using land and natural resources, as well as the interests of the different parties involved.Involved Parties and BenefitsThe process of establishing or modifying property rights depends on the interest groups involved. Three distinct categories, each with distinct incentives which can influence the process, must be distinguished: private claimants, politicians and bureaucrats (Libecap, 1989).The first groups claim rents and management powers through asset ownership. They may be incumbent owners seeking enforcement of the status quo, new claimants seeking redistribution of assets, or third parties who depend on the distribution of assets (e.g. lenders, labour suppliers and contractors). Some infonnal property arrangements can be negotiated within the group whereas others requires action in the political arena through lobbying politicians for (re)allocation of property rights and influencing bureaucrats for favourable administrative decisions. The second category is politicians, who direct the powers of the state to change or enforce property rights. Both incwnbents and office-seekers fall in this category and their actions and opinions are shaped by their constituencies and financial backers. However, not all causes can be championed and trade-offs have to be made, resulting in decisions that maximize political benefits. The third category of parties in the process is the bureaucrats. The power to manage has been delegated by politicians but bureaucrats also have opportunities and incentives to further their own interests. These can include maintaining or expanding jurisdictional turf or increasing operating budgets (Libecap, 1989)"

"Collector and frother are commonly used to induce the floatability of valuable minerals in flotation plants. These reagents are usually distributed down a flotation bank or sometimes added in a single location at the top of the bank. A review of the literature and some experimental results obtained from laboratory and full scale trials indicate that the way flotation reagents are distributed down a flotation bank may influence the flotation response of coarse particles. The paper summarizes these observations which show that the distribution of reagents is a potential tuning variable for process optimization.IntroductionFlotation is in many cases the only way to concentrate sulphide and some oxide minerals. Flotation is a concentration process that uses particle surface composition to induce the selectivity by mean of hydrophobic reagents. The influence of particle size on flotation was firstly analyzed in the 50's1·2 and intensively investigated in the 70's, early 80's and 90's3-18. Most of the observed results show the existence of an optimum flotation size range9 whose recovery is not significantly influenced by a reduction of collector dosage""18. This result brought the idea of using a small portion of the total collector dosage at the top of a rougher bank and to distribute the remaining through the end of the bank to ensure sufficient collection of the coarse particles that need more hydrophobic coverage to attach to air bubbles and be lifted to the surface.This paper discusses the idea of using the distribution of reagents down a flotation bank to tune the operation of the process. Unlike the literature on the effect of reagents (collectors, frother...) dosage that is dense, little attention has been put on the distribution of reagents in a flotation bank. Although research on this subject has not been pushed very far, some operators have recognized the potential of a strategic addition of reagents down a flotation bank19. Except for a few exceptions, the proportions of the reagents to be distributed down a flotation bank are decided according to operator's experience instead of process analysis in relationships with particle size. This paper recalls observations made by different researchers that lead to the idea of using the distribution of reagents as a tuning variable for the flotation process. The paper does not present a detailed analysis or optimization scheme for tuning the distribution of reagents, but analyzes some plant and laboratory results with a view toward the development of a testing methodology and ultimately a validation or rejection of the idea."

"Grinding mills are infamous for their extremely low energy efficiency. This paper reports the results of an investigation that characterized energy outputs in industrial grinding mill circuits. It identifies and discusses the potential for recovering energy from grinding circuits. Agnico-Eagle Goldex Division, Mine Canadian Malartic, and New Gold New Afton Mine participated in the study by providing operating data for three semi-autogenous grinding mills and four ball mills. Results showed that on average, 79% of the supplied electrical energy was converted to heat absorbed by the slurry, 8% was lost through the drive system, and approximately 2% was transmitted to the ambient air. Only 9% of the input energy was actually used for grinding. The remaining 91%—wasted as heat—could potentially be recovered using suitable technologies or integrated energy management systems. Cet article présente les résultats d’une étude qui caractérise les rendements énergétiques des circuits industriels de broyage et examine les possibilités de récupération d’énergie dans les circuits de broyage. La mine Goldex d’Agnico Eagle, Mine Canadian Malartic et la mine New Afton de New Gold ont participé à l’étude en fournissant des données de fonctionnement pour trois broyeurs semi-autogènes et quatre broyeurs à boulets. Les résultats montrent qu’en moyenne 79 % de l’énergie électrique fournie sont convertis en chaleur absorbée par la pulpe, 8 % sont perdus dans le système d’entraînement et environ 2 % sont dispersés dans l’air ambiant. Criticizing an “ill definition of the reference for the output energy,” Fuerstenau and Abouzeid (2002) proposed a “more meaningful baseline” would be “the energy for producing new surface area by the ¬mens.” Based on this reference, they concluded that “the ball mill is reasonably efficient energetically,” exhibiting an efficiency of approximately 15% for quartz."

This paper presents a three-tier web-based GIS application that uses Java Server Page (JSP), Java Servlet and relational database to manage performance monitoring and reporting in the oil sands mining industry. It is a real-time Earth Structure Performance Monitoring System (ESPMS), which allows the user to record and store instrumentation monitoring readings as well as technical observations and instrumentation installation documentations into a complete relational database. The ESPMS introduces the advantages of precise field record keeping, due diligence, security, consistency and completeness while at the same time simplifying the task of reporting. ESPMS combines web-based Geographic Information System (GIS) mapping and data management to facilitate the collection, organization, retrieval, reporting and communication of the vast amounts of monitoring data related to mining and tailings engineering associated with site investigation and construction information. ESPMS utilizes web-based GIS technology to incorporate referenced aerial photographs, Energy, Mines and Resources (EMR) maps or AutoCAD drawings as a base map for the monitoring site. It dynamically creates and administers all instrumentation monitoring locations and reading frequencies. It enables the user to collect and manage the data associated with an unlimited number of reading events. It provides the designer with real-time monitoring data (what, why, when, how), thereby allowing them to make early adjustments to design protocols or procedures, or to take remedial action(s) regarding the subject earth structure under construction or after completion. It provides more cost-effective reporting and data sharing through the Internet. It improves security on data entry and eliminates unauthorized data changes. It allows better integration of graphics and illustrations with numerical data files. It is capable of managing the continually expanding workload resulting from new and larger structures in the oil sands or other mineral mining industries. The ESPMS facilitates easier data gathering for preparation of as-built and after-built or regulatory reports, etc. It enables quick location of the interested instruments and summarization of the performance of the instruments. It enables one to visualize performance data and QA/QC construction test results spatially on any given cross-section. Data can be exported to MS Excel for detailed analysis and to evaluate the stability of the earth structures.
