The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.

This Bureau of Mines publication is designed primarily to provide mine engineers and production-level mine managers with the following: 1. Information to assist them in making the decision to retreat mine and in selecting the best retreat mining technique for specific mining conditions. 2. Information on mine planning that will enable them to design mine layouts for safe and efficient retreat mining. 3. Information that will enable them to develop a section foreman's handbook. The manual has been organized to gradually increase in level of detail as the reader progresses from beginning to end. Individuals interested in an overview of retreat mining can confine themselves to the first few chapters. Those interested in mine planning, should read the middle chapters as well. Those interested in the development of a foreman's handbook should read the entire manual.

Equipment and techniques were developed with Bureau of Mines facilities for measurement in the laboratory of sonic shear wave velocity in variously shaped rock specimens in a wide range of sizes. A variety of rock types was tested. The shear wave front is produced by electronically excited, piezo-electric ceramic) disk-shaped transducers. Transmitter and receiver are interchangeable. Special equipment components were Bureau produced; other components were commercially available. The equipment permits quick measurement of shear wave velocity on variously shaped specimens with a minimum of specimen preparation. The technique, under favorable conditions, allows for determination of the moment of arrival of the shear wave when it is superimposed on a weak longitudinal wave.

Chalcocite flotation concentrates (26-34 percent Cu and 6-7 percent S) were roasted in air to determine sulfur elimination as a function of temperature, airflow rate, and residence time. Fluosolids roasting was evaluated batchwise and continuously in a 4-inch fluid-bed reactor. Kiln roasting tests were carried out in a 4-inch ID by 6-inch-long rotary drum. Pelletizing the very fine concentrates prior to roasting was essential to minimize dust losses and accretions. Concentrate pellets, sized minus 10 plus 20 mesh and bonded with 2 percent bentonite, were excellent feed for fluosol¬ids roasting and limited dust losses to 10 percent or less. One-fourth-inch pellets were best suited to kiln roasting. Both techniques were capable of producing copper calcines analyzing well under 1 percent residual sulfur when operated at 900° C with average retention times of 3 to 4 hours. Calcined pellets were strong, porous, and readily reducible.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

This contract is concerned with the construction of a Time Resolved Audio Dosimeter System consisting of one readout unit and several dosimeter units. The Time Resolved Audio Dosimeter System was designed and developed by the Bureau of Mines with the purpose of this contract aimed at obtaining additional units for further field testing and evaluation. All construction was in accordance with the Bureau of Mines design and/or Bureau approved drawings produced during the course of this contract. This report contains a summary of the construction efforts, problems encountered, recommendations and all drawings produced under this contract.

This Bureau of Mines report presents a procedure for the design of an arch canopy for use in rehabilitating a high-roof-fall area. Only dy-namic line loading of an unbackfilled arch canopy at its crown is considered, and the procedure does not account for an asymmetrical loading condition. The evaluation of whether an arch canopy is suitable for a particular installation depends on many variables, including in-mine conditions and the engineering properties of the structure. However, a general evaluation can be based on a comparison of the arch's maximum crown deflection and a prescribed allowable crown deflection. The design procedure is based on the concept that when an arch canopy is sub-jected to impact loading at its crown and deflects from its unloaded state to maximum crown deflection, the structure absorbs strain energy, both elastic and plastic. As a result, this strain energy can be calculated from a static load-displacement diagram for the structure. The significance of this design procedure is that it gives mine personnel an analytical tool to select an arch canopy to meet the dimensional and functional requirements of a mine entry and a prescribed allowable crown deflection.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

Because of the renewed importance of the strategic metal manganese the Bureau of Mines in conducting further research on pyrometallurgical methods of beneficiating manganiferous iron ores and low-grade manganese ores. Published data on the Pyrometallurgical of manganese ores have been reviewed by Joseph.5/ A method of treatment that has received less consideration than others is the matte smelting of manganese or the separation of manganese from the iron and the gangue in an ore b, formation of a matte, that consists principally of esulfide of manganese. A procedure of this type has been patented by Betts.6/ Lofquist7/ claims advantages for the production of a sulfide-oxide matte as a method of recovering manganese in alloys containing manganese and iron.

The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. "INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).
