Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

Exploration for active seafloor hydrothermal vent fields has been highly successful, and more than 300 such fields have been discovered to date. Some will most probably be mined, given their high metal grades (Cu, Zn, Au and others). However, the current practice detects active systems, and activity rates, not the size of the deposits. This strategy may leave undetected some of the best targets, for several reasons as follows: 1. Large hydrothermal plumes are a measure of dispersion of ore components, not of efficiency in the generation of orebodies; 2. Deposits formed a few hundred years (or more) before present will generally have ceased their activity and will not be detected by plume studies; 3. Deposits formed under a cover rock (up to a few meters of sediments, volcaniclastics, or the like) may exhibit only minor seafloor hydrothermal activity, possibly diffuse flow. Cover rocks will often host hanging wall rock alteration, expressed in geochemical and mineralogical haloes. It has been demonstrated in many instances, especially for deposits formed in the geological past, now exposed on land, that ore genesis under a cover rock is one of the most suitable processes for generating large massive sulfide deposits. One of the great challenges for submarine resource knowledge will be to develop adequate exploration strategies for sizeable orebodies, not necessarily hydrothermal vent fields, sometimes hidden under a cover rock.

"Recent concerns over the availability of many mineral raw materials, and newly available technological developments, produced renewed interest in deep-sea mining. However, environmental concerns, with variable degrees of justification, are raising opposition to the concept. The forecast for the behavior of consumption versus availability of many raw materials, nearly all critical metals, arguably show that consumption will grow much faster than resource discovery onshore. Finding new sources of raw materials seems inescapable. The deep seafloor stands out as the only likely candidate.Sea Floor Mining and the EcosystemMarine mining has already started, decades ago, for diamonds, currently up to depths near 400m. Although the industry recognizes there is a footprint, it considers the footprint quite minor, because the area mined is small: in Namibia, where offshore diamond mining is now 70% of the country’s total, only 3% of the concession of 3,700 sq miles (9600km2) have been mined. As plans to mine deep-sea massive sulphide deposits and polymetallic nodules progress, the environmental concerns grow. Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. The extension of the Mid-Atlantic Ridge north of Iceland has collectively been referred to as the Arctic Mid-Ocean Ridges (AMOR). The AMOR extends from the northern shelf of Iceland, to the Siberian shelf in the Laptev Sea, passing en route through the Norwegian- Greenland Sea, the narrow gateway of the Fram Strait, and across the Eurasia Basin. The AMOR is 4000 km long and is divided into six super segments: 1) the Kolbeinsey Ridge, 2) the Mohns Ridge, 3) the Knipovich Ridge, 4) the Molloy Ridge, 5) the Lena Trough, and 6) the Gakkel Ridge. After continental rifting at 60-50 million years ago, around 2.5 million km2 of oceanic seafloor has formed by seafloor spreading - resulting in the formation of the Norwegian- Greenland Sea and the Eurasian Basin. This northernmost part of the global ridge system is anomalous in several ways: The seafloor spreading takes place at an ultraslow rate (less than 2 cm/y) with spreading rates decreasing northward to around 1 cm/y at the Gakkel Ridge - which is the most slow-spreading ridge on Earth. As a result, the volcanic activity along the northern part of the AMOR is low, the oceanic crust is unusually thin (around 3,5 km at the Knipovich Ridge, Kandilarov et al.2010), and the rift valley is deep (average water depth > 3 km). In the southern part of the AMOR, the ridge system is affected by the Icelandic plume and a hot spot below Jan Mayen. The ridge-plume interaction results in higher volcanic productivity, unusually thick oceanic crust (9-11 km, Kandilarov et al. 2012) and shallow ridge segments (1500-100 m). The AMOR also display contrasting spreading regimes, whereas some super segments are dominated by orthogonal spreading (Kolbeinsey and Gakkel Ridge) others are characterized by highly oblique spreading (Mohns and Knipovich ridges). Some ridge segment displays asymmetric spreading, like the Mohns Ridge where core complexes preferentially form along the northwestern flank. Together these variations in ridge characteristics results in large diversity of hydrothermal systems and associated mineral deposits.

Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

The release of methane as free gas from the seafloor into the water-column well within the hydrate stability field is a natural process observed today in various ocean settings, such as the Cascadia margin, the Black Sea, the Guayamas Basin, and the Gulf of Mexico. The subsequent dissolution of gas bubbles into the water-column determines the vertical distribution of aqueous methane in the water-column and the upwards methane flux. Understanding this process not only is essential to describing the impact of natural deep-sea gas seepage, but also to assessing the hazard potential from blowouts and offshore exploitation activities, which are steadily expanding to greater ocean depths. Furthermore, the fate of methane from seeps contributes to scenarios of global change in the past and future involving the large scale destabilization of gas hydrates on a. We recently reported on the extended lifetime of methane bubbles within the hydrate stability field due to the formation of a hydrate skin (Rehder et al., 2002), based on in situ measurements of methane and argon bubble dissolution in the depth range 400 to 800 m. More recently, these observations were extended to depths from 900 to 1500 m. Single bubbles were injected from the ROV Ventana into an attached, back-illuminated, flow-through imaging box. The ascent of individual bubbles within the imaging box was recorded with Ventana?s HDTV camera system by piloting the 3-ton ROV upward, at the bubble rise velocity, for up to 400 m of vertical transit. Observed rise velocities were approximately 30cm/sec for all depths. Post-dive analysis of the HDTV video allowed detailed measurements of the bubble shrinking rates. The results of the earlier and new experiments lead to the following conclusions: (A) Methane bubbles released below the hydrate stability field showed markedly enhanced lifetimes, attributed to hydrate skin formation. The change in radius with time, dr/dt, varied from -7.5 micrometer/s above the hydrate stability field to about -1 micrometer/s at the deepest release depth. (B) Bubble lifetime within the hydrate stability field increased with distance in P-T space from the hydrate phase boundary. (C) Before hydrate skin nucleation, dr/dt for CH4 bubbles was comparable to dr/dt above the hydrate stability field. Although variable, the onset time for the hydrate skin effect to occur generally decreased with distance from the hydrate phase boundary (super-pressurization and super-cooling with respect to hydrate formation). (D) Even before the onset of the hydrate skin effect, a slight decrease of dr/dt with increasing depth was observed.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

This paper concerns the continuation of work on the deepwater non-oxygen cycle heat energy generating systems. The 25-kW prototype of a universal deepwater turbine-electric energy source with hydrazine-hydrate as the primary heat production chemical is described in short and its abilities are discussed. The ?hydrazine-hydrate 64? is a catalytically dissociated heat production chemical (H2H4 ? nH2O) with 36% of water. The system was designed for work in any depths of the ocean down to 6000 m. It was built and tested working in the testing chamber in the ambient hydrostatic pressure of 600 bar. Then it was tested in the autonomous programmed regime in the Atlantic Ocean. The privileges of that energy system for any bottom installations or moving devices designed for ocean mining which need high power energy sources (20-100 kW and more) are discussed. The important needed step forward is raising the efficiency of the system which needs some investigation work in known directions. It is supposed that the possibility of getting about 5 kg/kWh with improved battery charging possibilities could be achieved. This might make the system even more profitable for mining operations.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

The seabed deposits type and distribution are very complex at the hydrothermal field. In this paper, we provided an approach to study the seabed deposits classification at the Precious Stone Mountain hydrothermal field (PSMHF) using MultiBeam sonar data . The PSMHF was found in the Galapogas microplate at the Leg 3 of the Chinese COMRA 21st Cruise. Using this approach, the seabed deposits at the PSMHF are mainly classified into three types, which are rock, breccia and sediment, respectively. We can find the distribution of the three types of seabed deposits according to the sonar backscatter data. The rocks are mostly distributed around the hydrothermal vent. The breccia are located at the foot of the vent. Most sediments are distributed at the southwest to the vent due to bottom current. Combining with seabed video, TV-Grab sample and the backscatter data, we draw the map of the seabed deposits distribution at the PSMHF.

Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero&apos;s studies and recommendations for developing marine manganese nodules in the late 1950&apos;s interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960&apos;s was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time.
