The National Institute for Occupational Safety and Health (NIOSH) has investigated engineering noise controls to reduce sound levels in cabs on air-rotary drill rigs. A recent investigation revealed that some drillers are exposed to A-weighted sound levels exceeding 85 dB even though a cab is used. NIOSH studied the in-cab sound levels of one such rig. First, preliminary tests were conducted in a controlled environment using accelerometers and microphones with spectral analysis to identify the dominant noise sources for in-cab sound levels. The results indicate that vibration transmitted from multiple hydraulic pumps to the control panel produces a dominant spike in the sound level spectrum in the 400 Hz 1/3-octave band. Next, field tests were performed in a production environment to evaluate noise controls to reduce in-cab sound levels. It was found that utilizing hydraulic noise suppressors reduces the structure-borne noise transmitted to the control panel. Further, using hydraulic noise suppressors and enhancing soundproofing reduced the in-cab A-weighted sound levels by as much as 4 dB.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils rind 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Figure 1 shows this building, market; "Main high school building?, with respect to other buildings, pipe lines, oil wells, and gas lines on the property.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

Chalcocite flotation concentrates (26-34 percent Cu and 6-7 percent S) were roasted in air to determine sulfur elimination as a function of temperature, airflow rate, and residence time. Fluosolids roasting was evaluated batchwise and continuously in a 4-inch fluid-bed reactor. Kiln roasting tests were carried out in a 4-inch ID by 6-inch-long rotary drum. Pelletizing the very fine concentrates prior to roasting was essential to minimize dust losses and accretions. Concentrate pellets, sized minus 10 plus 20 mesh and bonded with 2 percent bentonite, were excellent feed for fluosol¬ids roasting and limited dust losses to 10 percent or less. One-fourth-inch pellets were best suited to kiln roasting. Both techniques were capable of producing copper calcines analyzing well under 1 percent residual sulfur when operated at 900° C with average retention times of 3 to 4 hours. Calcined pellets were strong, porous, and readily reducible.

Equipment and techniques were developed with Bureau of Mines facilities for measurement in the laboratory of sonic shear wave velocity in variously shaped rock specimens in a wide range of sizes. A variety of rock types was tested. The shear wave front is produced by electronically excited, piezo-electric ceramic) disk-shaped transducers. Transmitter and receiver are interchangeable. Special equipment components were Bureau produced; other components were commercially available. The equipment permits quick measurement of shear wave velocity on variously shaped specimens with a minimum of specimen preparation. The technique, under favorable conditions, allows for determination of the moment of arrival of the shear wave when it is superimposed on a weak longitudinal wave.

This contract is concerned with the construction of a Time Resolved Audio Dosimeter System consisting of one readout unit and several dosimeter units. The Time Resolved Audio Dosimeter System was designed and developed by the Bureau of Mines with the purpose of this contract aimed at obtaining additional units for further field testing and evaluation. All construction was in accordance with the Bureau of Mines design and/or Bureau approved drawings produced during the course of this contract. This report contains a summary of the construction efforts, problems encountered, recommendations and all drawings produced under this contract.

Because of the renewed importance of the strategic metal manganese the Bureau of Mines in conducting further research on pyrometallurgical methods of beneficiating manganiferous iron ores and low-grade manganese ores. Published data on the Pyrometallurgical of manganese ores have been reviewed by Joseph.5/ A method of treatment that has received less consideration than others is the matte smelting of manganese or the separation of manganese from the iron and the gangue in an ore b, formation of a matte, that consists principally of esulfide of manganese. A procedure of this type has been patented by Betts.6/ Lofquist7/ claims advantages for the production of a sulfide-oxide matte as a method of recovering manganese in alloys containing manganese and iron.

This Bureau of Mines report presents a procedure for the design of an arch canopy for use in rehabilitating a high-roof-fall area. Only dy-namic line loading of an unbackfilled arch canopy at its crown is considered, and the procedure does not account for an asymmetrical loading condition. The evaluation of whether an arch canopy is suitable for a particular installation depends on many variables, including in-mine conditions and the engineering properties of the structure. However, a general evaluation can be based on a comparison of the arch's maximum crown deflection and a prescribed allowable crown deflection. The design procedure is based on the concept that when an arch canopy is sub-jected to impact loading at its crown and deflects from its unloaded state to maximum crown deflection, the structure absorbs strain energy, both elastic and plastic. As a result, this strain energy can be calculated from a static load-displacement diagram for the structure. The significance of this design procedure is that it gives mine personnel an analytical tool to select an arch canopy to meet the dimensional and functional requirements of a mine entry and a prescribed allowable crown deflection.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department’s Bureau of Labor Statistics’ Census of Fatal Occupational Injuries (CFOI), Survey of Occupational Illnesses and Injuries (SOII) and Current Population Survey (CPS). Between 1992 and 2002, 3,378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 through 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992 to 1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002, but showed overall improvement from 1995 through 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100,000 workers. An additional 46,598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground, buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. NIOSH research aimed at evaluating commercially available overhead power line proximity warning alarms is described. This research is expected to be the initial step for eventual development of a performance standard for such systems.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. "INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.
